If you have previously obtained TAA40104 Certificate IV in Training and Assessment or BSZ40198 Certificate IV in Assessment and Workplace

Welcome MessageThis TAE40110 to TAE40116 Upgrade Kit provides an easier pathway for candidates who want to upgrade from TAE40110 Certificate IV in Training and Assessment to TAE40116 Certificate IV in Training and Assessment.
TAE40110 has been superseded by TAE40116. However, this may not mean you need to upgrade now. Please read the information on page 7 to help you decide whether you should upgrade at this time.
This Upgrade Kit is only helpful to people who have previously obtained some or all of the required TAE40110 Units of Competency. If you did not obtain units from TAE40110, please contact MRWED on 1800 287 246 or visit www.mrwed.edu.au to view your options.
A comparison of the two qualifications reveals that:
Both qualifications require a minimum of 10 Units of Competency. TAE40110 required the completion of 7 Core Units and at least 3 Elective
Units TAE40116 requires the completion of 9 Core Units and at least 1 Elective
Unit The 2 new Core Units are:
o TAEASS502 Design and develop assessment toolso TAELLN411 Address adult language, literacy and numeracy skills
The Unit TAEASS401B titled Plan assessment activities and processes has been superseded by TAEASS401 and the two Units are NOT equivalent due to increased assessment requirements of the new Unit.
The Unit TAEASS403B titled Participate in assessment validation has been superseded by TAEASS403 and the two Units are NOT equivalent due to increased assessment requirements of the new Unit.
Although assessment requirements may have changed, the other specified Units for the TAE40110 qualification have been identified as being equivalent to the Units that have superseded them.
Recognising the key points above, MRWED has created this Upgrade Kit to provide customised guidance for people who want to upgrade from TAE40110 to TAE40116.

Due to the inclusion of two new Core Units, TAELLN411 and TAEASS502, you will be required to provide:
a statement of attainment demonstrating that you have previously completed these units or
a statement of attainment demonstrating you have completed equivalent units.
If neither of these options applies to you, then you are required to complete a training and/or assessment pathway. Therefore, additional study or evidence may be required to complete the upgrade to TAE40116.
Also, because of the significant changes to TAEASS401 and TAEASS403 upgrading to these Units requires completion of additional assessment tasks, which are included in this Upgrade Kit. Alternatively, upgrade candidates have the option of providing RPL evidence instead of completing these projects.

Do I need to upgrade?
The Hon. Karen Andrews MP, Assistant Minister for Vocational Education and Skills, released an amendment to the training and assessment credential requirements in the Standards for RTOs 2015, in July 2017. These have been updated to align with the Training and Education (TAE) Training Package. The TAE Training Package was updated in April 2016, with the core units TAEASS502 Design and develop assessment tools and TAELLN411 Address adult language, literacy and numeracy skills being added to the new TAE40116 Certificate IV in Training and Assessment. The core units of the Assessor Skill Set were also updated to include the unit Design and develop assessment tools.
To ensure the VET workforce has appropriate skills in designing and developing assessment tools and identifying and evaluating LLN requirements, Skills Ministers have agreed to update the Standards to align with the changes to the TAE Training Package. Skills Ministers also agreed that trainers and assessors who do not hold the relevant units, will have until 1 April 2019 to meet the new credential requirements.
This means your TAE40110 Certificate IV in Training and Assessment is still sufficient until then. However, trainers and assessors will need to obtain the two additional core units, if they want to use the Certificate IV in Training and Assessment to deliver and/or assess nationally recognised training.
It should be noted that the Standards for RTOs continue to allow trainers and assessors who hold diploma or higher-level qualifications in adult education, to use those to meet their trainer/assessor credential requirements.
This being said, individuals who already possess the TAE40110 Certificate IV in Training and Assessment might want to upgrade now because they either:
Need to upgrade, due to the specific, internal policies and guidelines of an RTO that they work for or might potentially want to work for in the future OR
Want to benefit from the personal marketing advantages of holding the latest version of the qualification OR
See this as a useful professional development process to keep themselves current OR
Conclude that it might be a good time to upgrade now, in preference to potentially having to do this at a later time, when the upgrade process might be more difficult and/or expensive.

What are the Upgrade Requirements?
This TAE40110 to TAE40116 Upgrade Kit guides you through a 7 steps process enabling you to upgrade your TAE40110 Certificate IV in Training and Assessment to TAE40116 Certificate IV in Training and Assessment. This Upgrade Kit includes all the information you should need to complete your upgrade.
To obtain your upgrade complete these 7 steps:
Step 1 Currency Evidence
Collect currency evidence to support your overall claim for upgrading to the TAE40116 Units of Competency (Pages 13-14).
Step 2 TAELLN411 Delivery Mode Choice
Identify your delivery mode choice for how you will complete the new Core Unit, TAELLN411 Address adult language, literacy and numeracy skills.
If you have previously completed TAELLN411 or TAELLN401A you will not need to undertake any formal assessment for this Unit. Otherwise, you are asked to select your delivery mode for the new core unit (Page 15).
Step 3 TAEASS502 Delivery Mode Choice
Identify your delivery mode choice for how you will complete the new Core Unit, TAEASS502 Design and develop assessment tools.
If you have previously completed TAEASS502 or TAEASS502A or TAEASS502B you will not need to undertake any formal assessment for this Unit. Otherwise, you are asked to select your delivery mode for the new core unit (Page 16).

