    “Nakababahala” ito ang sambitni Ramon R. del Rosario Jr. ,chairman ng maimpluwensyangMakati Business Club (MBC)sa idinaos na forum noong na-karaang lingo, April 27.

    Sa nasabing pagpupulong in-amin ni del Rosario na siya ay mayagam-agam kay Rodrigo Duterte,

    pambato ng PDP Laban sakalingmanalo itong pangulo ng Pilipi-nas. “Te image he (Duterte)creates in my mind is a disturb-ing one… (as this indicates) hislack of respect for the rule of law which is extremely important if we want to have confidence in theeconomy…” sabi ni del Rosario.

     Ayon pa din kay Del Rosa-rio, ang isa sa pundasyon ngmalusog na ekonomiya ay angpagpapahalaga sa batas at angpagpapatupad nito ng tama atnaaayon sa proseso. Dugtong pang chairman, “Rodrigo Dutertepaints a “disturbing,” if not ac-tually frightening, picture as thecountry’s next president that canaffect business confidence in thecountry centered on the DavaoCity mayor’s alleged “lack of re-spect for the rule of law.”

    nalidad. Si Duterte ay binaba-tikos ng mga ilang top businessleaders ng bansa na karamihanay kabilang sa MBC. Walangnaipakitang mahalagang at‘masustansiyang’ economic poli-cies at matatag na economic pro-gram ang alkalde ng Davao City. Ang tanging nasabi ng alkade ayang kanyang pagsugpo sa krimi-nalidad, edukasyon, at ang pag-gamit niya ng Viagra sa pagtata-

     Ayon pa kay Binay uunahin ng kanyangpamunuan ang pagpapagawa ng mga daan,airport at iba pang mga infrastructureprojects sa iba’t-ibang bahagi ng bansa nasiyang makapagbibigay ng mga trabaho samga Filipino. Upang ito ay mapatupad ,ayonpa din sa bise-presidente, ang 7% ng GDPng bansa (gross domestic product) ay ila lagaysa infrastructure projects ng gobyerno.

    Bukod dito sabi pa din ng dating alkaldeng Makati, nasa tamang paggamit ng buwisang ikagiginhawa ng bansa. Ito ay kanyangnapatunayan sa taon ng kanyang paglilingkodbilang alkalde ng Makati.

    Sa paggamit ng buwis sa tamang paraanang mga residente ng Makati ay nagkaroontrabaho, libreng edukasyon at mabisang healthcare program na tumutugon sa pangkalusugangpangangailangan.

    Sinabi pa ni Binay,na siya ay kumpante

    na maipapatupad niya ang mga ito sapagkatnagawa niya ang mga naturang proyekto saMakati City. At hindi siya nababahala sa mgasinasabi ng kanyang mga katunggali sa politikana hindi ito maisasakatuparan.

    Bigwas pa ng bise-presidente na isa sa mgakalaban niya sa pagkapangulo ay kulang angkaranasan sa pagpapatakbo ng pamahalaan atsalat ang kaalamanan sa paglikha ng trabaho

    Bukod dito sinabi ni Binay na hindimagandang nag-uunderspend ang gobyernopero salat naman sa serbisyong publiko.Isinawalat ni Binay na nagpahayag angCommission on Audit na may P2.1 trillionsavings ang kasalukuyang gobyerno mula taong2011-2014:

    • P411.7 billion – 2011• P333.7 billion – 2012• P589.5 billion – 2013• P840.0 billion – 2014

    Ngunit hindi ito matatawag na savingssapagkat hindi naman ito napakinabangan ngmamamayan. Ang sagot sa kaginhawaan ngbayan ay ang tamang paggamit ng buwis athindi underspending. “Dahil sa underspending,maraming Pilipino ang naghihirap, panahon napo upang wakasan ito,” ang hirit pa ni Binay.(Pamela Sue)

    Politics WHILE it is a big fallacy and agrave insult to reason and eth-ics, to say that politics is for pol-iticians with political interestsand consequent political agen-da is a consummate superfluityparticularly in the Philippinesand especially so on the occa-sion of the nearing 2016 Elec-

    tions. But all these delusionsnotwithstanding, it is but rightand proper to call attention tothe following standing objectivetruths—be these externally ac-cepted but internally ridiculedby politicians themselves.

