1. The meeting was called to order by Chair Brunet at 10:10 a.m. A quorum was present at that

3. ICTC Updates / Announcements

a. CMAQ and RSTP Obligation Updates

- Ms. Mendoza reviewed CMAQ and RSTP projects for FY 2014-15 and FY

2015-16 with city staff at the meeting.

b. Transit Updates

- Mr. Salgado stated that the ADA Certification and Eligibility Study was

approved by the Commission in February.

- The FTA 5311 grant application was submitted to Caltrans in January for fixed

route services in Brawley.

- The Safe Routes to School Master Plan will be having a kick off meeting soon.

- Article 3 projects can now be submitted; the Commission approved the item in

at the February meeting.

- Seven of the nice new low floor buses for IVT Ride have been delivered.

- Ms. Williams stated that the bus stop inventory RFP will be released later this

year. This project will require participation from city engineers.

c. LTA Updates

- For the LTA Bond agencies only, the issuance of the bond was May 1, 2012

and the bond indicates that 85% of projects should be in construction by the 3rd

year. For agencies that will not be achieving that, please document the reasons

why. There are no penalties; however it may have a negative effect for future

bonding opportunities. More information will be forthcoming at the meeting in

April.

- The LTA FY 2013-14 Audit is being finalized and staff will post the draft on

the website as soon as it is available.

d. Other

- The Bike and Ped Study was approved by the Commission in February.

- We will be submitting an application for nomination for the El Centro

Transit Center as a project to the California Transportation Foundation.

- Day 3 of the Renewable Energy Summit will feature ICTC and SCAG

presentations. If interested in attending, it will only cost $100 for the

day. An email will be sent to the City Managers/County CEO.

- Mr. Baza stated that he met with State Legislature regarding a 6 year

transportation bill. If it is not possible, resolutions will be made to the

current bill until a new bill is adopted.

- An ICTC/IVEDC General Assembly and Economic Summit will be

taking place on April 30th

and May 1st.

4. Cities and County Planning / Public Works Updates:

- Mr. Brunet stated that the County of Imperial is currently working on the following projects:

1. SR 86 / S22 signal is under construction and should be done by July.

2. Several LTA Bond projects are under construction including Drew Rd

and Evan Hewes Hwy.

3. Working on an RFP for a Hydrology Manual for the County

- The City of Imperial will have road closures and possible detours due to the following

projects:

1. Dogwood/Aten Roads 30 day closure

2. Hwy 86/Neckel stoplight

5. SCAG Updates / Announcements

- The SCAG Regional Conference and General Assembly will be held at the JW Marriott in

Palm Desert on May 7-8, 2015 where Council Member Cheryl Viegas-Walker (El Centro)

will be sworn in as the new SCAG President.

6. Caltrans Updates / Announcements

- Mr. Medina provided the following Caltrans updates:

o ATP Program deadline to Caltrans is March 30, 2015 for the May27-28,

2015 CTC meeting in Fresno.

o It is anticipated that the ATP Cycle 2 “Call for Projects” will begin March

26, 2015 and will be due on June 1, 2015.

o The HSIP Cycle 7 “Call for Projects” is scheduled to begin in April 2015 and

the applications will be due late July 2015. High Risk Rural Road (HRRR)

federal funding for eligible projects is also included in the Cycle 7 HSIP call.

o Please “SAVE THE DATE” for the upcoming SCLAMM March 19, 2015 in

D8. The meeting will be held at Caltrans District 8 Office from 9am-3pm. An

agenda will be provided in the near future.

o Chapter 10 of the LAPM has been updated, as recommended in the findings

from the Division of Local Assistance’s (DLA) “Process Review of the Local

Agency A&E Consultant Selection and Procurement” dated July 7, 2014.

The updated chapter incorporates process flow charts; clarifies and provides

added guidance; provides a more comprehensive and simplified checklist

(Exhibit 10-C); improves exhibits; and removes duplicate exhibits. The link

to Chapter 10 of LAPM is provided below:

o Chapter 5 of the LAPM has been updated to incorporate the new invoice

review procedures as documented in Division of Local Assistance Office

Bulletin (DLA-OB) 14-05 Risk Based Invoicing; pro rata or lump sum

method as described in DLA-OB 13-01 Establishment of Pro Rata/Lump

Sum and the risk-based Indirect Cost Allocation Plan (ICAP) procedures

introduced by Caltrans Audit and Investigations (A&I) in 2012. Clarity,

additional information, and other refinements are added to the accounting,

audits and invoicing portions of Chapter 5 as well. The link to Chapter 5 of

LAPM is provided below:

o The new policy, as dictated in OB 14-08, requires that local agencies shall

now submit a copy of their notice of contract award, Notice to Proceed letter,

or equivalent, to their respective DLAE concurrent with its issuance to the

contractor, for ALL Federal-aid projects. Please transmit the relevant

document(s) to the following:

o FHWA released the NPRM on National Highway System (NHS) Pavement

and Bridge Performance Measures as required by MAP-21. This NPRM

proposes rules for assessing pavement and bridge condition, target

establishment, and reporting. These Performance Measures will have a

significant impact on how Federal-aid Highway Programs will be conducted.

Comments are due to FHWA by May 8, 2015.

o The Federal Highway Administration (FHWA) released the Notice of

Proposed Rule Making (NPRM) on developing asset management plans as

required by MAP-21. This proposed rule would require statewide evaluations

to determine reasonable alternatives to roads, highways, or bridges that

events. Comments are due to FHWA by April 21, 2015.

o The Local Assistance Obligation Plan was reviewed. He stated that

obligation authority (OA) as of January 31, 2015 is 0%.

o Mr. Owen stated that the Cities of Brawley, Calexico and the County of

Imperial all have incomplete Demo projects. He also said that Demo projects

have their own OA. He recommended that if those agencies have a project

that fits the description of the legislation, the funds can be used. Ms.

Mendoza requested that she be cc’d on any communication regarding the

specified Demo projects.

7. General Discussion / New Business

- Ms. Arellano stated that there is a public works institute at the same day as the March TAC

meeting and suggested to cancel or change the date.

- There is a tentative date for the next Caltrans External Meeting for April 23, 2015. A possible

TAC meeting may be scheduled in April before the Caltrans meeting to follow up with the

FY 2014-15 programming and the FY 2015-16 projects.

- Mr. Campos suggested that an email reminder of obligations be sent to all in March.

SUBJECT: 2015 Active Transportation Program Regional Guidelines

Dear Committee Members:

Imperial County Transportation Commission (ICTC) staff has been working with staff from the Southern

California Association of Governments (SCAG) in the review of the Active Transportation Program (ATP)

guidelines. The ATP is funded from various federal and state funds including the federal Transportation

Alternatives Program (TAP), the Highway Safety Improvement Program (HSIP), State Highway Account,

and Safe Routes to Schools (SR2S).

Per the 2015 guidelines issued by the California Transportation Commission (CTC), the program is divided

into state and regional shares. Project applications that are not selected for funding from the state’s share of

the funds will be passed on to the other Metropolitan Planning Organizations (MPOs) for consideration for

regional share funding.

Program funding is segregated into three components and is distributed as follows:

50% to the state for a statewide competitive program

10% to small urban and rural regions with populations of 200,000 or less for the small urban and

rural area competitive program

40% to Metropolitan Planning Organizations (MPO) in urban areas with populations greater than

200,000 for the larger urbanized area competitive program

In this second call for projects of ATP funds, SCAG does not intend to host a separate Call for Projects.

Caltrans will instead forward grant proposals from the SCAG region that were note awarded funding at the

statewide selection round for consideration in the Regional Program. Therefore, all project applications must

meet the state’s criteria and be submitted to Caltrans first.

ICTC is responsible for scoring from within Imperial County for their consistency with plans adopted by

local and regional governments within the county. In this round of funding, there is an emphasis on projects

that are ready to go.

ICTC Technical Advisory Committee (2) May 22, 2015

Assigning a methodology for assigning the ten (10) points needs to be completed by ICTC. In April 2014,

ICTC was required to establish the same scoring methodology. Previously, if a project was determined to be

consistent with plans adopted by local and regional governments within the county, ICTC could add up to 10

points. In 2014 ICTC adopted the following scoring methodology: 10 points for projects that have been

identified in an adopted local and/or regional plan; zero points for projects that have not been identified in an

adopted local and/or regional plan.

This item was presented to the Management Committee on May 13, 2015 as an informational item. ICTC

Staff forwards this item to the Technical Advisory Committee for their discussion and recommendation after

public comments, if any:

1. Approve the following methodology for assigning points of the Active Transportation Program

Regional Guidelines:

a. 10 points for projects that have been identified in an adopted local and/or regional plan; and

b. Zero points for projects that have not been identified in an adopted local and/or regional

plan.