Complete the provided Assessment Validation Activity (or supply RPL evidence) to demonstrate that you possess the required additional evidence for TAEASS403 (Pages 50-63).

Step 7 Enrolment Form
Complete your Enrolment Form and submit this with all of your evidence for Steps 1-6 (Pages 65-74).

After receiving your application MRWED will immediately process your payment or issue an invoice (if requested). After your payment has been processed your completed Upgrade Kit and evidence portfolio will be passed onto a member of the MRWED Learner Success Team to review your submission. Then within 5-10 business days of processing your payment, the MRWED Learner Success Team member who reviewed your submission will contact you with the result.
Can I be certain that I will obtain the upgrade if I submit evidence for all 6 steps?
MRWED has developed this Upgrade Kit to make applying for the upgraded qualification as easy as possible. Your participation in the evidence check lists and projects that have been created as part of this kit will not guarantee your eligibility. Ultimately, your MRWED assessor is responsible for ensuring that the quality and diversity of the submitted evidence satisfies all the evidence requirements and meets each of the Rules of Evidence. Additional evidence may be requested by a MRWED Learning Leader to support your claim of current competency.
What happens if my application is unsuccessful?
If there is insufficient evidence to complete your upgrade you will be contacted by the MRWED Learner Success Team member who reviewed your submission advising of the specific gaps in your application. If you are unable to provide the necessary evidence, the MRWED Learning Leader will discuss alternative training options with you.

What do I need to do to apply?
Review all of this Upgrade Kit and complete all the required information within all six steps of your submission. Then, provide your completed Upgrade Kit (including your Enrolment Form) and accompanying evidence at the same time to MRWED Training and Assessment.
Do I need to supply original documents?
No! Do not send any original documents to MRWED as they cannot be returned to you. Provide copies not originals. The MRWED Learner Success Team member who reviews your submission may contact you for further information or assistance in the verification of your documents.

Step 4: Assessment Planning Activity
There are three options to complete your Assessment Planning Activity.
Option 1: RPL Option
If you have designed at least 3 assessment plans (including the design of assessment instruments for each plan), including specific consideration of RPL, for entire Units of Competency or Clusters of Units within the past 12 months you can supply evidence of this to MRWED. Before doing this, you should double-check that:
You need to submit at least 3 Assessment Plans
Each Assessment Plan must be accompanied by Assessment Instruments that you designed pursuant to the Assessment Plans
Each Assessment Plan must be for one or more Units of Competency, not just one assessment instrument or part of a Unit.
The Assessment Plans were developed during the past 12 months.
You are clearly identified as the author or a major contributor to the Assessment Plans and Assessment Instruments.
The quality and quantity of evidence you are presenting is similar to or exceeds the requirements of the Assessment Planning Project detailed on the following pages.
If you elect to pursue this RPL option for your upgrade submission include copies of:
At least 3 Assessment Plans (with 1 that focuses on RPL assessment)
Assessment Instruments for each of your submitted Assessment Plans
A letter from your manager confirming your role in designing your submitted Assessment Plans and Assessment Instruments.

Option 2: Using assessment plans created during study of TAEASS502
If you have chosen to study TAEASS502 Design and develop assessment tools as part of your upgrade process, you will be asked to create a series of assessment plans. You may submit 3 of these plans as your evidence for assessment planning activity. Please note, one (1) of your three (3) submitted plans MUST be an RPL plan.
Option 3: Project Option
If you are unable to supply all the RPL evidence listed above and you are not studying TAEASS502 as part of this process, please undertake the Assessment Planning Activity commencing on this page.
Assessment Planning Activity
Create three (3) Assessment Plans by reading the following instructions and then completing the templates on pages 19-49
Each Assessment Plan must cover a different endorsed or accredited unit of competency (or clusters of units of competency). For each of the three (3) occasions, you could choose units that you use in your workplace or select one by visiting www.training.gov.au (TGA). You are not required to provide copies of the unit of competency used in this assessment unless requested by a MRWED assessor.
For each of your assessment plans, identify at least 3 different assessment methods and develop the supporting instruments for each identified method
Review each plan and the developed instruments to identify any contextualisation requirements.
One (1) of your 3 assessment plans must address RPL

Step 5: Assessment Validation Activity
There are two options for how you complete your Assessment Validation Activity.
Option 1: RPL Option
If you have completed an assessment validation of an entire assessment tool for one or more Units of Competency within the past 12 months you can supply evidence of this to MRWED. Before doing this you should double-check that:
The assessment validation was for an ENTIRE assessment tool (not just an individual assessment instrument or a moderation of assessment results).
The assessment validation was for one or more Units of Competency, not just one assessment instrument or part of a Unit.
The assessment validation was undertaken sometime during the past 12 months.

