We are planning to host a combined outdoor church service and a latepotluck lunch at 1097 Sailors Encampment Drive on Sunday, June I 2013.

The issue of parking on Sailors Encampment Drive is the reason for thisletter. What are the guidelines regarding this issue? Aside from parkingonly on one side of the road and not blocking any driveways, what elsewould you recommend?

Our guests might arrive as early as I am to set up and likely the last of theguests could leave by 5 pm after clean up etc. Although it's hard to predicthow many will attend, we expect 50 -75 people. We would of courseencourage our members to car pool.

1. CALL TO ORDER: Chair, Barb Jackson called the meeting to order at 10:30 n ¡¡

REVIEW 0F PAST MINUTES: 0n a motion by Sally Wismer, seconded by Vince Vernelli, the

minutes of the Tuesday, December 11,2012, February 12,2013 and March 9,2013 meetings were

adopted as written, All in favour. Carried.

2. BUSINESS ARISING FROM MINUTES

a. Volunteer Screening: The practice has been to have a new volunteer sign a Confidentiality

Agreement and a Volunteer Policy statement, The Program Coordinator suggested that volunteers

be required to submit a police check, references - which are more revealing, and to have

orientation, training and an annual evaluation to help promote positive feedback.

Chair, Barb Jackson recommended putting this item back on the Agenda and suggested the

Program Coordinator talk with a few of the volunteers for their input.

b. Cell Phone/Computer Training - CASS: The Program Coordinator reported the cell

phone/computertraining was already being offered at C,A,S,S, so the information regarding this

training was fonruarded to the group of interested seniors,

c. CLA called, Day Out Client Account Paid: Chair, Barb Jackson reported Community Living

Algoma advised her that the Day Out client would be moving from his current housing and perhaps

away from the community, The Program Coordinator confìrmed that the Day Out client's past due

account was paid.

3. REPORT FROM PROGRAM COORDINATOR

a. 'Thank you' Notes: The Program Coordinator circulated four thank you notes to be signed by the

Seniors Advisory Committee members,

b. Efficiency Planning: The Program Coordinator reported the two Meals on Wheels cooks were

taking on more responsibility that was usually handled by the Program Coordinator. They are

currently developing a specific 6 week menu to be accompanied by a complete shopping list that

the Program Coordinator would then purchase on monthly and sometimes bi-weekly basis as

needed, Barb Jackson offered to donate afreezer for the increased inventory.

The Program Coordinator added that the Day Out Leader was also now planning and purchasing

the lunch groceries and craft items needed for the Day Out program.

The Program Coordinator pointed out the need for more building storage space and shelves forthe

Meals on Wheels and Diners inventory and recommended the Lab room as a possible location if

the toilet could be removed, Jim Robinson volunteered to get 2 plumber quotes for the toilet

removal. lf shelves were to be built and/or installed in the Lab room, Sandy Palandra thought her

husband would volunteer to do the work.

ln addition, Jim Robinson offered to meet with the Township Building lnspector, Glen lnruin,

regarding regulations on a building addition. The Seniors Advisory Committee members were

reminded that the building was going to need a new roof in a few years which would affect a

portion of the investment funds,

Hall Rental Pricing: The Program Coordinator proposed increasing the hall rental rate(s) to cover

expenses incuned, Chair, Barb Jackson advised that the $25 fee and hall rental use was originally

set for seniors only. lt was noted that notfor-profit, for-profit and other individuals were also

renting the halland using the kitchen facilities,

Chair, Barb Jackson recommended putting the item back on the Agenda for further discussion.

Financial Update

Budget Update as of March 31,2013: The Program Coordinator reported that because we were

able to "go live" on the new data management screener by the March 31,2013 deadline, we were

eligible for an additional $3,000 to be applied to and spent on last yea/s budget, The new meals on

wheels reusable containers were purchased with part of this money. The Program Coordinator

added that she was in the process of completing the paperwork required to prove where the

additionalfunds were spent. She confirmed there would not be a year-end surplus.

