On the council agendaNext Tuesday night will seethe first council meeting forthe City of Wanneroo, the 360page agenda consists of 20different reports plus five latereports to be presentedduring the briefing.

There are no items on theagenda that relate to theNorth Ward’s fast growingexpanse.

Items of interest on the agendainclude: A rescission of localplanning policy 'ResidentialGuidelines Mindarie'; considersubmissions receivedregarding an proposedamendment to the DroversPlace Precinct AgreedStructure Plan; reconsiderationAmendment Three to theDrovers Place Precinct AgreedStructure Plan.

In another report, the councilwill consider 13 motionsreceived at the AnnualGeneral Meeting of Electorsheld on second December,last year - Not one ofa d m i n i s t r a t i o n ’ srecommendations sees anyof the motions fully completedin a positive way.

Administration’s response tothe electors’ motion is to ‘note’or ‘request administration tonote the request’ - It is easy tosee why the community andelectors become frustratedwith the procedures that

Three motions on notice areexpected to be presented tothe council meeting: CrParker, regarding AderbarLane, Butler; Cr Zappa,regarding and amendment toWaste Management ServicesPolicy; and Mayor Roberts,requesting a waiver of feesfor the upcoming FriendshipGames at Kingsway.

The Shire of Gingin councilheld their first meeting for2015, last week - Consistingof a 155 page agenda plus a133 page review of the LocalEmergency ManagementArrangements.

Two reports were forextensions of planningapprovals - Council approvedan extension of two years foran Extractive Industry (Sand)at Lot 3 Ioppolo Road,Breera; and granted an 18month extension for a shop,service station, six servicedapartments and sevengrouped dwellings at Lot 206Mullins Way, Guilderton.

The council reduced the twoyear extension request to 18months and stated that thecouncil would not considerany further extension, high-lighting that this was the thirdextension granted on the plan.

The owner of the property,Nicholas Murfett, told thecouncil during a deputation,that he had had a number ofsetbacks including the 2007GFC and issues related withthe Moore River Roadhousetenancy.

One councillor stated hethought the ‘owner of theproperty was a speculatorand not a developer’.

The meeting lasted just overone hour.

4000 Teddy Bears

Last week, Pat Hadrill a member ofYanchep/Two Rocks Arts & Crafts, hadcompleted her 4,000th hand knitted Teddy Bear.

This amazing fete has taken Pat ten years ofdedicated knitting. The Teddies are donated toOsbourne Hospital where they are considered‘Trauma Teddies’ and given to children beforesurgery to keep their minds off the proceedings.Teddies are also donated to Wheelchairs ForKids, where they accompany the wheelchair tothe child receiving it.

All the members of Yanchep/Two Rocks Arts &Craft Club would like to congratulate Pat on herworthy efforts. The club meets every Tuesdaymorning at Phil Renkin Centre, Two Rocks,welcomes visitors and new members. Forfurther information contact Jackie on 9561 1680.

Yanchep Two RocksCommunity RecreationAssociation held yet anotherhighly successful Aussie Daybreakfast with plenty of freeentertainment. The localAustralia Day Awards werepresented by our North Wardcouncillors, Norm Hewer andLinda Aitken.

The ‘Citizen of the Year’award was presented jointlyto Clare and Peter Speedie,who have workedcontinuously and quietlywithin the community, Clare isa member of CWA and Peteris always on hand to help withthe tables and chairs atcommunity functions.

Clare and Peter are heavilyinvolved with the SalvationArmy Food Van, they havebeen on many emergencies,either fire-related or search-related assisting withcatering.

Clare and Peter are alsomembers of the Yanchep TwoRocks Recreation Associationhelping out with the sausagesizzles, Australia Daybreakfasts and set ups and

pack downs at many localcommunity activities.

Peter and Clare are truly quietachievers and always willingto help out in the community

Community Group of the Yearaward was presented to theRSL Yanchep Two Rocks subbranch.

