TCA e-connect, June 2012 June 2012 TCA'S 18TH Annual MEMBERS' DAY - A HUGE SUCCESS!!!!! TCA's 18th Annual Members' Day, was bigger and better than ever! With more than 450 members in attendance and an exceptional welcome by Geoff Smith, Ellis Don's President & CEO, it afforded our members the opportunity to promote their products and services providing for an exceptional networking day. This year, unlike in previous years, members had a chance to view TCA's newly renovated office space. The renovation was completed just in time for the event and now offers Members more meeting space and enhanced equipment such as our Smart Board to book for their meetings. If you haven't had a chance to visit our office please stop by as we are always happy to show members around. In keeping with tradition, a barbeque lunch and refreshments were served on the lawn and two lucky winners walked away with an Apple ipad and a Staples Advantage office chair. If you didn't get a chance to visit us at this year's Members' Day next year's event promises to be even better! Members' Day Keynote Speaker - Geoff Smith, President & CEO Ellis Don TCA's 18th Annual Member's Day played host to Ellis Don's President & CEO, Geoff Smith, who has been involved in the construction industry for over twenty-five years. In his keynote address, G. Smith pointed to several trends affecting the industry, including a new wave of foreign competitors for Canadian construction projects from the United States, China and Europe. It was suggested that the increase in competition would likely cause consolidation in the industry. He further pointed that predictions in the industry cannot be made despite what all of the experts, economists, focus groups, etc. are saying, "as no one can predict the future" said G. Smith. G. Smith further pointed out that small to medium sized contractors have an advantage over the larger generals when reacting to market place condition changes. In his words, describing them as "fast, fluid and flexible." Setting the tone for the industry panel discussion that followed his key note address, G. This VOR list is for a 3 year term. If you miss being included on this list, it will be another 3 years before you can try again. The VOR is for a set term of 3 years. Upon the expiry of that term, GCs will once again need to qualify based on requirements set out in a new RFP document.... more info . COCA news COCA - Government Relations Report & President's Report Highlights: Construction Lien Act - COCA meets with new Attorney General, John Gerretsen to push consensus building efforts with regard to reform of the Construction Lien Act. Prompt Pay Legislation - Ontario's Prompt Pay Coalition led by John Blair (which includes COCA) continues to confer with other industries and refine the language of the draft legislation. Provincial Budget - Progressive Conservatives reject Provincial budget delivered on March 27 on the basis that if failed to address the recommendations contained in the Drummond Report. WSIB Update: COCA has been working closely with WSIB on the development of policies to implement mandatory coverage for independent operators and executive officers. WSIB will be initiating consultations with regard to 2013 premium rates. WSIB Chair Nominated by Province Tory MPP, Elizabeth Witmer resigned as the MPP for the riding of Kitchener- Waterloo as she has been nominated to succeed Steve Mahoney in the role of chair of the Workplace Safety and Insurance Board. Mahoney's term expires on May 16 th , 2012. Serving 22 years in the Ontario Legislature, she has served as Minister of Labour in a government that ran on WSIB reform. Witmer's priorities will likely include attention on governance issues to ensure that the WSIB has a high performing board of directors to confirm the organization's strategic direction and hold management accountable and that operations will remain in the hands of the WSIB's senior management professionals. Witmer's nomination is subject to a review by the Legislative Standing Committee on Government Agencies before her appointment is finalized. A by-election will be held in the riding of Kitchener-Waterloo within six months. Both the Liberals and PCs are expected to throw everything they've got at the by-election. Congratulations Mrs. Witmer! WSIB Funding Review Report Released The long awaited report of the WSIB's Funding Review titled Funding Fairness was finally made public on Friday, May 4th. It provides a summary of the key recommendations made by the Funding Review's chair, Professor Harry Arthurs, in his 188 page report. It's intended only as a summary of the Funding Fairness report and does not contain any analysis nor is it a critique. Please click Funding Fairness Overview for the fully summary of recommendations. At the same time Funding Fairness was made public, the Minister of Labour announced the following commitments pursuant to Arthurs' recommendations in a news release: * a new regulation will be established under the Workplace Safety and Insurance Act, to require the WSIB's insurance fund to reach sufficiency of 60 per cent funding in 2017, 80 per cent funding in 2022 and a full 100 per cent funding by 2027. * benefits to injured workers on partial disability will be increased by 0.5 per cent in 2013 and another 0.5 per cent in 2014. Injuries continue to track better Preliminary data from the Ministry of Labour (provided at the Provincial Labour Management Health & Safety Committee) reports that the construction industry has improved its occupational health and safety performance over the same period last year. From January 1 through April 30, 2012 the industry experienced 6 fatalities and 35 critical injuries versus 8 fatalities and 42 critical injuries during the same period in 2011. Preliminary data from the Ontario Ministry of Labour indicates that to date, the construction industry has an improved OH&S performance. CCA news Labour Warning! Read more Economy Employment in Construction Helps Drive Growth Across Canada According to Statistics Canada, employment increased by 58,000 in April, primarily in full time work and primarily in the goods sector, with increases in construction, manufacturing, natural resources and agriculture driving the growth. Construction saw a 1.9 per cent increase in employment from March 2012, and a 3.5 per cent increase from April 2011. The facility is considered to be a primary treatment facility whereby solids and floating matter are removed from wastewater using screening, skimming and settling by gravity. Projected growth indicates the current treatment facility will continue to meet regional needs for years to come. The project will result in a significant improvement to the level of treatment of municipal wastewater effluent provided by the Mattagami Wastewater Treatment Plant. As a result of the project, the level of treatment provided would be upgraded to secondary, meaning that biological processes are used to remove biodegradable organic matter, suspended solids and microorganisms. The upgrades to the Mattagami Wastewater Treatment Plant will mean that a smaller amount of contaminants will be discharged into the Mattagami River. The facility will also meet stricter rules coming into effect in 2014. The upgrades will also improve the reliability and performance of the wastewater treatment system in the City of Timmins. WSIB Funding Review Report ReleasedThe long awaited report of the WSIB's Funding Review titled Funding Fairnesswas finally made public on Friday, May 4th. It provides a summary of the keyrecommendations made by the Funding Review's chair, Professor HarryArthurs, in his 188 page report. It's intended only as a summary of theFunding Fairness report and does not contain any analysis nor is it a critique. Please click Funding Fairness Overview for the fully summary of recommendations.At the same time Funding Fairness was made public, the Minister of Labourannounced the following commitments pursuant to Arthurs' recommendations in anews release:

* a new regulation will be established under the Workplace Safety andInsurance Act, to require the WSIB's insurance fund to reach sufficiency of 60per cent funding in 2017, 80 per cent funding in 2022 and a full 100 per centfunding by 2027.* benefits to injured workers on partial disability will be increased by0.5 per cent in 2013 and another 0.5 per cent in 2014.

Injuries continue to track betterPreliminary data from the Ministry of Labour (provided at the Provincial LabourManagement Health & Safety Committee) reports that the construction industry hasimproved its occupational health and safety performance over the same period lastyear. From January 1 through April 30, 2012 the industry experienced 6 fatalities and 35critical injuries versus 8 fatalities and 42 critical injuries during the same period in2011. Preliminary data from the Ontario Ministry of Labour indicates that to date, theconstruction industry has an improved OH&S performance.

TCA-12-0748 Mattagami Water Pollution Control Plant Upgrade toSecondary TreatmentThe Mattagami Wastewater Treatment Plant currently treats about 34,000 m3daily from the central and western areas of the City of Timmins. The facility isconsidered to be a primary treatment facility whereby solids and floating matterare removed from wastewater using screening, skimming and settling by gravity.Projected growth indicates the current treatment facility will continue to meetregional needs for years to come. The project will result in a significantimprovement to the level of treatment of municipal wastewater effluent providedby the Mattagami Wastewater Treatment Plant. As a result of the project, thelevel of treatment provided would be upgraded to secondary, meaning thatbiological processes are used to remove biodegradable organic matter, suspendedsolids and microorganisms. The upgrades to the Mattagami Wastewater TreatmentPlant will mean that a smaller amount of contaminants will be discharged into theMattagami River. The facility will also meet stricter rules coming into effect in2014. The upgrades will also improve the reliability and performance of thewastewater treatment system in the City of Timmins. Estimated value of thisproject is 60 million dollars.
