Overview

The administration of the Foreign Military Financing Program (FMFP) involves the management of substantial amounts

funds. These funds support Foreign Military Sales (FMS) and are an important component of the U.S. security assistan

programs. FMFP and FMS are designed to promote US national security and foreign policy by assisting our allies in acquir

the military technologies, products, and capabilities required to meet the threats of the 21st century. Cask understands t

FMFP and FMS case management follows a logical sequence of steps over a prescribed timeline and works with governme

to ensure clear, concise communication, documentation, and that all activities occur in the needed timeframe.

Cask recognizes that FMS case management is more of an art than science and that it follows the same tenets of other Do

and U S. Government (USG) acquisitions programs, which highlight the core of Casks past performance and expertis

Equally important as case management, Cask understands the overall FMS process from the initial preliminary actions to fi

reconciliation and closure and works with the USG, as its partner, to ensure each FMS case is designed, develope

implemented, and executed correctly.

Cask provides full spectrum Business and Financial Management support to Foreign Military Sales and Security Assistan

projects, to include planning, preparation, coordination, execution, and review of FMS Admin Program Object

Memorandum (POM) submissions, budget exhibits, spend plan development, Tri-Annual reviews, financial briefings, isspapers, impact statements, financial execution, execution year obligations and expenditures, reporting, and financial review

support services.

As your partner, Cask can ensure compliance with OSD policies and procedures and establish local policies and procedur

as necessary to support that objective. We have the understanding and experience necessary to assist in the continuo

cycle of effective financial planning; planning which will ensure the FMFP and FMF operates under the legislatively mandat

no-loss concept and an administratively mandated no-gain policy. We understand and can effectively support t

numerous administrative hurdles to effectively implement and execute a foreign military sales program. Cask also works w

allied militaries to develop and document internal requirements to support FMS.

Lifecycle Support

Throughout the life cycle of the FMFP and your FMS programs, we will provide research and analysis needed for a holis

view of the FMS customers total program, taking into account current and projected requirements and all anticipated resour

streams. This includes, but is not limited to, customer assistance in monitoring payment schedules and verifying t

complete and accurate application of costs. Cask can ensure the government has the visibility and information necessary

manage FMS and its associated FMF or cash purchases across the lifecycle.

Execution

Cask establishes and maintains a financial management control system to track financial documents for assigned FMS cas

and the FMS Administrative Budget. Cask actively monitors performance risks, which would inhibit timely execution

financial taskings. Cask provides initial execution data, analysis, and updates in support of program reviews. As needed, Cawill monitor daily operations and transfers to and from the FMS trust fund. From building phasing plans for projected funds

providing recurring reports and analysis on the obligation and expenditure of current dollars, we understand the importance

strategic financial management. As a trusted consultant, we will listen, advise, mentor, and take action to allow you

continue your mission of supporting the warfighter and our allies.

Integrated Convoy Protection (Pty) Ltd is a South African based company which designs and produces

one of the most impressive Armored Personnel Carriers used in combat today, the REVA. The acronym for

whichREVA is named (Reliable, Effective, Versatile and Affordable) indicates the clear mission of the vehicle

and its designers to produce a ballistic and blast protected carrier that ensures the safety of armed forces

and other personnel being transported. With REVA nobody gets lefts behind!

Improvised Explosive Devices (IEDs), Rocket Propelled Grenades (RPGs) land mines, car bombs and hostilesniper fire are common place in the theatre of war of the 21st century and their proliferation increases the

need for protection of both personnel and assets.

Combat proven, the REVA, takes these threats in its stride offering superb protection with its solid double skin

armoring and unique V-shaped hull design. The REVA complies with NATO B7 + and STANAG 2 ballistic

specifications and has a TNT-mine resistance capability of 14kg of explosives under the wheel and 7kg of

explosives under the hull as a centre blast.

The REVA is highly versatile and has been customized to a variety of client specifications. Currently over 200

vehicles are in operation in Iraq, being used by US Special Forces and the Multi-National Security

Transitional Command-Iraq (MNSTC-I).
