    I invite you and your family and friends to celebrate the new fall season with us as we welcome the return of Movies in McCoppin in partnership with the People of Parkside Sunset (POPS formerly Taraval Parkside Merchants Association).

    In its third series, Movies in McCoppin features a movie every Friday evening in October at McCoppin Square (Taraval Street between 23rd & 24th Ave) along with discounted movie snacks from various Sunset merchants and the opportunity to meet furry companions brought by Animal Care & Control. This year, we have selected four feature films that represent new and old classics:

    October 4: BraveBrave is the newest animated feature film from Disney and features Merida, an impulsive young lady born to Scottish royalty. Defiant and headstrong, Meridas actions constantly cause trouble for her family, particularly her mother, Queen Elinor. Merida seeks to discover the true meaning of bravery and the power of familial love.

    October 11: Hocus PocusA 1993 film that continues to be a Halloween treat, Hocus Pocus antagonists are three resurrected witches played by Bette Midler, Kathy Najimy, and Sarah Jessica Parker who wreak havoc on the children of Salem, Massachusetts. It s up to teenager Max Dennison, his little sister Dani, and a talking black cat to foil their devious plans.

    October 18: Oz the Great and PowerfulA retake on a familiar classic, Oz the Great and Powerful follows Oscar Diggs, a small-time circus magician with questionable ethics, who is transported to Oz where he meets three witches. Drawn into the battle Ozs inhabitants are facing, Oscar must transform himself into the great wizard they are expecting and ultimately a better man as well.

    October 25: The Birds Celebrating its 50th anniversary, this 1963 Alfred Hitchcock classic helped make our feathered friends one of the most terrifying villains in horror movie history. The story begins in a San Francisco pet shop and reaches a climax in Bodega Bay, where hundreds of birds unexplainably start attacking residents. You may never look at a seagull or snowy plover the same way again

    Well start showing the movies after the sun sets (around 6:45 p.m.), but the fun starts at 5:30 p.m. when you can choose a comfy seat in the grass, pick up a discounted coupon for movie treats from our local merchants, and meet representatives from our office, POPS, and Animal & Care Control. On October 4th and 25th, you can bring your children early to do arts and crafts with staff from the Parkside Library. Each Friday, Parkside Tavern is generously supplying the movie popcorn, and Rolling-Out Caf will be there with hot chocolate!

  • In past newsletters, we described our neighborhood planning process to create The Sunset District Blueprint, which you can read more about at http://www.sfbos.org/index.aspx?page=14943. In September, we talked about Economic Development at Rolling-Out Caf, and we had a great turnout. Representatives from the Office of Small Business, the Office of Economic and Workforce Development, and the Planning Department came out to talk with the community about what we can do to bolster

    our small businesses and commercial corridors out in the Sunset District.

    Our fourth community workshop is coming up, which will focus on Children & Families, and will take place on Thursday, October 17th, from 6:30pm 8:00pm at Ortega Branch Library, 3223 Ortega St. at 40th Ave.

    We hope you can join us for this workshop, which will focus on early care, education, youth leadership, youth development, violence prevention and intervention, after-school programs, family support, monolingual services, medical services, senior support, programming, parks and recreation, and pets and animals.

    As in past meetings, participants will have the opportunity to talk with City agency representatives, our office, and neighbors to brainstorm ways in which we can improve the economic development of the Sunset District.     Announcing New Pilot Program from the Office of Supervisor Tang...

    Front Yard Ambassadors Program: Apply Now!

    When you walk around the Sunset District, you may notice that many homes have an adjacent front yard. Decades ago, each house had a neatly maintained lawn; but over the years, many lawns have been replaced by concrete.

    Removing concrete and adding landscaping to your yard provides many benefits to our community. While beautifying the neighborhood, these yards also create permeable surfaces that take pressure off of our combined sewer system.