Purpose of assessment:
The purpose of assessment is to confirm if candidates can operate word- processing applications and perform basic operations, including creating and formatting documents, creating tables and printing labels.
Target group to be assessed:
ITO Pros is a new RTO that specialises in providing small group classes to trainees and inexperienced staff requiring exposure to information technology software applications. Students participating in this unit will be seeking to obtain the basic skills and knowledge required to operate word- processing applications.
It is expected that the assessment candidates will either be individuals looking to develop skills so that they can obtain employment or they will be individuals in the workplace acquiring fundamental knowledge of word-processing under direct supervision or with limited responsibility.

The Written Test and Podcast Transcript Exercise will be conducted during class time when the student and trainer agree that they are ready to undertake these assessments. However, these assessments should not typically be undertaken on the same day. The Word Processing Portfolio will be completed in an identified workplace approved by the trainer.

All submissions should adopt and reference the IT PRO Formatting Policies, which will help equip candidates for real-world industry formatting guidelines.
Materials/resources/any documents needed for assessment:
IT Pro computers will need to be setup for the Podcast Transcript Exercise as this assessment will be conducted during class time.
Special arrangements for assessment:
Assistance from the Student Support Officer will be requested for all candidates who do not have an available workplace where they can undertake their tasks for the Word Processing Portfolio.

Timeline for assessment, how long and how often?
The Podcasting Transcript Exercise is a timed assessment of 45 minutes duration, except where reasonable adjustments are viewed as appropriate based upon a candidate’s individual special circumstances.
Each candidate is entitled to repeat any assessments where competency is not achieved upon payment of the current Resit Fee.
Legal, organisational or ethical requirements:
Because IT PROS sometimes assesses minors all assessors must maintain a current Queensland Blue Card (Working with Children Check) or the equivalent standard in their state of residence.
All IT PROS assessors must maintain currency of all the insurances listed in their employment contracts.
Reporting arrangements after assessment:
Assessors record their results of the IT PROS Student Management System, save the completed assessment to the student files on the IT PROS Cloud Server and forward any explanatory information and other documents to the Senior Administration Manager.

Before commencing the assessment the candidate needs to sign the assessment cover sheet to confirm they understand the IT PROS Grievance and Appeals Procedure and their authenticity obligations.
The assessor MUST remain in the same room as the candidate at all times during this assessment. Upon request from the candidate the assessor has discretion to permit the candidate to take a toilet break during which the timer is paused and the audio equipment MUST remain in the room while the candidate is away.
At the conclusion of the assessment the assessor shall not immediately grade the exercise or indicate to the student any expectation of their result. The assessor must complete the marking and submit the result and their feedback comments to the IT PROS Student Administration System within the next seven (7) days.
Instructions For Candidates

The Written Test is an untimed assessment. It is expected that most candidates will complete the test within less than 30 minutes. Before commencing the assessment the candidate needs to sign the assessment cover sheet to confirm they understand the IT PROS Grievance and Appeals Procedure and their authenticity obligations.
The assessor MUST remain in the same room as the candidate at all times during this assessment. Upon request from the candidate, the assessor should typically not permit the candidate to take a toilet break. At the conclusion of the assessment the assessor shall not immediately grade the exercise or indicate to the student any expectation of their result. The assessor must complete the marking and submit the result and feedback to the IT PROS Student Administration System within the next 7 days.
Where a candidate’s individual special circumstances suggest that it would be helpful, it is expected to be viewed as a reasonable adjustment for the assessor to privately conduct an oral assessment with the candidate instead of the written test. In an oral test the same questions MUST be used and the assessor must para-phrase the candidate’s answers onto the written test.

Section 3 - Language Literacy and Numeracy (LLN)
MRWED Training and Assessment is committed to supporting all of its students in successfully completing their selected course of study. National research consistently indicates that many students will require some level of LLN support. As such, we recognise that we have a responsibility to understand each student’s unique LLN needs.
Our desire is to identify any LLN need that you may have as a student and to assist you in reducing the impact this may have on your studies with MRWED. Therefore, we ask for you to either opt in or opt out of an LLN assessment, which will help us to determining how best to assist you.

All candidates looking to complete the Certificate IV in Training and Assessment must be aware that this qualification has an entry requirement. The requirement states:
Those entering this program must be able to demonstrate vocational competency in their proposed teaching and assessing area. Vocational competency is defined as broad industry knowledge and experience, and may include, but is not limited to, holding a relevant unit of competency or qualification.
