DATE AND PLACE OF COMPETITION The Football competition of the XXIII Central American and Caribbean Ga-mes Barranquilla 2018 will take place from Friday July 19 to Thursday July 31, at the ROMELIO MARTINEZ and MODERNO Stadiums in Barranquilla, Colombia.

TECHNICAL RULESEvery match will be played according to the Laws of the Game authorized by the International Federation of Association Football (FIFA).

b) If a match is drawn at the end of the regulation time in the semifinals and final, 2 extra time periods of 15 minutes shall be played. There shall be a 5 minute interval before the start of the extra time periods. There will be no interval between the extra time periods.

c) If a match is drawn at the end of extra time of 30 minutes, kicks from the penalty mark shall be taken as established in the Laws of the Game.

a) Each match lasts 90 minutes comprising of 2 periods of 45 minutes with a 15 minute half-time break between periods as established in the FIFA Laws of the Game.

PRELIMINARY ROUNDSa) The eight teams that will take part in the Women’s and Men’s competi-tions will be divided into 2 groups of 4 teams-Groups A and B.

b) Each team will play a match against every team in its group (Round Robin). Three points will be awarded for a win, one for a draw, and none for a loss.

The qualification in each group will be determined as follows:

c) The 1st and 2nd place teams of each group will advance to the Semifi- nal Round.

All countries through the corresponding NOC, shall send Sports Entry re-quests in the official forms that the Organizing Committee, will send at the latest at 24:00 hours (Colombian time) of February 20, 2018. The forms shall indicate the sports in which they will participate in the XXIII Central American and Caribbean Games “Barranquilla 2018”. (The forms that will be published in the official WEB site Baq2018.com). If recognized by the Pan American Confederation of said sport and by CACSO, Associate Mem-bers may also be allowed to participate.

ENTRY BY NUMBERThe Entry by Number forms indicating the number of participants per team and per gender shall be sent to the Organizing Committee of the XXIII Central American and Caribbean Games Barranquilla 2018 at the latest be-fore midnight (Barranquilla, Colombia’s time) of April 20, 2018 according to CACSO’s Regulation, Chapter VIII.

ENTRY BY NAMEFor each eligible athlete to participate in the XXIII Central American and Caribbean Games Barranquilla 2018 it is necessary to fill out an entry by name form that should be contemplated by NOCs and will be received by the Organizing Committee before midnight (Barranquilla, Colombia’s time) of Wednesday June 20, 2018 according CACSO’s Regulations, Chapter VIII.

Each NOC shall send the entry by number and entry by name forms in the official forms provided by the Organizing Committee, to be delivered six months before the Games. If you have any doubt or for clarification pur-poses, the Organizing Committee has this e-mail address at your disposal:: [email protected]

MAXIMUM NUMBER OF COMPETITORSAccording to the quota established by CACSO the Football competitions will have a maximum of three hundred and twenty (320) athletes in eight (8) teams per gender category and a maximum of twenty (20) players per team.

Each NOC may enter a maximum of one (1) team per gender category; as long as they meet CONCACAF qualifying criteria for the XXIII Central American and Caribbean Games, Barranquilla 2018.

COMPETITORS’ AGESThe date of birth for male athletes is from January 1, 1997 (U21). Eachteam may enter a maximum of three (3) male athletes without agerestrictions.

The women’s competition is open category and has no agerestrictions.

MINIMUM PARTICIPATION For an event to be considered official five (5) representations must partici-pate from the same number of National Olympic Committees. In the event one or more representations, after the Technical Meeting takes place, may not participate due to force majeure (verified by CACSO) the event will be carried out with a minimum of four (4) representations of the same number of National Olympic Committees.

The competitions of the XXIII Central American and Caribbean Games Barranquilla 2018 will be carried out according to CACSO’s Statute and the corresponding International Federation Regulation in force during the Games. The cases not foreseen in the above-mentioned regulations will be solved as follows:

1. General nature cases will be solved according to CACSO’s Statute and according to the Central American and Caribbean Games Regulation. Technical nature cases will be solved according to the procedures of the Pan American Confederation or a Continental Organization

TRAINING FACILITIES

TECHNICAL MEETING

• Up to two representatives per NOC may attend the Technical Meeting

• The invitation card for the Technical Meeting will be available at the Sports Information Center of the Central American and Caribbean Village upon their arrival.

TEAM ARRIVAL MEETINGS

TECHNICAL OFFICIALSCONCACAF Referees Committee will appoint the referees.They will be announced at the Technical Meeting.

select three contrasting colors for goalkeepers. These three goalkeeper kits must be distinctly different and contrasting from the official and re- serve team kits and be available for each goalkeeper. This information shall be sent to CONCACAF on the team color form and only these colors may be worn at the matches. CONCACAF will inform the teams of the colors that they shall wear for each match.

Access will be granted only to accredited team members. Entry will not be allowed to the general public.. Equipment shall meet the requirements of the International Football Federation.

• The Technical Delegate and General Coordinator of Football will conduct the meetings. There will be simultaneous translation.