    Our office wants to give Sunset residents an opportunity to green their front yard and beautify our neighborhood with the help of our office, and experts like the Public Utilities Commission, Friends of the Urban Forest, and the Surfrider Foundation. If you are interested, please fill out an application on our website before October 31st. Applicants are required to work with their neighbors to submit a minimum of five applications per block.     On September 20th, Supervisor Tang convened a field trip for our Sunset Principals and Parent Teachers Association leaders to experience a behind-the-scenes tour at the new Exploratorium at Pier 15. This

    annual field trip is designed to bring our school leaders together to meet each other, build relationships, and exchange ideas to improve our schools. Our office hopes to continue working closely with our school communities to improve the lives of students and their families.

  • Along with city and state officials, community members, WalkSF, and Principal Ishibashi and students from Lowell High School, we unveiled the newest pedestrian safety

    improvements made to Sloat Boulevard. One noticeable improvement is a new mast-arm traffic beacon located at Sloat Boulevard and Forest View Drive. The High-Intensity Activated Crosswalk (HAWK) beacon system is the first of its kind in San Francisco and only the second in California. Other improvements at the intersection include an extended median, bulb-outs on three corners, pedestrian countdown signals, ADA-compliant curb ramps, high-visibility crosswalks, and additional streetlights.

    How the High-Intensity Activated Crosswalk (HAWK) beacon works:

    1. The signal is activated by a pedestrian trying to cross Sloat Boulevard

    2. When the beacon starts flashing yellow, it warns drivers that a pedestrian is about to cross

    3. When the beacon turns into a solid red, drivers must stop for a pedestrian. Pedestrians will see how much time they have to cross Sloat with a new pedestrian countdown signal.

    4. When the beacon is flashing red, drivers can proceed through the intersection with caution

  • Hello! My name is Michel Li, and I have the honor of representing District 4 as Youth Commissioner this 2013-2014 term. As Youth Commissioner, I am able to bring my different experiences and love for our community to the entire Commission. This term, I hope to integrate the District 4 community into the San Francisco community as a

    whole, and display the vibrant, diverse community that is ours. I hope to bring awareness of the things going on in City hall to the Youth of District 4, and as a result get them involved and as excited about them as I am! Specifically, I hope to turn my focus towards immigrant rights- to establish and ensure a trusting, reputable relationship between immigrants and the government.

    Currently, I am a junior at Lowell High School. There, I am the vice president of Heart In Motion, a volunteering club, am a peer mentor, and also a CSF student tutor. Through the

    Lutheran Church of the Holy Spirit, I have been able to be a tutor and supervisor for their H-U-L (Help-U-Learn) after school tutorial. Aimed towards parents who may not have the best paying jobs, our program seeks to provide a fun, educational, hands on program that allows kids to establish vital bonds with their tutors and each other. Additionally, I am a Counselor for the summer camp at the same church. Our goal is to allow kids to discover new things about the world and themselves, in a safe and fun environment. In my free time, I enjoy singing, drumming, painting, and reading. However, my favorite things in the entire world are walking my dog-anywhere, any place, any time, and training my newborn baby sister to be the next President of the United States.

    Returning this year for the second time, the Soapbox Derby is sure to be a huge hit! Some may remember former Supervisor Carmen Chu racing down 20th Avenue alongside many other impressive soapbox racers. The Friends of Larsen Playground are gearing up to close the funding gap by hosting another round of this fun, family friendly and FREE event!

    Come to the Soap Box Derby on Sunday October 27th from 11am until 3pm. Build a derby car, buy some Larsen Playground swag, donate to the campaign, or simply show up to the event. We are also looking for volunteers for the day of the event, so please get involved if you are able by calling (415) 554-7460 or emailing [email protected].   • Bicycle Tour A Spin Around the Sunset

    On Saturday, October 19th, join Supervisor Tang and the San Francisco Bicycle Coalition for a spin through the Sunset! This event is designed to teach riders basic urban bicycle

    riding skills, as well as show Sunset residents the best way to reach the downtown area via bicycle. You will experience the joys of using a bicycle to get around the neighborhood while stopping at local businesses along the way and

    traversing the best the Sunset has to offer.