    Te human person is thefoundation and purpose of po-litical life. If there were no hu-man person, whose personalneeds have to be responded

    to whose social requirementshave to be addressed, what foris politics? Whose interests andconcerns would political life ad-dress? So it is that politics andpolitical life are essentially forthe service of the human per-son—definitely not the other way around. In other words, theorigin of politics as well as therationale of political life is noneother than the human personper se. So it is that both politicsand political life made operativeby the former, are veritable so-cial maledictions when their na-ture and finality are precisely vi-olated by none other than thoseholding political authority.

    Te political communityoriginates from the nature ofpersons. A man did not be-come one by himself alone, soit is certainly not in accord withhis nature to be unsocial, much

    less anti-social. Tus it is that he

    seeks and stays in the companyof others as a matter of fact, inorder to have his social needsand aspirations responded tothrough and in the company ofothers like him. If man were bynature a loner, being able to re-spond to his own requirementsand exigencies by himself

    thereby manifesting downrightself-sufficiency in anything andeverything, then human society would be basically nonsense.

    Te political communityfinds its authenticity in refer-ence to people. Again: Poli-tics and the political commu-nity find their real nature andgenuine objective only whenthey are of service to and forthe benefit of people—not

    vice versa, particularly whenpoliticians ever think or evencome to the conclusion thatthe people are the ones whoshould give them service andattend to their demands. Tis isnot simply inverting but actu-ally subverting who people re-ally are and what the politicalcommunity truly is for. Whenthis blatant contradiction takesplace, then sooner or later peo-ple themselves are the ones whoultimately get rid of their ego-loving and self-serving politicalcommunity.

    Conclusion: Genuine politicsis good. Its nature is altruistic.Its rationale is public spirited.Politicians are there for the peo-ple, for public service to them.Politics, politicians, the politicalcommunity—all these are socialliabilities in the event that theyplace themselves over and above

    Tere is a chance that Mayor Rodrigo Duterte will win thepresidency in the May 9 elections. Judging from the numberof those supporting and cheering for him, I would like tothink the actual presidential election becomes a mere for-mality before he gets crowned with the highest post in theland.

     Why Duterte’s supporters continue to hold the mayor inhigh esteem after all the hullabaloo involving him is beyondcomprehension. Rival candidates must be very envious ofthis guy because while they are adversely affected by issuesthrown at them, the mayor remains unscathed with all thebrickbats hurled at him. He remains popular and the morehis supporters rally behind him when they sense that he isharassed and persecuted.

    Tis foul-mouthed guy must be very blessed because noamount of issues seems to pull him down or prevent himfrom finally claiming the presidency. Never mind the curs-ing, and the disrespect for women and persons with disabili-

    ties; never mind his disregard for our country’s allies; nevermind his being a womanizer; never mind his killing people,they are a menace to society anyway; never mind the WestPhilippine Sea, the Chinese will build railways in Mindanaoanyway; never mind if he hides from us his true assets or net

     worth, it’s his anyway; never mind his decision to close bothhouses of Congress if threatened with impeachment; nevermind even if he doesn’t have a sound economic plan for thecountry. Who cares about these issues, it’s Duterte anyway!

     While most candidates took pains to present their plat-forms, Duterte would regale his listeners with raunchy jokes

    and controversial heroic tales and anecdotes. Surprisingly,even the more educated ones could not contain their amuse-ment and appreciation while listening to him. Much to thechagrin of those who uphold and believe in decency and eth-ics in public office, Duterte’s audacious claims and bravadoare winning lots of believers. For them, this man is braveenough and has the political will to go after the bad guys and

     weed out corruption and criminality in three to six months.Such incredible claim has since been replaced by saying thathe will simply curtail and not totally put an end to crimeand corruption.

