Daniel Brenes – Speaking on behalf of Item #16 MAYOR NEIL M. O’LEARY ADDRESSED: Update on Park Projects: Library Park – high tech bathrooms to be installed due in part to no bathroom accessibility downtown on the weekends – high tech design; easily cleaned and as vandalism proof imaginable – will open in the morning and close at dusk (ability to do this via telephone) – wintertime bathrooms unlikely to be open and they will be alarmed. Still tossing around ideas – any that the board has are welcome. Park Houses to be alarmed; after completion of visual inspection of all parks a list will be compiled – list shall be provided to the board for its input - motion detectors for pools is being explored. Presently ALL Park House bathrooms are destroyed - with new technology hoping to install efficient HIS and HER bathrooms. The city has a little surplus money – hoping to utilize it for some of these potential park projects. The city – by way of the Park Board - needs to come up with a consistent schedule of fees and obligations; rules and regulations – will explore what some of the neighboring towns do – will stay in direct communication with the board concerning this impending issue.

MAYOR NEIL M. On a motion of Cmsr. Terenzo, duly seconded by Cmsr. Piccochi J., the Board

of Park Commissioners voted unanimously to APPROVE the aforementioned

minutes.

SEVENTH DAY ADVENT CHURCH and 13, 2013 from 5 p.m. to 8 p.m. Stage with power is needed.

ST. FRANCIS XAVIER CHURCH facilities – by the parish of St. Francis Xavier’s Church on SUN., SEPT. 8, 2013 from 9:00 a.m. to 6:00 p.m.

On a motion of Cmsr. Begnal, Jr., duly seconded by Cmsr. Terenzo, the

Board of Park Commissioners voted unanimously to APPROVE Item #4.

5. Nancy Castro RE: Request for the use of Montoe Park by the

CHURCH OF GOD Church of God to hold its picnic on SAT., SEPT.

13 CHERRY AVENUE 21, 2013 from 9:00 a.m. to 6 p.m. No equipment needed.

On a motion of Cmsr. Piccochi J., duly seconded by Cmsrs. DeMaida and

Terenzo, Jr., the Board of Park Commissioners voted unanimously to

APPROVE Item #5.

Letter should include the following: NO propane use; charcoal ONLY – use of gazebo area and its surrounding area ONLY – use of ball field area NOT permitted – area will be

monitored to ensure compliance.

6. Reilly Jones RE: Request for the use of Library Park by “GetSmrtz

GETSMRTZ EDUCATION FUNDING Education Funding without Debt” to hold a WITHOUT DEBT Treasure Hunt followed by a “Let’s Make a Deal” event on SUN., SEPT. 15, 2013 from noon to 6 p.m.

On a motion of Cmsr. Begnal, Jr., duly seconded by Cmsr. Terenzo, the

Board of Park Commissioners voted unanimously to APPROVE Item #6. APPLICABLE FEES SHALL APPLY.

7. Dashelle Farrow RE: Request for the use of Fulton Park to hold a

109-14 ROSEWOOD AVENUE family reunion on SAT., AUG. 17, 2013 from 8:00

a.m. to park closing time.

On a motion of Cmsr. Begnal, Jr., duly seconded by Cmsr. Piccochi J., the

Board of Park Commissioners voted unanimously to RECEIVE & PLACE ON

FILE Item #7. DENIED AT JULY’s MEETING.

8. Geraldo Reyes, Jr. RE: First Annual Statewide “Dads Matter Too” 5k

OFFICE OF THE MAYOR Road Race to be held at Library Park on SUN.,

SEPT. 22, 2013 from 8:00 a.m. until.

On a motion of Cmsr. Begnal, Jr., duly seconded by Cmsr. Terenzo, the

Board of Park Commissioners voted unanimously to APPROVE Item #8. APPLICABLE FEES SHALL APPLY.

9. Akieva Heath RE: Requesting permission to have an open hot dog

23-1 VILLAGEWOOD DRIVE cart on wheels to visit ALL city parks.

On a motion of Cmsr. Piccochi J., duly seconded by Cmsr. Terenzo, the

Board of Park Commissioners voted by 5 to *1 to DENY Item #9. *CMSR.

DeMAIDA WAS NOT IN FAVOR OF THE MOTION TO DENY.

10. Deborah Hardy RE: Requesting on behalf of Zion Baptist Church - the

ZION BAPTIST CHURCH use of MLK Park for an Evangelism Outreach service. Dates of interest are SEPT. 19, 2013;

rain date SEPT. 20, 2013 and OCT. 3, 2013; rain date OCT. 4, 2013.

