TERMS OF REFERENCE FOR CONTRACTING OF SUPERVISION OF
ACQUISITION AND PROCESSING OF 2D MULTI-CHANNEL SEISMIC
REFLECTION DATA
3 SUPERVISION OF ACQUISITION AND PROCESSING DATA ACTIVITIES FOR SETEMAR
3.1 General ObjectiveThe overall objective is to monitor the process of acquisition and seismic processing, and acting as
a representative and support of SETEMAR tasks in field and office; verify and certify the quality of
information acquired in the field and office; and train technical personnel designated by SETEMAR
in managing software packages that enable the processing of collected seismic data.
3.2 Specific Objectives
For this consultancy the following objectives are established:
1. Develop the necessary steps to determine the acoustic transmission signal and applicableright reception to our geological and physical reality by calibrating the theoretical model of
crane system with a practical model of data acquisition needed to ensure the quality of
seismic data minimizing signal degradation due to factors that can be corrected prior to
survey.
2. Monitor the operations of collecting information on cruises Carnegie and Cocos, which daily
reports shall be prepared during the acquisition phase ensuring proper quality control and
quality assurance (QC / QA).
3. Confirm the certification of personnel and equipment required for the proper performance of
the work required by the SETEMAR.
4. Confirm the deliverables in each one of the research and data collection to verify the qualityand accuracy of information.

Figure 4 illustrates the execution and supervision concept as a simultaneously activity for
acquisition of 2D multichannel seismic data. The scope of supervision is restricted to acquisition
and on-board PSTM processing of acquired data.
4 SERVICE SCOPE OF SUPERVISION OF 2D MULTICHANNEL SEISMIC
A company that has executed 2D multichannel seismic projects with extensive experience in project
execution on the seabed data acquisition is required.
The company must provide with technical personnel in geology and marine geophysics areas. All
these personnel must have certified experience and studies of master degree to perform the
assigned work. In general terms the supervision must meet the provisions of sections 6, 8 and 9 of
the publication CLCS / 11, included in Annex B to the publication for consultation under section 9 inits Scientific Guidelines.
During the acquisition process and seismic processing is necessary the staff training assigned by
the Technical Secretariat of the Sea.
4.1 DEFINITION AND SCOPE
The servicing scope to "MONITOR" in these terms of reference includes the activities listed below:
1. Platform and equipment supervision, sailing from the port of departure to the area of
operation.2. Participation in campaigns for data collecting on the Cocos and Carnegie ridges and
completion of activities at the end of campaigns.
3. Supervision of the activities of data collection employed in the 2D multichannel seismic
service. (Annex A contains the complete TDR of contracting service).
4. Review and validation of the final report and submitted data by the company in charge of
the seismic survey.

5 WORK METHODOLOGY
The monitoring work is planned as a joint effort between supervision staff and technical personnel
designated by SETEMAR. The purpose of supervision, further controlling the activities that are
executed according to plan and planned methodology, is to ensure that the quality plan is fulfilled
and develop future capabilities in planning and monitoring of multichannel seismic projects by
meeting the following key activities:
1. Ensure the seismic data quality.
2. Verify the type of guns on the practical and conceptual level.
3. Advise and prepare the reports required by the contract administrator for the proper
performance of the acquisition consulting and seismic processing.4. Perform the compliance report of priori and posteriori tests related to obtain geological
speed profile for further interpretation..
5. Prepare the validation of reports and documents supporting for the receipt of deliverables
by the contract manager.
The execution shall be according to the next detail, in which the monitoring responsibilities related
to working deadlines of processing and acquisition data, regarding with Figure 4 consist of the
following tasks:
During planning, vessel preparation and navigation in transit to Base Port, monitor the
planning verifying the industry compliances determine the final stage of survey research to
fulfill the tasks of acquisition and processing data stipulated by Setemar.
During the acquisition cruise, the supervision will assign the qualified personnel who will
perform as representatives of Setemar in the seismic survey, control the daily reports and
data quality. Additionally a basic course plan for staff will be carried out by SETEMAR,
which is assigned to the survey to perform quality control and management, analysis and
data processing.
To ensure the quality of seismic data, monitoring will validate before survey to verify the
theoretical model of the gun system versus the practical acquisition model and determine
the correct transmission acoustic signal and reception system to use tests and submit thereport on compliance with the following tests:
a) DCO/Noise/Range Test
b) RMS Noise Test, Channel-Gain Accuracy Test,
c) Harmonic-Distortion Test, Common-Mode Rejection,
d) Impulse-Response Test, Crosstalk Isolation Test,

