The SNB Office is here to provide support and back-up to the 21 Clubs within the Branch. Our role is to assist Clubs and their members so that they can focus on their core business of lifesaving and education.The structure of the SNB Office has been set up to support each Director’s portfolio and ensure that the outcomes of the SNB Business Plan are achieved. Our premises contain our centralised training facility which is available for all Clubs to use. Bookings can be made via the SNB Office.

Lifesaving & EducationAs the Northern Beaches major water safety and rescue organisation, our primary role is to save lives. Across our 21 Clubs from Manly to North Palm Beach, more than 5000 volunteers patrol our beaches every weekend and public holiday for the season from the beginning of the September school to the end of the April school holidays each year.Patrol requirements are detailed in the Club’s Lifesaving Service Agreement and the SLSNSW Lifesaving Standard Operating Procedures. Each Club also has a Patrol Operations Manual detailing their beach’s specific requirements, which should be available to all patrolling members.

Becoming a LifesaverMembers of the public who wish to become a lifesaver, patrolling our beaches, can do so by joining one of our surf clubs and achieving the Bronze Medallion award (Certificate II in Public Safety – Aquatic Rescue) from the age of 15. Younger members can also patrol by completing the Surf Rescue Certificate (SRC) from the age of 13 years old. Junior members registered as part of our Nipper program will complete the SRC when they are in the Under 14 age group and begin patrolling from then.

Once one of these minimum awards has been achieved, your career as a volunteer lifesaver has just begun. Members can go on to complete other awards such as First Aid, Advanced Resuscitation Techniques (ARTC), Radio Operator, IRB Crew, Spinal Management, Silver Medallion Beach Management, Silver Medallion IRB Driver and even the pinnacle award, the Gold Medallion.For those who feel they may not have the physical attributes to be a lifesaver, there is a place for them on patrol as well. Some members choose to start with a First Aid certificate and patrol as an “Award Member”. Sometimes even improving their skills by completing more advanced First Aid awards such as ARTC or Spinal Management.

Training CoursesThere are many qualifications available to SLS members, including the ability to become a Training Officer or Assessor in certain awards. Education within SNB is part of the SLSNSW Registered Training Organisation (RTO) and many of the courses offered are nationally recognised qualifications. Each Club has their own calendar of training for Club based awards such as SRC, Bronze

Medallion, Advanced Resuscitation, IRB Crew and Silver Medallion IRB Driver. Other courses, such as Spinal Management and Silver Medallion Beach Management, are run by the Branch. The SNB Education calendar can be found on the SNB website and is advertised on our weekly e-newsletter, Week in Review. Members wishing to complete any Branch run courses should speak to their Club’s Chief Training Officer (CTO).

AssessmentsThe Bronze Medallion, SRC and ARTC awards are assessed at Central Venue locations in our branch. This ensures consistency and transparency in all our assessments and also makes the best use of our available Assessors time.There are booking procedures in place for all award’s assessments and they should be co-ordinated through the Branch office by the Club’s CTO.

Skills MaintenanceTraining our lifesavers is the first step. Ensuring they remain current and competent is an annual task. With a few exceptions, most awards are required to be updated annually at a proficiency run by the Clubs. All proficiencies must be conducted prior to 31st December each year and results must be entered into Surfguard (the national member database) within 2 weeks. We advise that any paper records should be filed at the Club and available for cross-reference during the season if required.

Any member who is NOT proficient by the 31st December, or has NOT completed the appropriate awards shall NOT be allowed to:• Perform patrols• Operate rescue craft or• Compete in Surf Life Saving competitions

Members who are unable to complete their proficiencies by the 31st December, due exceptional circumstances, must apply to their Club for permission to complete a late proficiency. If given Club approval, Club Captains must then apply to the Branch in writing giving as much detail as possible.

Lifesaving & EducationSupport OperationsThis is a collective term for surf lifesaving activities that provide support to our beach patrols. They include SurfCom, Duty Officers, RWC Operators and TIPS.

SurfCom: The Sydney Northern Beaches radio room at Fisherman’s Beach provides overall coordination of lifesaving services for all SNB clubs. It is also capable of providing back-up for the state. SNB members interested in becoming a radio operator for SurfCom will be offered the training they need to participate.