On a motion of Cmsr. Terenzo, duly seconded by Cmsr. Begnal, Jr., the

Board of Park Commissioners voted unanimously to APPROVE Item #10 to

be held ONLY on FRI., SEPT. 20, 2013 from 4:00 to 7:30 p.m. INSURANCE

REQUIRED; ADDITIONAL FEES FOR THE USE OF EQUIPMENT AND ELECTRICITY.

11. Sharon Manning RE: Request for the use of Lakewood Park to hold

40-DEERWOOD LANE UNIT #11 the annual “Old Skool Cookout” which is held on the first Sunday of September (Labor Day

Weekend). This year the date would be SUN,

SEPT. 1, 2013. Thanks the City for its continued support throughout the years.

On a motion of Cmsr. Begnal, Jr., duly seconded by Cmsr. Piccochi J., the

Board of Park Commissioners voted unanimously to RECEIVE & PLACE ON

FILE Item #11.

APPLICANT INFORMED LAST YEAR THE CITY WILL ALLOW EVENT; SUCH FUTURE EVENTS SHALL COME UNDER A DIFFERENT VENUE.

12. Jim O’Rourke RE: Confirmation of the Greater WTBY’s YMCA EXECUTIVE DIRECTOR commitment to proceed in hosting a Duathlon at

GREATER WTBY YMCA Library Park on SAT., MAY 3, 2014. Beginning at 7:00 a.m.

On a motion of Cmsr. Begnal, Jr., duly seconded by Cmsr. Terenzo, the

Board of Park Commissioners voted unanimously to APPROVE Item #12. APPLICABLE FEES SHALL APPLY.

13. Luis Munoz RE: Requesting the use of MLK Park on N. Square

CO-FOUNDER for the purpose of working with different churches THE OUTREACH PROJECT attempting to bring a message of hope to the

community. Dates are SEPT. 7, 14 & 21.

On a motion of Cmsr. Begnal, Jr., duly seconded by Cmsr. Terenzo, the

Board of Park Commissioners voted unanimously to APPROVE Item #13 for

ONE DAY ONLY. Said ONE day shall be at the discretion of the Applicant.

14. Michael Salvio, President RE: Requesting a permit for a Fulton Park Restoration/

HISTORIC OVERLOOK COMMUNITY CLUB Clean-Up on SUN., OCT., 06, 2013 from 9:00 a.m. to 4:00 p.m.

On a motion of Cmsr. Terenzo, duly seconded by Cmsr. Begnal, Jr., the

Board of Park Commissioners voted unanimously to APPROVE Item #14.

15. James T. Nemec, Supervisor RE: Submittal of park usage approvals by the Bureau

Board of Park Commissioners voted unanimously to APPROVE Item #16 to

be held on SAT., SEPT. 21, 2013 from 10:00 to 8:00 p.m. at LIBRARY

PARK. NECESSARY INSURANCE REQUIRED IN ADDITION TO ANY APPLICABLE FEES.

17. Lauren Amendola RE: Requesting the use of Library Park for the “Walk

CT DIRECTOR Now for Autism Speaks” event on SAT., MAY 10, AUTISM SPEAKS 2014 from 6 a.m. to 2 p.m.

On a motion of Cmsr. Terenzo, duly seconded by Cmsr. Piccochi J., the

Board of Park Commissioners voted unanimously to RECEIVE & PLACE ON

FILE Item #17. APPLICABLE FEES SHALL APPLY.

18. Vincent E. Martinelli RE: Requesting permission to place a picnic table at

PRESIDENT Town Plot Park. Also, requesting the installation TOWN PLOT NEIGHBORHOOD ASSOCIATION of 3 cameras at strategic locations in the park.

On a motion of Cmsr. Begnal. Jr., duly seconded by Cmsr. DeMaida, the

Board of Park Commissioners voted unanimously to REQUEST THE

ATTENDANCE OF THE APPLICANT OR A REPRESENTATIVE TO EXPLAIN WHO’S

GONNA PAY FOR THE CAMERAS as it relates to Item #18.

19. Jennifer Thomas RE: Requesting the use of Library Park to hold its 9th

EVENTS & PROMOTIONS COORDINATOR Annual ”Walk Against Hunger” on SUN., MAY 18, CT FOOD BANK 2014 from 10 a.m. to 5 p.m.