The Program Coordinator reported that she and Treasurer, Kerry Vasey have balanced the new

budget, The Program Coordinator proposed cuts to parts of the building maintenance budget(such as garbageirecycling pickup and G&K Services' floor mats delivery) to re-distribute those

funds towards the programs.

lnvestment Report: As of March 31 ,2013, the investment total was relatively unchanged at

937,404.97 and the bank balance at $1,034.73 totalling $38,439.70.

a. Day Out Program: Nicolette Dingman reported that 17 attended the fìeld trip to Gilbertson'sPancake House. She indicated that it was very much enjoyed and thanked the Seniors Advisory

Committee for approving the outing.

b. Meals on Wheels: Vince Vernelli reported the new, reusable Nutri-System Leeds mealtrays werepicked up across the border and he paid the Canadian Federal 5% Tax.

The Program Coordinator reported she had ordered another40 trays to bring the totalto 80,

Letters to the MOW clients and volunteer drivers will be distributed with the meals explaining the"going green" concept and heating instructions,

The Program Coordinator reported over 20 meals had been sent out this month at one point.

c, Personnel: Jim Robinson had nothing new to report,

d. Seniors: Sally Wismer reported the walking program would be available year round,

e. Diner's Club: Melinda Thomas reported 108 Diners attended on March 26h with one take-out,

f. Friendly Visiting: Melinda Thomas reported the new volunteer did connect with the Hilton Beach

client and was asked by the senior to return the following week.

g. Home Maintenance: Melinda Thomas reported 7 clients were using the Snow Removal program

and was still expecting forms to be returned as some of the service providers billed only once a

season. She reported that there were five clients regularly utilizing the Housekeepingreimbu rsement prog ram.

h. Seniors BBQ - Tuesday, June 11, 2013: To be discussed at the next meeting.

i, Volunteer Appreciation - Tuesday, June 11,2013: Sandy Palandra thought the thermos mugs

were a good gift idea for the volunteers, The Program Coordinator had contacted Barb'sEmbroidery and All Star Trophies and was still searching for a local vendor,

j. Transportation Program: Melinda Thomas reported there were three new clients in March

bringing the total to 30 seniors using the program,

6, CORRESPONDENGE:

7. NEW BUSINESS

a, The Program Coordinator reported a new client on McCarrel Lake Road was adding considerablemileage to the Meals on Wheels West Route volunteer drive(s) and wanted confirmation from the

Seniors Advisory Committee that the route could be treated separately so they could receive a

slight increase in their reimbursement, The Seniors Advisory Committee gave the Program

Coordinator direction to adjust rates as necessary.

b. The Clerk Administrator confirmed that the Township will be implementing Direct Deposit for Home

Maintenance program reimbursements and volunteer drivers, However, they were still waiting on

some forms to be returned.

c. The Clerk Administrator thanked the Program Coordinator for introducing new initiatives such as

the reusable meal containers and continually looking for new ways to improve the programs.

d. The MMHA Health Week luncheon will be held on Thursday, May g, 2013. The Auxiliary is looking

for dessert donations to be dropped off at the Legion at g n.rur that morning. The Dr, H.S. Trefry

Memorial Centre is ananging for the displayers at the event.

. Lavera reported that the costs for insurance could not be reduced as they are already bundled with thetownships.. Lavera repofted that the municipality must be responsible for the audit and cannot be completed by an

outside party. Therefore the audit will remain with BDO. Janet Callahan is ask a friend who volunteered to helpthe Museum about helping to fill out some of the forms ahead of time for BDO to help reduce the costs.. Lavera reported that the townships do not bulk order their paper anymore. It was suggested that the sales

at Staples and Stone's Offrce Supply offered competitive prices.. Lavera has reported that a l5 day trial for the cellphone is available and advisable to see if a change inthe service will work. It was suggested to check and see if a smart phone will work inside all the buildings as

the tin ceilings sometimes interfere with service.