Channel 3 is our primary working channel for communication between the Clubs and SurfCom. This season, it is being upgraded to a digital frequency offering clearer and stronger transmissions and other data functions such as GPS tracking of assets. Channel 3 must be kept clear of non-urgent traffic. Channel 2 should be used for communication between patrol members. Radio communications for water safety, laying buoys and training should be conducted on the training channels – 25 and 26.

Duty Officers: Our Duty officers are in charge of the lifesaving operations during patrol hours. They are available to assist Patrol Captains in the co-ordination of major incidents/rescues and liaise with other emergency services and the media. The Branch operates a 24/7 call-out system starting with the after-hours team of Duty Officers who are called upon in the event of incidents and rescue operations that occur outside our normal patrolling hours. The after-hours Duty Officer co-ordinates with emergency services and activates club’s emergency call-out teams as required.

Duty Officers have already had a substantial amount of experience managing their beach as a Patrol Captain before applying to join the DO team. They also hold a number of other qualifications beyond the Bronze Medallion. From time-to-time the Branch will open applications for new Duty Officers, outlining the minimum requirements.

RWC Operators: RWC Operators, or Rescue Water Craft Operators, are otherwise known as the jet ski drivers. The RWCs provide increased surveillance and rapid response in high-risk and unpatrolled areas. Sydney

Northern Beaches operates RWC’s out of 3 locations; North Palm Beach, Newport and Freshwater. Between these three, we can patrol from Blue Fish Point near Manly to Patonga in the north.SNB runs one RWC training program a year, during the winter months when the jet skis are not being used for patrol. Any member who holds the required qualifications and has the required experience as an IRB Driver and a Patrol Captain, is welcome to apply. Applications generally open towards the end of the season and include detailed information on the minimum requirements.

Lifesaving & EducationTIPS: Member welfare is very important to us and our TIPS team (Trauma Incident Peer Support) provides a debriefing and support service to members involved in a critical incident. The team can provide a group debrief, personal support and can refer members for professional assistance if required. Access to the TIPS team is normally arranged via the rostered or after-hours Duty Officer.

Patrol AuditsOur small team of Patrol Auditors help to monitor patrol standards set by SLSA, as well as providing feedback to Clubs to enable

them to monitor their own standards. Each member of the team is an Endorsed Bronze Assessor and has significant experience in Surf Lifesaving. The team will audit all 21 clubs on at least 4 occasions per season; once by each member of the Audit team. Individual audit results are then checked and recorded at the Branch office before being confirmed by email with the relevant Club Captain.

At the end of each season, audit results are tallied and final scores contribute to the Branch’s annual Patrol Assessment competition where monetary prizes are awarded to the Clubs.

Injuries and IncidentsSurf Life Saving is considered a workplace and a member who is injured when participating in any genuine, authorised activity as a surf lifesaver, (such as patrolling, competing, training for an award or surf sports training) is entitled to Workers Compensation. Injured members must immediately notify their Club Captain. An incident report must be completed and entered onto Surfguard. Detailed information can be found on the SLSNSW website under Members / Workers Compensation.

The Surf Life Saving School (SLSS) is a Branch run business that reached more than 17,000 school aged children in 2016/17. The SLSS runs a variety of surf education/ fun programs for schools, it aids clubs with their training and provides employment opportunities for SLSSNB members.The SLSS is the only surf education provider on Sydney’s Northern Beaches affiliated with Surf Life Saving Australia (SLSA). The programs teach students the knowledge and skills that are essential in keeping them safe when visiting the beach. The high standard of program and instruction has been recognised

through the numerous Community Education Awards the SLSS has won.All SLSS Programs meet the NSWDET Guidelines for aquatic activities as well as the Excursion Policy requirements.

ProgramsWe provide a range of programs for our customers. Our most popular is the Surf Awareness program which involves surf education combined with fun water and beach based activities over a three-hour period. We offer SRC and Bronze Medallion courses to high schools and clubs alike; our five-day school

holiday intensive program has been a hit for the past five years and its popularity continues.RFi Group proudly support our special needs programs allowing us to deliver beach and pool programs to students with special needs free of charge. We are continually looking to expand this very important program to other groups in the community.Surf Survival courses are provided for schools who wish to run surfing as a sport and can be delivered over a term or in two large blocks. Surf Safe /Sun Safe classroom presentations are delivered free of charge thanks to our partnership with the Cancer Institute NSW. Each talk allows

for students to ask questions on the topics covered including waves, dangers, basic first aid, and life savers to name a few Holiday programs for nippers are run during the summer school holidays and vary between sport based camps for those wishing to improve their competition skills and fun activities for little ones.

