    1  INTRODUCTION

    About The Organisation1.1

    The Town and Country Planning Department is responsible for planned growth of

    urban and rural areas in the Union Territory of Puducherry through preparation and

    enforcement of Development Plans. It has a mission to provide hygienic & conducive

    living environment and optimum & rational use of precious and scarce land resources

    by way of sustainable development.

    The Town & Country Planning Unit was established in Puducherry during November

    1965 under the Directorate of Public Works for drawing up Development Plans

    initially for Puducherry and Karaikal and subsequently for Mahe and Yanam. Since

    enormous developments had come within as well as outside the urban areas of

    the Union Territory and in order to control the spatial developments, a separate

    organization in the name of Town and Country Planning Unit started functioning

    independently during 1966 headed by the Senior Town Planner.

    Roles and Functions1.2

    Under the Puducherry Town and Country Planning (Amendment) Act, 2009, the roles

    and functions of the Organisation are as follows: 1.  To guide, direct and assist the Planning authorities, to advice the Government

    in matters relating to Town and Country Planning development and use of rural

    and urban land in the Union territory and to perform such other functions as

    the Government may, from time to time, assign to it under this Act. 2.  In particular and without prejudice to the generality of the foregoing

    provisions, the Board may, and shall if required by the Government – a.

     

    direct and supervise the preparation of development plans by PlanningAuthorities; 1 Inserted by Act No. 3 of 2009 section 2, with effect from

    13.8.2009. b.  undertake, assist and encourage the collection, maintenance and publication of

    statistics, bulletins and monographs on Town and Country Planning and its

    methodology; c.

      prepare and furnish reports relating to the working of this Act; d.

      perform any other functions which are supplemental, incidental or

    consequential to any of the functions aforesaid or which may be prescribed.

    3.  The Board may exercise all such powers as may be necessary or expedient for

    the purpose of carrying out its functions under this Act. 

    Organizational Structure1.3

    The Chief Town Planner heading the department is assisted by a Senior Town Planner

    with 3 Junior Town Planners, 1 Assistant Planner (Architect) and 1 Junior Accounts

    officer at Puducherry and 3 Junior Town Planners in the outlying regions each one at

    Karaikal, Mahe and Yanam.

    The organization chart of the Town and Country Planning Department gives a vivid

    description of the duties allotted to the officers/ employees of the

    Department.  There are  3 sub-offices; one each in the outlying region of Karaikal /

    Mahe / Yanam under the control of Junior Town Planner who is also officiating as

    Member Secretary of the concerned Planning Authorities.

    1.4.1  Preparation of Development Plans: 

    “The Puducherry Town & Country Planning Act, 1969” was brought into force on

    15.09.1972 to exercise proper development control and to provide for planning

    the development and use of urban and rural lands in the Union Territory. Under

    the above Act, necessary ‘Rules’ and ‘Building Bye-laws and Zoning Regulations”

    were framed and the same came into effect during the year 1972 and 1974

    respectively. In order to effect development control and to discharge the duties

    and responsibilities conferred under the Act, Planning Authorities were

    constituted in each region i.e. Puducherry, Karaikal, Mahe and Yanam. TheComprehensive Development Plan for Puducherry was prepared by this

    Department and the same was notified on 9.3.1982. This Plan was reviewed and

    notified on 30.9.1997. Subsequently, the Development plans for the other regions

    i.e., Karaikal, Mahe and Yanam were also prepared. The Comprehensive

    Development Plan for Yanam was notified in February’99 and the Comprehensive

    Development Plan for Karaikal was also notified during November ‘99. 

    Presently actions are being taken to revise and notify Comprehensive

    Development Plans for all the four regions.

    1.4.2  Plan Implementation: 

    In the absence of a Development Authority in the Union Territory of Puducherry,

    this Department undertakes certain Housing and Urban Development Schemes,

    which forms part of the development plan proposals in the respective regions and

    is being executed through the implementing agencies / Parastatals.

