1. European policies for lifelong guidance

Lifelong guidance as an own, cross-cutting policy field

+ specific policies / programmes in related fields,

in schools, VET, higher education, adult education, employment, social inclusion …

Lifelong Guidance … an umbrella with separate,

but interwoven fields

1. European policies for lifelong guidance

Similarly, Guidance forms part of all Parliament

resolutions to combat early school leaving, youth

unemployment, e.g.: establish better guidance and tailored career service centres,

equip young people with the right information, advice and guidance,

ensure appropriate and ongoing training of career guidance counsellors so that they can proactively engage with potential early school leavers

Missing: lifelong guidance as a European policy field of its own and the role of structured European cooperation (ELGPN)

2. Example Greece – Youth Guarantee

Evaluation of Youth Guarantee Implementation Plan in Greece for the Commission Task Force Greece (2014): … stresses the role of quality guidance which is considered a key driver for programme efficiency and “should not be underestimated in terms of quality and quantity”. Only skilled counsellors should carry out youth guidance.

Guidance is a substantial process that needs time.

Not a one-step process, but a systematic follow-up needed.

Requires adequate human and financial resources, not clearly addressed.

-> need for new structures for guidance and

staff training in Greek public employment service