Student Funding

Applied to the Northern Development and Mines Funding for a summer student and received a confirmationletter and notification that the application is being processed and the Museum will be notified within 45

business days of the application close date (April 30th, 2013).

An application for Canada Summer Jobs application was completed. No further funding information was been

received from Canada Summer Jobs.

Revenue Canada

A letter was received stating that there were deficiencies with the T4 slips that were filed. Megan phoned

Canada Revenue Agency and discovered that an election to stop paying CPP form was missing from the records

and has sent away a copy of the form to correct the error.

Canada Revenue Agency has calculated the 2012hiring credit for small businesses to be 544.66 and willtransfer the credit to the current year. We can either apply this credit to the next payment or receive a refund.

Curator's Report

. Pat was contacted by Tamara Van Dyke about having the Museum be part of a tourism package

available on the internet that is being put together by the Ministry of Tourism. The package would possibly be

referred to as the "Time Travelers package" and include other historic sites like Fort St. Joseph National

Historic Site and the Canal, and the Sault Ste. Marie Museum etc. The package would possibly be tied to the

Agawa Canyon Tour Train package. The service would come at a fee of l0% of the admission that was sold

online, with payment for the packages coming at the end of the season. Pat will request further information.

. Pat will also be contacting BAIMAN to hook up the bathrooms for the season. If the grounds are

accessible during the last week of April Pat will request the service for then.

50th Anniversary

. Annette Fischer is to ask Dana Stevens to take the lead in organizing the pie fundraiser, with the

possibility of changing to a desert auction.

. Annette is to make bookmarks to go out as advance advertisement for the event.

. Rusty Strings has been booked to play atTeaDay.

. The possibility of a special wedding dress display was discussed. Some dresses on loan from private

collections have been offered for display for the anniversary. A postcard display using postcards of Island

scenes was also suggested.

Summer Students

. Advertisement for summer students is to go in the Island Clippings April 4th and April 11th, 2013. The

advertisement will stress that the positions are dependent on receiving funding. Students wishing to return to a

position will still go through the interview process. Applications will be sent to Lavera.Interviewers will be

Annette Fischer, LaveraCrack and Pat Fleming. Interviews will be held April 27rh,2013 and approval of the

selected applicants will be at the board meeting on April 29Th,2013.

On November 20, 2OO8 a Cornmunity Renewable Energy Workshop & Trade Show was held in Echo

The new enhanced algal monitoringproject slated for 2013 kicked off lastnronth with a workshop hosted by theMOE. FOCA. and CAFC. Specialthanksgoes oì.ìt to Anna DeSellas. and Ron In-gram from the Ministry Of Environment,and Tracy Logan from the Federation ofOntario Cottagers. sampling will begin after ice out on allfour lakes, Bright Lake, Caribou Lake.Desbarats Lake and Little Basswood.

Have you ever been on a lake on a rvindy day or down bya river and saw what looks like foamy soap suds? Lots of ,

There is a slight tension on the surfaceof water caused by the chemical attraction among watermolecules. This tension is what allows some insects tomove along the water surface, and what causes water to"bead up" on your car during a rain storm. Certain mole-cules interact with the water reducing the surface tension.These molecules are called surface active agents or surfac-tants. Surfactants usually are in the form ofdecayingaquatic plants such as algae. Foam is produced as air, isintroduced (in the tu'bulence of stream riffles, below wa-terfalls, or as waves break upon the shore) . Infrastructure and Community Development Program Enhancement

The NOHFC has enhanced the lnfrastructure and Community Development Program to provide a greater emphasis onregional collaboration through the Regional Economic Partnership Opportunities initiative. Who is Eligible

Eligible applicants may include partnerships and alliances comprising municipalities, private sector businessesand organizations, federal government and other government-related agencies.

o Municipalities, First Nations, not-for-profit corporations and educational institutions may apply individually.. For projects under the Regional Economic Partnership Opportunities initiative, a region must encompass at

least-two northern local g ts (municipal or First Nation) and the resulting collaboration should includetraining and educational institutions, sector organizations, nolfor-profits, and industries as appropriate. Thenumber of communities and partners may vary depending on partnership opportunities, geography, and projecttype.