e) Hydrophone Leakage Test.
Validate the velocity model (RMS) low spatial density (coarse velocity model), with which it has
become the (normal move out correction) NMO for a stack (geological cut) in which apreliminary interpretation will be made and will determine the level of processing required, thus
the quality of the data that will enter the processing stage is checked. This model must be
delivered at the end of acquisition phase by the responsible company for the 2D multichannel
seismic. .
At the end of the contract, the supervision is responsible for verifying that deliverables are
required in the TDR and specified in the technical proposal, and is prepared in accordance
with the scientific and technical guidelines in CLCS-11.
6 INFORMATION AVAILABLE OF THE CONTRACTING PARTY
The SETEMAR will make available to the Supervisory all the contractual information of Consultancy
for data collection and processing of 2D multichannel seismic reflection.
7 EXPECTED PRODUCTS OR SERVICES
All products must strictly meet expected as indicated in the organic law of the national procurement
system and its rules and likewise indicated in the CLCS / 11. The CONTRACTOR shall provide the
following documents as a result of this consultation:
1. Initial report of work in that the surveillance will indicate its working methods previously agreed
with SETEMAR during technical meetings.
2. The surveillance managing summarizes the following documents:
a) Geometry report for seismic data acquisition and precision.
b) Daily report of data acquisition.
c) Report of compliance tests to determine the correct acoustic signal.
d) Approval report of the low spatial density speed model.
e) Report of seismic processing and appropriate methods for the procedures of seismic
interpretation and of geological cuts. Weekly report that summarizes the performedactivities.
f) Monthly report that includes a qualitative and quantitative assessment of project progress.
g) Report on compliance with international standards applied to equipment, methods of
acquisition and processing and staff education.
3. Discrepancies and nonconformities registration that are in the execution of the acquisition and
seismic processing and deliverables described in Annex A of TDR and specifications.

4. Verification reports of compliance with the various stages in the contract, which will be used as
administrators support to issue the respective minutes of handover of all deliverables described in
the consulting acquisition and processing of seismic data.
5. Certification of each of the validations mentioned in the TOR and technical offer for the
acquisition and data processing for SETEMAR.
8 SCHEDULE FOR COMPLETION
The total deadline of the consultancy, to deliver the processed information and Final Report in these
terms of reference shall be one hundred eighty (180) calendar days from the signing of the contract
and delivery of the advance payment. This deadline is divided as follows:

8.1 EXTENSION OF THE CONTRACT DEADLINE
The Technical Secretariat of the Sea may extend the contract deadline only in the cases given
below, with a prior request from the Contractor in a maximum of two days after the event arises, or
when the facts show such need.
a) Fortuity event or force majeure event, accepted by Setemar, in the terms established in the
article 30, of the Civil Code.
b) When the works or activities are suspended, considered in the schedule, change under
Setemar disposition, and not due to circumstances attributable to the Contractor.
c) Climatic or oceanographic conditions that prevent the normal development of the work.
In case that the extension is accepted, Setemar will define its duration and incorporation of a new
work schedule that will replace the original or previous schedule, which must be subscribed by the
parties, and must have the same contractual value that the one replaced.

9 TECHNICAL STAFF, EQUIPMENT, RESOURCES
Consistent with staff requirements for data acquisition, the consultant shall provide all personnel
required, with the general and specific experience, according to detail in Table 6. The duties of
these personnel will be held in jointly with the SETEMAR personnel designated to participate andmonitor the performance of the contract acquisition and data processing.