    Riders can meet at any of the following stops and join the group at any point during the ride. Riders can choose to end their ride in the Sunset or continue with the group to City Hall. People of all abilities will enjoy this ride, especially new riders looking for to try biking in the comfort of a group.

    Meet at any of the following locations at the designated times. Our group will pick riders up along the way, and stop at local businesses to meet our fellow cyclists and to pick up any coffee or refreshments.

    The Sunset has a thriving small business community. With great food and services, convenient parking, and two streetcar lines running through the District, we have a lot to offer shoppers. Unfortunately, one of the most common concerns is that our corridors are not clean enough.

    According to city code, business owners are responsible for the sidewalk area from their storefront to the curb, and this includes cleanliness and sidewalk repairs. It is extremely important that our merchants take pride in their storefronts and the cleanliness around them. However, we want to provide extra support in the form of weekly steam cleaning to ensure our corridors are clean, attractive and inviting to everyone.

    Through Supervisor Tangs advocacy during the last budget process, the Department of Public Works began weekly steam cleaning services in September along the Irving, Noriega and Taraval corridors.. We want to thank the Department of Public Works for helping us keep our neighborhoods clean and for supporting our local businesses.

  • In 2011, the Golden Gate National Recreation Area (GGNRA), one of the largest urban parks in the world, initiated a process to draft a Dog Management Plan. The plan was intended to determine the manner and extent of dog walking in appropriate areas of the park. The goal was to develop a clear enforceable policy that provides a variety of visitor experiences, including areas where dog walking is not allowed, reduces conflicts, improves safety, and promotes preservation

    and protection of natural and cultural resources and natural processes.

    A draft Dog Management Plan/Environmental Impact Statement (draft Plan/DEIS) was released for public comment in 2011. The public was able to submit their comments electronically, in person at public meetings, and via mail. The GGNRA received about 8,000 comments contained in 4,700 responses.     The National Park Service recently announced a 90-day public comment period for the Draft Dog Management Plan/Supplemental Environmental Impact Statement (draft Plan/SEIS). The second draft plan/SEIS provides a second opportunity for public comment before the NPS issues a Notice of Proposed Rulemaking, the final plan/EIS and record of decision, and final rule. Public comment will be accepted through December 4, 2013. The NPS will accept all comments related to the Dog Management Plan, but encourages you to focus your comments on the changes in the draft plan/SEIS that were made as a result of the comments on the 2011 draft EIS.   • See Supervisor Tang swim with the fish of the Amazon on the Sunset District FREE day, Saturday October 12th at 11:30am!It is a little known fact that Supervisor Katy Tang has her scuba

    diving certification. A former swim instructor, Supervisor Tang truly enjoys being in the water and has decided to take the

    plunge at the California Academy of Sciences.

    Step inside the rainforest dome, the largest spherical rainforest exhibit in the world, teeming with 1,600 live

    animals. Each level represents a different rainforest around the world Borneo, Madagascar, Costa Rica

    and the Amazon. View free-flying birds and butterflies, chirping frogs, spinning spiders and tropical plants galore as you wind your way through the

    treetops. At the end, take the elevator down to the 100,000 gallon Flooded Forest tank, where hundreds of tropical freshwater fish (and Supervisor Katy Tang) cruise overhead.

    Staff and volunteer divers like Supervisor Tang manually clean the Amazon Flooded Forest windows to keep them algae-free about three days per week. Each dive lasts about 30 minutes to an hour and takes quite a bit of elbow grease!

    Come over to the Academy on Saturday October 12th at 11:30am to watch your District Supervisor make a splash! The California Academy of Sciences is free to 94116 and 94122 residents on October 11, 12 and 13. All adults wanting to enter the Academy for free will need to show proof of address in the form of the following itemsor combinations:

    Department of Emergency Management Hazard Mitigation Plan Update

    The Department of Emergency Management (DEM) leads San Franciscos preparedness, response, and recovery for every day and not-so-everyday emergencies. DEM is updating our City s Hazard Mitigation Plan, which describes our City s natural and human-made hazards, identifies actions we can take to reduce their effects, and establishes a process for implementing the plan. With a complete and approved plan,

    San Francisco is eligible for federal hazard and flood mitigation funding before and after a Presidentially-declared disaster.

