    BackgroundThe Saratoga Springs Police Department has expressed a desire to deploy Video Surveillance atthe numerous areas in the city. By deploying Video Surveillance, there is an expressed desire toprotect the people and assets of the community by deterring unwanted behavior, enable real-timemonitoring and to increase the likelihood of having forensic evidence in the event that unwantedbehaviors occur.

    Overview of Project Schedule

    The project is scheduled to begin on a date yet to be determined and end approximately sixweeks after commencement. At project completion, Saratoga Springs Police Departmentwill be provided a functioning IP video surveillance system. Below is a tentative timelineconcerning project rollout:

    Review of Digital Surveillance Solutions, Inc. Roles andResponsibilities

    Digital Surveillance Solutions, Inc. is responsible to provide Saratoga Springs PoliceDepartment with professional and satisfactory completion of the stated work in theproject timeline stated previously.

    Digital Surveillance Solutions, Inc. will find suitable replacements for any of the

    technical personnel in cases of prolonged illness or extenuating circumstances. Digital Surveillance Solutions, Inc. will deliver clear, concise and professional

    deliverables as a result of this engagement.

    Digital Surveillance Solutions, Inc. will accurately and expediently report all chargesand expenses incurred in the execution of this project.

    Digital Surveillance Solutions, Inc. will provide a pre-installation walk through,verifying camera locations, network closet locations, lens selections and mountpoints.

    Digital Surveillance Solutions, Inc. will install, configure and test all camerasassociated with this project.

    Digital Surveillance Solutions, Inc. will configure the identified server(s) for use with

    Exacq Software and Genetec Software.

    Digital Surveillance Solutions, Inc. will provide end user and administrator training.

    Digital Surveillance Solutions, Inc. will procure all products identified via PurchaseOrder from Saratoga Springs Police Department or City of Saratoga Springs.

    Digital Surveillance Solutions, Inc. will work with designated Saratoga Springs PoliceDepartment personnel on the transfer of knowledge during all aspects of this project.

    Digital Surveillance Solutions, Inc. will work with designated Saratoga Springs PoliceDepartment personnel on the fine tuning of the system after install. This processusually takes up to a month and Digital Surveillance Solutions, Inc. will work remotelywith the identified personnel.

    Digital Surveillance Solutions, Inc. will communicate any installation delays due toinclement weather to Saratoga Springs Police Department PCC.

    Digital Surveillance Solutions, Inc. will coordinate work with the Saratoga SpringsTraffic Department to have 110v power installed at two designated traffic signal polelocated on Broadway.

    Digital Surveillance Solutions, Inc. will provide coordination of attachmentagreements and contracts for the City of Saratoga Springs, National Grid andVerizon.

    Review of Saratoga Springs Police Department Roles andResponsibilities

    Saratoga Springs Police Department will provide Digital Surveillance Solutions, Inc.with appropriate access to the network and facilities of the organization. Thisincludes all areas to be under surveillance, data center(s), wiring closets andmechanical rooms and any other areas that could impact the deployment of theVideo Surveillance System.

    Ensure workspace facilities are provided to Digital Surveillance Solutions, Inc. thatincludes a work area, printer/network connectivity (along with internet access), andphone/data line.

    Saratoga Springs Police Department will provide cooperative access toknowledgeable staff that may be required during the installation of the projectincluding; Administrators, Maintenance and Facilities, and IT staff.

    Saratoga Springs Police Department will ensure that all infrastructure resources arein place and tested prior to Digital Surveillance Solutions, Inc. installation services.This includes fiber between closets (if needed).

    Saratoga Springs Police Department will identify Video Surveillance System end-users and administrators, and work with Digital Surveillance Solutions, Inc. on

    identifying appropriate rights to the Exacq Video System.

    Saratoga Springs Police Department will procure network switches, servers andstorage not identified via Purchase Order to Digital Surveillance Solutions, Inc. yetidentified in Digital Surveillance Solutions, Inc. hardware recommendation documentsprovided.

    Saratoga Springs Police Department will be responsible for the installation ofWorkstations or Networking Hardware needed for this project.

    City of Saratoga Springs will engage National Grid and Verizon with all legalcontracts that require examination and signatures (from city officials) for agreementsthat pertain to pole attachments and power for camera equipment.

