Who we are and what we do?Toronto Building has around 400 staff divided into three

sections: customer service, plan review and inspection, 5 locations.

We receive, review and issue around 35,000 Construction (Building, HVAC/Mechanical, Plumbing and Site Services), Demolition Permits, Signs, Conditional, and Part Permits annually.

We review plans for permits against zoning, applicable laws, Ontario Building Code and referenced standards.

What we do is regulated by the Building Code Act. We have mandatory TAT (10 to 30 days). Designers and our staff are required to carry different classes of qualifications. The TAT and qualifications both vary based on the project/building type.

Who we are and what we do?There are mandatory inspections required by the

act/code to be conducted within 2 days after the notice has been received. Owner/contractors request the inspection. We conduct around 150,000 inspection a year, some are complaint-related.

Inspection Section issues violation notices and orders with some leading to prosecution for non-compliance.

We have two streams of permits: Complete and Incomplete. We have two Toronto Building permit programs, the Residential FASTRACK and the Commercial Xpress. Both exceed the ministry's TAT.

Who we are and what we do?Beyond the formal permit process, we also have preliminary

zoning review programs, for internal divisions and public. We also have code related Alternative Solutions process ..

In addition, we do compliance letters, permitted use letters. We write sign variance and demolition control reports to Council. We also process 5,000 FOI Requests / Record Disclosure processes/ year

Permit Fees are based on Service Index. We collect around 15 million dollars in permit fees a year. We also collect development charges, education development charges, municipal road damage deposits, park-levies….etc.

We also collect declaration forms for other divisions, related to trees, site service, municipal road damage, rental houses...etc.

How do we manage our work-flow?IBMS/CSDC Amanda software together with Crystal

Reports are the managing tools we have been using since 1999

Folder Activity represents the division.Folder/Work/Sub represents project/permit typeProperty comes automatically with assessed owner,

additional people can be added/updatedThis, along with the folder Info, determines the

category for TAT, designer’s qualification required, permit stream and permit fee.

Submission requirements, based on the project type, the required applicable laws, or the receipt of approval(s) can be flagged/cleared in the checklist.

How do we manage our work-flow?Folders are prioritised based on program/stream/project

statusDifferent processes are based on project, discipline and

qualificationsProcesses can be assigned geographically and scheduled

to end, based on the TATEach process has checklist, deficiency, comments,

attempts and attachments capability to record history for every step taken to achieve compliance.

Process attempts re-schedule, re-prioritise, re-calculate, move folders to the next step.

Folders also have attachments. Both attachment tabs will accept any type of file, including drawings, video, and audio files.

How do we manage our work-flow?We moved away from Word document templates and

we are using IBMS Forms to calculate Development Charges, Education Development Charges, we can now report on the content and have more controls on the fees, including centralized fee re-calculation..

We also use the IBMS forms to generate Examiner’s Notices and Inspection violation Notices which allows these notices to be generated in Draft and later marked as Final with enough security to match an electronic signature without the need to sign and scan for an official record keeping.

Forms are also used to generate folder labels, plan review and inspection history and Permit Fee breakdown

How we manage our information?We manage staff information centrally; title, job function,

location, their reporting structure within a folder. The information gets added automatically to the notice headers, adds the manager’s name on some notices and assists in grouping the reports.

We manage deficiency templates, Applicable Law information, contacts, forms of approval, Word/form templates centrally.

Building Application Status is available online, using the IBMS as the backend.

Most of the review and inspection history is electronic, but building plans are not yet…

We share information with other divisions via reports and read-only access to IBMS.

Performance Measures?We have many performance measures, some

tied to budget submissions:Complete Plan Review Performance MeasuresInspection Performance MeasuresResidential Fastrack Program Performance Measure

We generate workload management reports and staff productivity reports

We produce revenue reports and generate information for Stats Can.

What are our plans for the future?Implement electronic submission, mark-up of plans and issue

them electronically and retrieve them electronically.Online to include payments of fees and record disclosure on

line.Disclosure of more info via Open Data is also part of our IT

Capital project..The Development approval process requires sharing of data

and integrating process internally and with external Share information with other divisions so that we, as a city,

become more efficient and integrate IBMS with SAPIntegrate our workflow with other divisions, agencies, boards

What are our plans for the future?We also have an IT Capital budget to

implement electronic submission, mark-up of plans and issue them electronically and retrieve them electronically.

We will be digitizing all the microfiche/microfilm and paper records

We also planning to have on-line submission, paying fees, re-submit.., my permit, my account, my property..

What are our plans for the future?In the past couple of years we moved toward remote

computing for our inspector. An HTC device interface with IBMS data, download and upload inspection results. We are currently in the process to replace inspector’s PC with tablets for all inspector and mobile printer (mobile office).

Access of IBMS on site via citrix including issued permits and be able to issue notices and orders online.

Last year we implemented Telepermit, an IVR solution for the public to schedule inspection and request inspection status via phone. The next step is to expand it over the web
