HOMEOWNER POLICY GENERAL RULES

ELIGIBILITY (FORM HO 00 01, HO 00 02, HO 00 03) (subject to Risk Selection Assistance)

Owner-occupants of a dwelling. Purchaser-occupant(s) of a dwelling with a long term written contract. Occupant of dwelling under a life estate arrangement. Dwelling in course of construction for the intended owner-occupant(s). Used for private residential purposes only (except for certain permitted business occupancies). Not occupied by more than one additional family. Not more than two boarders or roomers per family. Seasonal dwelling. Secondary dwelling. Mobilehomes. Jointly owned 2 family owner-occupied dwelling, each owner occupying distinct living quarters with separate

entrances. A homeowner policy providing building coverage may be issued to only one of the co-owner occupants of the dwelling. Name the other owner on the HO 04 41 Additional Insured Endorsement to provide building and premises liability coverage for their interest. A separate HO 00 04 may be issued to the co-owner occupying the other apartment in the dwelling to cover their contents and comprehensive personal liability .

ADDITIONAL INSUREDS

Extends the Homeowner’s Policy, without an additional premium charge, to cover the interest of a non-occupant

joint owner in the building and for premises liability. Full name and address as well as interest in the property must be provided.

Use HO 04 41 - Additional Insured Residence Premises

ELIGIBILITY (FORM HO 00 04) Tenant(s) (non-owner) of a dwelling or apartment. Used for residential purposes only. Not occupied by more than one additional family. Not more than two boarders or roomers.

ELIGIBILITY (FORM HO 00 06) Owner(s) of a condominium or cooperative unit. Used for residential purposes only. Not occupied by more than one additional family. Not more than two boarders or roomers. Not tenant occupied.

FINANCIAL HISTORY MEASUREMENT PROGRAM (INSURANCE SCORING):

The Financial History Measurement Program is a Credit Based Insurance Score Program. This program will be used to underwrite and rate all new business homeowner submissions and existing homeowner renewals. The use of a credit or debit factor is another piece of the rating methodology that we use to determine a rate for a new or renewal homeowner policy. This CBIS factor is used in conjunction with other rating factors such as the distance to a fire hydrant or the existence of a fire protection system. An application for a new homeowner policy will not be declined, nor will an existing policy be cancelled or non-renewed, solely due to an adverse credit based score or absence of an insurance score.

We will use a model that groups the insurance score into increments of 25 points. There is a category for submissions where the insurance credit report indicates “No Score”. This category will not be affected by any rating insurance score factor (i.e. 1.00). Patrons will use the actual factors for all the score ranges. If there are two named insureds, the highest insurance score will be used for rating purposes when the difference between the two scores is

50 or less. We will use the lower score if the difference between the scores is greater than 50. If one of the two scores is a "No Hit" or a "No Score", we will use the score factor from the score that produces the higher rate. All paper application submissions require this report be attached.

New Business

The Credit Based Insurance Score Program will require that an insurance score report be run at the point of sale.

Patrons Online system will automatically order the insurance score for homeowner quotes and new business.

If a quote is converted to a new business policy, Patrons On-line bridges the input information, including the insurance score.

If a paper application is submitted for an on-line quote, the quote number should be indicated on the application.

When using Silver Plume, you will have authorization to run the insurance score report directly through ChoicePoint with Patrons assuming the cost. Also, the score can be ordered directly through ChoicePoint. The insurance score report will be returned to you as a 3 byte encryption (example: PHA).

A Credit Based Insurance Scoring notice must be given to the insured at the time of the application. This same notice will also be attached to all new business policies. The notice will advise the insured that their credit information will be accessed for underwriting purposes and explains the definition of an insurance score versus a credit score. It also advises the insured where they can request a copy of their Credit Report.

To advise the insured of their rights, the notice “Your Rights Under the Fair Credit Report Act and/or State Regulations” will be attached to every new policy.

A “Notice of Adverse Action” will be attached to any new business policy with an insurance score less than 625.

Renewals Effective 06/15/17

W e will order an insurance score for each named insured(s) on every existing renewal. This insurance score will apply to three policy renewal terms. Example: 6/15/17-18, 6/15/18-19, 6/15/19-20.