Employment opportunitiesThe SLSS prides itself on the quality of our programs and these would not occur without our wonderful staff. All SLSS staff are current financial and proficient members of SLSSNB clubs, something we are very proud of. We are always looking for driven, outgoing and

fun people to help run our programs. With the majority of programs running in Term 4, it is a great opportunity for anybody looking for some casual work to get a bit of extra money before Christmas. Anybody interested in joining the SLSS team should contact the branch office.

Surf SportsSurf sports on the northern beaches is run by the SNB Board of Surf Sports (BoSS). The Board is chaired by the Director of Surf Sports.The rest of the board is made up of another 10 voting members, each of whom represent a certain area of surf sports; Craft, R&R, Lifesaving, High Performance etc. We pride ourselves in ensuring each area of surf sports has a voice on the Board and together as a group, are the controlling body for all SLS competition at SNB. The Surf Sports Manager is a paid employee who acts as support for the Board in all surf sports matters and should be the first point of call for all SNB members.

OfficialsBecoming an official is now much easier than ever with the online course. Anybody looking to become an official will need to log on to the members portal and head to the e-learning section where you can choose between Core Official and Technical Official. There are limitations on what roles you can take according to the type of official you are.For more information on this please visit the SLSSNB website and head to the officials tab. For those looking to officiate at higher levels there is the Senior Official course which is made available by the BoSS to officials who show promise on the beach and

are looking for leadership roles at carnivals going forward. After the Online component, each participant will do a short workshop and the practical component on the beach under a mentor before being signed off and becoming accredited.

CoachesCoaching courses have now also gone online and like the officials courses are available through the e-learning part of the members’ portal. Upon completion of the online course the requirements for each level of accreditation (Foundation, Development, Performance) vary but all involve a practical component that needs to be signed off by a designated

CarnivalsAll carnivals are run by the SLSSNB BoSS with clubs acting as hosts for their respective events. Carnivals are run under the SLSA Surf Sports Manual rules. Clubs that wish to host a carnival must nominate in writing to the BoSS and must ensure all the relevant paperwork must be completed before the carnival can be approved. There is a code of conduct for all carnival goers relating to the way in which competitors, officials, team managers

and spectators must behave. Carnivals are supposed to be fun and any abuse of anybody taking part will not be tolerated.Competitors MUST wear pink Hi-Viz vests when competing in any water events. Anybody not wearing one will not be allowed to start the race. Gear and Equipment for carnivals is supplied by SLSSNB in the form of all cans, anchors, tents, poles, tracks. Anything outside of the course set up is supplied by the host club.Clubs are required to provide officials and water safety in order for carnivals to run properly. Ratios are worked out according to participation rates from the previous season. All clubs are informed of the ratios at the start of each season.Entries are done via www.carnival.sls.com.au under the NSW Branches tab. Costs for each carnival will vary but the price includes unlimited events for the carnival. The table opposite is a guide for pricing but please note that some carnivals will include a towel/ t-shirt/ food and or drink and can incur a slightly higher price.SLSSNB members are given blanket approval to compete outside the SNB Branch as long as there are no local carnivals being held at

the same time. SLSSNB competitors are not allowed to compete outside the SNB whilst there is a local carnival on. Competitors may ask for special exemption in writing to the BoSS. Special EventsClubs wishing to hold events involving people who are not members of an SLS club will need to complete a special events application for insurance purposes. A Branch approved Emergency Services Officer (ESO) must be present at all special events to help manage the risks throughout the day.

Reports, Programs and PathwaysClub Sustainability ReportWorking with SLSNSW, each Club within SNB is given a Club Sustainability report listing relevant information about membership, education, surf sports and lifesaving requirements. The report lists areas where Clubs need to focus on and assists in forwarding planning for Clubs sustainability.

Quality Club ProgramThe Club Sustainability Report also leads into the Quality Club Program once compliance through sustainability is reached. QCP has levels of Bronze, Silver and Gold. Bronze level is achieved

The Board of Member Services aims to provide worthwhile and enjoyable personal and professional development opportunities for all members. These opportunities are provided as Member Services spans across our core portfolios of Lifesaving, Education, Surf Sports whilst also incorporating Youth and Nippers.Member recruitment and retention is also a very important section of the Member Services portfolio. Membership statistics are distributed on a quarterly basis to enable Clubs to track membership trends.

Junior Lifesaver of the Year (JLOTY)This is awarded to a junior member from the U14 age group. Clubs may nominate one female and one male candidate for consideration for this award. The SNB Finalists participate in a development program including a workshop fun day in January. The winners of the SNB Award then attend the NSW Junior Lifesaver of the Year Awards at the SLSNSW Camp and they get to meet other Junior Lifesavers from within New South Wales where they get to share ideas,

experiences and make lasting friendships. During this camp, interviews are held and workshops are run and the NSW Female and Male JLOTY’s are announced at the end of the camp.

Youth Opportunity Makers This program is run alongside the State JLOTY camp. Youth Opportunity Makers is geared towards creating greater awareness of opportunities and individual abilities in 15-17 year old members. Candidates attending this workshop are recognised as members who have potential to develop skills further by working with like-minded youth. The workshop is aimed at members whose Clubs and Branches believe have qualities that

can be developed to enhance the future of their Club and Branch.18-25 Development Networking ProgramThis program is open to members 18-25 years old. The program consists of a weekend of workshops, high energy discussions, networking opportunities, key speakers and personal development. The program focuses on developing individuals and exploring the skills and talents and passion they bring to Surf Life Saving.Lifesaver Exchange ProgramThis program targets members who are currently Patrol Captains or identified to be future Patrol Captains between the ages of 18 – 25 and provides participants with an exciting opportunity

to experience different patrolling environments. The skills learnt during the program will be useful personally and can also be implemented within your own Club. SLSA National Leadership CollegeThis program is designed for young people moving into leadership roles within their Clubs. This is a week long intensive training course focused on guiding participating to finding their own leadership style whilst encouraging participants to develop skills and capabilities that will enable them to play a key role in the Club and Branch.Awards of ExcellenceMember recognition is such an important part of our organisation and a way of recognising and thanking our members who put so much effort and time into their roles within each Club. The culmination of a season’s efforts for all involved from patrolling members, competitors, officials to volunteers doing barbeque and kiosk shifts. Each year in June, SNB holds their Awards of Excellence where awards for outstanding service in Administration, Surf Sports, Lifesaving, Education and Member Services are presented. SurfguardSLSA run a national membership database, which is called Surfguard. This database contains all membership information and functions to run the administration side of each Club, including patrol team setup, patrol rosters and logs, gear and equipment lists, entering of new awards and proficiencies for members and incident records.

Clubs are advised to update membership records as soon as practically possible at the start of the season as this allows the patrol module to be used for setting up patrols and rosters.

Throughout the season, some actions on Surfguard must be completed within a set time-frame in order for the Club to meet related compliancy requirements. • Patrol logs must be entered within 2 weeks of the patrol occurring• Proficiencies must entered within 2 weeks of the proficiency being completed• Assessment requests for new awards should be entered as soon as the training course begins and submitted as soon as the assessment is completed.

Administration The Branch runs an IT Systems training day once per season. Club officers who will be using Surfguard or the Members Area are encouraged to attend.

Members AreaFormally known as the Members Portal, this online resource is available to all financial SLS members. Members can update their personal information as needed, renew and pay membership, check patrols, access the Library of document resources, and log into the online training systems, eTrainu.

Club officers can also access the SLSA store for purchasing uniforms, club equipment such as signs and flags, and also various printed resources such as training manuals and the Surf Sports Manual.

Transfers / Multi MembershipsMembers are permitted two competition transfers per calendar year. Those members who are moving due to bona fide relocation because of study, employment of family commitments are permitted more than two transfers. Members can apply for a transfer through their Members Area account or with their Club who can enter the transfer request directly into Surfguard.

Working With Children Check (WWCC)As organisations that involve children, all Surf Life Saving Clubs have a strong interest in keeping children safe. Clubs must ensure that all volunteers and employees in child-related roles, who do not fall under the exemptions, must get a WWCC. It is also their responsibility to verify the WWCC and accept, suspend or reject membership and participation of these people based on the outcome of their WWCC.

