The recent catastrophic gas main blast in East Harlem is yet another

tragic reminder of our nation’s severely aging infrastructure.

According to reports, the gas main in question — a cast iron pipe

installed in 1887 — was used extensively by Consolidated Edison, the

huge natural gas supplier of New York City. It was unclear at press time

whether it had anything to do with the explosion. But the main was 127

years old, and common sense should tell us that it probably was a factor.

Just a day before the explosion, the Center for an Urban Future

released a report about the City’s aging infrastructure. In it, the New

York-based group said an estimated $47.3 billion is needed over the next

five years to upgrade the City’s infrastructure. (Nationally, by the way,

it’s estimated that we need anywhere between $3 trillion to $5 trillion

over the next 20 years to upgrade the U.S. water and wastewater sys-

tems. This according to the Competitive Enterprise Institute.)

Just after the explosion, consternation and finger-pointing began. U.S.

Rep. Charles Rangel expressed shock and dismay that the City was

using pipes built in the 1800s. NYC Mayor Bill de Blasio blamed the

federal government, saying it’s their responsibility to provide more

money to cities for repair and upgrades to infrastructure. D.C., in gener-

al, then proceeded to do nothing.

When solutions are proffered, tax increases inevitably come up and

that’s a deal killer in D.C. But we can’t just tax our way out of this mess,

anyway. Taking that $3 trillion number above: According to the Bureau

of Labor Statistics, currently there are about 147 million people in the

workplace. To get to $3 trillion (on the low end of what’s needed), those

of us with jobs would have to contribute approximately $20,000 each

over the course of 20 years.

But maybe not looking at the big picture and thus getting frightened

and frustrated over the huge hole we’re in could be the way to start.

Every tax season, we’re asked if we want to donate $3 to the presiden-

tial election campaign. Perhaps, we could do the same but with infra-

structure. Sure, that’ll be a proverbial drop in the bucket but the cost of

doing nothing or very little is just too high. P

Locally, the town of Fenner is well known for two things: a tremendousamount of snowfall —often approaching in excess of 200 inches a year, thesecond highest snowfall totals for a township in New York State —and windfarms. The town hosts one of the first wind farms in New York State, withapproximately 20 windmills, which can be seen from almost any spot in thetownship.

When Frank Hyatt came to office as the highway superintendent in1998, which was just before the construction of the windmills, the town’sequipment fleet was not as up to date as it should have been. With thewindmills came $200,000 a year worth of new revenue to the small town-ship. The improved cash flow allowed Frank and the town board to focuson the four aging Oshkosh trucks and the small six-wheel dumps that werebeing used to maintain the town’s infrastructure.The construction of the windmills also had a positive impact on thetown’s roads and bridges.

At the time, the town had 16 miles of dirt roads and many of thetown’s paved roads were built on a shale base and were in no condi-

tion to handle equipment like the 300-ton Manitowoc cranes. “I made sure at road crossings they covered the road with at least two

feet of gravel to protect the road. We were working with the contractoron every phase of construction.”

Many of the roads were destroyed by the construction work, whichhad been planned for and budgeted for by the windmill company. Thecompany rebuilt the roads to higher specs than they were originally builtto, leaving the town with roads that were in the best shape they had everbeen in and the 16 miles of dirt roads were at least covered with oil andstone.

During his tenure, Frank has started a milling program of roads thatneeded new construction due to the shale that was used to build themdecades earlier. He also changed a seasonal road into a permanent roadby widening the one lane and removing more than 60 trees. Gravel waspurchased from a local farmer.

York State’s better wind sites. The community investigated the projectand weighed its impact on the community and its residents. The windfarm was built in 2001. Thirteen years later the land is still usable foragriculture and the community is reaping economic rewards. In additionto improved roads and new jobs, the windmill companies distributeannual funds to the township in lieu of paying taxes. The windmills haveeven created a little bit of tourism traffic to the area from curiosity seek-ers. A park known as the Free Center has been constructed to provideinformation about wind energy.