    Prior to the delivery of any services defined in this Statement of Work, Saratoga

    Springs Police Department will designate a person as Digital Surveillance Solutions,Inc.s Primary Client Contact (PCC). The PCC will be the person to whom all DigitalSurveillance Solutions, Inc. communications will be addressed and who has theauthority to act for Saratoga Springs Police Department in all aspects of the project.

    Saratoga Springs Police Department (or City of Saratoga Springs) will supply allneeded man lifts both for external camera installation or will reimburse DigitalSurveillance Solutions for lift rental charges as stated in project quotation.

    The PCCs responsibilities will include:

    Serve as the interface between Digital Surveillance Solutions, Inc. and SaratogaSprings Police Department.

    Identify, schedule and confirm availability of support staff and management for on-site meetings (if necessary) and training.

    Schedule meeting/training rooms as necessary.

    Work with Digital Surveillance Solutions, Inc. to administer the Project Changeprocess.

    Obtain and provide information, data, decisions and approvals, within 1 working dayof Digital Surveillance Solutions, Inc.s request, unless both parties agree to anextended response time.

    Resolve deviations from project plans that may be caused by Saratoga SpringsPolice Department.

    Help resolve project issues, and escalate issues within the Saratoga Springs PoliceDepartment.

    Monitor and report project status on a regular basis with the Saratoga Springs Police

    Departments management.

    Staff Experience - The resources that Digital Surveillance Solutions, Inc. is proposingto engage in this project have considerable experience with IP video surveillancesystems, its associated business processes and the tools utilized to support thesesystems. In addition, Digital Surveillance Solutions, Inc.s resources have extensiveexperience with leading and managing successful deployment of security systems.It is also important to point out that Digital Surveillance Solutions, Inc. is committed to

    maintaining the same set of core resources throughout this phase and all subsequentphases of the IP Video Surveillance Project.

    Engagement Methodology - The Digital Surveillance Solutions, Inc. Methodology is adisciplined approach to project communications and project management andcontrol. It incorporates timely check-points to ensure client expectations ofdeliverables are consistent with that of Digital Surveillance Solutions, Inc.sexpectations. Lastly, our methodology leverages various practical tools to ensureconsistent/quality communications and knowledge transfer to Saratoga SpringsPolice Department at all levels throughout the installation period.

    Megapixel Cameras Digital Surveillance Solutions, Inc. utilizes megapixel IP Videocameras to provide exceptional image detail where it is needed. These images canbe digitally panned, tilted and zoomed during live or recorded playback.

    Multi-Megapixel Cameras Digital Surveillance Solutions, Inc. has recommended 3and 5 Megapixel exterior fixed cameras for this project. These cameras helpmaximize coverage in large outdoor applications allowing superior imagery in bothday and night conditions.

    Exacq Software Digital Surveillance Solutions, Inc. proposes the deployment ofExacq Professional software for this project. Exacq is the recognized market shareleader in IP Video software worldwide and has been an excellent and reliable partnerfor Digital Surveillance Solutions, Inc. for five years. Their products are stable,extremely feature rich and are continually being improved upon.

    IP based Video Surveillance System An open platform IP Video system providesthe City unparalleled flexibility for growth and utilization of the system. The City can

    grant user rights to external entities (i.e. first responders) for system access in thecase of an emergency.

    Engagement ScopeDigital Surveillance Solutions, Inc. will provide professional integration services to install an IPvideo surveillance system for the Saratoga Springs Police Department in Saratoga Springs, NY.This engagement will focus on the following high level activities:

    Scope Item 1: Server Configuration of Exacq Professional Software.

    Scope Item 2: Configuration and Installation of IP Cameras.Scope Item 3: End User and Administrative Training.

    Scope Item 4: Knowledge transfer to identified staff.

    Scope Item 5: Documentation creation and turnover to identified officials resources.

    The scope of this Statement of Work is to provide Saratoga Springs Police Department with aworking understanding of the steps to implement an IP video surveillance system and thecost associated with such. This initiative is estimated to be approximately six (6) weeks induration, including Digital Surveillance Solutions, Inc. prep time prior to on-site installation.

    Deliverables

    This engagement is focused specifically to provide Saratoga Springs Police Department with a

    completely functioning IP Video Surveillance Solution. Given this, Digital Surveillance Solutions,Inc. will deliver all services necessary to complete the following deliverables:

    Deliverable Item 1: Completely installed and configured IP Video SurveillanceSystem.