10 PAYMENT TERMS AND CONDITIONS
The payment term will be according item 13.1. After signing of the contract for the provision of the
services required; an advance payment will be delivered and the difference will be paid according to
item 13.1 and then the deliverable products are received to the entire satisfaction of Setemar, with
the presentation of the approved invoice. For reception of the advance payment, the consultant
shall submit a guarantee for the hundred (100%) percentage of the advance payment to receive.
Upon completion of the service of the offeror, the Contract Administrator shall prepare a final report
and signing of final acceptance delivery Act in accordance to what is stated in Article 124 of theGeneral Regulations of the Organic Law of the National System of Public Procurement.
10.1 FORM OF PAYMENT
The form of payment considered for the acquisition and processing of 2d multichannel seismic
reflection data, according to SETEMARs requirements is the following:

The price of the awarded bidder will be the price of the contract, unless otherwise agreed by the
bidder and Setemar. The bidder must quote the prices in dollars of United States of America (USD).
The SETEMAR reserves the right to pay in USD regardless of the currency in which it is quoted.
Setemar will not refund any expense or rate not quoted in the proposal of the bidder. This includes
accidental costs and transportation costs of the personnel or equipment.
10.2 REFERENTIAL PAYMENT
The total amount budgeted for this service is ----------- excluding value added tax (VAT) and other
withholdings and taxes established by law.
The activities and schedule breakdown are shown in Annex D.
11 PLANNING
11.1 WORK BREAKDOWN STRUCTURE
Once the contract is subscribed, and in a period of (01) week, the Contractor shall prepare and
submit for approval the Work Breakdown Structure (WBS) and its corresponding Gantt chart of the
works to be carried out. This will be elaborated in a project management software designated by
Setemar.
The WBS is a hierarchical breakdown, based on the results of the works required to generate the
deliverables,where each descending level of the WBS represents an increasing detailed definition
of the works. The work planned is contained in the lowest level of WBS components, called work
packages, which is a level that allows managing the progress of the work.

The WBS is prepared in the logical sequence of the project in a minimum of three (03) levels. The
decomposition of the entire work into work packages involves the following activities:
1. Identify and analyze the deliverables and the related work.
2. Structure and organize the WBS3. Decompose the upper levels of the WBS into detailed lower levels.
4. Develop and assign identification codes to the WBS components.
5. Verify that the degree of work decomposition is the one necessary and is sufficient.
11.2 PERIODIC REPORTS
The Contractor shall submit a work plan for reports, based on the WBS, that allows keeping control
of the daily, weekly and monthly progress of the works of the contract. The report formats, to be
decided by the Contractor, should provide as minimum the following information:
1. Daily progress based on activities planned.
2. Planned cumulative weekly progress: Cumulative percentage of the planned progress for all
works carried out in the week. Includes the breakdown and values by activity.
3. Actual cumulative weekly progress: Percentage indicating the actual progress accumulated for
all works carried out in the week. Includes comparison of planned and actual progress.
4. Percentage of the cost of the activity: Total cost of the activity/Total cost of the project.
5. Amount of the contract executed: Monetary value by activity, obtained by multiplying the unit
cost by the actual progress.
6. Executed monetary percentage of the activity: Amount of money executed/total cost of the
project.
7. Justification of delays in the fulfillment of the works planned.
12 ASSESSMENT OF THE BID
Tenders submitted in response to this TDR before the deadline will be assessed under the following
criteria:
1. Conditions of the scope of work.
2. Technical specifications of the equipment.
3. Experience in similar works.
4. Job experience of the personnel assigned to the project.5. Timeframe of execution.
6. Cost
Setemar is not obliged to give any reason for the rejection of bids.

13 CONTRACTING PROCESS AND CONSULTANCY MANAGEMENT
The contract of this project will be processed in accordance to the Organic Law of the Public
Procurement National System and its General Regulations applicable to cases of this monetary
value.
The execution of this service does not involve an employment relationship between the parties.
The Technical Secretariat of the Sea shall appoint a Contract Manager. However, at all stages of
the process, there must be constant communication and coordination with the personnel designated
by Setemar for the provision of information, validation and support in the process.
