Spectrum Licence Technical Framework Development
#TuneUp2011
>Three interlocking components:
>Marketing/Conversion Plan (s. 66 core conditions and sample licence)
>s.145 Determination of Unacceptable Interference
>s.262 Radiocommunications Advisory Guidelines
TLG Working Methods
#TuneUp2011
>Similar TLG process for each band
>TLG process kick-off – 18 July 2011
>Discussion Papers (by 3) developed by ACMA
>Correspondence via Sharepoint site (meetings only if required)
>Members can post responses or participate in discussions
>ACMA will revise discussion papers based on responses
>Documents and correspondence are group in-confidence
>Lobbying code of conduct

>Standard Trading Units (STU)
>Minimum Contiguous Bandwidth (MCB)
>s.66 core conditions:
>Non-spurious emission limits
>Spurious emission limits
>Out of area limit
>Reference technologies
TLG Discussion Paper #2
#TuneUp2011
> s.145 Determination of Unacceptable Interference
> Legal Determination defining an ‘Unacceptable Interference’
>Deployment constraints, e.g:
>EIRP limits
>height restriction to maintain site sense
>antenna beamwidth
>Area boundary management arrangements (Device Boundary Criteria)
TLG Discussion Paper #3
#TuneUp2011
>s.262 Radiocommunications Advisory Guidelines
>Management of inference to other services
>Management of interference to incumbent services for new spectrum licences during re-allocation period
>Update to account for any changes in and adjacent to existing spectrum licence space (e.g. RQZ)
>Management of interference to spectrum licence receivers
>Notional receiver
>Compatibility requirement

Finalising the TLGprocess
#TuneUp2011
>Process finished once TLG have considered all issues raised in discussion papers
>Duration of each TLG may be different dependant on complexity of issues considered
>Aim is to achieve consensus on issues
>Final decision rests with the ACMA
>Publish outcomes (i.e. final versions of TLG papers)
>Target is to finalise both TLGs by the end of 2011 for input into draft Marketing Plan planned to be released in February 2012
Post TLG process
#TuneUp2011
>ACMA will create/amend legislative instruments to reflect outcomes of TLG
>Marketing Plan
>Public consultation on new/amended instruments
>Make instruments and register on FRLI