This group has been in thecommunity for the past 37years and had the Memorialat the Yanchep National Parkbuilt as well as the entry tothe Sports Club for theirDawn Service.

The sub branch is a willingpartner in the community bygiving donations viascholarships to all schools inthe area. They have donateda park bench to residents atBethanie Beachside andeach year they donate to theCity of Wanneroo ChristmasAppeal.

The Yanchep Two RocksRecreation Association’sYouth Achiever award waspresented to Chloe Parker.

Chloe is 14 years old and is avery talented sportsperson.

Chloe is a member of theYanchep Little Athletics Cluband has achieved medals atstate level championshipsand has recently competed inthe All Schools Champion-ships in Adelaide, late lastyear - Chloe finished top sixin the state and also finishedfirst in the high jump.

Chloe is not only a goodsportsperson but has attainedawards at school and hasreceived several letters ofcommendation for science,english and cooking.

Chloe also assists at trainingwith the younger childrenhelping them and giving themadvice. Chloe also playsnetball. She is a great rolemodel for the youth of the area.

Moira Young was presentedan Australia Day ‘ExcellentAchievement’ medallion forher work with Two RocksVolunteer Bushfire andYanchep Two Rocks HomeSupport Group, fund raisingfor both groups with apassion.

The Australia Day‘Achievement’ medallion waspresented to John Clark -John is a quite achiever andassists the community byplanting trees in the park landand watering them withbuckets of water during thesummer time.

He has been seen using hislawn mower along the vergeto keep it neat and tidy, heeven mows neighbours lawnswhile they are away for anylength of time.

He has been contributing tothe community for over 20years and has an outstandingoutlook and consideration forthe community.

Medallions were presented tosisters, Ruby and EmeraldSavage-White for theiroutstanding volunteering forShuhari Karate and theYanchep Two RocksRecreation Association.

Both girls have achievedacademic awards at schooland are great role models

The sight of the first oneassaulted my senses and Ihardly regained them beforethe sight of the second justabout knocked me out.

The scenic drive betweenYanchep and Two Rocks hasbeen totally spoiled. What adreadful shame.

SignageI would be interested to hearfrom other ‘old-timers’ inYanchep regarding the signsat the lagoon development.

I have been living in Yanchepfor over 40 years, and it is mybelief that the name‘Fisherman’s Hollow’ onlyrefers to the real hollowacross the road from thebeach area, just south of theLagoon Cafe.

Signs now erected indicatethat a long slice of beach isalso known as Fisherman’sHollow, and I feel this isincorrect. If it is, for the sakeof history and accuracy thesigns should be removed.

I rang the Wanneroo Councilmany months ago when thesigns first appeared and talkedto a member of thedepartment concerned withsignage; she agreed that theywere probably incorrect, so Iasked for them to be removed.

She said she would ‘put awork order on them’.

Work orders tend to be thekiss of death, but I think weshould persevere. Thereseems to me to be no sense incalling something by its wrongname through ignorance.

Perhaps some who havelived here even longer than Ihave – and this clearlyincludes the fishing fraternity– will know what the truth is.Let’s hear it!

GoodnessTo the people who wrote nastythings about me in the lastedition of the Sun City News,please get your facts right beforewriting into these columns.

There is a new site going onjust south of Pippidinnyroundabout and the trafficcontrollers had removed the60km sign or it was knockedover and had replaced it withan 80km sign.

This 80km sign was there forquite a few weeks, so Idecided to do somethingabout it.

Of course you people couldn’tsee the tongue in cheekmessage I was giving bysaying I drove through theroundabout at 80ks.

The sign was wrong, someonehad to fix it and do you knowwhat my two learnedanswerers, the sign wascorrected just after the lastedition of the Sun City News.

To the person who says Ishould take a driving test, letme tell you, I could drive thepants off you and anytime youwant to test me give me a call.

As far as me being an ‘idiot’, Iwant to meet with you KelvinSmyth so we can see who isan idiot or not. Give me a callif you don’t want to come hereand I will meet you wherever.

