A couple questions have come up between me, State's GAO liaison, andStatelawyers regarding our response to your name check requests (thirdpartyrules, classified material access versus copies, etc). I'll get backto youas soon as they are answered. I should have known mytimeline estimatewasoverly ambitious.Jane

\sis information I ust received from Jane Floyd at TIPOFF:The bottom line is that, for the sample of 40 revocation names she searched, she only had 13 of them inf 1POFF. That's one piece of unclassified information we could use in our report. Unfortunately, she's notgoing to be able to provide us with any classified information (source documents) from any other agency.Jane told me on the phone that she was "reined in" by the lawyers at State as to how much informationshe could divulge. She's not able to share any third-party documents with us unless we requested andreceived express consent from FBI, CIA, etc (and she imagined they would say "no" because of sourcesand methods, etc.).What we $re allowed to see (in her office at at TIPOFF) are State documents. In talking with her, however, she said that there's not much of interest in those documents - the unclassified ones are primarily justconfirmation that revocation cables were sent out.I don't think that we should request anyclassified documents from FBI, CIA, etc. I see our primaryobjective as tracking the interagency process once a revocation has been made. Yes, it would be nice toknow why some of these revocations were made, but I don't see us reporting on that classified informationanyway.

CLASS sends data to IBIS/Tecs In real-time, and receives data from IBIS/TECSonce a day. The records we receive are INS/NAILS and Customs reqijrds. Theconflicting reports ofwhen and how we get data could be related to thevarious other data exchanges, mostly by tape, that we carry out. Forexample, the same data that goes instantly to TECS is also sent to IN&fNAILSby tape once a month. That's really a backup exchange, since INS usere canacess the data immediately thru TECS. We receive FBI and DEAdata%periodic tapes, not from TECS. \l Message _ ^ _ ^ __