    The important schemes implemented under the Housing Sector: 

    1. Land Acquisition & Development Scheme / Slum Upgradation Programme

    B. Urban Development : 

    Under the Urban Development Sector, the Department is implementing the

    following important schemes:- 

    1. Capital Development Project / Traffic & Transportation Improvement and

    Management Measures in Urban areas /Town and Regional Planning 

    2. Environmental Improvements in Urban Slums 

    1.4.3  Centrally Sponsored Schemes: 

    The Department is implementing three Centrally Sponsored schemes:- 

    1. Jawaharlal Nehru National Urban Renewal Mission (JnNURM) 

    2. Rajiv Awas Yojana (RAY)

    3. National Urban Information System.

    .Puducherry Town and Country Planning Board:

    The Town and Country Planning Act 1969 provides provisions for Appeal to the

    Town & Country Planning Board by the Aggrieved Parties on the Decisions of the

    Planning Authorities.

    The main functions of the Board are: 

    a. 

    To guide, direct, assist the Planning Authorities, to advice the Government inmatters relating to Town and Country Planning. 

    b. Development and use of rural and urban land in the U.T. of Puducherry. 

    c.  Direct and supervise the preparation of development plans by the Planning

    Authorities. 

    d. Undertake, assist and encourage the collection, maintenance and

    publication of statistics, bulletins and monographs on Town and Country

    Planning and its methodology. 

    e. Prepare and furnish reports relating to the working of this Act. 

    f. 

    perform any other functions which are supplemental, incidental orconsequential to any of the functions aforesaid or which may be prescribed. 

    The Town and Country Planning Board was constituted as per the provisions under

    Section 3 of the Town and Country Planning Act,1969. The Minister - in - Charge of

    Town and Country Planning and the Secretary to the Government in-charge of the

    subject shall be the Chairman and Vice Chairman of the Board respectively. The

    Board comprises of 5 officers including the Chief Town Planner and three non-

    officials. The Chief Town Planner is the Member Secretary of the TCP Board. The

    Term of Office of the Chairman and Members of the Board is three years from the

    date of publication of their names.

    Objectives of Training1.5

    Planning students are future planners they must be aware of ground realities and

    working within an organization before the completion of their studies. So the

    internship aims at exposing the students to the entire set up at any particular

    organization. Besides, this also aims at providing an insight of the powers, working,

    general nature of the projects undertaken by organization.

    The objectives of internship are listed below:

      To expose the students to live projects, field and practical work.

      To understand the working, functioning, role and powers etc. of the

    organization.

      To understand how different theories can be molded and adopted so as to

    become functional applicable in the field.

      To provide an opportunity to the students to know the gap between the

    theoretical study and practical ground realities.

      To understand the administrative setup of the organization.

      To make aware of the extent and magnitude of the problems faced by the

    ORGANIZATIONs in the projects (political, financial, administrative, legal etc).

      To know the methods and techniques of tackling various problems related to

    field.

    Scope of Training1.6

    The scope of the internship includes the total aspects to be studied in detail. The

    aspects can be summed up as:

      Nature and structure of the ORGANIZATION, i.e., Government, Private or Semi-

    Public.

      Objectives and functions of the ORGANIZATION.

     

    Nature of projects, responsibilities and authorities of the ORGANIZATION.

      Nature of current projects.

      Details of the project the student is going to work on.

      Daily detail of the nature of responsibility given to the student and the work

    done by him/her on the same duly countersigned by the officer in-charge.

      Land use survey of Karaikal district for the preparation of master plan of

    Kariakal.

    2  PROJECT BRIEF

    Introduction2.1

    2.1.1 

    Profile of the State

    In 1963 Puducherry became an integral part of the Indian Union. The Union

    Territory of Puducherry comprises of four regions viz., Puducherry , Karaikal, Mahe

    and Yanam. There are four municipalities, ten commune panchayats and 129

    revenue villages.

    2.1.2  History of Puducherry

    Excavations at Arikamedu, 7 kms South of Pondicherry show that the Romanshad trade with Puducherry in the 1st century AD. It was a Part of the Pallava,

    the Chola and the Pandya Empires from the 4th to 14th centuries; it became

    part of the Vijayanagar Empire. It later came under Islamic rule followed by the

    colonial powers, the Dutch, the English and the French.

    2.1.3  History of Town Planning in Puducherry

    During French rule, the urban area limited to the Boulevard with fortified walls on

    three sides.

    The basic layout of town as it is found at present, took shape after the finalrestitution of the French Establishments in 1816.

    The Boulevard divided into two parts viz.,

      Villa Blanche (White town) – 0.614 Sq. Kms; and

      Ville Noire (Black town for natives) – 1.51 Sq.Kms.

    The Grand Canal with ‘Quais’ on both sides of the canal divides the Boulevard into

    two.

    The level of Boulevard varies between 2.44 to 5.49 m.