    Deliverable Item 2: Train identified individuals as End Users and/or Administrators.

    Deliverable Item 3: Complete documentation on the configured system.

    Constraints and Exclusions

    Constraints

    Digital Surveillance Solutions, Inc. has estimated the duration for this project, to be of six(6) weeks. This time frame has been reflected in all estimates included in this statementof work.

    This engagement will be a highly focused effort that will be limited to the scope identifiedabove and defined as part of the deliverables.

    No additional constraints have been defined at this time.

    Exclusions

    The following areas are not included in the scope of this engagement:

    1. Genetec Licensing for 1 wired cameras (E1) Unused camera licenses are available to

    2. Costs related to traffic lane closures

    3. Labor costs outside of normal business hours M-F 9-5

    Confidentiality

    Digital Surveillance Solutions Inc. agrees to keep confidential all Deliverables and alltechnical, product, business, financial, and other information regarding the business andsoftware programs of Saratoga Springs Police Department (the "ConfidentialInformation"), including but not limited to programming techniques and methods, researchand development, computer programs documentation, student and staff identity, andbusiness methods.

    Digital Surveillance Solutions Inc. shall at all times protect and safeguard the ConfidentialInformation and agrees not to disclose, give, transmit or otherwise convey anyConfidential Information, in whole or in part, to any other party.

    Digital Surveillance Solutions Inc. further agrees not to attempt to ascertain the sourcecode of any Saratoga Springs Police Department computer programs by unauthorizedaccess or review, reverse engineering, decompilation, disassembly, or any othertechnique or method.

    Digital Surveillance Solutions Inc. agrees that it will not use any Confidential Informationfor its own purpose or for the benefit of any third party and shall honor the copyrights ofSaratoga Springs Police Department and will not copy, duplicate, or in any mannerreproduce any such copyrighted materials.

    The provisions of this Confidentiality shall survive termination or expiration of thisAgreement or any Statement of Work hereunder.

    Logistics

    Completion Criteria

    The project will be considered complete when the deliverables described in thisStatement of Work have been fulfilled and have been delivered to the Saratoga SpringsPolice Department PCC. A final Acceptance Form will be presented to the SaratogaSprings Police Department PCC for agreement and execution indicating completion of

    the project.

    Project Change

    It may become necessary to amend the Statement of Work for reasons including, but notlimited to, the following:

    Discretionary changes to the project schedule.

    Discretionary changes in the scope of the project.

    Requested changes to the work hours of Digital Surveillance Solutions, Inc.personnel.

    Environmental or architectural impediments that cannot be foreseen.

    Lack of access to client personnel, data or facilities necessary to complete project

    In the event that it is necessary to change this Statement of Work, Digital SurveillanceSolutions, Inc. will initiate the Change Control process with the Saratoga Springs PoliceDepartment PCC as outlined inAppendix A: Project Change Control Procedure.

    Estimated Schedule

    This engagement is slated to be approximately six (6) weeks including lag time (productprocurement). With respect to task execution, Digital Surveillance Solutions, Inc. expects65% of all activities and tasks to be performed on-site at Saratoga Springs PoliceDepartment location, with the remainder being performed by Digital SurveillanceSolutions, Inc. personnel at locations designated by Digital Surveillance Solutions, Inc.

    StaffingDigital Surveillance Solutions, Inc. has identified the following staffing requirements tosuccessfully complete this project in the allotted time frame:

    ChargesDigital Surveillance Solutions, Inc. has estimated the product and work involved to deliver theinstallation services to Saratoga Springs Police Department on a separate addendum. We haveprovided an itemized quote for cameras, servers, software and installation services associatedwith the project. Server, storage and network specifications/recommendations have beenprovided in a separate addendum.

    If there is a change identified that will affect this project, it will be documented utilizing the ProjectChange Request noted in Appendix A: Project Change Control Procedure. All price changesassociated with changes to the Statement of Work will be defined and submitted for acceptanceprior to implementation of the changes.

    Payment Structure

    Digital Surveillance Solutions, Inc. requires payment be paid upon completion of alldeliverables identified above.