What is Eligible

. Essential and strategic community infrastructure necessary for the creation of jobs in the North.

. Eligible regional projects could include labour force development, population strategies, capacity building,development of economic development plans, training requirements, sector-based research projects, businessretention and attraction strategies, and infrastructure requirement studies and other regional non-capital projectswhich align wíth the Growth Plan and the existing and emerging priority sectors.

. Eligible infrastructure projects include, but are not limited to: industrial parks, winter roads projects, waterfrontdevelopment, community facilities for economic development purposes (e.9. call centres)

Funding

. For regional projects where communities have a population base of less than 20,000 the amount of NOHFCassistance will generally not exceed the lesser of 75 per cent or $50,000 for each community/partner. The 75 percent funding will only apply if there are no other funding programs available for the project

FONOM MEETS, DISCUSSES STRATEGY ON KEY NORTHERN ISSUES

The Executive of the Federation of Northern Ontario Municipalities (FONOM) took the opportunity to discuss issuesof Northern significance at their meeting held at the end of November in North Bay.

"We had full and frank discussions on a number of key issues we've been working on, including the Northern OntarioSchool of Medicine, the New Deal for the ONTC, Ontario Parks, and ATV licencing," noted Alan Spacek, FONOMPresident.

The FONOM Executive had a presentation on the Governance Review Process undenvay at NOSM. "We heard thatthey are seeking a balance of skills and experience as well as demographic, cultural and geographic representationand wanted to hear from them what's happening" stated Spacek. "After their presentation, we urged the NOSMBoard to ensure that both FONOM and the Northwestern Ontario Municipal Association retain positions on theNOSM Board," explained President Spacek.

Spacek continued "We also had a presentation on Ontario Northland Transportation Commission and the New Dealfor Northern Ontario from Roy Hains, Brian Kelly, Ron Marleau and Jay Aspin, MP for Nipissing-Timiskaming.President Spacek explained that these Presenters "spoke of the work being done to establish a James Bay andLowlands Ports Authority to absorb the ONTC to be operated under the Canada Marine Act. The presenters areconvinced that this Port Authority could save and create jobs in Northern Ontario. The creation of the neworganization would mobilize the design and development of a rail link to the Ring of Fire discovery of chromium inthe James Bay Lowlands. This would in turn promote a sustainable successor to the ONTC". President Spacekindicated that "FONOM is willing to be part of any solution to save the ONTC and that Mayor Tom Laughren ofTimmins and First Vice President of FONOM will represent FONOM's interests working with the 'New Deal'team".

"We also had Vic Fedeli, MPP for Nipissing to the meeting to explain Prorogation" offered President Spacek. "Mr.Fedeli commented that regulations and the day to day business of government can be done without parliamentsitting and noted that many vacancies on Provincial agencies, boards and commissions in the province are beingfilled during this hiatus by the government."

President Spacek stated that the FONOM Executive also spoke at length about Park Closures across the North."Our members want us to save some of the North's Provincial Parks. We have been pleased by the efforts ofMinister Gravelle and his staff and are cautiously optimistic about what we've been hearing about a possiblereversal on the decision to close several of the parks" explained Spacek.

Finally, Alan Spacek spoke on the Definition of All Terrain Vehicles. "We received a letter from the Minister ofTransportation concerning ATV's. lt was agreed that this correspondence be forwarded to the Provincial ATVAssociation, indicating that the current Highway Traffic Act is antiquated in relation to ATV's and needsmodernization related to ATV's that are increasingly popular in Northern Ontario."

Spacek concluded that "We want to work with all levels of government for the betterment of Northerners. FONOM iscommitted to giving voice to the needs of Northerners and Northern municipalities - with the Province, the Federalgovernment, with First Nations and with other stakeholders".

