MANUFACTURING ADVISORY SERVICE (MAS)

What is MAS?• Contract delivered on behalf of the Department for Business,

Innovation & Skills (BIS)

• Established in 2002 and now in its 4th iteration, MAS4, which commenced on January 1st 2012. Runs to March 31st 2015

• MAS has built up significant credibility for delivering sustainable business improvements

• Current MAS iteration is a National contract, as opposed to the previous 3 contracts which were regional

• MAS North West is administered by Manchester Solutions with a team of experienced, local Advisors

• November 2013 - ERDF money added to BIS to provide additional funding to distribute and higher amounts available

Who is MAS for?Qualifying Criteria 1 – Manufacturer

The modern definition of manufacturing is broad. The full cycle of activities from research, design and development, production, logistics and service provision, to end of life management.

Examples:• A company that designs shoes for elderly and disabled people and outsources

manufacturing would be classed as a manufacturer• A company that repairs accident damaged cars is not a manufacturer – it is a service

repairer• A company remanufacturing car engines or gearboxes as their core business would be

a manufacturer• A company that sells software used by manufacturing companies is not a

manufacturer • A cafe that makes sandwiches (on site) and serves hot drinks is not a manufacturer• A pasty and pie company that makes product and sells them through various

customers/outlets is a manufacturer.

Who is MAS for?Qualifying Criteria 2 – SME

The Manufacturing Advisory Service is able to offer funded support to SME manufacturers in England. An SME is a company with the following characteristics (which are defined by the EU, for more information, see: http://ec.europa.eu/enterprise/policies/sme/facts-figures-analysis/sme-definition/index_en.htm)

• Fewer than 250 employees

• Turnover less than €50m or a Balance Sheet total of less than €43m

• Not part of a group which in itself exceeds one of the criteria above

Who is MAS for?Qualifying Criteria 3 – Growth

To access funding, companies must be able to demonstrate that they are growing or have the potential for growth. To do this, they have to provide some base financial data which is used to calculate how much funding they are eligible for.

MANUFACTURING ADVISORY SERVICE (MAS)

What does MAS offer?For companies meeting the qualifying criteria, they can have one, possibly two, MAS supported projects anytime between now and the end of the contract in March 2015. Each project is based on the amount of funding they are eligible for at the time of application.

There are 3 categories of project:

• Foundation Project - 50% of Total Cost of project to a maximum of £1000

• Step Project - 50% of Total Cost of project to a maximum of £3000

• Transformation Project - 50% of Total Cost of project to a maximum of £10,000

What is a MAS project?• MAS 4 contract has been specifically designed to offer

support across a wider range of business activities.

• Administration associated with Grant Applications has been simplified and much of it is done by the MAS Advisor.

• Timelines have been shortened: 7-10 days from Application to Acceptance letter and maximum of 30 days for payment of funding following project completion.

• Some examples of types of project are shown in the following table:

The success of best practice exemplars serves as an inspiration for others to adopt best practice. MAS will facilitate visits to best practice exemplars across the country.

• Finding suppliers, services or equipmentSMEs have particular difficulties in sourcing services, materials and equipment, especially when their established supply sources are disrupted.