  • Hidden Garden Steps Project Nearing Completion By: Paul Signorelli

    Installation of the 148-step ceramic-tile Hidden Garden Steps mosaic to be permanently placed on the 16th Avenue steps between Kirkham and Lawton streets is within sight. Work on the steps could be complete this fall, but may be delayed until the spring after the rainy season.

    The mosaic itself will be completed in the studios of project artists Aileen Barr and Colette Crutcher. Funding for the final phases of the $300,000 project has been secured through a $32,500 grant from the Community Challenge Grant program and a final burst of donationsnearly $10,000as tile sales concluded at the end of July 2013.

    Visitors may have noticed work going on around the steps as this community-based volunteer-driven project of the San Francisco Parks Alliance and Department of Public Works (DPW) Street Parks Program has moved close to completion. DPW staff have completed erosion-control work, including newly-added terracing, along the top third of the Steps; have been meticulously repairing numerous chips and cracks on the entire cement-stair structure that was originally installed in 1926; and have replaced a badly damaged retaining wall, an entire flight of steps, and cracked drainage gutters. The number of pedestrians using the stairs appears to be increasing significantly, and increasing numbers of birds and butterflies are appearing as onsite plantings and clean-ups continue.

    Neighborhood supporters attending a preview of completed sections of the ceramic-tile mosaic in the St. John of God community meeting hall in the Inner Sunset District on Saturday, July 20th enthusiastically responded to the

    beauty of what Barr and Crutcher have created, donated nearly $5,000 more that afternoon toward completion of the project, and participated in hand-stamping their names and inscriptions into tiles they supported through

    their donations. Enthusiasm and anticipation continues to build on a daily basis as onsite visitors see the progress DPW employees and volunteers are making on the structural repairs and the expansion of gardens

    on either side of the Steps.

  • Bill Barnickel is a longtime member and former president of the Outer Sunset Merchant and Professionals Association (OSMPA) and is a strong advocate for the Irving Street corridor. Bill has also been a big supporter of our police department and the officers that keep the City safe. Earlier this year, Bill organized a luncheon to honor four retiring officers that had given wonderful service to the Sunset and the entire City.

    On September 11th, Bill attended a Police Commission meeting for a surprise commendation. For years, Bill has selflessly given his time and support to our community and our officers, and it was an honor for the City to recognize his efforts and to simply say thank you. Bill says As long as I still have the passion and drive I will continue on working with the community and especially with SFPD. We are honored to have Bill as part of our Sunset community!

    San Francisco Police Commission Honors Bill Barnickel

    Last month, Mayor Lee announced the release of the Open311 Platform for San Francisco; which creates a SF311 mobile app for San Franciscans to use. This new app helps San Franciscans access the 311 site, which provides city information, problem-reporting services, and service request tracking from the convenience of their Smartphone.

    In 2007, the City and County of San Francisco created the 311 Service Center to provide one-stop city services to the general public. Over the past six years, the 311 Service Center has answered over 15 million calls and requests from San Franciscans over a multitude of issues, such as information about The City; or to report problems that the public would like to see fixed. The new 311 app now allows residents and visitors to both quickly and easily submit questions and requests to 311. For service requests, users are now able to attach pictures as well as a map-based location to their applications; as well as receive notifications when the issue is resolved. The new 311 app also provides a new method for residents to communicate to 311 as the Smartphone app adds to the multiple ways folks can already connect to 311 (including calling or submitting applications online, or through social media platforms such as Facebook).

    The new 311 app can be downloaded for FREE on both Apple and Android devices, so if you want to connect even more with your city, hop on over to your respective app-stores (the iTunes App Store for Apple products or the Google Play Store for Android devices) to download!   • Coyotes in the Community

    Sightings of coyotes and their pups have occurred throughout the years in places like Golden Gate Park, along Sunset Boulevard, and even along Ocean Beach. In fact, coyotes are a natural part of our urban setting, and have only made a comeback in more recent years. Although its hard to shy away from these adorable pups and their parents, it s important to keep coyote-human relationships a fearful one.

