1. Introduction

1.1. About this document

This user guide aims to help taxi licence holders to manage their licences through the Industry Portal, accessed at www.pointtopoint.nsw.gov.au.

The Industry Portal allows taxi licence holders to:

apply for a taxi licence or Wheelchair Accessible Taxi (WAT) licence

manage their details

transfer a taxi licence

surrender a licence

renew a taxi licence or a WAT licence

lodge an application for Internal Review

make payments related to a licence. Agents can register for access to the Portal in order to manager taxi licences on behalf of others.

The website can also be used to access and participate in the tender process when new or replacement taxi licences are tendered by the Point to Point Transport Commissioner (the Commissioner).

1.2. Key definitions

All terminology in this user guide is taken to mean the generally accepted or dictionary definition with the exception of the following terms which have specific defined meanings:

ASP: Authorised Service Provider.

DVD: Driver Vehicle Dashboard.

The Act: Point to Point Transport (Taxis and Hire Vehicles) Act 2016.

The Regulation: Point to Point Transport (Taxis and Hire Vehicles) Regulation 2017.

WAT: Wheelchair Accessible Taxi.

1.3. The NSW Point to Point Transport Commissioner

The Commissioner is responsible for regulating the NSW point to point transport industry and service providers, like taxis, hire car and rideshare services.

The Commissioner ensures that service providers comply with the safety standards set by

the NSW Government and can impose significant penalties for companies who are putting

customers at risk.

The Commissioner’s functions and powers come from the Act and the Regulation and

include:

administering the authorisation and taxi licensing schemes

managing enforcement and compliance

recommending safety and other standards for taxi and booking services

administering and enforcing the Passenger Service Levy

advising the Minister on matters relating to taxi and booking services.

1.4. Taxi Licence Tender

New taxi licences, other than wheelchair accessible taxi (WAT) licences, are subject to tender and may replace previously issued licences which have expired or were not renewed.

The Act requires TfNSW to determine before 31 March each year the number of annual taxi licences to be released in the following financial year.

Once TfNSW has determined the number and type of taxi licences to be released in a particular period, the Commissioner will conduct a taxi licence tender in accordance with the Act.

2. Register to become a Taxi Licence Holder

If you are a Taxi Licence Holder or if you wish to become a Taxi Licence Holder, you need to

register on the Industry Portal.

Once you are registered you can:

apply for a taxi licence or a WAT licence

renew a taxi licence

surrender a taxi licence

manage your details and add or remove contacts

transfer a taxi licence

make payments related to your taxi licence(s).

It is assumed the person who registers during the application process is the primary contact

and the first nominated director or manager for a corporation, if applying on behalf of a

corporation.

2.1. Identify your entity type

When registering, you will need to select one of the following entity types.

Individual: if registering as an individual taxi licence holder.

Corporate: if registering as a corporate taxi licence holder.

Joint Holders - Individual Partnership: if all the partners or joint holders are individual entities in the partnership.

Joint Holders - Corporate Partnership: if any one of the partners or joint holders is a corporate entity in the partnership.

2.2. How to Register

Go to the Commission’s website at http://www.pointtopoint.nsw.gov.au/.

In the top right hand corner of the page, click on “Industry Portal”

1. Click the “Register” button.

Note: Any field with a small red asterisk * is mandatory and you must fill it in.

2. Type in your First Given Name and your Family Name.

3. Type in your mobile or landline Daytime Phone Number. Include the area code for a landline (no spaces between digits).

4. Type in your Email Address.

5. Select the type of service you want to register for from the dropdown list (Service Provider or Taxi Licence). Choose Taxi Licence.

6. Select your Entity Type from the dropdown list (see 2.1 above). If you are unsure seek your own legal or financial advice.

7. Click the “I’m not a robot” check box. This is a security measure.

8. Click Register.

The screen will display the following message:

“Now, check your email. Check the email account associated with your user name for instructions on resetting your password. Remember to look in your spam folder, where automated messages sometimes get filtered. If you still can't log in, contact 131 727.”

10. Check your email. There will be an email containing a link and a login username.

12. Click on the long link in the body of the email.

The Change Your Password screen is displayed.

13. Type your password into the New Password field.

Note: The password you choose must be at least 8 characters long and must include at least one number and at least one letter. For example, nicecab1 or 2937354t. The field will display “Good” if the password is satisfactory and white ticks on green circles are displayed.

14. Now type the same password into the Confirm New Password field. The field will display Match if the passwords match.

15. Click the Change Password button.

The Industry Portal is now displayed.

3. Taxi Licence Gateway Basics

When you have registered, you will be granted access to the Taxi Licence Gateway.

3.1. Logging in

1. Go to the Commission’s website at http://www.pointtopoint.nsw.gov.au/.

In the top right hand corner of the page, click on “Industry Portal”

2. Click Login

3. The log in screen is displayed:

Enter your Username

Enter your Password

Read the Terms and Conditions and check the box if you agree to them

Click Log in

3.2. Forgot your Password?

1. Click the Forgot your password? link under the Log in button.

2. Type in your Username and then click Continue.

4. Check your email for a link to reset your password.

3.3. Activities Tab

Use the Activities screen to check your notices and requests.

1. Click the Activities tab on the left hand menu.

The Activities screen is displayed.

Click on the Notices or Requests tabs to switch between them.

The Notices tab is where you will find any notices relating to your taxi licences.

3.4. Account

Use the Account screen to check and edit contact information.

The Account screen is displayed.

NOTE: The white fields can be edited. The grey fields cannot be edited.

2. Click Save if you have edited any details.

3.5. Contact Information

Use the Contacts screen to check and edit contact information.

1. Click the Contacts tab on the left hand menu.

The Contacts screen is displayed.

2. From the Contacts screen, click the Edit icon for the contact you want to edit.

The Edit Contact window is displayed.

3. Make your changes.

NOTE: Any of the white fields that are active can be edited. The grey fields cannot be edited.

4. Click Update.

3.6. Taxi Licences

Use the Taxi Licences screen to check the status and dates of your licence(s), or transfer a licence.

1. Click the Taxi Licences tab on the left hand menu.

3.7. Payments

Use the Payments screen to check any payments you have pending and payments you have made.

1. Click the Payments tab on the left hand menu.

The Payments screen is displayed.

2. Click either the Pending or Paid tab to switch views.

4. Transfer a Licence

Follow the steps in this section to transfer a taxi licence to somebody else, or to apply to accept the transfer if you are the transferee.

An annual licence may only be transferred on application by the personal legal representative or trustee of the licence holder. An ordinary licence may be transferred following the sale of the licence on the open market, on the death of the licence holder, or via a divorce settlement or other arrangement whereby the licence is to be transferred.

4.1. If you are transferring the licence to someone else (Party A)

1. From the Taxi Licences screen, select the taxi licence you wish to transfer, and then click Transfer.

2. The Application for Transfer of a Taxi Licence (Party A) screen will appear. Fill in the required fields.

3. Select the reason for the transfer from the dropdown menu:

Sale

Estate

Court Order

Divorce

4. Fill in the agreed amount for the sale of the taxi licence.

5. Select and upload your supporting documents

Note: When attaching copies of supporting documents, you must tick the check box, choose your file, and then select “Upload document’’. A green box stating the file has been uploaded successfully will appear.

6. Select the Transferee type (who you are transferring the licence to). You can choose from:

Individual

Corporation

Joint Holders

4.1.1. If Transferee is an Individual

If you are transferring the taxi licence to an individual select ‘Individual’ and complete the following steps.

1. Select the Transferee’s Title

2. Type in the Transferee’s First Given Name and Family Name, and Other Given Names if applicable.

3. Type in the Transferee’s Date of Birth in the format “dd/mm/yyyy” or click on the calendar tool on the right to select a date.

4. Type in the Transferee’s Australian Driver Licence Number.

5. Select the licence’s State of Issue from the dropdown list.

6. Type in the Transferee’s Daytime Phone Number.

7. Type in the Transferee’s Email address.

8. Select Continue

9. Refer to Sections 4.4 and 4.5 for next steps.

4.1.2. If Transferee is a Corporation

If you are transferring the taxi licence to a corporation select ‘Corporation’ and complete the following steps.

1. Type in the Australian Corporation Number (ACN).

2. The Corporation Name will automatically appear.

3. Type in the Email address.

4. Type in the daytime contact number.

5. Select Continue.

6. Refer to Sections 4.4 and 4.5 for next steps.

4.1.3. If Transferee is a Joint Holder

If you are transferring the taxi licence to Joint Holders select ‘Joint Holders’ from the three transferee types and complete the following steps.

Click ‘Add Corporate Partner’ or ‘Add Individual Partner’.

If you choose to Add Individual Partner

1. Select the partner’s title from the dropdown list.

2. Type in the First Given Name, Family Name, and Other Given Names if applicable.

3. Type in the Date of Birth in the format “dd/mm/yyyy” of the Joint Holder or click on the calendar tool on the right to select a date.

4. Type in the Australian Driver Licence Number of the Joint Holder.

5. Select the State of Issue from the dropdown list.

6. Type in the Daytime Phone Number of the Joint Holder.

7. Type in the email account of the Joint Holder.

8. To add another individual partner click ‘Add Individual Partner’.

9. To remove a partner, click ‘Remove Individual Partner’.

If you choose to Add Corporate Partner

1. Type in the nine (9) digit Australian Corporation Number (ACN) with no spaces between the numbers. Note that this is NOT the same as the ABN.

2. The Corporation Name will automatically appear.

3. Type in the Email address.

4. Type in the Daytime Phone Number.

5. To add another corporate partner click ‘Add Corporate Partner’.

9. To remove a partner, click ‘Remove Corporate Partner’.

6. Select Continue.

4.1.4. Privacy Statement and Declaration

Read the Privacy Statement and Declaration.

IMPORTANT: It is a serious criminal offence to make a false or misleading statement in connection with an application.

1. If you agree, select the check box next to “I declare that the information provided in this application is true and correct”.

2. If you agree, select the check box next to “I declare that I have read and understood the privacy statement”.

3. Click Continue and the Review Details page will be displayed.

4.1.5. Review Details

The Review Details page displays all of the information you entered. It is a chance to double check details before lodging your application.

1. Review all of the information you supplied.

2. If you need to edit anything, click the Edit button for the page you want to edit.

3. Make your changes and then click Save.

4. When you have finished reviewing, click Lodge.

A Success message is displayed at the top of the screen.

4.2. If the licence is being transferred to you (Party B)

Follow these steps if someone (Party A) is transferring a licence to you (Party B) and you want to accept the transfer and pay the transfer levy. Note that in this example the licence is being transferred to an Individual and steps may differ slightly for a transfer to a joint partnership or a corporation.

1. From the Activities screen, view the Requests tab and then click on the blue case number:

2. The Application for Transfer of a Taxi Licence (Party B) form is displayed. The information in the grey fields will be pre-filled and cannot be edited.

3. Choose how you want to receive official notices and correspondence from the Commission by clicking the radio button next to either ‘via Email’ or ‘via Post’.

3A. If you choose ‘via Email’, enter your email address:

3B. If you choose ‘via Post’, start typing the mailing address and select the correct one when it appears in the drop down menu.

Note: If you cannot find your address in the list of addresses, click on ‘Can’t find address’ and enter it manually.

4. Click Continue.

4.2.1. Privacy Statement and Declaration

Read the Privacy Statement and Declaration.

4.2.2. Review Details

The Review Details page displays all of the information you entered. It is a chance to double check details before lodging your application.

1. Review all of the information you supplied.

2. If you need to edit anything, click the Edit button for the page you want to edit.

3. Make your changes and then click Save.

4. When you have finished reviewing, click Continue (if the transfer levy is payable – see section 4.3) or Lodge (if the transfer levy is not payable).

4.3. Transfer Levy (if applicable)

You (Party B) will need to pay a levy of 2.5% of the current market value of an ordinary taxi

licence to the Commissioner if you are transferring an ordinary licence.

You do not need to pay the levy in the case of a deceased estate where you are entitled to

the taxi licence under the will or on the intestacy of the current licensee.

1. Select your preferred payment method by clicking the radio button next to it.

2. Click Lodge and submit your payment.

3. If necessary, refer to Section 6.4 of this user guide for specific instructions relating to each

payment method.

4. Check the Activities tab and see that the status of the transfer has changed to Lodged.

The Commission will notify you of the outcome of your application once your payment has

cleared.

5. Surrender a Taxi Licence

1. Click the radio button of the licence you wish to surrender.

2. Click ‘Surrender’.

Note: A Nexus paired licence cannot be surrendered using the Portal. It can only be surrendered via the Point to Point Transport Commission, please contact us for details.

3. You will see the Taxi Licence surrender form.

4. Check the check box to indicate whether the plates have been returned to Service NSW or not. There are severe penalties if the plates have not been returned to Service NSW.

5. Check the checkbox declaration that you are voluntarily surrendering the taxi licence.

6. Click ‘Submit’.

On the Activities page under the Requests tab, click on the blue Renewal Application number:

IMPORTANT: It is a serious criminal offence to make a false or misleading statement in connection with an application.

1. If you agree, select the check box next to “I declare that the information provided in this application is true and correct”.

2. If you agree, select the check box next to “I declare that I have read and understood the privacy statement”.

3. Click Continue and the Review Details page will be displayed.

6.3. Review Details

The Review details page displays all of the information you entered. It is a chance to double check details before lodging your application.

1. Review all of the information you supplied. This is includes your Licence Details and the responses you gave to the Privacy Statement and Declaration.

2. If all of the details are correct, click Continue.

You need to pay the Renewal Application fee and your Annual Taxi Licence fee in full.

1. Select your preferred payment method by clicking the radio button next to it. You can pay by:

7. Apply for a Wheelchair Accessible Taxi (WAT) Licence

7.1. WAT Application Details

Use this procedure to create a new application to become a WAT Licence Holder. There is no fee to become a Wheelchair Accessible Taxi Licence Holder.

If you are not already a licence holder see section 2 for instructions on how to register for access to the Taxi Licence Portal.

Remember that there are four types of Entity (see 2.1):

Individual

Corporation

Individual Partnership - Joint Holders

Corporate Partnership - Joint Holders. In this example we will be creating an individual application for a WAT licence.

Each page of the application is shown under the matching sub heading.

1. Log into the Taxi Licence Portal with your login Username and Password.

2. Click the “Account” tab on the left hand menu.

3. The Account screen is displayed. Click “New WAT Application”.

4. The WAT Details page is displayed. Read the Application Checklist.

TIP: You may need to scroll down the screen to see the entire page.

5. Select the Operational Area from the dropdown list, e.g. Metro.

6. Select the Service NSW (SNSW) Plate Pickup Location from the dropdown list. This is where you will need to go to pick up your WAT licence plates.

7. Select whether you want official notices and correspondence emailed or posted to you by clicking the relevant radio button.

8. If via email, type in the email address you want to receive notices and correspondence at.

9. If you wish to receive notifications via post, start typing the mailing address and select the correct one when it appears in the drop down menu.

If your address is not in the list, click “Can’t find address”.

Type the address into the displayed fields.

10. Click Continue.

The ‘Individual’ page is displayed.

7.2. Individual applicant details

1. Select a title from the dropdown list.

2. Type in your First Given Name, Family Name, and Other Given Names if applicable.

3. Type in your Date of Birth (dd/mm/yyyy) or click on the calendar tool to select a date.

4. Type in your Australian Driver Licence Number.

5. Select the State of Issue of your Australian Driver Licence from the dropdown list.

6. Select whether the Residential Address is Australian or International.

7. Start to type in the residential address starting with the street number, street name, then suburb etc., e.g. 123 Railway Parade. Matching Australian addresses are displayed in a list. Click on the correct address if it is displayed. If your address is not in the list, click “Can’t find address” and enter address details manually.

8. Type in your Daytime Phone Number.

9. Select the Proof of Identity documents check box.

10. Click the Choose file button.

11. Find the folder on your computer where the Proof of Identity document is located and click it to select the file, then click the Open button.

12. The name of the document is now displayed next to the Choose file button. Click “Upload”.

A message is displayed to let you know the file was uploaded successfully.

Note: If you want to go back to the last page, click Previous. If you do this you will lose the information you added on this page.

Note: If you want to complete your application at a later time, click Finish Later. Your partially completed application will be saved and displayed on the ‘Activities’ screen under the Applications tab.

7.3. Privacy Statement and Declaration

7.4. Review Details

The Review Details page displays all of the information you entered. It is a chance to double check details before lodging your application.

1. Review all of the information you supplied.

2. If you need to edit anything, click the Edit button for the page you want to edit.

3. Make your changes and then click Save.

4. When you have finished reviewing, click Lodge.

5. A Confirmation message is displayed informing you that “You will not be able to edit the form once submitted.” Click Confirm.

A Success message is displayed at the top of the screen.

You are returned to the Activities screen.

6. Click the Requests tab and your application status is listed as lodged.

7. If your application is granted, the licence will be shown on the Taxi Licences screen.

8. Taxi Agents

Taxi Licence Holders can appoint an Agent to manage their taxi licence/s via a legal instrument such as a Power of Attorney. The legal instrument will either grant the Agent full access or transfer-only access:

Full access allows the Agent to transfer or surrender the licence

Transfer-only access allows the Agent to transfer the licence.

In either case, the Agent is able to make licence-related payments through the Industry Portal.

8.1. Request an Agent Account

Before you are able to manage a taxi licence or taxi licences you must request an Agent Account on the Industry Portal. Follow the steps in this section to request an Agent Account.

Go to the Commission’s website at http://www.pointtopoint.nsw.gov.au/.

