3) Have any budgetary provisions made to provide assistance for cooking cost, infrastructure,

procurement of kitchen devices/construction of kitchen-cum-store room/cooking

utensils/utensils for children to have food/ pure drinking water/ water for washing and

cooking food and washing utensils/ dining room, if yes give details. (Pl. Ref.Clause 2.6 of

Ans - Yes, Sufficient budgetary provisions have been made for cooking cost

&honourarium to cook-cum-helpers and construction of kitchen sheds. Govt. of India provides

100% assistance for cost of food grains, cooking utensils. Facility of drinking water has been

provided from SarvaShikshaAbhiyan. Details of Budgetary provision made for year 2016-17.(Rs.

Scheme. Director of Education (Primary) issues guidelines for implementation and monitoring of

the scheme regularly. By the circular dated 07/09/2016, Director of Education (Primary) issued

detailed guidelines regarding quality &hygiene. Instructions are also given in registers are

provided under the scheme at school level. Education officer (Primary) is nodal officer for the

implementing scheme at school level. Cooking agencies are selected by school management

committee. Decision has been taken to use centralized kitchen system in urban area.

6 Have any safety specification formulated for construction of kitchen-cum-store room

(Pl.Ref.Clause 2.6 r/w 4.2 & Ann. 9 of MDMS), if yes give details.

Ans -- All safety precautions have been taken while constructing kitchen cum stores.

Steps have been taken to use LPG for cooking in schools. Instructions are given regarding

precaution to be taken for hygienic food.

7) Has any system established for Food Corporation of India for continuous and un-

interrupted flow of foodgrains to all eligible schools and Centres, if yes give details. (Pl. Ref.

Clause 2.6 r/w 3.7 & 3.8 of MDMS)

Ans --- In Maharashtra rice is supplied at the school level by transporters appointed by

government.

8) Have any guidelines formulated to promote and facilitate peoples' participation in the

MDM Scheme, if yes give details. (Pl. Ref. Clause 2.6 r/w 3.9 & 4.4 of MDMS)

Ans -- School is monitored by school Management committee at school level. One of the

members of school management committee tastes the food daily before serving it to students.

Taste register is maintained at school level. Appointment of cooking agency is done by SMC. To

increase community participation programmee named 'SNEH BHOJAN' has been started from

August 2015. Social audit has conducted in tow district namely Pune and Latur.

9) Have any guidelines framed for preparation of nutritious and economical Mid Day Meal, if

yes give details. (Pl. Ref. Clause 4.1 of MDMS)

Ans --- Instructions regarding preparation of nutrition’s food are given by government

resolution dated 02/02/2011. Trading has been given to cook cum helpers regarding hygiene

and preparation of food has been given. Also detailed instructions are issued by Directorate of

Education (Primary) vide letter dated 7th September, 2016.

10) Has any IEC (Information, Education and Communication) activity undertaken to inform

the end beneficiary i.e. the child through the parents about their fundamental right to receive

and duty of the State to serve good quality of hygienic food in dignified manner, if yes give

details. (Pl. ref. Cl. 3.10)

Ans -- Instructions are issued by Directorate of Education (Primary) vide letter dated 7th

September, 2016.

11 ) Has any dedicated mechanism developed for public grievance redressal with wide

publicity and easy accessibility, if yes give details. Is there any separate web-site. (Pl. Ref.

Clause 6.3 of MDMS)

Ans -- Toll-free helpline for lodging complaints has been activated.

12) Have State Level, District Level and Block Level Steering-cum-Monitoring Committees been

Ans -- In school Management committee meeting instructions are given to mother

parent remain present in the school while preparation of meal & to take taste before serving

the meal & take a note in the register.

14) Does the State Government prepare and send all necessary information to MHRD in the

manner as required under Para 5.1 r/w Ann. 11 and Para 5.4 r/w Form 1-3 of MDMS. Has any

State Level Portal made to make available all this information for public at large?

Ans --State sent Monthly Progress Report (MPR) and Quarterly Progress Report (QPR)

regularly to GOI in prescribed pro forma. At school level information available & publish on

school notice board. Work of designing web site is going on. After completing it is available at

state level.

15) What is the status of setting up of dedicated website for MDM at State level linked with

districts, please furnish the website address.

Ans -- State Level dedicated portal for MDM has been available.

16) What are the steps taken for training of cooks-cum-helpers on continuous basis on Food

Safety and Hygiene (Pl. ref.guidelines dated 13.02.2015 of MDM Division, MHRD.

Ans -- Training of cooks cum helpers regarding food safety and Hygiene has been

organized at each block level in the year 2014-15.

17) Is there any consequential provision of law in case a person is found guilty of not properly

implementing various aspects of the Mid Day Meal Scheme? If not, then is the State has any

proposal to bring such law in force for ensuring better implementation of MDM Scheme.

bodies & NGO & State government. There are specific rules regarding establishment matter to

take action against the guilty person. Such rules are i.e. Maharashtra Employees Private School

1981 Rule & 1977 Act, Secondary School Code & Maharashtra Civil Service Rules. As per Indian

Pinal Code These rules & acts are used to take the action against the person who found guilty

while implementing the MDM Scheme.
