This procedure has been developed by Australia Pacific Airports (Melbourne) Pty Ltd (Melbourne Airport) for
use in the construction and maintenance of works at Melbourne Airport in order to:
Provide guidance to persons planning and performing those works as to airport specific requirements;
and
Promote consistency in utilities infrastructure across the airport generally.
While Melbourne Airport expects users to comply with this procedure, users should keep in mind that in some
circumstances a higher standard than the minimum set out in this procedure may be warranted. In particular,
users are also required to:
Exercise their professional judgement as to whether this procedure is appropriate to the particular

1 SCOPE
1.1 MANDATORY AND NON-MANDATORY REQUIREMENTS
The following language key describes the requirements of imperative statements within this Standard. The
word:
Shall - describes mandatory requirements;
Should - describes non-mandatory best practice recommendations; and
May - describes possible options that are not mandatory or best practice.
1.2 LIMITS OF PROCEDURE
Users of this procedure shall explicitly demonstrate compliance with this procedure. Compliance shall be
demonstrated through:
Adopting appropriate standards and providing explicit reasons for their selection; or
Providing an explicit, evidence based, business case supporting compliance with this Procedure.
The general statement “in accordance with Melbourne Airport Standards and Procedure”, shall not be deemed
acceptable without the relevant detail.
1.3 DEVIATION FROM PROCEDURE
Where the requirements of this Procedure are not able to be met through the design process, a request for
deviation shall be made to the relevant Melbourne Airport Authority. Requests for deviation shall explicitly
state the areas where a proposal does not comply. As a minimum, submissions shall include detailed
commentary on:
The reason for deviation from this procedure;
How the deviation complies with all other mandatory standards or regulations; and
Any impacts on safety, reliability, ongoing cost, operability and maintenance.
Deviations from any part of this procedure shall be submitted to the Melbourne Airport Electrical Supply
Authority or Airfield Ground Lighting for approval before they are implemented or incorporated into a design.
Approval of a deviation from this Procedure is not guaranteed. Approval of a deviation shall not constitute
approval of the same approach in the future.
2 SUSTAINABLE DESIGN
Users of this procedure shall demonstrate that consideration for the whole of l ife has been undertaken
ensuring sustainability has been optimised. Whole of l ife includes implementation and operation through to
decommissioning and disposal.
Works in accordance with this procedure shall consider both its effect on and how it will be affected by the
following:
Economic factors;

Social factors;
Environmental factors;
Security requirements and procedures; and
Operation and maintenance.
The user of this procedure shall make use of historical, current and projected / forecasted information when
assessing the Sustainable Design for the whole of l ife.
Users shall apply the principles of harm minimisation. Scientific doubt shall not be used as a reason to avoid
undertaking preventative measures.

4 DEFINITIONS
4.1 TERMS AND DEFINITIONS
Authority Shall be deemed to mean Australia Pacific Airport Melbourne (APAM)
Airside Refers to the Security Restricted area of the Airfield
Airfield Refers to Runways, Taxiways and Aprons
Barrier A physical structure which blocks or impedes something
Barricade Any object or structure that creates a barrier obstacle to control, block passage or force the flow of traffic in the desired direction

Competent Person A person who has acquired through training, qualification or experience the knowledge and skills to carry out the task
Contractor
Staff not directly employed by APAM, but engaged by APAM to undertake works within the airport. It also includes any contractor or employee engaged or directed by others to undertake works in APAM operated premises
Exclusion Zone An area from which all persons are excluded during excavation work
High Voltage A nominal voltage exceeding 1000 volts AC or 1500 volts DC
HV Recipient HV Authorised person who can receive Access Permits to work on or near HV apparatus
Low Voltage A nominal voltage exceeding 50 volts AC or 120 volts DC up to and including 1000 volts AC or 1500 volts DC
Powered Mobile Plant Machinery that is provided with some form of self-propulsion that is ordinarily under the direct control of an operator