Six minutes visitThese days going to a doctorand having your consultationtimed, is like buying a parkingticket for your car.

We all remember when adoctor kept his patient in hisroom, as long as it was

necessary for him to make adiagnosis and give aprescription or a referral.

Now different charges areapplied for the duration ofsuch consultations. Otherpatients in the waiting roomwere used to waiting to becalled in – We still do!

We all still wait, but thecharges for short, long ordouble consultations wereintroduced, to change it all.Blood pressure, lungs andheart functions always takencare of during the medicalvisits, before it all changed.

The six minutes, ten and over10 minutes, long and doubleconsultations, are adding to ourfinancial and daily stresses.

We have become timid anduneasy going to the doctor.

The doctor’s visits consistmainly in typing, paperworkand referrals, everything isconfusing these days,changes to system chargesand for the timing in thedoctor’s room.

Medical Board, pleasereconsider the ‘HippocraticOath!’

Dust riles neighbours

A number of residents in theBlaxland Avenue/Fawkner Roadarea, in Two Rocks arecomplaining about the ongoingdust problems from the newearthworks at Atlantis Beachdevelopment.

A Two Rocks resident has startedup a Facebook page - AtlantisBeach Action Group, while manyother residents have told the SunCity News they have contactedboth the City of Wanneroo andthe developer without anysatisfactory outcomes.

Two Rocks resident, Kerry Howe,commented on the Facebookpage: “Glad I'm not the only onethat made a complaint. I receiveda response from the developerand said they had sprayedsomething to minimise dust andhad two water trucks, I replied

and said blatantly it's not working,and still yet to hear back.

“We are on Whitfield and it'sdisgusting. My pool has to becovered at all times because itturns to silt and can't be vacuumedout. Can't even use the pool insummer. Plus my house is filledwith dust, and cars covered. Whatcan we do from here?”

Another Two Rocks resident,John Ackroyd, told the Sun CityNews, the dust appeared to beembedded with a silicon powderand caused his family concerninghealth problems.

Mr Ackroyd said his family hadsevere respiratory problems thatlasted for several days. Hebelieves dust monitoring shouldbe installed and no earthworkshould be carried out if theeasterly winds exceeds 20km/h.

Solar panels and a recentlyfinished outdoor kitchen at MrAckroyd’s home are covered inthick dust.

Mr Ackroyd said he had contactedthe EPA, City of Wanneroo andthe developer without any realsuccess to resolving the problem.

City of Wanneroo has acompliance officer, Dale Martin,who is informing complainantsthat their concerns are put onto a‘Planning Compliance Register’;but nothing more appears to beoccurring.

The Sun City News understandsthe first complaints started in lateNovember, last year, with dustblowing across a vast area of TwoRocks whenever there is aneastly wind.

City of Wanneroo impose ‘dustcontrol conditions’ whenapproving earthworks on newdevelopments, but rarely areseen to be onsite enforcing ormonitoring the problem.

It would appear councils need toimprove their monitor of develop-ment conditions to a moreproactive process.

What is it?

With the establishment of anumber of short pull-ins and theplacement of two double-deckersea containers on Two RocksRoad, between Yanchep andTwo Rocks, the Sun City Newsoffice had a flurry of phone callsand emails - “What are thoseugly things?”

A number of healthy trees andcoastal scrubs has beenknocked over to improve thevisibility of the ‘future signage’for Atlantis Beach development.Contrary to many localresidents’ belief, this land is inprivate ownership and is notCrown Land.

The City of Wanneroo has a‘Sign policy’ and all commercialand businesses constructingany roadside signage, must firstsubmit an application for thesignage along with a feepayable.

Sometimes, the council willadvertise the proposed signagefor ‘public comment’ beforeissuing their decision.

According to the City ofWanneroo website: “If your signdoes not meet the designstandards in the Signs LocalPlanning Policy, then you willneed to seek planning approval

in the form of a 'DevelopmentApplication'. For a full list ofsigns which are exempt, seeSchedule 4 of the DistrictPlanning Scheme No.2.”