    Appendix A: Project Change Control ProcedureIt may become necessary to amend this Statement of Work for reasons including, but not limitedto, the following:

    Discretionary changes to the project schedule

    Discretionary changes in the scope of the project

    Requested changes to the work hours of Digital Surveillance Solutions, Inc. personnel Environmental or architectural impediments that cannot be foreseen.

    Lack of access to client personnel or facilities necessary to complete project

    In the event that it is necessary to change this Statement of Work, the following process will befollowed:

    A Project Change Request (PCR) will be the vehicle for communicating change. ThePCR must describe the change, reasons for the change, and the effect the change willhave on the project, which may include scheduling changes, pricing, etc. A PCR may beinitiated by either Digital Surveillance Solutions, Inc. or client based on the situation.

    The designated Project Manager of the requesting party will review the proposed change anddetermine whether to submit the request to the other party.

    Both Project Managers will review the proposed change and approve it or reject it. If furtherinvestigation on the part of Digital Surveillance Solutions, Inc. is requested in order to determinethe scope of the change, any charges for that investigation will be outlined. Both ProjectManagers will sign the PCR, indicating the acceptance of both parties to the changes, which mayaffect pricing, schedules, and contractual commitments.

    Upon acceptance of the change request by both project managers, the scope of work and costswill be modified appropriately, and the changes will be incorporated into the project.

    The Purchase Order affected by the change will be indicated on the PCR, and the PCR Numberwill be referenced when invoicing for any additional charges against the Purchase Order.

    1. PRINTED AGREEMENT None of the PRINTED AGREEMENT or its terms andconditions may be altered without the express written approval of an officer of DigitalSurveillance Solutions, Inc.2. Digital Surveillance Solutions, Inc., hereinafterSELLER agrees to install specifiedsystem on premises and to make any necessary inspections and tests to deliver systemto purchaser in operating condition in accordance with standard installation procedures ofseller. The installation will be completed within a reasonable length of time based on theconditions inherent in the premises and sellers installation schedule.3. FULL 180 DAY WARRANTY Seller promises to furnish a replacement part for anyportion of your Video system which proves to be defective in workmanship or materialunder normal use for a period of 180 DAYS from the date of installation. We reserve theright to use reconditioned parts in fulfillment of this warranty. This warranty only applies

    to products that were purchased from Seller.We will furnish the labor to remove and replace the defective part during the same 180Day Period. Seller makes no other warranty except as herein specifically set forth,particularly any warranty of merchantability or fitness for any particular purpose, eitherexpress or implied in law.GENERAL: Furnishing of parts and labor as described above shall constitute fulfillmentof all Seller obligations with respect to this warranty, and replacement parts will bewarranted only for the unexpired portion of the original warranty.A bill of sale, cancelled check or payment record should be kept to verify purchase dateand establish warranty period.To obtain service, call the office listed on the Purchase Agreement you signed at the timeof purchase of your system.Ready access to the system for service is the responsibility of the purchaser. We willperform service during normal working hours. For emergency service, we will charge youan emergency service labor premium.We will endeavor to perform service within 48 hours after notification of a problem by thepurchaser.

    EXCLUSIONS This warranty applies only to sys tems sold and retained within thecontinental USA. This warranty does not apply to the product or parts that have beendamaged by accident, abuse, lack of proper maintenance, unauthorized alterations,misapplication, fire, flood or acts of God.This warranty does not cover serv ice calls which do not involve defective workmanship ormaterials. IN NO WAY WILL SELLER BE RESPONSIBLE FOR CONSEQUENTIALDAMAGES.4. SELLER NOT AN INSURER It is understood and agreed: That Seller is not aninsurer; that insurance, if any, shall be obtained by Purchaser; that the payment forsystem provided for herein is based solely on the value of the system as set forth hereinand are unrelated to the value of the Purchasers property or premises; THAT SELLERMAKES NO GUARANTEE OR WARRANTY INCLUDING ANY IMPLIED WARRANTY OFMERCHANTABILITY OR FITNESS THAT THE EQUIPMENT OR SERVICES SUPPLIEDWILL AVERT OR PREVENT OCCURRENCES OR THE CONSEQUENCESTHEREFROM WHICH THE SYSTEM IS DESIGNED TO DETECT, RECORD or AVERT.Purchaser acknowledges that it is impractical and extremely difficult to fix the actualdamages, if any, which may proximately result from a failure to perform any of theobligations herein, or the failure of the system to properly operate with resulting loss toPurchaser because of, among other things:(a) The uncertain amount of value of Purchasers property or others kept on premiseswhich may be lost, stolen, destroyed, damaged or otherwise affected buy occurrenceswhich the system or service is designed to detect or avert.(b) The uncertainty of the response time of any police or fire department, should thepolice or fire department be dispatched as a result of a signal being received.(c) The inability to ascertain what portion, if any, of any loss would be proximately causedby Sellers failure to perform or by failure of its equipment to operate.(d) The nature of the service to be performed by Seller, Purchaser understands andagrees that if Seller should be found liable for loss or damage due from a failure of Sellerto perform any of the obligations herein, including but not limited to installation,maintenance, or service which results in the failure of the system or equipment in anyrespect whatsoever, Sellers liability shall be limited to Two Hundred Fifty ($250.00)Dollars and this liability shall be exclusive; and that the provisions of this Section shallapply if loss or damages, irrespective of cause or origin, results directly or indirectly from

