1. CHEMICAL PROTECTION PROGRAM OFFICE (CPPO) ACTIVITIES STATUS

The scope determination for the next phase of vapors management activities is ongoing. An integrated project team has been formed with participation from both U.S. Department of Energy Office of River Protection (DOE-ORP) and WRPS. Integrated Project Team (IPT) meetings are occurring daily, with the expectation to have the FY 2017-18 scope defined and an Implementation Plan issued by the end of February 2017.

All recommendations from Tank Vapors Assessment Team (TVAT) Report, all assessments, TVAT Phase 1 Reports, and the Vapors Management Expert Panel have been entered into the CPPO database for tracking. The total number of recommendations is 184. These 184 recommendations have been binned into 20 categories and are being tracked to ensure the scoping for the next phase of vapors management is adequately addressing the recommendations.

With input from Production Operations, Industrial Hygiene, Legal and Human Resources, a new AOP-015 communication template has been developed. This is shown in Attachment A. This will be used to ensure WRPS management team has timely, accurate, comprehensive and consistent information from the shift office for AOP-015 events. A second intent of the template is to transparently cascade that information to the workforce. It will be reviewed with ORP Communications and Legal prior to implementing cascading the information.

The Industrial Hygiene (IH) Vapor trend codes have been revised and applied to previously coded problem evaluation requests (PERs), two new summary reports have been developed and are available in the TVAT Action Tracking Database. One report shows a summary of all vapors related PERs (Attachment B) and the other report shows vapors related PERs that are open (Attachment C). The reports can be filtered to show all PERs (i.e., Open and Closed), Open PERs, or Closed PERs).

The reports group the PERs by vapor trend code as shown below:

2. CPPO COMMUNICATIONS

The message map for Leading Indicator Process Development Report, PNNL-25533 (68592-RPT-001 Rev. 0.0), has been drafted and will be reviewed with the CPPO Steering Team prior to distribution.

A meeting was held with Pacific Northwest National Laboratory (PNNL) to discuss Tank Vapors Data Access and Visualization status. This meeting is a weekly status meeting to review the Phoenix web application project. This project is to develop a publically accessible system providing the Industrial Hygiene (IH) data

from Tank Waste Information Network System (TWINS) and Site Wide Industrial Hygiene Database (SWIHD) allowing someone to view all of the data as a whole, or by individual samples.

A meeting was held with RJ Lee Mobile Lab to discuss future weekly reports and the daily monitoring anticipated to start January 2017.

AY-102 start-up meetings with the workforce were completed to present the path forward for retrievals for AY-102.

The CPPO website content maintenance plan is being drafted. The plan will identify periodic content review, communicating when new posts occur, and turnaround time for posting of information.

Three website inquiries we received via email and answered via email on a range of topics. Three additional website inquiries are in the process of being researched to respond to the inquiries.

The next group of Vapor Monitoring and Detection System (VMDS) reports are in the process of being cleared for public release.

3. PERFORMANCE TRACKING

The HanfordVapors.com website continues to be used to communicate issues and topics involving chemical vapors at Hanford. Below is a chart showing the total hits each day through October and November. On November 16th, there was an increase in activity as news of the Court ruling on the preliminary injunction and the OIG special report were released. On November 30th, we saw an increase of activity as news of the odor-related incident by AX change tent outside the farm was reported, in addition to the NBC Today Show Hanford News story on the morning of Monday, Nov. 29th. This activity shows that people are using the website to look for information.

An AOP-015 is an abnormal operating procedure in response to reported odors or unexpected changes to vapor conditions. The following graphs are a look at when and when these events are happening. Figure 1 looks at which farms, Figure 2 looks at events inside the farms vs outside the farms, and Figure 3 looks at times of waste disturbing activities.

4. TVAT PHASE 1 AND PHASE 2 DETAILED STATUS

TVAT Recommendations 1 and 9; Headspace Sampling: As reported last week, the data analyses have been completed for tanks A-101, A-103, and SY-102. Statistical analysis software licenses are currently being obtained in order to complete the final data analyses. Lab analysis is currently underway for tank BY-108 samples. For FY 2017, there are only five waste disturbing activities planned so it is critical headspace sampling occurs during these five activities. Stack sampling (AP and 702-AZ) during AY-102 retrieval is being planned and anticipated to start in December.

TVAT Recommendations 2, 7, 16; Chemical Plating (Aerosol Study): As reported last week, the Statement of Work (SOW) for Fiscal Year (FY) 2017 work is currently being drafted.

TVAT Recommendations 3-5; IH Instruments: No update.

TVAT Recommendation 6; IH Personnel Monitor Equipment: The C2Sense draft test plan has been received for FY 2017 testing. The plan is to test some of these ammonia sensors at Hanford conditions (with the AP exhaust stack) using lab support from RJ Lee Group. If viable, these sensors could be worn by workers for real time ammonia monitoring.