    Schedule determining the width of roads and pavements was in force since 1871.

    3  Slum development programme of Puducherry

    Slum development schemes of the state3.1

    3.1.1 

    The Pondicherry Perunthalaivar Kamaraj Centenary Housing

    Scheme for the houseless poor, 2003

    3.1.1.1 Objective of the Scheme

    The objective of the scheme is to provide financial assistance of Rs.

    40,000/- to each of the houseless poor below poverty line to construct a

    house.

    3.1.1.2 Eligibility

    To avail financial assistance under these rules the applicant shall be:

    a)  A citizen of India

    b)  A native/resident of Pondicherry

    c)  A poor person whose annual income is not more than Rs. 24,000/- or

    a person who is having a red ration card.

    d)  A houseless as defined under the rule 2(m).

    3.1.2 

    The Pondicherry Chief Minister's Sanitation Scheme for Grant ofFinancial Assistance to Below Poverty Line families’ for Construction of

    Sanitary Latrines, 2005

    3.1.2.1 Objective of the Scheme

    The objective of the scheme is to provide financial assistance for

    construction of a sanitary latrine to each Below Poverty Line family who

    own a house and completed construction in all respects and do not have a

    sanitary latrine.

    3.1.2.2 

    Eligibility

    To avail of financial assistance under this scheme the applicant shall be: -

    a)  A person who has availed of financial assistance for the construction of

    house under the Perunthalaivar Kamaraj Centenary Housing Scheme for

    Houseless Poor and completed the construction in all respects and not

    having a sanitary latrine in the building so constructed.

    b)  A BPL family who owns a house and completed the construction in all

    respects and do not have a sanitary latrine.

    c)  A subsidy amount will be given to the beneficiaries after obtaining an

    undertaking. The subsidy amount will be disbursed at category wise as

    detailed below:-

    Study Area

    In Karaikal the total urban area is of 31.68 Sq.Km.The proposal for preparation of

    Master Plan for karaikal is for the planning area of 160 sq km , which is divided into

    37 revenue villages , these villages are further divided into various sub-villages /

    hamlet.

    2. Map Preparation

    Village maps were digitized and prepared for all 37 villages for which landusesurvey was to be done using GIS . Maps were prepared using the old and the

    upgraded scanned maps . There are total 37 Revenue villages in Karaikal which are

    further subdivided into sub-villages or hamlets . Maps were prepared for the 37

    villages .

    3. Survey Preparation

    Before going for the landuse survey for Karaikal , all the survey formats were

    prepared and previous landuse maps, village maps and ward maps were scanned

    and printed . Whole survey team had meeting and discussions about how the

    survey was to be conducted and what all is required. We were briefed by the team

    leader regarding this and exchange of thoughts and ideas took place.

    4. Survey Team

    Survey team comprised of 10-12 members from Town and Country Planning

    Department of Puducherry and Puducherry Planning Authority along with three of

    us from School of Planning and Architecture , New Delhi .

    5. Site Visit

    We along with the team members visited to Karaikal for carrying out landusesurvey . The duration of the visit was for 9 days starting from 19

    th June 2015 to 27

    th 

    June 2015.

    1.  Seeking permission

    First we had meeting with various officials in Karaikal to seek permission from

    them to conduct landuse survey in Karaikal asking for their support for the same .

    We went to collector and then to the Chairperson of the Planning Authority in

    Karaikal . The maps which were missing in our list were collected from the

    respective departments and then we started with our survey.

    4.5.2 Conducting Survey

    Everyday survey was conducted in two slots i.e. morning (before lunch ) and

    evening (after lunch ) . Our team was divided into various groups and everyday we

    were given different wards for survey. Landuses were marked and the variations in

    the map were measured and demarcated . We completed about 70 wards in that

    particular visit.

    2.  Sight Seeing

    We also visited various places near and in Karaikal as a part of our visit . We went

    to various forts , temples , churches of historical importance and beaches .

    EXPERIENCE

    Studying literature and doing practical work is altogether different . The work

    which might appear to us as easy is actually not that easy . This was a golden

    opportunity which we got in Puducherry . It taught us many things and gave us a

    good exposure to the field work . We learnt how landuse surveys are done at such

    a larger level . Working as a team was a great experience , it helped us in enhancing

    our skills like coordination , patience etc . Meeting and talking to officials was a

    very different experience . This internship experience boosted our confidence level.
