Background

In June 2009, nearly two years after take-off, the Uganda Census of Agriculture (UCA) contracted the services of a National Consultant to review the UCA Sample Design, Tabulation Plan, Data Collection and Processing Programs with the specific duties to:

Read all existing literature on the UCA 2008/09, including the Project Document, reports by international consultants, as well as the instruments (i.e UCA Questionnaires and Instructions’ Manuals)

Review the existing sampling design for the UCA

Review the sampling frame

Review the draft Tabulation Plan (TP) from the point of view of suitability of international comparisons as well as data needs by stakeholders.

Review the data collection and processing programs to-date

Arrange for a stakeholders’ workshop to review the UCA Tabulation Plan and have it finalized.

The expected deliverables of the assignment were:

1. Stakeholders’ Workshop successfully held 2. Final Tabulation Plan for UCA 3. Report on the UCA data collection and processing programs up to that time and

recommendations on the way forward A report on the review of the data collection and processing programs was presented in August, 2009 with recommendations made on the possible ways forward. A first draft of the tabulation plan (TP1) was improved upon by Dr Mwanga-Zake who produced TP2 which was mainly in statement form. Under the present consultancy, TP2 was transformed into TP3 which was predominantly in dummy tables form with the guideline that this had to be done while keeping in mind suitability of international comparisons as well as data needs by stakeholders. This was finalised on July 14, 2009 and distributed to stakeholders for their comments to be compiled for workshop discussion. Only two stakeholders responded and the consultant’s presentation during the workshop (Annex I) relied heavily on these two. This report is based on the workshop discussions as presented in the Workshop Proceedings (Annex II) and along which the present TP4 has been revised. The format of presentation and numbering is very much along that of TP3 but where changes have been made, these have been indicated in red. Outstanding issues to be taken up by the UCA Director include seeking further clarifications on

terminology usage, concepts and definitions from (1) the Ministry of Labour as regards the

Table 2.07 series on labour and (2) the Fisheries Department on aquaculture tables. Discussions

on Form 3 Community Module were deferred to a later date.