TVAT Recommendation 8; Dispersion Model Review: As reported last week, the draft SOW is in review for FY 2017 work. A meeting is scheduled to discuss the PNNL dispersion modeling report.

TVAT Recommendation 10; Review/Update Chemical of Potential Concern (COPC) Listing: No update.

TVAT Recommendations 11-13, 15, 17-18; PNNL Health Study Roadmap: As reported last week, the contact for FY 2017 work with PNNL has been put in place and a schedule has been drafted.

TVAT Recommendations 14; Evaluate Medical Surveillance Program: ORP Action. No status.

TVAT Recommendations 19, 20; Toxicology Studies: ORP Action. No status.

TVAT Recommendation 21; Rounds and Routines: The draft procedure is currently being reviewed.

TVAT Recommendation 22; Acute Bolus Assessment (RJ Lee Mobile Lab): As reported last week, the final FY 2016 report has been drafted and is undergoing reviews with WRPS. A meeting held 11/30/16 discussed the layout of FY 2017 weekly reports during monitoring efforts with the mobile lab. Follow up meetings are being planned to continue discussions.

The FY 2017 contract was placed 12/6/16. The FY 2017 test plan should be out for WRPS review this week. RJ Lee personnel are being briefed on the AY-102 retrieval strategy this week and plan to be out monitoring during retrieval activities starting this weekend.

TVAT Recommendation 28; Chemical Vapor Guidance Manual: No update.

TVAT Recommendations 29, 30; Enhanced Training: Chem Worker training is on schedule. Tank Farms training is putting together training module outlines for review. A meeting was held with ORP and WRPS senior management to review these outlines and comments are being incorporated.

Enhanced Chemical Hazards Awareness Training (CHAT) is on schedule for roll out over the next two months as training comes due. This training will be used as a supplement while the Chem Worker training modules are developed and rolled out (anticipated summer 2017).

TVAT Recommendations 32, 36; Bolus Assessment/Medical Stakeholders: ORP Action. No status.

TVAT Recommendation 33; Vapor Monitoring Detection System (VMDS): The weekly VMDS reports continually are being updated and published on the website. The optimization and down select of technologies is ongoing to prep for the start of Phase 2 testing. The Phase 2 test plan is being drafted.

Efforts are being made to get the Autosamplers online to support sampling of the new AP exhaust stack during AY-102 retrieval start up on 12/8/16.

TVAT Recommendation 34; Vapor Control Zones/Vapor Reduction Zones (VCZs/VRZs): The task team met and is working on initial review of the VCZ/VRZ procedures and reports to ensure correct alignment and identify any gaps in the procedures.

TVAT Recommendation 35; Cartridge Testing: Documentation from the third party review of the AP Farm cartridge testing report is expected soon. Meetings with the third party review team on 12/1/16 indicated positive feedback on the cartridge testing jig and the data analyses performed by PNNL.

Report, PNNL-26041, Analysis of Respirator Cartridge Performance Testing on Hanford Tank SY-102, was issued to WRPS on 11/30/16. The report was given to HAMTC 12/1/16 to start the third party review of this report.

Fabrication of the new test jigs are underway to support FY 2017 testing of two different cartridges.

TVAT Recommendation 37; IH Improvements Tracking: The schedule of activities is continually being tracked. The 47 TVAT Recommendations are currently being added to the PER system.

TVAT Recommendations 38-39, 41; Management Commitment: WRPS and other contractors are being briefed this week on the AY-102 retrieval strategy prior to startup of AY-102 retrieval operations on 12/8/16.

TVAT Recommendation 40; Improve EJTA: No further actions required.

TVAT Recommendation 42; Revise Exposure Letter: No further actions required.

TVAT Recommendation 43; IH Covello Training: No update.

TVAT Recommendation 44; Public Address (PA) System: The three contracts are underway for support from Mission Support Alliance (MSA), ARES, and Safer. The conceptual design has been finished for location of the speakers and reader boards in all the farms.

Some feedback received on the PA system installed in AP Farm has been that the messages coming from the speakers are not as clear as they should be. The plan is to fix this when the permanent PA system gets installed.

TVAT Recommendation 45; Lab Support/Determination & Development of Similar Exposure Groups (SEGs): No update, currently on hold as directed by management.

242-A Ammonia Analyzer Upgrade

As reported last week, a Baseline Change Request (BCR) has been approved to upgrade the ammonia monitor. The 242-A Ammonia Analyzer kick-off meeting will be scheduled to start Phase 1 of the upgrade.

242-A Stack Extension

The 95% design had to be re-started due to an issue with the calculation that was noticed during peer review. The 95% design is expected to be finished in mid-December.

Leading Indicators

As reported last week, the leading indicator contract has been put in place to continue FY 2017 work.

Abatement Technologies

An abatement kick off meeting was held last week, currently trying to find individuals from IH, Engineering, and Environmental to support the project.