5 BODY OF PROCEDURE
5.1 PURPOSE
At Melbourne Airport, there are extensive underground engineering services such as high and low voltage
electrical cables, gas mains, fuel mains, telecommunications cables, water supply, sewerage and drainage.
The purpose of this procedure is to specify the safe working requirements and minimum standards for work on
or in the vicinity of underground services and structures at APAM.
Strict adherence to this procedures is necessary for the health and safety of APAM employees and contractors,
and for the security and reliability of the APAM engineering systems.
This procedure applies to all excavation & penetration works within the boundary of Melbourne Airport. All
tenants, concessionaires and government agencies are bound by the provisions of this procedure and should
be read in conjunction with other APAM standards, architectural, structural, other building services documents
and all guide lines documents referred within and to any other relevant document deemed necessary. This
information can be found on the Melbourne Airport web site.
APAM may have some site specific design requirements that apply in addition to those in this procedure. This
Procedure draws attention to the unique requirements of engineering services to meet the APAM
performance expectations of all assets.
It is the responsibility of the Project Manager, Consultant and Contractor to cover the items and to ensure
minimum interruptions to APAM’s services during all excavation, penetration, installation and commissioning
works.
Building activity at Melbourne Airport, and any corresponding excavation & penetration works that fall within
the coverage of the Airports Act 1996 (Cth) may require the issue of Airport Lessee Consent. Compliance with
this standard forms part of the Airport Lessee Consent.
Works carried out on Melbourne Airport land and facilities require local permits.
No excavations are to be undertaken on Melbourne Airport land, property and facilities until an Excavation
Permit has been obtained for any excavation works undertaken Airside regardless of depth and any excavation
works deeper than 100mm Landside.
Excavation work generally means work involving the moving/removal of soil or rock from a site to form an
open face, hole or cavity using tools or machinery. Excavation includes but not l imited to:
- Mechanical - Piling
- Boring - Pot & Post Holing

- Drilling - Slotting
- Digging - Trenching
- Cutting - Profiling
5.2 PERMIT ISSUING
Melbourne Airport is made up of 2 areas when determining the need to obtain an excavation permit. Obtaining an excavation permit Airside (AGL) - Airfield Lighting Team Leader All areas excluding Airfield (Landside & ASA) - Electrical Supply Authority *ASA must also be contacted and give approval for service clearance when excavating Airside and at ASA. Allow a minimum of 5 Business Day’s for an appointment to obtain a permit once all correct information/documentation has been provided to the relevant contact. 5.3 PERMIT REQUIREMENTS
Before an excavation permit can be issued, the following information is required:
1. Proof of Approval of the proposed work through provision of either:
- Copy of the PERCOW (Permit to commence work) or
- Maximo work order (from Service Providers) when a PERCOW is not required
2. Scope of works (This must clearly describe the works to be undertaken)
3. Safe Work Method Statement (SWMS) [Risk Assessment]
4. Public Liability Insurance Certificate:
- $50,000,000 minimum required for Airside
- $20,000,000 minimum required for Landside
5. Nearmap/Drawing of whole Excavation work area

6. Plan/Service Drawings with a Melbourne Airport/Dial-Before-You-Dig Drawing and marked zone of
work area (not bigger than 200m2) with Title Block
7. A service proving certificate and the ground to be marked/pegged
8. Independent Service locations required for all excavation deeper than 300mm Landside and 150mm
Airside (Reports shall not be older than 3 months from the proposed commencement of works)
9. For all works, the above stated information must be submitted before issue of the permit, preferred
method of the paperwork is in a soft copy format, such as in a Microsoft format or PDF & email to the
correct address. (Word Doc, Excel, JPEG, PDF)
10. Once a permit is issued, the information submitted to obtain the permit must be kept at the work site
at all times
The standard Dial-Before-You-Dig is enforced and is not a substitute for the Independent Service Location.
Once all information has been provided & is satisfactory to the requirements, an APAM representative will
meet on site to go through the planned works and issue an excavation permit.
At each stage of a Percow, a new excavation permit will be required to cover the approved works. On large
Percows with no stages, a permit will be issued only to cover a maximum area of 200m2 or 500m length for
road works.
PENETRATION PERMITS:
Any penetration into a structure within the Terminals, or on the elevated section of a road/car park must be in
consultation with APAM Project/Maintenance Manager and shall only be undertaken with a Penetration
Permit. Services e.g. water, electrical, etc within the area of works are to be checked before proceeding,
contact GIS Department for drawings.
If the penetration exceeds 50mm in depth an Engineering Report is to be submitted along with the Penetration
Application with detailed description of width and depth of cut.
Before approval for a Penetration Permit is issued, the correct information must be in order:
- Engineering Report
- Scope of works (Clearly describing the works proposed)
- Safe Work Method Statement (SWMS) [Risk Assessment]
5.4 EXCAVATION AROUND & NEAR UNDERGROUND ELECTRIC LINES
As the owner & operator of the electrical network at Melbourne Airport, APAM will enforce ‘No Go Zones’ as
well as standards that comply with ASNZS3000, the Electrical Safety Act 1998, the Electricity Safety
(Installations) Regulations 2009, the Blue Book and all relevant Australian Regulations, Standards & Acts.
Where APAM standard is above Australian Standards, the APAM standard must be used.
- .Excavation within one metre of HV (High Voltage) & AGL (Airfield Ground Lighting) must utilise Non
Destructive Digging (NDD), with a member of APAM staff present.
- Service proving will be required by NDD when working in the vicinity of HV & AGL, with potholes
every 10 metres to prove direction & depth. The pressure for NDD shall not exceed 2000psi as cables
could be direct buried and of a paper lead type.