If there is more than one score for the policy, the highest score will be used when the difference between the

two scores is 50 or less. We will use the lower score if the difference between the scores is greater than 50. If one of the two scores is a "No Hit" or a "No Score", we will use the score factor from the score that produces the higher rate.

If we are unable to receive a credit insurance scoring report because of inaccurate information, a letter will be sent to the insured requesting 1) verification of the information currently on file and 2) their Social Security number. If the information is not received prior to the renewal processing, the policy will renew using the scorefactor that produces the higher rate.

W hen the insurance score report used for rating is 625 or higher, the renewal policy will be processed based on the score with the appropriate credit rating factor. The Credit Insurance Scoring notice and the Your Rights Under the Fair Credit Report Act and/or State Regulations notice will be attached.

If the insurance score report used for rating is 624 or lower, the renewal policy will be subject to a debit rating factor. On the first renewal, “Your Rights Under the Fair Credit Reporting Act/Notice of Adverse Action” will be attached to the policy. Renewal year two and three will have only the “Your Rights Under Fair Credit Reporting Act” attached.

On year four, the system will order a new insurance credit score. The appropriate forms will be attached based on the score. The renewal ordering for new insurance credit scores will follow this three year cycle.

Credit Based Insurance Score Rating Factors

The model’s rating factors range from .75 to 1.80. Insureds with a score of 800 and more will receive the best rate. The credit based insurance score factors shown below will be applied to the base premium.

RESTRICTION OF INDIVIDUAL POLICIES If a policy would not be issued because of unusual circumstances or exposures, the named insured may request a

restriction of the policy provided no reduction in the premium is allowed. Such requests shall be referred to the company.

NON-SMOKER DISCOUNT 10% Credit applied to the base premium. All Homeowners forms and tiers. A signed PONS certificate or other (application) signed statement from insured is required.

COASTAL ZONE

A one to four family residential property located within two tenths of a mile (1056 feet) of the high tide water mark along the Maine Coast or on an inaccessessible coastal island is considered to be located in a defined “Coastal Zone” for underwriting, rating and the inclusion of the mandatory two percent Hurricane Deductible HO 03 65 07 15. The location will be determined by the use of various programs that use longitude and latitude of the residential property location to determine the distance to the high tide water mark. An inaccessible coastal island is any coastal island that cannot be reached by a motor vehicle and requires the use of a boat or an aircraft to reach it.

COASTAL SURCHARGE

A. Effective 06/15/17, a Coastal Surcharge will be applied on renewal risks located in the “Coastal Zone"with a distance from Maine high tide water mark as follows:

Territory Distance Surcharge30 and 31 (coastal) 0.00 – 0.20

Miles 20%

The surcharge will be applied to base premiums.

B. Applicable to forms H0 00 01, H0 00 02, H0 00 03, H0 00 04, and H0 00 06.

New business requires evidence of loss free with the prior carrier.

If the insured loses the credit because of a paid loss in excess of $750, the credit will be deleted on the renewal following the date the loss was paid. The policy will again start earning loss free credits on subsequent renewals if the risk remains loss free.

NEW BUSINESS EARLY ISSUE CREDIT (effective 11/1/13)

• Previous carrier cannot be Patrons Insurance • Prior policy must be in force for 12 months • Applies to all coverages on the policy • Credit is applied after all other credits have been applied • Policy must be issued at least 5 or more days prior to the policy effective date • Reduction in premium:

10% applies to initial new business Subsequent renewals will be reduced by 2% until 0 (I. E. first renewal will get an 8% credit, second

renewal, 6%, etc., until the credit is eliminated

GROUP CREDIT

• 5% group credit • The agency has entered into an agreement with the owner/management having 10 or more employees. • The agency has entered into an agreement with a managing officer of an affiliate group. An affiliate group is

defined as “an organization of 10 or more dues paying members controlled by a Board of Directors”. • A minimum enrollment is not required. • The agent must indicate on the application the qualifying group for the 5% credit to apply. • All lines of business are eligible for the 5% Group Credit. • Applies to all pricing tiers. • Applies to all coverages on the policy. • Patrons’ optional bill plans are available. When choosing the EFT option, the insured will take advantage of the

newly introduced 5% EFT Credit. This will result in a substantial savings to the insured. • Existing Patrons’ insureds would be eligible for the 5% Group Credit if the agent of record has entered into an

agreement with the insured’s employer. However, if the existing Patrons’ insured is with another agent, the current policy would have to be cancelled and rewritten with the new agent of record to receive the 5% Group Credit.