    Even his self-deprecating claims endeared him even fur-

    ther to the majority of Filipinos. o his supporters, theseclaims mean he is just “being true”, after all. Tere is nopretense in him, what you see is what you get, as they oftensay. Until after Sen. rillanes dropped the bombshell withclaims that the Mayor has funds undeclared in his Statementof Assets Liabilities and Net worth (SALN). Te mayor flip-flopped on the issue but has since admitted that he indeedowns the account with his daughter Sara. A former SupremeCourt Chief Justice, who has since died, lost his job becauseof the same case. Tis is not a minor issue. It is an issue thatinvolves honesty and integrity of public officials whose officeenjoys public trust. I may be wrong on this, but I strongly

    believe that this issue should be enough to undermine andunmask the Duterte mystique.

    He often brags about the number of persons he killedas well as the number of girlfriends he has. He also has noqualms cursing to the point of being callous, but he

     As elections draw near, the possibilityof Rodrigo Duterte becomingpresident has become imminentbarring last minute extraordinarydevelopments or “miraculous events”that would derail his candidacy – thelatest of which is the allegation ofhidden wealth.

    If the surveys are to be believed, andhis supporters refuses to believe all theallegations against him, he is assured

    of getting at least 33% of the votes.Te question now is what couldhappen when he becomes president.

     Will he be able to carry out what hepromised and intends to do? Will hebe able to fulfill the expectations of hisfollowers?

    Tis is an attempt at presentinga scenario analysis based on whatDuterte promised to do as reportedin the media and the possibleconsequences should he carry these

    out.

     WHAT DUTERTE PROMISED

     AND INTENDS TO DO

     What attracted many voters toDuterte is the promise of change.“Pagbabago, Disiplina.” Tis has beenhis battle-cry. Tis is reminiscent ofMarcos’ battle-cry when he declaredMartial Law and promised to create aNew Society (Bagong Lipunan) withdiscipline as one of the pre-requisites(“sa ikauunlad ng bayan, disiplina angkailangan”). o many his of followers,Duterte is the last hope of the country,the only one who can save the country-- the Messiah.

     At the core of his agenda is tostamp out criminality and corruption

    by all means necessary. Tis includeextrajudicial killings, ignoring therule of law and basic human rights ofsuspects which he regard as a Westernconcept. As Mayor of Davao, he wasaccused of inspiring and supportingthe Davao Death Squad which hasmurdered 1,424 victims from 1998-2015. Tis earned him the name of “thePunisher.” He boasted that if elected, it will be bloody – the 1,000 will become100,000. He said that the fish in Manilabay will grow fat. Tere won’t be anyneed to build prisons, just more funeralparlors. Tis would imply multiplyingand unleashing the death squads nation-

     wide. Te targets are mainly suspectedcriminals. But in a speech to theKilusang Mayo Uno (KMU), he warnedthem not to strike during his term of

    oce – otherwise he will also kill them.In carrying this out, he will not brook

    any opposition. He warned congress,the Commission on Human Rights,and the Ombudsman not to resist thiscampaign. Otherwise, he will closedown or abolish congress if it startsimpeachment proceedings against him.

    In his latest speech in April 28, 2016during the release of the military manheld prisoner by the NPA, Dutertereiterated the following:

While the other four were not prone to talk abouttheir personal lives, Duterte was more open and hungry for attention. He present-

    ed himself as no-nonsense and courageous in fighting criminality and corruption while his rivals were very calculating to the point of being predictable or inutile.

     Yes, Duterte remains a strong candidate. Many see him as a blessing capableof lifting our country up from her miserable condition, but he is definitely nota savior. With the many issues he was embroiled in, he may well be consideredan abomination or simply a “political anomaly” in these forthcoming elections.

    Prospects under a Duterte Presidency:Scenario Analysis

    between Duterte and Marcos isthat Marcos was not a leftist andthe communists were the targets ofrepression and extrajudicial killings.Under a Duterte government, thecommunists will be partners and theycan help in eliminating suspectedcriminals. After all, the first batchof the Davao Death Squads werecomposed of former communists/Sparrow units hit-men.

    In various interviews, especially with Vice Ganda, Duterte declared hissupport for gay marriage and divorce.So these would be some of the changesthat he would introduce especially