- Any mechanical work within one metre of HV & AGL will require a MOP (Method of Procedure) and
approval from the Electrical Supply Authority or Airfield Management via the Project Managers. Allow
at least 15 Business Days for the approval process and other local permits will be required and/or
issued.
- Only straight blade buckets are to be used around HV & AGL.
Please take into account the below conditions for boring within 2m of l ive HV cables. These conditions are the
basis for boring around HV cables.
1. No boring within 1.2 metres of HV or AGL cables
2. An APAM authorised HV Recipient is to be on site at all times when boring work is within 1.2 metres –
2 metres of a HV cable.
3. The company conducting the boring or the HV Recipient is to have VESI/VEDN Accreditation.
4. Compliance with the Work Safe document – ‘Framework for undertaking work near overhead and
underground assets’, June 2006.
5. Minimum clearance of 1.2m is to be maintained whilst boring near l ive or isolated HV cables. Other
local permits will be required.
Contractors excavating need to supply/use their own spotters when working in the vicinity of electrical
services. APAM staff’s role is l imited to confirming compliance with this procedure or AS/NZS standards and
regulations.
No pil ing, posts, poles or structures to be within one metre of HV without approval from Electrical Supply
Authority and one metre of AGL without approval from Airfield Ground Lighting
All underground cabling and conduits require a prescribed or non-prescribed certificate of electrical safety and
must be installed or directly supervised by a REC or authorised electrical representative.
Specific installation standards apply for all buried High Voltages cables; refer to High Voltage Safety
procedures. For all other cables, the requirements of ASNZS3000 regarding depth of burying and mechanical
protection apply. All services crossing HV or LV need to be reviewed by Electrical Supply Authority.
All underground cable installation, trenches & installed services shall be surveyed and plotted by a registered
surveyor, marked on ‘As-Built’ drawings and supplied to APAM GIS department.
All underground cable/conduit installation shall be inspected by Electrical Supply Authority or Airfield Ground
Lighting prior to backfill. Prior to back filling electronic photographs must be taken showing depth of
installation, separation to other services, start and finish of route as well as change of direction and any land
mark references, pits and entry into the equipment and emailed to [email protected] and
[email protected] with a permit reference.

6 RISK & SAFETY
6.1 COMMUNICATION
Consultation with workers for their health and safety is required at every step of the risk management process.
In many cases, decisions about construction work and projects are made prior to engaging workers, therefore,
it may not be possible to consult with workers in these early stages. However, it is important to consult with
them as the excavation work progresses. Consultation should cover, but is not l imited to the following matters:
- Identifying Hazards - Training, Instructing and Supervising
- Assessing Hazards - Falls, Ground Collapse and Conditions
- Controlling Risks - Shoring, Shields and Boxes
- Plan & Review Measures - Plant and Equipment
- Securing Work Zone - Mobile Plant
- Buildings & Structures - Manual Labour
- Ground Support and Inspections - Essential Services
6.2 SAFE WORK METHOD STATEMENTS
Excavation work is considered high risk. A person conducting excavation work must prepare a SWMS before
the high risk construction work starts. The SWMS must:
- Clearly state the exact job site where the works will be carried out.
- Clearly define who prepared the SWMS.
- Clearly define the scope of the works to be undertaken.
- Clearly define the person taking responsibility for the work.
- Clearly define the work separated into individual tasks.
- Clearly define each activity/task.
- Clearly identify the type of high risk work being done/hazards and rated.
- Clearly specify the responsible person to action the health and safety of hazards and risks arising from
that work.
- Clearly describe how the risks will be controlled
The SWMS should be reviewed and in consultation with workers and their representatives who are carrying
out the high risk construction work prior to starting the work.

