    Syllabusfor2011UPSCAptitudeTestforPrelims

    From2011,UPSCCivilServicesPreliminaryTestwillbeonaptitudeforcivilservicesas

    wellasonethicalandmoraldimensionofdecisionmakingunderaCivilServicesAptitudeTest

    (CSAT).Boththeseobjectivetestswillbecommonandcompulsoryforall.

    PreliminaryExamination

    1. Thepermissibleageforappearing intheCivilServicesExaminationshouldbe21to25yearsforgeneralcandidates,21to28yearsforcandidatesfromOBCand21to29years

    forcandidatesfromSC/STasalsoforthosewhoarephysicallychallenged.

    2. Thenumberofpermissibleattempts intheCivilServicesExaminationshouldbe3,5,6and6respectivelyforgeneralcandidates,candidatesfromOBC,candidatesfromSC/ST

    andphysicallychallengedcandidatesrespectively.

    3. Thepresentcutoffdatefordeterminingtheeligibilityintermsofage(i.e.1stofAugustintheyearoftheexamination)maycontinue.

    4. Structure of Examination: Either of the following two models may be adopted forcompressingtheexaminationcycle.

    i. ThePreliminary andMainExaminations for theCivil ServicesExaminationwouldbeconductedtogetherontwotothreeconsecutivedays.Evaluation

    ofpapers for theMainExamination shouldbedone in caseofonly those

    candidateswhohavesecuredathreshold levelofmarks inthePreliminary

    Examination.Thepersonalitytestwouldfollowthereafter.

    OR

    ii. BasedontheresultsofthePreliminaryExamination,candidateseligiblefortakingthemainexaminationandthepersonalitytestwouldbeshort listed

    inaccordance

    with

    their

    rankings.

    Only

    these

    short

    listed

    candidates

    would

    be eligible for appearing in the Main Examination, which would be

    conductedwithintwomonthsofthePreliminaryExamination.Theshortlist

    wouldbe limited toabout two to three timesof thenumberofvacancies

    available. Thus itwould be possible to start the Personality Test and the

    MainExaminationalmostsimultaneously.

    5. Recruitment Content:i. ThePreliminaryExaminationshouldconsistofanobjectivetypetesthaving

    oneortwopapersongeneralstudiesincludingtheConstitutionofIndia,the

    Indian legal system, Indian economy, polity, history and culture. There

    should

    be

    no

    optional

    subjects.

    ii. TheMainExaminationshouldconsistoftwopapersonlyinthecompulsorysubjects. These compulsory subjects may include Constitution of India,

    Indian legal system, Indian economy, polity, history and culture etc. The

    question papers should be of the conventional descriptive type. Besides,

    thereshouldbeaseparateessaypaperasapartoftheMainExamination.

    5. Stepsmay be taken byDOPT in consultationwith theUPSC to finalise the syllabi ofcompulsory subjects for the both the preliminary and main examination, for the

    recruitmentcycle2010.Thiscould lateronbedovetailedwiththerecommendationof

    theExpertCommitteesuggestedinParagraph5.3.6.

    UnionPublicServiceCommission in2002had forwardedtherecommendationsonthe

    AlaghCommitteeReportbutnoactionhasbeen takenbytheGovt.onthesame.Considering

    thechangesthathadtakenplaceduringthe interregnum,Commissiondeliberatedthe issue in

    theirmeetings,andasaforwardlookingorganizationinimprovingthequalityofcandidatesfor

    CivilService,maderecommendationsforreplacingtheCivilServices(Preliminary)Examination

    withaCivilServicesAptitudeTest.

    TheAdministrativeReformsCommissioninitsrecommendationshasalsosupportedthis

    view.Theproposal isunderactiveconsiderationoftheGovernment.Here, Imustexpressthe

    gratitudeoftheCommissiontofiveoftheEx.HonbleChairmenforsparingtheirvaluabletime

    andguiding

    us

    in

    formulating

    the

    response

    on

    the

    points

    raised

    by

    the

    Administrative

    Reforms

    Commission.Apartfromthis,anotherissue,whichhasbeenaconcernfortheCommission,was

    linkageofUPSCExaminationswithEighthSchedule languages.Commissionhadbeentakingup

    thismatterwiththeGovernmentfora longtimeandnowtheGovernmenthascomeroundto

    CommissionsviewandhasagreedwithCommissions recommendation toconstitutea single

    StandingCommitteetoconsiderallissuesrelatingtoLanguagePolicyfortheCommission.

    Accordingly,CommissionhasconstitutedaHighLevelStandingCommitteetoexamine

    the modalities for implementing the recommendations of the Parliamentary Resolution on

    Official Languages in a manner consistent with the high standards of UPSC without

    compromising thequality and standardsofexaminations conductedby theCommission.This

    Committeewillinteralialaydownstandardstobemetforalanguagetobeeligibleforinclusion

    inthe

    examinations

    conducted

    by

    the

    UPSC.

    TheUPSChadtoldthegovernmenttwoyearsagotherewasaneedtotestnotjustthe

    knowledgeofaspirantsinparticularsubjectsbuttheiraptitudefor"ademandinglifeinthecivil

    services". Ithadalso recommendedbringingdown thenumberofattemptsacandidatecould

    take.

    Theexistingprelimsconsistoftwopapers:thefirstisongeneralstudiesandcommon

    toall;candidatescanthenchoosethesecondpaper froma listof23Optionalsubjects.The

    proposedgeneralstudiespapermightbetweakedbutitisthesecondpaperthatwillundergo

    amajorchange.

    chairman

    ProfessorS.K.Khanna toworkoutthedetailsofthetwopapers.Thecommitteehasbeen

    given time till April, 2010end. Then the UPSC will discuss its recommendations with the

    governmentandfinalisethecontentandsyllabusofthepaper,theofficialsaid.
