Construction of Kilombero bridge to start next month

The construction of a bridgeacross the Kilombero river isabout to start following the

signing of a contract between theGovernment of the United Republicof Tanzania and China Railway 15thBureau Corporation, TPJ has learnt.

According to the Minister for Works,Dr. John Magufuli who was speak-ing at the contract signing ceremonyin Dar es Salaam on 24th October,2012, the project, which is worth Tsh53 billion, will start next month andtake 24 months to be completed.

He explained that China Railway15th Bureau Corporation emergedthe winner out of five potential con-tractors who were in line for theproject, following outstanding plan-ning and presentation of their feasi-bility study in its recently earned

contract with Tanzania Zambia Rail-way Authority. Dr Magufuli directedthe Chinese company to completemobilization for the bridge construc-tion within 30 days.

Tanroads Chief Executive Officer,Eng. Patrick Mfugale, said that thebridge would stretch across 384mwith a deck width of 10.5m of which7.5m would cater for vehicles and1.5m on both sides for pedestrians.The bridge is located 5km south ofIfakara town and 64kms fromMahenge town in Ulanga district.

Eng. Mfugale added that the Kilo-mbero Bridge would not only facili-tate the development of agricultureand the economy but also facilitatetransportation between Tanzania andthe neighboring countries of Malawiand Zambia.

The Tanga-Horohoro road proj-

ect which is funded by the Mil-

lennium Challenge Account

–Tanzania (MCA-T) has been com-

pleted and other projects are on the

right track towards meeting deadlines

for completion as stipulated in respec-

tive contracts.

According to MCA-T, the Tanga to

Horohoro road project was handed

over to MCA-T in early October,

2012. The road, which is part of the

projects under the Millennium Chal-

lenge Compact signed in 2008, has

been reconstructed to bitumen stan-

dard by Sinohydro Corporation Limit-

ed.

Projects in progress include rehabili-

tation of Mafia Island airport and

upgrading to bitumen standards of

two trunk roads on the mainland Tan-

zania. According to the report, reha-

bilitation of Mafia Island airport is a

one-year contract worth USD 10.4

million and was commenced in Feb-

ruary, 2012 by M/s Kuanta Construc-

tion. Under the contract, Kuanta will

upgrade the existing runway to Inter-

national Civil Aviation Organization

standards. The works included demo-

lition and site clearing, airfield

drainage, earthwork and airfield grad-

ing, asphalt paving, runway marking,

and installation of perimeter security

fencing. As part of the project scope,

Kuanta will arrange marine trans-

portation to the island for all equip-

ment and materials, including the

asphalt plant, heavy machinery, bitu-

men aggregates, and petroleum prod-

ucts.

The upgrading to bitumen standards

of two trunk roads on the mainland

covers Tunduma-Sumbawanga road

(224.5 km) and Peramiho Junction -

Mbinga road (78 km) along Mtwara

Corridor. Other activities in progress

include upgrading of five rural roads

of Pemba Island with a total of 35km.

The roads are Mzambarauni Takao-

Pandani–Finya (7.9km), Mzambarau-

ni Karimu-Finya–Mapofu(8.7km),

Bahanasa-Daya–Makongeni-Mtamb-

we(13.8km),Kipangani-Kangagani

(2.7km) and Chwale-Likoni (1.9km)

“THE Prime Minister of Uganda,

Hon. Amama Mbabazi, has point-

ed improved procurement services

as the solution to better teachers’

salary.

The Prime Minister was speaking at the

opening of a two-day Public Procure-

ment and Disposal of Public Assets

Authority (PPDA) symposium at Speke

Resort Munyonyo, Kampala on 19th

September 2012. Mbabazi noted that

with approximately 55% of the govern-

ment budget being spent through pro-

curement, from this year’s budget about

shs 6,000 billion will be spent through

procurement.

By saving just 2% through efficient

procurement we can raise shs 120 bil-

lion which is enough to increase teach-

ers’ salaries by 15%,” he said. With

this same savings from better procure-

ment processes the prime minister

noted that half of the 200 billion that

Parliaments is seeking to hire more

health workers could also be realized.

The PPDA Symposium is being attend-

ed by over 200 Procurement profes-

sionals and stakeholders from both

Public and Private sectors, from East

Africa.

“This Symposium is extremely signifi-

cant for Uganda and for the region

because during these two days we will

begin discussions on the Procurement

Reforms over the last fifteen (15) years

under which the PPDA was estab-

lished,” said Cornelia Sabiiti, the exec-

utive director of PPDA”

The article from our colleagues in

Uganda made me reflect on our situa-

tion here in Tanzania. We have similar

claims by our teachers as quoted in

Kiswahili, “NAIBU Waziri wa Elimu

na Mafunzo ya Ufundi, Philip Mulugo,

ameliambia Bunge kuwa katika kipindi

cha mwaka 2011, jumla ya madai ya

walimu yenye thamani ya sh bilioni 52

yaliwasilishwa.” The quotation is

translated as “Deputy Minister for Edu-

cation and Vocational Training, Hon.

Philip Mulugo, has informed the Par-

liament that during 2011, claims pre-

sented for outstanding payments to

teachers amounted to Tshs 52 billion .

” We also have similar claims from

doctors, lecturers in higher learning

institutions, just to mention a few.

Could better spending in public pro-

curement be a ‘saviour’ of our public

sector as well as private sector employ-

ees’ predicament with regard to low

pay and work incentives? I couldn’t

agree more with Hon. Amana Mbabazi,

the Prime Minister of Uganda. A con-

siderable portion of Government budg-

et is spent in public procurement. For

example in the case of Tanzania, in FY

2010/11, a total of Tshs 4.52 trillion

was spent by 315 procuring entities in

procuring works, goods and services. A

two percent saving as suggested by

Hon. Mbabazi would have enabled our

Government realize Tshs 90.4 billion

which would be sufficient to pay teach-

ers’ outstanding claims amounting to

Tshs. 52 billion. Yet a five percent sav-

ing would have enabled our Govern-

ment realize Tshs. 226 billion- enough

to build the Kigamboni Bridge whose

contract amount is Tshs. 214.6 billion.

PPRA has realized that saving and

more saving through public procure-

ment is fundamental in enabling our

Government to achieve its national

development goals. That is why we

prepared the poster shown below,

which many people see it in our reports

but have never really grasped its impor-

tance. It tries to link spending in public

procurement with national develop-

ment, and that savings brought through

proper regulatory interventions by

PPRA, (namely: effective monitoring,

capacity building of PEs, proper guide-

lines and tools for implementing the

procurement legislation, timely and

proper advice to PEs and proper system

for collection and dissemination of pro-

curement information) would acceler-

ate the development of our nation.
