FBI DOCUMENT REQUEST No. 29The National C ommission on Terrorist A ttacks U pon the U nited States (the"Commission") requests that the Federal Bureau of Investigation (FBI or the"respondent") provide the C omm ission with copies of the follow ing documentsno later than February 26 , 2004 (the "production date"):

1. A ll records relating to the investigation of individuals, other than thehijackers, who had booked and/or been ticketed for A A Flight No. 11,A A Flight No. 77, U A Flight No. 175, and U A Flight No. 93 onSeptember 11, 2001, including individuals who had canceled or were noshows for the flight. This request includes records relating toindividuals who were booked under Passenger N ame R ecord "Noris"and "Cooper," whose flights were arranged by Intervia Travel Agency inKarachi, Pakistan.

2. A ll records related to the Intervia Travel A gency located in Karachi,Pakistan from January 1, 1998 through September 11, 2001.3. A ll formal reports produced by the FBI from 1990 through September11, 2001, regarding the FBI's assessment of current and potential threatsto dom estic air transportation, including any reports produced pursu antto the requirements of the Aviation Security Improvement Act of 1990.

The C omm ission requests that the items described above be provided as soon asthey are available, even though all requested items m ay not be provided at thesame time, through means of a "rolling"production.If any requested items are withheld from production, even temporarily, based onan alleged claim of privilege or for any other reason, the C omm ission requeststhat the respondent, as soon as possible and in no event later than the productiondate, identify and describe each such docum ent or class of docu ments, as well asthe alleged basis for not producing it, with sufficient specificity to allow ameaningful challenge to any such withholding.If the respondent does not have possession, cu stody, or control o f anydocuments requested above but has information about where such documentsmay be located, the C omm ission requests that the respond ent provide suchinformation as soon as possible and in no event later than the prod uction date.

Emley advised she continues to receive real timebookings from Karachi, Pakistan for flight originating in variousU.S. cities.

Doug Abramson and Peg. Cassidy, Legal Department, WorldSpan, authorized hard copies of these transactions to be faxed tothe FBI office in Kansas City. Abramson is interested inestablishing real time monitoring by the FBI or FAA on thecompany Internet booking site, in order to determine on a realtime basis, if these ticket bookings and cancellations are ofinterest to the Federal Aviation Administration (FAA), as well asforeign and domestic airline carriers.Attached hereto are copies of the facsimiles received

by Kansas City from World Span, which reveal the aforementionedattempts to purchase airline tickets through the Internet.This information was also provided to FAA, Kansas City,Missouri, to contact Linda Emley in order to obtain real timeinformation about potential airline ticket bookings and providethis information to the airlines.

J was contacted at herhome. Emley was contacted regarding American Airlines (AA)flight11 and Interavia Pakistan, Ltd.. After being advised of the purpose of the interview and the identity of the interviewingagent, Emley provided the following information:Emley is employed at Worldspan, a company whichoperates an airline reservation web site utilized by travelagencies. Companies can book airline reservations over the

Internet once they have established an account with Worldspan.As part of her employment Emley was reviewing booking records anddiscovered that, on September 11, 2001, a company had booked anumber of seats on American Airlines Flight 11.Interavia Pakistan, Ltd, (IPL) Karachi, Pakistan, hadbooked 7 seats on AA flight 11, bound from Boston to Los Angeles.The reservation had been made at 9:03 GMT. The reservations weremade in a block of 4 and a block of 3 in the following names:Mr. .K. CooperMrs. S. CooperMs. A. CooperMs. P. Cooper

Ms. 0. NorisMs. E. NorisMs. W. Noris

At the same time reservations for the listed subjects were alsomade on Trans World Airlines (TWA) flight 342, bound from LosAngeles to St. Louis. Both sets of reservations were made forflights on September 11, 2001. AA flight 11 was" scheduled todepart at 7:45 a.m. eastern standard time and arrive in LosAngeles at 10:59 a.m. pacific standard time. TWA flight 342 wasscheduled to depart at 7:55 a.m. pacific standard time and arriveat 1:24 p.m. central standard time.

In reviewing the record Emley realized that it wasimpossible for the passengers to use both reservations and becamesuspicious. Emley compared the reservations to a list ofpassengers who died on AA flight 11 which had been posted on theCNN web site. Emley was unable to locate the passengers listedon the reservations on the CNN list.

Emley advised since the reservations are made via theInternet that they could be made from any computer with an

In addition Worldspan records indicated that notickets were issued by IPL for the reservations and they were notpaid for in advance. Records did indicate that AA had confirmedboth reservations, AA record locator DUMSJF.

Emley also advised the names on the reservations couldbe changed by any AA ticket agent. This is not the normalpractice but does happen' from time to time. In addition anyindividual with access to the AA ticketing system and knowledge'of its use could change the reservations prior to the passengersarrival at the ticket counter. Worldspan does not receiveinformation from the airlines which would .indicate if a passengertook a particular flight or if changes to the reservation aremade through the airline.