OPP Begins Municipal Consultations on Billing Reform and Other Updates

An Ontario Provincial Police (OPP) driven consultation has begun via seven regional forumswith74 randomlyselected OPP contracted and OPP non-contracted municipalities. Theforums in Northwestern Ontario have been completed with sessions in Northeastern, Central,Eastern and Southwestern Ontario to occur shortly. At the completion of these regionalsessions later in May, a report of what the OPP heard will be consolidated and then sent outtoall323 OPP-serviced municipalities for further comment and validation.

The OPP consultation is about the reform of the method it uses to bill municipalities for itspolicingservices. TheOPPisseekingdirectfeedbackonmunicipalviewsofthecurrentbillingmethod and to find out what is important to municipal governments in the development offuture billing options. This municipal consultation will help to inform changes to the OPPbilling method that will be presented to the provincial government for decision. Anticipatedtiming is that any change would be made this fall. There is a broad understanding that thecurrent OPP billing system, which has developed over time, is not equitable among municipalgovernments.

This billing reform initiative is specifically scoped on how to bill municipalities for OPP servicesgoing forward. It is not designed to explore or address the underlying OPP service costdrivers. However, there is recognition of the complex linkages between this billing initiative tothe continuing municipal call for reduction of overall policing costs, the Ontario MunicipalPartnership Fund (OMPF) and the work of the Future of Policing Advisory Committee (FPAC)

that is looking at core and non-core functions and ways to impact costs.

There is a wide variation and lack of transparency of OPP costs to the municipalities theyserve. OPP costs can vary widely between municipalities within the same detachment oramong municipalities with similar populations. Also, municipalities that are considered "hub"communities (e.g. serve as regional centres), experience higher policing costs than same-sizednon-hub municipalities. This has been of great concern to those municipalities paying higherthan average per household costs for their OPP services. The 2011 per household costs forOPP services can range from under a $100 to well over $600.

Bringing greater transparency and clear communication of what is in OPP billing tomunicipalities, was in part addressed through the 2012 publication Understanding MunicipalPolicing Cosf (http://www.opp.calecms/index.php?id=13) developed by an AMO, OPP andMinistry of Community Safety and Correctional Services working group. Although it provideda detailed inventory as to all the cost variables that go into municipal OPP billing, it was notable to address the OPP deployment model, the calls for service/response standards or otherfactors that determine the municipal policing costs.

In April, the OPP Municipal Policing Bureau established a Municipal Policing Working Groupwith municipal representatives. It has the following objectives:

. To provide a forum forthe OPP to discuss and provide strategic advice on opportunitiestoenhance efficiency and effectiveness of OPP municipal police services.

. To provide an opportunity for stakeholders early input into its poliry development processand ensure that proposed policy initiatives are relevant, timely and, ultimately, successful.

. To solicit diverse perspectives on municipal policing and new ideas to strengthen theefficiency and effectiveness of municipal police services.

The Working Group is also composed of: OPP representatives, municipal representatives(Mayors and CAOs from contract and non-contract OPP-policed municipalities), AMO, OntarioAssociation of Police Services Board (OAPSB) staff and provincial government staff. Althoughthe currentfocus of the OPP working group is on this billing initiative, other expected futureissues to be discussed are civilian governance, future legislation and opportunities for moreefficient and effective OPP municipal police services.

This week, OPP Municipal Policing Bureau Commander, Superintendent Rick Philbin, sent a

letter to all 323 OPP-serviced municipalities with respect to the 2014projected salary increaseof 8.55%. The letter is attached. The salary increase is part of the collective agreement,started in January 201 1 and to end in Decemb er 2014. The terms of the agreement called foran increase of 5%o in 2011, followed by a two year wage freeze and top up commitment for2014. It should be understood that the only possible way to undo such collective agreementincreases would be by provincial legislation which would draw legal and policy challenges.