    Pup rearing season occurs from April through August and causes coyotes to be more aggressive towards humans and their pets. Keeping coyotes fearful of humans is very important in keeping you, your pets, and the coyotes safe. Here are a few common sense tips:

    NEVER FEED COYOTES . Keep garbage/compost lids secure and bring in any pet food dishes at night. It is unlawful to feed coyotes, or to harass or injure them.SCARE THEM OFF . If you encounter a coyote, vex them. Make loud noises, wave your arms, and throw something (to scare, but not to hit the animal). KEEP PETS ON A LEASH . Keep smaller dogs on a short leash so if you spot a coyote, you can easily swoop them up. Avoid active coyote areas when walking pets. Keep pets indoors at night.NEVER INTERACT . It is not normal for a coyote to be very interested in humans or their pets. Never leave small children unattended. Do not turn your back or run from a coyote.

    CALL ANIMAL CARE AND CONTROL. If a coyote is acting aggressively or exhibiting strange behavior, please call Animal Care and Control at (415)554-9400. To report a sighting, email the date, time, location, and any other details to [email protected].

    Coyotes are shy animals and not known to be aggressive, but they will exhibit assertive behavior when threatened or when protecting their young. Some examples of acceptable behavior include: vocalizing alone or in groups, retreating at the sight of a human, maintaining distance from humans, assertive behavior or aggressive behavior followed by retreat, curiosity while human takes no aggressive action to drive the animal away, among other natural behaviors.     The San Francisco Transportation PlanUpdateThe San Francisco County Transportation Authority (SFCTA) is responsible for long-range transportation planning for the City and has several roles as our county transportation agency:

    Administer and oversee the delivery of Prop K half-cent local transportation sales tax and New Expenditure Plan, which was passed by 75% of San Francisco voters in 2003. Develop and administer the Congestion Management Program (CMP). Track transportation system performance to ensure the City gets good value for its investments. Prepare a long-range Countywide Transportation Plan to guide future investment decisions. Serve as the Program Manager for grants from the Transportation Fund for Clean Air (TFCA) and approve funding for projects that benefit air quality.Serve as the administrator of Proposition AA, the $10 annual vehicle registration fee, passed by voters in 2010.

    The SFCTA Authority Board consists of the eleven members of the Board of Supervisors, sitting as commissioners of the Authority. The Authority Board has three standing committees and one special-purpose select committee.

    The San Francisco Transportation Plan (SFTP), one of the responsibilities of the SFCTA, is currently in the process of being drafted with input from the public, other agencies and stakeholders. The SFTP is the 30-year outline for the future of San Franciscos transportation system. The five recommendations of the SFTP are:

    Stability in transit operations and maintenance.1.Operating costs are unsustainable, and we need more service. Prioritize maintenance funds for mid-life maintenance to increase available vehicles and reduce turnbacks affecting outlying neighborhoods.Coordinated street delivery for better safety, citywide.2.Support the City s Pedestrian and Bicycle Strategies and coordinate street maintenance, safety projects, and neighborhood enhancements to address transportation system disparities.Community partnerships for trip reduction.3.Collaborate with and empower the private sector to increase support for cost-effective trip reduction partnerships. Efficient use of street space for all modes.4.Address bottlenecks with modification to rail alignment and signals. Dedicate a lane on freeways in San Francisco to carpoolers.Project delivery and revenue strategies.5.Consider a range of approaches to paying for and delivering projects to streamline project delivery and manage schedules and budgets effectively. Strategize to seek new revenues.

    The SFTP also consists of an Early Action Program (EAP) which represents the first five years of investments and will include funding for transportation improvements in every part of the city from 2014-2019. The SFTP is currently in its draft form and the SFCTA is seeking input from the community. The Authority will lead a number of open houses focusing on the draft SFTP and EAP, including:
