Ahmedabad - the 7th largest metropolis in India, has a population of almost 6 million and is spread over 466 Sq Km.

For effective service provision and smooth administration, AMC has divided its activities in 6 Municipal Zones and 64 wards.

AMC has undertaken the mission ‘towards achieving clean and green Ahmedabad’ through the Solid Waste Management (SWM) Department which is in charge of all functions concerned with municipal waste collection, transportation, treatment and disposal of waste.

AMC has allocated a funding of Rs. 21.3 million in its annual budget 2012-13 towards the development of SWM.

• More than 1200 vehicles for collection & transportation.

• Almost, 3600 Metric Tons of solid waste is generated daily, including 300 MT of

construction and demolition debris.

AMC has signed a MoU with United Nations Center for Regional Development, Japan (UNCRD) towards making Ahmedabad a zero waste city.

UNCRD is providing technical support to AMC for developing a “Roadmap for Zero Waste Ahmedabad”. AMC participated at the Special Event of ISWA World Congress 2011 where it and agreed on the “Declaration for Zero Waste Ahmedabad” by 2031.

AMC will move forward for increasing resource efficiency and reduction of waste, development and implementation of policies for resource efficiency and environmentally sound waste management, development and enforcement of policies, strategies, laws, regulations and also involve continued, new & innovative public-private partnerships among industry, governments, academia and other non-governmental stakeholders aiming to enhance capacity and technology.

• Detailed multi-stakeholders' consultation meeting with the help of UNCRD Japan on 18th April, 2012 for developing a Draft Road Map.

• 2nd Multi-stakeholders consultation on the Pre-Final Draft Road Map for Zero Waste Ahmedabad held on 12th September, 2012.

• Meetings jointly organized by AMC & UNCRD with the support of Zero Waste South Australia.

- Segregation of domestic MSW into dry and wet categories should be implemented

- Further segregation of dry waste can be conducted at source or at intermediate sorting centres into

- Paper- Plastic- Glass- PET bottles- Metal, etc.

- Further horticultural/ garden waste should be segregated

- With initiation of SMC, extended producers responsibility (EPR) can be introduced

- Needs to be constantly revisited with fresh perspectives and prevailing trends of consumption and waste characterisation

- Segregation agenda can be modified to align with recycling demand, industry standards, policies and technology in the future.

AMC has planned for 6 zonal transfer stations which provide express transportation of waste from stations to the processing plants using high capacity compressed waste containers transported using large hook loader vehicles.

As this efficient system of transportation is under implementation, it has been duly encouraged and incorporated in the master plan as the preferred scenario.

• Around 97,500 MT/month or 87% of total waste collected is disposed at Pirana open dump.

• Untreated and mixed waste disposal attracts waste pickers for manually segregating anything sellable in the recycling market including plastic, metal, fabric, footwear, electrical and even human hair.

• Only 2,166 MT/month or 2% of total waste collected is disposed at scientific landfill at Gyaspur. The site has a capacity of 15,000 MT/month

• 2 functional processing plants – 1 for compost, other for RDF

• Only 13% is processed, rest dumped in the open at Pirana – 10,763 MT/Month against 108,454 collection.

• Installed capacity of existing plants – 30,000 MT/Month; including under construction plants – 69,000 MT/Month

• AMC has also awarded work to 2 organizations for processing of 2000 MT of waste per day (or 30,000 MT per month) for 29 years

• AMC has initiated Mainstreaming of Waste Pickers in 2012.

• AMC undertook study tour to Pune Municipal Corporation to study the best practice – Initiative by SWaCH

• AMC also conducted a stakeholder consultation with representation by governments and organisations from Delhi, Pune and Ahmedabad

• A pilot study was undertaken in 1 ward of the city successfully

• In the first phase, 2-3 wards are being taken up and would subsequently be implemented on the city level

AMC initiated preparation of Public Health Bye-laws in 2012 Under these bye-laws the following has been defined

◦ Classification of waste in different categories◦ Generators of waste based on their type◦ Segregation of waste◦ Storage of waste◦ Delivery & collection of waste◦ Processing & disposal of waste◦ Offences under the bye-laws

For effective implementation of e-waste (Management and Handling) Rules, 2011 in Ahmedabad, AMC in coordination with GPCB and with the help of Corporate Sector is planning to establish points system for e-waste collection, safe transportation and safe storage of the same. Ernst & Young is preparing a Roadmap / bid document for the same on PPP basis.