• If an insured terminates their employment, they will retain the 5% Group Credit as long as they remain with the same agent

• If an insured terminates their membership in the affiliate group, they will retain the 5% Group Credit as long as they remain with the same agent

EFT (ELECTRONIC FUNDS TRANSFER) CREDIT

• 5% EFT credit • Payment plan must be EFT (12-pay) • Applies to all coverages on the policy

EARTHQUAKE COVERAGE

OUTBOARD MOTORS AND WATERCRAFT Coverage is included in the policy form, at no additional charge, for watercraft powered by an outboard engine

or motor or combination of outboard engines or motors of up to 25 horsepower, and sailboats less than 26 feet in overall length with or without auxiliary power.

Coverage is available, for an additional premium, for the following: A. Watercraft, up to 26 feet in length powered by outboard engines or motors exceeding 25 horsepower,

Inboard or inboard-Outdrive engines or motors. Accumulate total horsepower if two or more engines or motors are regularly used together with any single watercraft owned by insured.

B. Sailboats 26 feet or more in overall length, with or without auxiliary power. Coverage must be written to expiration of the policy. It is permissible to adjust the premium for the

navigational period only, of each year. Premium is adjusted on a pro-rata basis. For boats not described above, coverage is not permitted under the homeowner policy.

SECTION II COVERAGES cont. INCIDENTAL FARMING PERSONAL LIABILITY ON THE RESIDENCE PREMISES

A. The policy may be endorsed to provide coverage for the liability of the insured when farming is conducted on the residence premises and is incidental to the use of the premises as a dwelling, and the income derived from the farming operations is not the insured’s primary source of income. However, coverage is not available if the location specified in the endorsement is used for racing purposes.

B. The policy may also be endorsed to provide coverage when the residence premises is used for the sheltering and grazing of animals. However, coverage is not available if the residence premises is used for racing purposes.

AWAY FROM THE RESIDENCE PREMISES

A. The policy may be endorsed to provide coverage for the liability of the insured whose incidental farming activities are conducted at the locations specified in the endorsement which are away from the residence premises. Such incidental farming activities may include the boarding or grazing of the insured’s animals, or use of the land as garden space if the income derived from such activities is not the insured’s primary source of income. However, coverage is not available if the locations specified in the endorsement are used for racing purposes.

MOBILEHOME GENERAL RULES cont. IDENTITY FRAUD EXPENSE COVERAGE

Coverage Description When the optional Identity Fraud Expense Coverage endorsement is attached to the policy, $15,000 of coverage is available to pay for expenses incurred by an insured as a direct result of any one identity fraud first discovered or learned of during the policy period. Such expenses include the costs for notarizing fraud affidavits or similar documents; certified mail sent to law enforcement, financial institutions and credit agencies; lost income resulting from the time taken off work to meet with or talk to law enforcement or credit agencies; loan application fees for re-applying for a loan when the application is rejected solely because the lender received incorrect credit information; and reasonable attorney’s fees incurred to defend lawsuits brought against the insured and to remove criminal or civil judgments. Limits of Liability Up to $15,000 coverage will be provided for the Identity fraud of an insured discovered or first learned of during the policy period. Premiums:

Standard $41 Superior $36

Deductible: $250

MOTORIZED GROUND MAINTENANCE VEHICLES

Coverage Description When the optional Motorized Ground Maintenance Vehicles endorsement is attached to the policy, Coverage E – Personal Liability and Coverage F – Medical Payments to Others apply to bodily injury or property damage arising out the ownership, maintenance, use, loading or unloading of a motorized land conveyance designed for ground maintenance tasks such as mowing grass, raking a lawn, plowing snow, or tiling or grading soil. Limits of Liability Premiums (flat charge – do not apply credits or deviation)

Coverage E: $100,000 $ 55 Coverage F: $ 1,000 Inc.

Premiums listed are for basic limits. For increased limits, apply the factors listed on page 28 for Coverage E and page 29 for Coverage F
