1 INTRODUCTION
1.1 Object
1.1.1 This Technical Specification, along with I-ET-3010.00-1200-813-P4X-001 - GENERAL CRITERIA FOR FLOW METERING SYSTEMS, describes the minimum requirements for supplying of the complete FMS Automation System for the UNIT’s Flow Metering System (FMS).
1.1.2 Documentation, Acceptance Tests, Training, Integration and Assembly Services shall be according to I-ET-3010.00-1200-813-P4X-001 - GENERAL CRITERIA FOR FLOW METERING SYSTEMS.
1.1.3 The FMS Automation System is part of the Flow Metering System. For further details about the whole FMS, see the followings documents:

1.1.4 SUPPLIER shall provide the inspection and approval of the whole system by ANP, INMETRO and PETROBRAS including all calculation reports.
1.1.5 FMS scope of supply shall be according to I-ET-3010.00-1200-813-P4X-001 - GENERAL CRITERIA FOR FLOW METERING SYSTEMS.
1.2 Definitions
1.2.1 Refer to I-ET-3010.00-1200-940-P4X-002 - GENERAL TECHNICAL TERMS for the definitions of words in upper-case that are not defined below.
FISCAL MEASUREMENT
Measurement of the gas and oil production volume where the government requires taxation payments.
ALLOCATION MEASUREMENT
Measurement used to determine the volume of production to be allocated at each field in a group of fields or at each well within the same field.
OPERATIONAL MEASUREMENT
Measurement used for production control purposes.
CUSTODY TRANSFER MEASUREMENT
Measurement used for change of the ownership of the transferred fluids

2.2.2.1 Any discrepancy between documents shall be informed to PETROBRAS. SUPPLIERS shall not proceed with any such aspect of the work until receiving answer from PETROBRAS.
3 ENVIRONMENTAL AND OPERATING CONDITIONS
3.1 For operating and environmental conditions refer to I-ET-3010.1M-1200-800-P4X-001 – INSTRUMENTATION ADDITIONAL TECHNICAL REQUIRIMENTS.
3.2 Flow Metering System shall be fed according to I-ET-3010.00-1200-813-P4X-001 - GENERAL CRITERIA FOR FLOW METERING SYSTEMS.
3.3 FMS panel shall condition and supply 24 Vdc to automatic samplers (AX) and condition and redistribute 220 Vac @ 60 Hz to analyzers and heaters when needed. For the compact provers a 480 Vac @ 60hz power supplies shall be available.
4 AUTOMATION SYSTEM OF THE FMS
4.1 Flow Metering System Panel (PN-1223001)
4.1.1 The Flow Metering System (FMS) Panel (PN-1223001) shall be installed indoors, in an air conditioned area, at the AUTOMATION & ELECTRICAL PANELS ROOM (AEPR).
4.1.2 The FMS Panel shall accommodate the following components:
FMS LAN Ethernet Switches;
FMS Workstation Servers;
Multiplexers;
KVM;
Local HMI;
All FMS Flow Computers;
FMS PLCs;
Power Supply Conditioning Circuits and Components;
Optical Converters;
Any other component necessary for adequate functioning, maintenance and ergonomics of the panel.

4.2 Flow Computers
4.2.1 There shall be independent flow computers for:
Crude Oil to cargo tanks fiscal metering;
Diesel service line fiscal metering;
Crude Oil allocation metering;
Offloading custody transfer metering;
Crude Oil and Water operational metering.
Flare Gas fiscal metering;
Gas fiscal metering;
Gas allocation metering;
CO2 and Gas operational metering;
4.2.2 Flow computers shall be installed inside FMS Panel and shall be linked to the FMS Monitor (PN-1223002 installed at CCR-OA) and Topsides SOS HMIs (PN-5523002A/E and Topsides Main HMI installed at CCR-OA). For further details, see:

4.2.3 In specific situations, flow computers shall have analog outputs to send the instantaneous flow rate to CSS – PCS in order to control process variables. For further details, see ANNEX I (METERING LOOPS) and Piping and Instrument Diagrams (item 2.4.2).
4.2.4 PIT and TIT of flare gas communicate with the flare gas flow meter, which communicates with its respective flow computer on FMS Panel via MODBUS-RTU (RS-485). The flow computer shall use the uncorrected flow rate for the calculations.
4.2.5 All flow computers shall have Gigabit Ethernet and USB 3.0 (HOLD) communication interface in order to allow notebook or hand-held connection for ANP audit purposes.
4.2.6 Each FQIT in the P&IDs is related to a metering point. For flow computer quantity estimation, refer to ANNEX I (METERING LOOPS).
4.2.7 Each flow computer shall communicate to a minimum of 4 flow loops, plus calibration loop. For dimensioning criteria, it was assumed that each flow computer communicates to a maximum of 4 flow loops plus calibration loop.