In researching the reservation history of IPL Emleydiscovered that they have been a customer for approximately oneyear. Records indicate that IPL always makes same dayreservations. Emley discovered that most flight reservationsmade by IPL are within 12 hours or less of the flight. Inaddition IPL normally makes reservations once daily and only logson to the site for about thirty minutes. Emley providedinformation regarding the flights booked by IPL for September 15,2001. Most of the flights booked had circuitous or conflictingtimes and/or routes. None of the flights booked for September15, 2001 originated in North America.

At the same time reservations for the listed subjects were also madeon Trans World Airlines (TWA) flight 342, bound from Los Angeles toSt. Louis. Both sets of reservations were made for flights onSeptember 11, 2001. AA flight 11 was scheduled to depart at 7:45a.m. eastern standard time and arrive in Los Angeles at 10:59 a.m.pacific standard time. TWA flight 342 was scheduled to depart at7:55 a.m. pacific standard time and arrive at 1:24 p.m. centralstandard time.

In reviewing the record Emley realized that it wasimpossible for the passengers to use both reservations and became - S; -suspicious. Emley compared the reservations to a list of passengerswho died on AA flight 11 which had been posted on the CNN web site.Emley was unable to locate the passengers listed on the reservationson the CNN list.

Emley advised since the reservations are made via theInternet that they could be made from any computer with an Internetconnection. All that would be needed is IPL's user ID and password..In addition Worldspan records Indicated that no tickets were issuedby IPL for the reservations and they were not paid for in advance.Records did indicate that AA had confirmed both reservations, AArecord locator DUMSJF.

Emley also advised the names on the reservations could bechanged by any AA ticket agent. This is not the normal practice butdoes happen from time to time. In addition any individual withaccess to the AA ticketing system and knowledge of its use couldchange the reservations prior to the passengers arrival at the ticketcounter. Worldspan does not receive information from the airlineswhich would indicate if a passenger took a particular flight or ifchanges to the reservation are made through the airline.

In researching the reservation history of IPL Emleydiscovered that they have been a customer for approximately one year.Records indicate that IPL always makes same day reservations. Emleydiscovered that most flight reservations made by IPL are within 12hours or less of the flight. In addition IPL normally makes

reservations once daily and only logs on to the site for about thirtyminutes. Emley provided information regarding the flights booked byIPL for September 15, 2001. Most of the flights booked hadcircuitous or conflicting times and/or routes. None of the flightsbooked for September 15, 2001 originated in North America.

On September 22, 2001 Emley contacted KCD and advised IPLplaced a number of airline reservations via the Worldspan web site.The manner in which the reservations were made was similar to thereservations placed on September 11, 2001 and prior activity of IPL.A single group of passengers was booked on multiple flights withconflicting d epartu re times and cities. The tickets were not paidfor in advance and IPL did not gen era te any ti ckets for thepassengers.Emley has continued to review Worldspan records forsuspicious historical and current rese rvations placed by Worldspan

persons with reservations who did not arrive for AA flights 11 and 77(no shows); and (4) if any of the cancellations or no shows have anylink to the suspected hijackers and/or associates.Given the foregoing directives, Dallas initially contactedAA to obtain the percentage of capacity for AA flights 11 and 77 onall Tuesday mornings from 01/09/01 through 09/04/01 (passenger load).Upon receiving the data from AA, it was determined the averagepassenger load for AA flights 11 and 77 on Tuesdays was 38% and 26%respectively. It was further determined the ave rag e passenger loadfor AA flights 11 and 77 on 09/11/2001 was higher than normal at 53%and 38% respectively. Based on the foregoing information, it was notapparent the suspected hijackers booked multiple tickets as atactical strategy.Upon completing the passenger load analysis , Dallasconstructed a database (11/77 Databas e) containing all availabl einformation on those persons with reservations or noted on themanifests for AA flights 11 and 77 on 09/11/2001. The above-referenced database reflects those persons actua lly aboard (on board)AA Flights 11 and 77, persons who made reservations and were notphysically aboard the flights (no shows), and those persons whocanceled reservations on said flights prior to depart ure(cancellations) .Information obtained from AA reservation records indicated164 reserv atio ns made for AA flight 11 departing Boston, MA on09/11/2001. Of the 164 reservations made, 65 persons canceled theirreservations prior to departure, 82 persons were on board theaircraft, and 17 persons wer e no shows. Similarly, 116 persons made

reservations for AA flight 77 departing Dulles, Washin gton, D.C. on09/11/2001. Of the 116 reservations made, 55 persons canceled priorto departu re, 59 persons were on board the aircraft, and 3 personswere no shows.Further review of the above-referenced records revealedK.