Detailed information on child protection and working with children can be found on the SLSNSW website under Members / Child protection and working with children.

Even with the WWCC, the SLSNSW Member Protection Declaration form needs to be completed by all adult members, which is designed to make members more aware of their responsibilities in relation to criminal charges more broadly, anti-doping violations, and any other matters which could constitute risk to members, employees, volunteers, athletes or reputation.

Club officers can also enter applications electronically via the Members Area. Members can also apply themselves in this way. We encourage Clubs to use the Members Area for applications as it is quicker.

Contact DetailsYour Club’s updated contact details should be supplied to SNB the week following your Club’s AGM. These details are then updated in our email database and are also used for each season’s Information Guide. Clubs should also advise SNB of any change to contact details as they occur throughout the season to ensure all correspondence is received by your Club.

Membership FormsFor those Clubs who use ‘Lifesaving Online’, if a member completes the online declaration, there is no need for a signed Membership Form. All other Clubs are required to have a signed Membership Form as well as the Prohibited Employment Declaration for all new members.

Sponsorship, Supporters & FundraisingAs a Branch, we leverage the collective strength of our 21 Clubs to secure major sponsorships which subsidize the costs of operating the Branch and providing services to our Clubs.We also receive funding through SLSA and SLSNSW from our national uniform sponsors DHL, Telstra and Westpac and through their fundraising activities. This income is retained by the Branch to cover our overheads. If it were not for these key sponsorships, membership fees would be at least $20 per member higher than they currently are. We are grateful for the financial and in-kind support provided by Northern Beaches Council which goes towards the costs of running SurfCom and our support operations.Anyone involved in securing sponsorship will know how hard it is to find new sponsors with a good alignment of values and expectations. We have recently renewed a three year agreement with Streets Ice Cream to supply their products through our kiosks, however Streets have relinquished their branding on our patrol tents giving us the opportunity to seek a new partner for this highly visual property.We would like to recognise our long term partners, Unilever Australia (Streets); Cancer Institute NSW who make our school education programs possible; Dee Why RSL

Club who donated and provide ongoing funding to operate our Surf Rescue vehicle as well as providing enormous support for our Harley-Davidson raffle; Bill Buckle Auto Group our vehicle partner and Branch Championships sponsor; Westfield Warringah Mall our retail partner and sponsor of our Junior Branch Championships; URM our waste management partner who provide free waste collection for our clubs; the RFi Group who sponsor our Special Needs programs for the Surf Life Saving School; the Manly Daily our media partner who provide great coverage of our activities throughout the year; Dematic who are our Junior Lifesaver of the Year sponsor; Bennett Boards who support our Awards of Excellence and a number of other initiatives throughout the year; Thredbo who support our weekly newsletter and Awards of Excellence; and the Beach Club Collaroy who support us with Club grants each year.This year we entered into a new partnership with Northern Beaches Harley-Davidson who donated a new Harley-Davidson motorcycle for us to raffle. We successfully raised enough to purchase a new Seadoo Jetski which is now in operation. We also entered into a new partnership with Speedo who sponsored our Awards of Excellence and have assisted with fundraising activities and offered great discounts

for our members at their new Warringah Mall store. We thank all of our sponsors and supporters – without your support we could not do the job that we do in keeping our beaches safe.

Annual Interbranch Team Fundraising Golf DayThe Annual Golf Day has been running for over 20 years and is the biggest fundraiser which allows our SNB team to go away to the Interbranch Championships every year. It is a fun day starting with breakfast overlooking the beautiful Bayview Golf Course fairways. It is a drop out Ambrose event with prizes going to the scratch and handicap winners as well as longest drives, closest to the pin and much more. There are hole in one competitions giving people the chance to win a car and/or $10,000 cash donated by Bill Buckle and The Barrenjoey Insurance Brokers.Golf is followed by friendly banter, a beautifully prepared lunch, refreshments and the presentation. The raffle and Auction gets bigger and bigger every year with over $3,000 worth of prizes up for grabs this last time around.It is a great opportunity to have a laugh with friends, play on a beautiful course and help the SNB Interbranch Team go away to compete for state honours each year.