4.3 Communication Architecture and Network Requirements
4.3.1 A redundant network (FMS LAN) shall be supplied for the Flow Metering System.
4.3.2 All switches on the FMS LAN shall be of the manageable type and shall be able to manage Gigabit Ethernet links.
4.3.3 Flow computers shall communicate with the FMS Workstation, Topsides SOS HMIs, Topsides Main HMI and the Corporate Network by Gigabit Ethernet links, through the FMS LAN.
4.3.4 Flow computers shall be connected to the FMS LAN by Gigabit Ethernet.
4.3.5 The FMS PLC connection to the FMS LAN shall be redundant. The PLC shall communicate with the Flow Computers and FMS Workstation Servers by OPC-UA.
4.3.6 There shall be a redundant connection between the FMS LAN and the FMS Workstation Servers.
4.3.7 The Flow Metering System Workstation Servers connects to the Local HMI and to the Flow Metering System Monitor PN1223002. This communication may be by means of a proprietary protocol.
4.3.8 The FMS Workstation shall be extended to the CCR-OA by means of a KVM. The KVM shall be installed in the CCR-EA inside the Hull SOS Servers Panel PN-5523501.
4.3.9 The interface with Topsides SOS HMIs PN-5523002A/E and Topsides Main HMI PN-5523003 shall be made through Package Units LAN (for details see I-DE-3010.1M-5520-800-P4X-002 - AUTOMATION AND CONTROL ARCHITECTURE). The FMS LAN Switches shall be connected to the Package Units LAN. This communication shall be implemented as a Gigabit Ethernet link.
4.3.10 FMS LAN shall be connected to two switches on the Package Units LAN ring. For additional information see I-DE-3010.1M-5520-800-P4X-004 - NETWORK INTERCONNECTION DIAGRAM.
4.3.11 FMS data shall be available on PI. Connection of PI to SOS Supervisory LAN and data transmission to onshore applications shall be according TO I-DE-3010.1M-5520-800-P4X-004 - NETWORK INTERCONNECTION DIAGRAM.
4.3.12 FMS data shall also be transmitted to Corporate Network by Package Units LAN for XML file generation by ARQMED and posterior ANP transmission. (HOLD)

5 FLOW METERING SKIDS
5.1 Diesel Flow Metering Skid (Z-5133001)
5.1.1 The Well Service Pump Metering Skid / Diesel Metering Skid (Z-5133001) shall be composed of a fiscal turbine flow meter (FIT-5133001) HOLD and a turbine Master Meter (FIT-5133002) HOLD.
5.1.2 An Automatic Sampler (AX-5133003) HOLD shall be provided previous to the Well Service Pumps (B-5133001A/B) and to the Well Service Booster Pumps (B-5133002A/B). For more details see I-DE-3010.1M-5133-944-P4X-001 – DIESEL INJECTION SYSTEM. The Automatic Sampler (AX-5133003) HOLD is part of the FMS scope of supply.
5.1.2.1 The Automatic Sampler (AX-5133003) HOLD shall receive a 24 Vdc power supply (see item 3.3) from the FMS Panel (PN-1223001).
5.1.2.2 The Automatic Sampler (AX-5133003) HOLD shall send two discrete signals (LSH-5133001-1/2) HOLD to the FMS PLC indicating that the respective sampling bottle is full.
5.1.2.3 The Automatic Sampler (AX-5133003) HOLD shall send analogue 4-20 mA signal(s) to the FMS PLC and shall send to and receive from the FMS PLC discrete signal(s).

5.1.3 The Diesel Metering Skid (Z-5133001) shall receive, from the FMS Panel (PN-1223001), all necessary power supplies up to 220 Vac for adequate functioning of its instruments and other components (see item 3.3). In case power supplies of higher voltage are necessary, these shall be provided by the electrical system panels.
5.1.4 A discrete signal from the FMS PLC shall be sent to the Diesel Metering Skid (Z-5133001) in order to control internal XVs.
5.1.5 The Diesel Metering Skid (Z-5133001) outputs include analogue 4-20 mA signals from the PITs and TITs and pulses from turbine meters to the Crude Oil and Diesel fiscal metering flow computers. There shall also be an analogue 4-20 mA output from the skid’s PDITs to the FMS PLC. A discrete output shall be supplied from the skid’s limit switches to the FMS PLC.
5.2 Offloading Flow Metering Skid (Z-1359501)
5.2.1 The Offloading Transfer Metering Skid (Z-1359501) shall be composed of 4 (four) custody transfer turbine flow meters (FIT-1359501A/D), a removable spool, a Compact Prover (U-Z-1359501), a BS&W Analyzer (AIT-1359503) and an Automatic Sampler (AX-1359504). For more details see I-DE-3010.1M-1350-944-P4X-003 – MAIN CARGO SYSTEM.
5.2.2 The removable spool is to be replaced by the Free Water Separator (SG-1223001) crude oil operational meters (FIT-1223054-1/2/3) for calibration using the Compact Prover (U-Z-1359501). For calculation purposes, a virtual tag FIT-1359502 shall be implemented on flow computer for its calculations. There shall be installed locally pressure and temperature transmitters (PIT-1359502 and TIT-1359502) for these calculations and flow correction.

5.2.5 The Automatic Sampler (AX-1359504) shall send two discrete signals (LSH-1359501-1/2) HOLD to the FMS PLC indicating that the respective sampling bottle is full.
5.2.6 There shall be one analogue 4-20 mA output from each FV positioner, PIT and TIT on the skid, analogue pulse outputs from the turbine flowmeters and a discrete signal for the Malfunction Unit Alarm (UAM) of BS&W analyzer (AIT-1359503) to the offloading custody transfer flow computers. There shall be a discrete output from the automatic sampler and a discrete output from the limit switches to the FMS PLC. The Automatic Sampler (AX-1359504) HOLD shall send two discrete signals (LSH-1359501-1/2) HOLD to the FMS PLC indicating that the respective sample bottle is full.
5.2.7 There shall be a MODBUS-RTU communication between the BS&W analyzer (AIT-1359503) and the FMS PLC.
5.3 Fiscal Metering Skid (Z-1212001)
5.3.1 The Fiscal Metering Skid (Z-1212001) shall be composed of 3 (three) parallel fiscal turbine flow meters (FIT-1212001A/C), one removable spool parallel to the flow meters, a Compact Prover (U-Z-1212001), a BS&W Analyzer (AIT-1212001) and an Automatic Sampler (AX-1212002). 5.3.6 There shall be a MODBUS-RTU communication between the analyzer on the skid and the FMS PLC.
6 WARRANTY
6.1 SUPPLIER shall give warranty for all components of this supply’s scope, even for equipment or device furnished by others, up to 24 (twenty four) months from delivery or for 12 (twelve) months of operation.
6.2 This warranty shall cover fabrication or installation problems, as well as any service included in the scope of supply.
6.3 SUPPLIER shall warranty the supply of spare parts, at least, for up to 10 (ten) years after the acceptance test date, and technical assistance at installation site performed by qualified and certified maintenance staff, when requested.
6.4 During warranty period, any defective part shall be changed for a new one, within 1 (one) week, after the problem is reported.
7 PACKING REQUIREMENTS
7.1 On completion of FAT all equipment shall be prepared for shipment and storage.
7.2 Equipment supplied loose shall be packed and crated for transport. In addition, if some rack equipment is susceptible to transport damage, it shall be removed from the system rack for separate packing and crating.
7.3 In order to prevent corrosion, VCI shall be used adequately, where applicable, as part of preparation for shipment and storage instead of desiccants such as silica gel. The later shall be used only in cases where VCI is not applicable. Both VCI and desiccants must not be used together for protecting the same compartment. PRELIM