7 INDEPENDENT SURVEYORS/ASSET LOCATING
The contractor or the surveyor must supply all drawings and the survey report to APAM prior to obtaining an
excavation permit. The report must indicate what they found in the area as well as marking/pegging the
ground.
Surveyed area information must be supplied to the GIS Department to confirm what is in the area.
Melbourne Airport doesn’t have a preference on the use of Independent Surveyors but some companies are
familiar with Melbourne Airport and the procedures, these include:

A range of forms, permits and procedures may apply to specific projects and work at APAM. The below listed
documents the more commonly required permits and procedures, and if applicable, must be completed prior

APPENDIX A AIRPORT AND PERMIT CONDITIONS
When signing onto the excavation permit, the person, contractor and company accepts the conditions of the
permit and must make all other workers aware of the conditions:
- Excavation permit holders (Permit Holders) accept all risks associated with any excavation, digging or
similar works on Melbourne Airport’s land (Works).
- Permit Holders acknowledge and agree that they have not relied upon any service drawings,
documents or other information provided by Melbourne Airport in identifying the location of buried
services and must carry out their own independent review and investigation to verify the specific
location of all buried services prior to undertaking any works.
- All works methodology must take into account the possibility that buried services may not have been
accurately identified and Permit Holders must take all precautions necessary to avoid damage to any
services on Melbourne Airport’s land.
- Care must be taken with all Excavations as unknown/unidentified services may be present.
- Permit Holders release and indemnify and shall keep indemnified Melbourne Airport, its officers,
employees and agents from and against any claims, loss, damage, expense or other costs arising from
any damage to any service caused by the Permit Holder.
- Melbourne Airport does not give any warranties or make any representations, express or implied, as
to the completeness, accuracy or currency of any service drawings.
- The authorised person, in acknowledging receipt of the permit(s), undertakes to comply with this
procedure for the contracted works
- This Permit is valid for duration of the related Percow unless otherwise stated.
- A minimum of 48hrs notice is required to book an on-site inspection for excavation work, installation
of/and services clearances.
- Material used in the backfill must be free of rubble.
- If back fi lled without inspections or Photos, the responsible contractor/company may be required to
excavate at own cost to prove works comply. APAM may inspect any electrical and associated
excavation works for the compliance with this procedure. Connection of electrical supply is reliant on
compliance.
- All works within one metre of HV & AGL must be NDD (Non Destructive Digging), APAM staff to be
present.
- All works within one metre of the Underground Tunnel requires a Penetration Permit.
- Open trenches in public areas shall not be left unattended and must be appropriately secured and
protected.
- Excavations must be back filled or covered with steel plates or an APAM approved cover at all times
when the Work Site is vacant or the excavation pit is no longer required. Dispensation to leave
trenches exposed is at the discretion of Melbourne Airport for Landside and following advice from
CASA for Airside.

- Small excavations may be enclosed with sandbags for short periods of time but must be stable, fully
intact (no holes), and be positioned to fi ll all gaps and remain flat.
- Pit covers must be suitable for supporting the weight of vehicles, plant and equipment or for
supporting an aircraft if within the confines of a Runway or Taxiway strip area.
- During the year, there are embargo periods which limits the works carried out as to not impact on the
operations of Melbourne Airport. Excavation works during these periods will require APAM to assess
the impact (if any) on the operations & approval is required to carry out excavation works during
these periods
- All services exposed/undermined over one metre with no support shall be structural supported by an
approved APAM method.
- APAM’s Ground Transport team must view proposed Traffic Management Plans & authorise when
roads/lanes can be closed