The Sun City News could notfind the list of exempt signs onthe council website.

When preparing a signageapplication, three copies ofplans drawn to a scale of notless than 1:50 showing size,position, design and inscriptionto appear, the method ofconstruction and fixing of thesign for which the licence issought; plus detailed structuraldrawings signed by a practicingstructural engineer must besubmitted with the appropriateapplication fee.

Currently, the Sun City Newsunderstands the advertisingsignage will be added shortly.

Every year for the past 30years, windsurfers fromaround the globe haveheaded to Lancelin to takepart in the Ocean Classic.

This 25km windsurfingmarathon starts in LedgePoint and finishes in Lancelin.On Saturday 17 January,Australia's Steve Allen wonhis third consecutive OceanClassic in a time of 28minutes and 17 seconds atan average speed of 54km/hr.Patrick Diethelm placedsecond with Rowan Law third.The first woman home wasKaren Jaggi.

While entry numbers weredown on last year, the sight ofmore than 100 competitorsheading to sea from Ledge

Point was quite a spectacle.The weather played it’s partwith the sea breeze kicking inon cue and clear water andsunny skies provided aperfect environment forspectators and competitors.

An army of volunteersensured the race was asuccess with many localcrayfishermen offering theirboats as markers and safetyvessels.

The Ocean Classic weekendis arguably the busiestweekend in Lancelin and withaccommodation sold out,many were forced to campout on vacant blocks whilecaravanners who’d bookedlate were re-directed to theprimary school oval or the

sports complex car park.

The event has developed acult status in the windsurfingcommunity and is followed bymany around the world,

particularly the Europeanswho are regular visitors to theSilver Coast.

Red Hawks - Big plansThe Yanchep Red Hawks SeniorFootball Club has been rewardedyet again, for its hard work overthe past 17 years with a place inthe Western Australian AmateurFootball League.

The Red Hawks pulled offanother stunning grand final winin 2014, and will now play in theSaturday competition this year.

To kick off the 2015 season, thecoach and committee of the RedHawks Football Club would like toinvite all families and interestedpersons to attend a free sausagesizzle at Fishermans Hollow onSaturday 14 February, from noon.

The BBQ will follow a trainingsession for the players which willbe held on the beach atFishermans Hollow. Anyoneinterested is invited to watch theboys train from 9am and then jointhe players for the BBQ at noon.

New coach, Hamish Sturrock,said: “It’s an exciting new era forYanchep and I’m looking forwardto representing the communityand continuing the great work thatthe football club has carried outover the past 17 years.

“All new players are welcome andif the numbers are enough wemay field two sides including a

reserves team. In 2016, we hopeto have a reserves and a colts.”

The Red Hawks are seeking acouple of extra strappers andtrainers, as well as paid umpires.They are keen to hear fromanyone who is interested.

Repairs commence on trailThe Shire of Gingin has commenced re-instatement works to the Gingin town’shistoric Jim Gordon VC Trail boardwalkwhich was destroyed by fire last year.

The trail was originally constructed in the1980s in honour of the late JamesHeather Gordon VC, a local servicemanwho received the military’s highesthonour for an act of bravery during theSyria-Lebanon campaign during WWII. Itis a monument of great significance tothe Gingin community and provides anattractive thoroughfare for visitorswishing to explore the naturalenvironment of Gingin Brook.

The re-instatement works are beingcarried out by Devco Contracting,Wangara, and the timber has beensupplied by Bunnings Neerabup.

The new 133 metre section of boardwalkwill be constructed using a combination

of jarrah and treated pine timber and isexpected to be completed by mid-February.

The Shire of Gingin president, MichaelAspinall said: “The shire would like tothank the community for its patience asthe works progress.”

Bad parking getting reportedParking issues, especiallyaround shopping centre, busstops and special ACRODparking bays, is a concern tomost responsible residents,but more and more theseparking issues keep arisingwithout anyone actually doingsomething about it.

Bad parking and illegalparking is a growing menace,and can be the cause ofaccidents, especially withpedestrians.