    performance or nonperformance of the obligations imposed by this contract, or fromnegligence, active or otherwise, of Seller, its agents, assigns or employees. In the eventthat the Purchaser wishes Seller to assume greater liability, Purchaser may, as a matterof right, obtain from Seller a higher limit by paying an additional amount proportioned tothe increase in damages, but such additional obligation shall in no way be interpreted tohold Seller as an insurer.5. INDEMNIFICATION Purchaser agrees to and shall indemnify and save harmless theseller, its employees and agents for and against third party claims, lawsuits and lossesarising out of or in connection with the operation or upon alleged intentional conduct oractive or passive negligence on the part of seller, its agents, servants or employees orupon alleged intentional conduct or active or passive negligence on the part of Seller, itsagents, servants or employees.

    The Seller assumes no liability for delay in installation of the system, or interruption ofservice due to strikes, riots, floods, fires, acts of God or any cause beyond the control ofthe Sellerincluding the interruption in telephone service or internet service. Seller will notbe required to supply service to the Purchaser while interruption of service due toany such cause shall continue.6. Except as otherwise herein provided, this Agreement shall remain in force in perpetuityuntil either party informs the other in writing that it wishes to end the agreement. Thisnotice shall be sent at least thirty (30) days prior to the expiration of the current supportperiod.7. NETWORK and INTERNET CONNECTIONS Seller will assist purchaser in makingnecessary arrangements to secure Network and Internet service connections for system.The charge for the installation and continuation of this service will be the responsibility of

    the purchaser.8. TESTING It is the responsibility of the Purchaser to test the system for properoperation periodically but not less than weekly unless the Purchaser has entered into asupport agreement with the Seller.9. RETENTION OF TITLE AND RIGHT OF ACCESS The system shall remain thepersonal property of Seller until fully paid for in cash by purchaser and purchaser agreesto perform all acts which may be necessary to assure the retention of title to the sys temby seller. Should purchaser default in any payment for the system or part, then purchaserauthorizes and empowers seller to remove the system or part from the premises. Suchremoval, if made by seller, shall not be deemed a waiver of sellers right to damagesseller sustains as a result of purchasers default and seller shall have the right to enforceany other legal remedy or right. Furthermore, seller shall be in no way obligated torestore the premises to its original condition, or redecorate same in the event the systemor part is removed as a result of purchasers default in payment. Risk of loss of thesystem, or any part of the same, shall pass to purchaser upon delivery to the premises ofsuch system or part.10. RIGHTS AND COST OF COLLECTION Costs of collection of accounts overdue

    including reasonable attorneys fees shall be borne by the purchaser. Any action takenunder paragraph six and/or paragraph twelve shall in no way prejudice sellers right tocollection of unpaid charges and costs herein enumerated.11. NOTICE TO PURCHASER Under the Mechanics Lien Law, any person who helpsto improve your property and is not paid has the right to enforce his claim against yourproperty. Under law, you may protect yourself against such claims either by filing with theCourt a No Lien Agreement or a payment bond, depending upon the law of the statewhere your property is located.12. The Purchaser agrees that any person or persons, unauthorized by the Seller, willnot be permitted to alter, remove, or tamper with the equipment necessary for the systemto function. This equipment as well as maintenance thereof remains the responsibility ofSeller while the Purchaser maintains the equipment under a support contract with theSeller.13. ENTIRE AGREEMENT This instrument contains the entire agreement between theparties hereto with respect to the transactions described herein and supersedes allprevious negotiations, commitments and writing pertaining hereto. Only an officer of theSeller is authorized to sign this agreement.