Team Arrival Meetings (TAM) are individual team meetings that take pla- ce right after the team’s arrival. The meeting will be conducted by the general coordinator in both English and Spanish.

The selected referees for a match may not be of the countries that are competing in that particular match. The selection of the referees must be based on the FIFA International Referees list.

• The Technical Meeting otherwise referred to as Match Coordination Meeting (MCM) will take place on July 18, 2018, Room 2 at 10:00 AM (Women's) and on July 19, 2018, Room 2 at 10:00 AM (Men's) at the Corporación Universidad de la Costa-CUC.

DISCIPLINARY COMMITTEE1. The CONCACAF Disciplinary Committee is responsible for enforcing these Regulations. The CONCACAF Disciplinary Committee may apply the sanctions described in these regulations, as well as the FIFA Statutes and the FIFA Disciplinary Code.

a) Admonish, sanction, fine, suspend and/or disqualify the national teams, their players and/or officials.

b) Take action against any person(s) or Member Association(s) which may violate these Regulations, the Laws of the Game or the rules of Fair Play.

The CONCACAF Disciplinary Committee decisions may be based upon written record or by conducting a hearing: a) When making a decision, the CONCACAF Disciplinary Committee may refer to the reports made by the referee, assistant referees, fourth official, match commissioners, referee inspector, general coordinator, technical delegate, security officer, diversity officer and/or any other CONCACAF staff or officials present. Such reports may be used as evidence but only in so far as the disciplinary aspects of the case being dealt with are concerned and shall not affect a referee’s decision regarding facts connected with play.

b) At its discretion, the CONCACAF Disciplinary Committee may convene a personal hearing and will decide any procedures to be followed. Decisions of such hearings shall only be valid if at least three members of the CON-CACAF Disciplinary Committee are present.

The following decisions of the Disciplinary Committee shall not be subject to appeal:

a) Cautions and censures imposed on Member Associations, players and officials and other persons.

2. In cases of infringement of these and all applicable regulations or uns- porting behavior on the part of the participating national teams, their pla- yers and/or officials, or in any kind of incident, the CONCACAF Disciplinary Committee shall be empowered to:

c) Prohibit violators from participating in a specific number of CONCACAF organized tournaments in which they might have otherwise participated in.

b) Suspensions of up to two matches, or up to two months, imposed on Member Associations, players, officials or any other persons.

c) Fines imposed on Member Associations (not exceeding $10,000 USD) or on players, officials or any other persons (not exceeding $3,500 USD).

5. All imposed economic penalties must be paid by the appropriate Mem-ber Association no later than sixty (60) days after notification thereof.

6. Cautions and suspensions:

a) Cautions received during any other competition are not carried over to the Competition.

b) A single caution received in the Group Stage of the Competition shall not be carried over to the knock-out stages.

c) Two (2) cautions received in different games in the Group Stage of the Competition shall result in automatic suspension from the next game in the competition.

d) Red card (direct or indirect) suspensions shall be served regardless of the stage of the competition.

e) Unserved suspensions outstanding at the end of a team’s participation in the Competition will be carried over to the next friendly match of the national player.

LAWS OF THE GAME1. All matches will be played under the Laws of the Game as approved by the International Football Association Board (IFAB) and published by FIFA.

INJURED PLAYERS

MEDAL CEREMONIES Medal Ceremonies will be conducted according to CACSORegulations – Chapter XIII:

TEAM COMPETITIONS: • Winning Team: A diploma for the team and a gold medal and a diploma for each team member

• Second Place: A diploma for the team and a silver medal and a diploma for each team member

• Third Place: A diploma for the team and a bronze medal and a diploma for each team member

MATTERS NOT PROVIDED FOR

2. In the case of any discrepancy in the interpretation of the Laws of the Game, the English text shall be authoritative.

A listed player may only be replaced in the event of serious injury up to 24 hours before his/her team’s first match after CONCACAF has received a detai- led medical assessment in English and only after acceptance by the CON- CACAF Sports Medical Committee and/or the CASCO Organizing Commi- ttee that the injury is sufficiently serious to prevent the player from taking part in the competition. The Member Association shall then immediately nominate the substitute and inform CONCACAF accordingly. The substitutes shall be se- lected from the provisional list. NO WAIVERAny waiver by CONCACAF of any breach of these Regulations (including of any document referred to in these Regulations) will not operate as, or be construed to be, a waiver of any other breach of such provision or of any breach of any other provision or a waiver of any right arising out of these Regulations or any other document. Any such waiver shall only be valid if given in writing. Failure by CONCACAF to insist upon strict adherence to any provision of these Regulations, or any document referred to in these Regulations, on one or more occasions will not be considered to be a wai-ver of, or deprive CONCACAF of the right to subsequently insist upon strict adherence to that provision or any other provision of these Regulations, or any document referred to in these Regulations.

Doping control will be done according to CACSO’s Medical Commission requirements, according to the Fédération Internationale de Football Association (FIFA) Regulations and will follow the standards of the Anti Doping Agency procedures (WADA).