Parking problems havegrown to such an extent, thatthere are several website,openly publishing submittedphotos of these offenders,including date, time and regonumber.

Sadly, shopping centreowners don’t have any legalcapabilities to ask theoffenders to move theirvehicle, and local councilsdon’t rate the issue highly.

Small businesssurvey results

Each year, the Small Business DevelopmentCorporation (SBDC) surveys a sample of smallbusiness operators from around the state, todetermine how they expect their business to beimpacted over the coming 12 month period, andwhat challenges may face the sector in theimmediate future.

SBDC Chief Executive Officer, David Eaton,says this snapshot of small business sentimenthelps to track the changes in expectations of thesector as we head into a new calendar year.

“This year, the poll revealed that althoughrespondents remain concerned about theeconomy, they seem generally confident ofincreasing sales within their businesses,” MrEaton said. “It is a concern however, that whilemost respondents expect their costs formaterials and supplies to increase, they are notso confident about a similar increase in theirprofitability.”

Fishy problemsAfter the Department of Fisheries lease at Lot110 Lancelin ceased, there has been anongoing disagreement between the propertyowners, Morello Pty Ltd and the department.

The Sun City News understands that some 33different issues were raised as concerns in a‘End of Lease Condition Report’. The cost ofrepair has been estimated at over $170,000.Some of the issues are being disputed by theDepartment of Fisheries.

The Sun City News has been told the property isabout to be sold, with worldwide marketingseeking a buyer.

Seabird started life in the1960’s as a virtually closedcrayfishing village forfishermen.

At its peak Seabird had over30 professional crayfishingboats operating from itswaters. This has declineddramatically with no boatscurrently operating out ofSeabird.

Seabird is now a town of some60 residences and a stratacaravan park of 183 lotshaving a permanent populationof approximately 60 residents,which swells during weekendsand holidays to severalhundreds, supported by acafé/store and recently re-opened tavern.

Over the past ten years,Seabird has seen a dramaticincrease in beach front erosionaffecting several houses.

This erosion, according to longterm residents, has occurredsince the disappearance of apoint at an area commonlyknown as ‘Number 96’, thesite of an old dwelling some700 metres south of Seabird.

Although recreational fisher-men use Seabird regularly,and during peak holidaytimes, boats larger than 4.2metres in length find itvirtually impossible to launchor retrieve from the beach.

Erosion has made it difficult toaccess the beach and

although a temporary solutionhas been found, the townrequires a permanent solutionto this problem.

There is a dearth of short-term accommodation inSeabird which leads to illegalcamping and littering.

The Seabird Progress andSports Association (SPA) hasdeveloped a bold conceptplan which addresses theseissues with vision andcreativity to provide muchneeded facilities for thelargest population node withinthe Shire of Gingin.

The SPA has expended agreat deal of time and effort tosecure support from the shire,the Department of Transport,our elected members and othercommunity organisations,comprising the Gingin ShireLower Coastal Zone, tosupport in principal theproposal outlined below.

Whilst it has received greatsupport from othercommunity organisations, ithas experienced difficulty ingaining the support neededfrom the shire.

However, SPA does notintend to give up on this issueand will pursue it vigorouslyuntil its objectives areachieved.

The SPA would like to see asafe boat launching facilityprovided for the use of the

greater local community,construction could incorporatea solution to current foreshoreerosion.

The proposal provides formuch needed, temporaryaccommodation in proximityto the new boat ramp andassociated car/boat parkingfacility.

Home supportreceives a boost

Older people and people with a disability in thefederal electorate of Pearce will get extrasupport to stay in their own homes thanks to a$988,375 boost from the Commonwealth andWestern Australian Governments.

The funding is part of a $12.4 million fundinground to the Home and Community CareProgramme (HACC) across Western Australia tobuild on existing services, or to deliver new ones.

Federal Member for Pearce, Christian Portersaid the funding would be shared by six servicesin Mundaring, York, Beverley, Northam andLancelin.