    If any of the terms or provisions of this agreement shall be determined to be invalid orinoperative, all of the remaining terms and provisions shall remain in full force and effect.

    Executive Overview

    The City of Saratoga Springs Police Department currently has a Genetec IP Video Camera System that

    provides the Police Department with surveillance video. The coverage consists of mostly interior video

    surveillance with limited views of areas outside of the City Hall building. The cameras are hardwired for

    network connectivity and physically secured to the building. It is the desire of Saratoga Springs city officials

    and the Police Department to create a design plan that extends camera coverage to many of the major

    streets in the city.

    It is the objective of Digital Surveillance Solutions, Inc. (DSS) to make the best use of the allotted budget

    while at the same time achieving a robust and reliable system that will require minimal maintenance.

    DSS recommends that the system be broken into two phases. The first phase is Priority 1 (Red); including

    cameras that are high priority for which budget currently exists. Phase 2 cameras or Priority 2 (yellow)

    cameras will be added in the future as budgets allows. Budgeting for both phases is addressed in this design

    plan.

    The main considerations in providing this system proposal are to:

    Provide a comprehensive design that depicts all engineering details of the system Allow sufficient network security to cameras and recording system Provide ease of use for the Saratoga Springs Police Department Provide a scalable system so that cameras can be added at a later time Create a design which has a minimal aesthetic impact on the current city environment Provide detailed equipment and installation pricing that meets current budget Provide all equipment, labor and support sourced through DSS NYS OGS Contract

    Site Design Specification

    Recording Head-End Requirements

    Saratoga Springs PD has specified seven (7) days of video storage for this project. The design will involveinstalling a new Network Video Recorder (NVR) at Saratoga Springs City Hall. The NVR is in addition to the

    existing Genetec recording server. The specified NVR will be an ExacqVision NVR/Server. This unit is a

    6TB/5TB usable, rack mounted, IP recording server. One to Sixty-four cameras can be recorded (less with

    higher quality camera such as the units being used on this project). The Exacq NVR will run on the Win 7 Pro

    operating system. All cameras with wireless network connectivity will be recorded on the Exacq NVR. The

    two wired cameras mounted at City Hall will be recorded onto the existing Genetec System. Priority 1 and

    Priority 2 cameras will constantly record at 10 frames per second at maximum resolution.

    Cameras

    Saratoga Springs PD has specified camera locations and camera types for this project. The selected cameras

    for the street surveillance project include fixed lens and PTZ (pan, tilt & zoom). Specified cameras aremanufactured by Axis Communications, a world leader in high quality, best of breed surveillance equipment.

    With respect to the size of the areas to be covered, type of traffic activity, and the surrounding

    environment, DSS has recommended 3 Megapixel and 5 Megapixel fixed units that will provide a constant

    stream of recorded fixed images in their fields of view. Some digital zoom capability will be possible with

    the fixed cameras for both live and recorded video. For pinpoint views, the dispatch operator can manually

    control the PTZ cameras to monitor suspicious behavior.

    PTZ cameras provide HDTV (2 Megapixel) resolution with 20x optical and 12x digital zooming capability. All

    cameras are outdoor ready, day/night cameras with the capability of SD card or edge recording. All

    cameras will be supplied with 32GB SD cards for onboard storage. This feature allows cameras to record

    video locally if wireless transmission is disrupted. All cameras have a 3 year manufacturers warranty.

    For all cameras located in Saratoga Springs public areas, it has been noted that an unobtrusive camera look

    is desired. The cameras to be mounted in and around the city are as aesthetically neutral as possible. The

    specified dome form factor cameras provides a discreet appearance while offering some measure of

    deterrence.

    All cameras include IP66 weather rated enclosures. The enclosures will be necessary to house any power or

    network connectivity associated with the wireless nodes or radios that will be located on poles. The

    enclosures will then be mounted to the appropriate heights (15-20) on the poles. This approach provides a

    streamlined look to the entire camera, enclosure and radio assembly.

    Network Connectivity

    Network connectivity from each camera to the Saratoga City Hall is critical for proper operation of the video

    surveillance system. In order to achieve network connectivity from the City Hall roof into the Police

    Department network and recording NVR, DSS has specified an Allied Telesis PoE (Power over Ethernet)

    switch to be installed indoors at the roof level. A data drop will be required to connect the wireless network

    to the Exacq NVR. The PoE switch will be mounted inside an enclosure which will be located in the attic

    space of City Hall. 110v power and mounting location is available near the hatchway to roof.

    Wireless Network

    DSS has specified wireless radio equipment manufactured by Ubiquiti Networks. Ubiquiti radios are a point

    to point or point to multi-point wireless solution. The units are PoE powered. The Ubiquiti adapter utilizes

    outdoor rated Category 5E cable. Ubiquiti radios can transmit on multiple frequencies (900Mhz, 2.4Ghz,

    3Ghz, 5Ghz+) at sufficient bandwidth. The Ubiquiti NanoStation M5 radios provide a 43 degree horizontal

    beam of coverage as well as a 41 degree vertical beam of coverage which make them suitable for the point-to-multi-point applications proposed. Ubiquiti has a variety of mounting options and a low profile. With an

    easy to use web interface, the radios can be easily monitored and configured. DSS specifies the use of

    NanoStation M5 for this application. The NSM5 operates on the 5Ghz+ range to provide maximum

    bandwidth capabilities.

    Non Penetrating Roof Mount

    Ubiquiti radio relay nodes have been specified for continuous connectivity from Saratoga Library to City Hall.This installation on rooftops includes the use of non-penetrating roof mounts. This is a preferred mounting

    method to avoid any potential damage roof mounting can cause such as water damage and to allow for easy

    mobility of the radio. The mount is secured to the roof using concrete blocks as ballast to prevent any

    movement. The mast comes in a variety of lengths to achieve optimal line of sight. For this application, we

    have specified a 60 (or 5) height for the mast of the mount structure which will be sufficient for the roof

    locations chosen at City Hall and the Library. In addition, rubber mats have been included to protect the

    roof.

    Wireless Bandwidth Detail

    The camera system will transmit video data wirelessly through Ubiquiti NanoStation M5 radio links back to

    City Hall. This wireless network video data can be quantified into what is known as bandwidth. Each

    cameras video stream creates an estimated amount of data that DSS has compiled into a bandwidth

    estimate sheet (see below).

    Priority 1 Wireless Bandwidth

    For all Priority 1 wireless cameras DSS estimates a range of 13.25 16.78 Mbits/s (Megabits per second) will

    be reaching the Ubiquiti radios at City Hall. This is within range of the specified receiving capability of the

    NanoStation M5 radios. For both wired and wireless Priority 1 cameras the total bandwidth estimated at the

    City Hall network to be recorded on the new Exacq server will range from 22.3 28.26 Mbit/s.

    For all Priority 2 wireless cameras DSS estimates a range of 14.2 17.92 Mbits/s.

    Camera and Radio Mounting Asset Details

    Camera E1 shall be wired cameras as specified; E1 will be surface mounted on the City Hall and wired to the

    main IT closet.

    Cameras E2 and E3 will require a wireless network to transport the video from the cameras to City Hall and

    will be mounted to Traffic Department signal poles at the corner of Broadway & Caroline and Broadway and

    Division. DSS has verified a wireless line-of-sight between camera locations to City Hall.

    Cameras E4, E5, E6, and E10 cameras will be mounted on National Grid/Verizon owned poles and will

    require a wireless network to transport the video from the cameras to the South relay point off of the

    Saratoga Public Library (south) radio node, then to City Hall.

    Cameras E8 and E9 are mounted at the Parking Garage (owned by the City, Managed by DPW). A light pole

    exists at the corner of the top deck of the ramp where cameras can be mounted. These two cameras will

    also transmit video to the south Library radio node.

    Camera E7 will be mounted on National Grid/Verizon owned pole and transmit video to a wireless node at

    on the Library at the north location..

    E2 E10 camera locations require un-switched 110v power for the camera and radio equipment. The

    owner of the pole or mounting asset will be supplied by DSS with documentation that provides a

    specification for power required. DSS has communicated with National Grid/Verizon, Saratoga Department

    of Public Works, Traffic Department and Saratoga Public Library on the power requirements.