In the top right hand corner of the page, click on “Industry Portal”

2. Read the Agent Checklist and complete the Agent Account application form.

Note: Any field with a red asterisk * next to it is mandatory and you must fill it in.

Entering a Notice Address: start typing your Notice Address and select the correct one when it appears in the drop down menu.

If you cannot find your address in the list of addresses, click on ‘Can’t find address’ and enter it manually.

3. Click the check box next to ‘I am not a robot’.

4. Click ‘Continue’.

5. On the Required Documents screen, upload your proof of identity documents. If you are from the NSW Trustee and Guardian, upload your court appointment documents instead of proof of identity.

When your documents are uploaded, click Continue.

6. Read the Privacy Statement and Declaration. Tick the check box next to the declarations if you agree.

7. Click ‘Lodge’ to submit your application.

If information is missing from your application, or the documents you uploaded are not valid, the Commissioner will send you a Request for Further Information notice.

If your application is complete and supporting documents are valid, you will receive an Agent Account Confirmation email, and an email with instructions on how to login to the Industry Portal as an Agent.

8.2. Register an Agent Agreement

When you have an Agent Gateway login (see section 8.1), you are able register an Agent Agreement. For example, an Agent Agreement may be a Power of Attorney relating to one or more licences held by a single Licence Holder.

If you are an Agent for more than one Licence Holder you will need to add an Agent Agreement for each licence. You can add as many new Agent Agreements as you like by following these steps.

Go to the Commission’s website at http://www.pointtopoint.nsw.gov.au/.

In the top right hand corner of the page, click on “Industry Portal”

1. Login to the Industry Portal by clicking ‘Login’ beneath Taxi Agent Gateway and entering your username and password.

2. From the Taxi Agent home screen, click the Managed Accounts tab on the left hand menu. Then click the ‘New Agent Agreement’ button.

3. Complete the Agent Agreement form after reading the ‘About Agent Agreements’ section, and entering the Taxi Licence Number and Plate Number.

If the Taxi Licence Number and Plate Number match the records held by the Commissioner, you are able to add additional licences, but each must be authorised by a Taxi Agent Agreement.

To add additional licence and plate numbers, click the + symbol.

4. Click Continue when you are done.

5. Upload the legal instrument that authorises you to manage the taxi licence(s). Then click Lodge.

If you refer to the Agent Activities tab, you will see that your application shows the status ‘Lodged’. You will receive an email when your Agent Agreement has been approved.

8.3. Transfer a taxi licence

If you have Full Access or Transfer Only Access you are able to apply to transfer a licence.

1. On the Taxi Licences tab, click the radio button next to the Licence you want to transfer and then click ‘Transfer’.

2. Follow the instructions in section 4 of this User Guide ‘Transfer a Licence’ to transfer the licence.

8.4. Surrender a taxi licence

You can only surrender a taxi licence if you have Full Access. The ‘Surrender’ button will not appear if you do not have full access.

1. Under the ‘Taxi Licences’ tab, click the radio button next to the Licence you want to surrender and then click the ‘Surrender’ button.

2. Follow the steps in section 5 of this User Guide ‘Surrender a Taxi Licence’ to surrender the licence.

8.5. View Taxi Licence Holder Details

If you wish to view information about the Taxi Licence Holder click on the Taxi Licences tab and then click on the Licence Number. This will take you to the Taxi Licence Holder Home Page, where you can view information about the Taxi Licence, the Taxi Licence Holder, Account, Contacts, and Payments.

8.6. Make a payment

You can also make payments relating to the licence(s) you manage. Refer to section 3.7 of this User Guide ‘Payments’ for more information.

9. Apply for an Internal Review

You are able to apply for an Internal Review of a decision through the Industry Portal.

1. Click on the Taxi Licences tab in the left hand menu of the Taxi Licence Gateway.

2. Click the radio button next to the licence your internal review request relates to.

3. Click ‘Internal Review’.

4. Complete the Internal Review application form. Click the check box if you have a copy of

the decision.

5. Click ‘Continue’.

6. Upload any supporting documents and click ‘Continue’.

7. Read the Privacy Statement and Declaration. Agree to it by checking the box, then click

‘Continue’.

8. Review that all of the details you have provided in your application are correct. If they are

correct, click ‘Continue’. If they are not, click ‘Edit’ and change them.

9. You can view your application and its status under ‘Requests’ on the Activities tab. Click on

the Case Number to view the content of the application.

10. Help

Use the Help screen to search for and view help articles.

1. Click Help button at the top of the page.

The Help screen is displayed.

2. Type what you are looking for into the Search Articles field and click the magnifying glass icon or press Enter.