“We know that older people in Pearce prefer tostay independent and in their own homes for aslong as possible,” Mr Porter said.

“This funding will give better aged care optionsto people to help them stay in their homes andprovide support services in their area.

This includes services like nursing, socialsupport, respite care, domestic assistance, andtransport - without which many people would notbe able to continue live at home.”

DADAA at Lancelin received $45,066 as a one-off gardening and home maintenance fundinggrant.

Mr Porter said this $12.4 million funding roundformed part of a $288 million investment by theCommonwealth and Western Australiangovernments in the HACC programme acrossthe state this financial year. This is $21.6 millionmore than last year.

HACC funding went to Rise Network atMundaring, receiving $76,088; Wheatbelt HealthRegion, receiving $3,632; and Northam SilverChain Group, receiving $863,589.

The rose-breasted cockatooor galah, is often the mostmemorable sight to visitors ofPerth’s north regions.

Is there a lovelier combinationof colour and sound thanwhen galahs swoop down inlittle swarms and squawkexcitedly in the palm trees?

I have often wondered as Iwatch them; what more isthere to know about them?

I found some pretty weird andwonderful facts.

For example, in the 1920’sthe Duke of Bedford, a Britisharistocratic ornithologistspecialising in parrots andbudgerigars, told a story of agalah that took to catchinglifts on railway cars.

The Duke’s galah wouldalight on a car, ride the trainfor a few kilometres, and thenfly to its perch, or catchanother lift. It apparentlyenjoyed feeling the wind in itscrest while entirely flightlessatop a railway car.

Returning to more normal ornatural details, it may be ofinterest to newcomers to thisland that the two recognisedraces of galah aredistinguished mainly by theshape and hue of their crests.

Eolophus roseicapillus has adefinite break in the featherformation of its raised whitecrest while the sub-species

found in WA has a longer,fuller, pinker crest with nodivision of feather formation.

The colour of the rings aroundtheir eyes is anotherdistinguishing feature.

Broadly speaking: pink in theeast, grey in the west.

The way galahs safeguardtheir nests is quite amazing.

They normally nest in hollowsor cavities carved out ineucalyptus trees.

A young pair will spend daysin a tree they plan to occupy,and preferably one with anaturally existing hollow.

First they chew away barkand soft wood around theentrance, then they rub thesides with their beaks tomake it smooth.

A further rubbing with thesides of their faces, to leavepowder from their feathers inthe grain, or with sodden gumleaves, soon results in asmooth-as-glass entrancewhich probably helps toprevent creeping predatorsfrom entering the nest tooeasily. Interestingly, the long,narrow gum leaves used toline the nest before andduring incubation, are thoughtto be instrumental incontrolling humidity levels, aswell as acting as natural pestrepellent - It makes perfectsense.

And for those of us who live inconstant close proximity tothe galahs, don’t you justlove the young ones and their‘I am starving’ routineperformed at maximum

volume on the power linesoutside your window at five o’clock in the morning, everymorning?

Despite the loud feedinghabits of the youth, the galahsremain one of the most eye-catching aspects of WA.

When seen grazing in parksand ovals in groups, or flyingfreely through the suburbs, oreven catching the goldenafternoon sun on a swayingpower line, they are veryspecial.

It is a self help group. If you have a laptop then it is best to bring it along, but not essential. As we have been meeting now for for about two years

a lot of the attendees have grown in confidence and have learnt computing terms.

Our difficulty is that for instance we have done a lot of work using WORD or EXCEL and everyone is on a different version and their screen looks

different. What we need is more computer savvy people to attend to helpthose with less knowledge. None of us are experts but we share what we

know. The next meeting in February we have decided to look back at some of the "Back to Basic" knowledge, so if you feel you need some help or just

want to come and sit at the back and listen then do come along. We pay a $4 fee to cover hall costs and provide tea and coffee.

We do not have internet access yet but funds are growing!If we were to get more help we could give individual advice to real beginners.

I stress this is not run by any government group, just a few locals sharingwhat they know.
