Introduction
• Why was the 10-year Framework of Programmes created?
• The Rio+20 Conference reaffirmed that Sustainable Consumption and Production is a cornerstone of sustainable development.
• Vision of the 10YFP
• “Fundamental changes in the way societies produce and consume are indispensable for achieving global sustainable development. All countries should promote sustainable consumption and production patterns (…) all major groups should play an active role in changing unsustainable consumption and production patterns”
• The 10YFP was adopted at the Rio+20 Conference. It is a global framework of action to enhance international cooperation to accelerate the shift towards SCP patterns in both developed and developing countries.
• It supports capacity building and provides technical and financial assistance to developing countries for this shift.

In a nutshell…
The overall objective of GPP 2020 was to
• significantly increase the implementation of GPP within the target
countries
• both in the short and long term
• through a series of capacity building and
• major tendering actions.
Implemented from May 2013 – April 2016 by 17 partners (8
purchasing bodies, 8 national support partners and one coordinator)

113 GPP tenders for energy related products and services carried out
– documented in Tender Models
Estimated savings (only by tenders, not including capacity building
programme): 922,932 t CO2e)
Training seminar series with 670 people trained, both train-the-trainer
and train-the-procurer seminars
Further support activities in each country: training, 7 helpdesks,
networking events, guidance, webinar series, engaging with more than
50 associate partners, etc.
CO2 procurement impact methodology and 4 calculators developed
(all online, incl. video tutorials): Vehicles, ICT, Street Lighting, Energy

2013 - Only 1 tender in Croatia done – difficulties in engaging the procurers to implement GPP criteria
2014 - First trainings done , promotion ongoing : 5 tenders done
2015- Croatian case studies published , completed all the trainings,helpdesk launched , procurers feel more comfortable in implementing GPP criteria : 8 tenders done
2016 - 4 tenders
2016- 5 additional tenders done AFTER project ending
Most sucessful criteria: Energy contracting replicated by 5 other municipalities(not in the project)
18 tenders implemented by 10 different partners
More than 150.000,00 tonnes of CO2 saved

GPP 2020 impact:
• Developed first Croatian helpdesk for GPP and successfully transfered to Ministry of Environmental and Nature protection
• Trainings for procurers – programme successfully transfered to State school for public administration - 2 trainings done outside GPP2020
