Prospective austerity measures lead to

an overall drop in employee wellbeingAUSTERITY policies being an-nounced lead to an overall drop inemployee wellbeing, job satisfac-tion and engagement before thecuts are even implemented, accord-ing to new research.

Academics looked at the UKGovernment’s 2010 ComprehensiveSpending Review when Chancel-lor George Osborne announceda budget reduction of 19 per centover four years to a host of govern-ment departments.

The Office for Budget Responsi-bility predicted it would lead to theloss of 490,000 public sector jobs by2015, representing about 10 per centof overall public sector employ-

ment.Tina Kiefer, of Warwick BusinessSchool, revealed her research hadfound evidence of an immediatedrop in employee job satisfaction,wellbeing and engagement amongpublic sector workers.

And six months after the an-nouncement the more changeswere implemented the more theyfell.

But if the changes were innova-tive rather than salami-slicing,public sector staff reported anincrease in wellbeing, job satisfac-tion and engagement in their job.

Professor Kiefer said: “The an-nouncement had a clear short-termimpact, while the organisationalchanges themselves affected em-ployee wellbeing, attitudes andbehaviour over the longer term.

“Not many would have expectedthe actual announcement, rather

than the subsequent changes, toaffect public service employeesin this way. But an announce-ment about cuts is an event with‘real’ impact that signals potentialchanges to employees’ jobs and ca-reer prospects. It also hit home thescale of change, which may haveconfirmed – or been worse than –employees’ expectations.

“Our results highlight the impor-tance of understanding employeereactions to nationally-instigatedpolicies, rather than merely focus-

ing on what happens within anorganisation when organisationalchanges are implemented.”

In the paper “Feeling the squeeze:Public employees’ experiences of cutback and innovation-relatedorganizational changes following anational announcement of budgetreductions”, published in theJournal of Public AdministrationProfess or Kiefer, Jean Hartley, of Open University Business School,Neil Conway, of Royal Holloway(the University of London), andRob Briner, of Bath School of Management, surveyed nearly 750public sector workers before, justtwo weeks after the CSR announce-

ment and then six months later tosee the impact of any changes.Professor Kiefer said: “Public

service employees responding dur-ing the two weeks after the policyannouncement reported lower well-being and more negative attitudestowards job satisfaction and job se-curity compared with participantsresponding during the two weeksbefore the announcement.

“This is because participantsresponding after the announce-ment would have been exposed tobudget debates acrossthe media, as wellas in organisationalcommunications anddiscussions.

“The post-announce-ment group is thuslikely to have spentmore time reflecting onthe implications of the

budget reductions forthemselves as employ-ees and professionals.

“The announcementwas likely discussedin meetings and coffeebreaks, shaping a nar-rative about the impact

of the budget reductions and hav-ing negative effects on attitudesand wellbeing.”

Professor Kiefer believes thestudy highlights that public bodiesmay be more affected by what goeson outside the organisation thanis typically assumed, as they aremore at the discretion of outsidechanges and influences than firmsin the private sector.

“It further highlights the factthat organisational boundariesare permeable and what happensoutside them can have a big impacton those inside,” said ProfessorKiefer. “This is notably the case forpublic organisations, which are to

a greater degree inter-dependenton the external political, economicand social environment.”

The public service employees inthe study underwent huge changefollowing the CSR announcement,with redundancies, cuts in serviceprovision, freezing and cuts inbudgets plus merging of teams orservices all increasing dramati-cally, while also finding new waysof providing services andworking in partnerships.

But the study found that

not all the changes had negativeeffects on staff. When the CSR ledto cuts in resources and numbersworkers’ wellbeing, job satisfactionand engagement dipped, but wheninnovative new practices were in-troduced to deal with the reductionin budget the researchers founda positive impact on morale andengagement.

Professor Kiefer said: “This resulthas really surprised us. Our resultsdemonstrate that ongoing changecan have positive outcomes for em-ployees, if such changes introduceprocedures and processes that arenovel to the organisation, bothwith respect to internal processes

and serving the public.“In particular, we found that anincrease in innovation-relatedchange saw an increase in positivewellbeing, job satisfaction and jobengagement.

“From an employee perspective,innovation may often be experi-enced as a more participative andinvolving process rather thansomething that is ’done to me’, and

so enhancing engagemethe job, satisfaction andmood.”

It shows that when thenot on cutting resourcean organisation can leamorale boosted even if lost staff and budget.

“The study provides adetailed analysis of thebut ill-founded assumptpeople simply do not liksaid Professor Kiefer.

“Our results suggest tployees of public organare negatively affected particular type of chanback resources – but be

another type of changecase innovation-relatedsuggesting that not all cexperie nced negatively.

“As public and privatetions face continuing ficonstraints in a numbetries, understanding thof different types of chaemployees may becomeingly important.”