    In an effort to provide an optimal wireless network, DSS has completed site testing and verified line of sight

    and signal strength values at the following locations.

    Priority 1 Camera Locations Includes a Total of 5 Cameras (wireless only) and 1 wired

    For Priority 1 camera locations from Saratoga City Hall, specified radios point south down main street

    picking up cameras E2 (Caroline/Broadway) and E3 (Broadway/Division). A second set of radios create a

    wireless connection from city hall to the Public Library roof. From the Public Library roof radios will transmit

    Installation Logistics

    DSS will project manage and work closely with municipal and utility entities for the following:

    Coordination with National Grid & Verizon representatives Power/Telephone Poles

    Coordination with Saratoga Springs Traffic Department Traffic Signal Poles Coordination with Saratoga Springs Public Library - Roof for mounting radios Coordination with Parking Garage (Department of Public Works) Power and pole location

    Coordination will be necessary for:

    1. Any make-ready work (National Grid) to the pole prior to attaching cameras and wireless radios2. Location mounting rights and permission to do so from both National Grid and Verizon3. Power for radio locations on the Saratoga Springs Library roof top (un-switched power)4. Power demarcation at the Phila & Putnam camera locations (un-switched power)5. Power demarcation at the Broadway Traffic Signal Poles (un-switched power)

    On-site Logistics during Installation - vehicle traffic, pedestrian traffic and weather

    A bucket truck or man lift is required to install the cameras and wireless devices. DSS will coordinate with

    Saratoga Springs PD and Saratoga DPW to be sure the work site is safe.

    While an effort will be made to complete all work required at each location with a single visit, it should be

    expected that multiple visits may be required to optimize wireless signal strength as the wireless network

    grows. Interference from other wireless devices may affect signal strength values on the wireless network.

    Weather can play a large factor in this type of installation, specifically wind and moisture. The cameras andenclosures should be assembled and installed in dry weather conditions.

    Proposed Time line

    The project timeline includes the following stages:

    The City of Saratoga Springs would like to have this camera system operational by early summer of 2013. In

    order for this to occur, DSS recommends the following timeline:

    February 2013 Complete application and attachment requirement process for the Phase 1 CameraProject with National Grid and Verizon.

    March 2013 - Procurement of equipment will begin with delivery of cameras, accessories,enclosures and wireless equipment.

    March 2013 - Coordination will begin with Saratoga DPW and The Traffic Department to ensure allPhase 1 locations have the proper power requirements and connections installed ensuring they are

    ready for installation of camera equipment.

    March 2013 Equipment pre-assembly, testing and configuration. April 2013 - The installation of equipment will commence.

    The timeline for the priority 1 cameras would take approximately four weeks to complete with signal

    adjustments and modifications. DSS anticipates sign-off for completion of the Phase 1 project by the end of

    June 2013.

    Next Steps

    1. Saratoga PD submits project to Saratoga Design Review Board for approval (if needed).2. City of Saratoga Springs enters contractual agreement with DSS for project.3. DSS will work with the City to finalize any application forms and documentation with National Grid

    and Verizon that are required. Approval is required in order to proceed.

    4. DSS will coordinate with The Saratoga Springs Traffic Department to have 110v power installed atthe two designated traffic signal poles on Broadway.

    5. DSS will coordinate with The Saratoga Springs Department of Public Works to provide a constant110v power feed for the camera location at the Parking Garage at Phila and Putnam Streets.

    6. DSS will work with Saratoga Springs City officials and staff to coordinate any remaining details in thescope of this project.

    Summary

    The proposed city wide surveillance system will provide Saratoga Springs with critical video surveillance

    requested at the onset of this project. Given budget considerations, DSS has researched and specified

    cameras and wireless solutions that are reliable, rugged and will provide years of service for the City.

    The Exacq NVR and network configuration will provide the required network security that the Saratoga

    IT Department has requested. The Exacq NVR is an intuitive and easily managed system. Storage

    requirements for Phase 2 expansion have been included. Phase 2 cameras can be added to the system

    in upcoming budget cycles as funds become available. DSS anticipates the City of Saratoga Springs will

    experience marked benefits in having high quality camera coverage to help protect the City of Saratoga

    Springs, its property, residents and visitors.
