The government will allowmigrant workers, most likelyfrom June this year, to changetheir workplaces without re-strictions if they experienceddiscrimination at work or em-ployers violated labor laws, a

    ruling party lawmaker saidMonday.

Rep. Kang Sung-chun of thegoverning Grand National Party(GNP) noted that migrant work-ers with an E-9 visa will alsoneed only to stay in their homecountries for three months torenew their work visa, insteadof the current six months, fromthe time their work permit ex-pires.

The labor-activist-turnedpolitician submitted a bill thatwould ease restrictions on workvisas for migrants in Octoberand the legislation passed theNational Assembly in a floorvote of 163-0 with one absten-tion last Thursday.

The bill will take effect fivemonths after promulgationwhich is expected to take place

within days. I proposed the billin hopes of preventing diligentmigrant workers from receivingunfair treatment during theirstay here and encouraging themto return to Korea, Kang said.

The workers have been per-mitted to change their work-places only up to three timesduring their first-three yearwork permit here and twicemore if they extend their visa foranother two years. This leftroom for employers to infringe

on the rights of migrant work-ers, who are vulnerable to sal-ary gouging, harassment andovertime work without duefinancial compensation.

Once the new legislationenters into force, they will be

able to switch their jobs asmuch as they need if theiremployer breaches regulationsto be set by the Ministry ofEmployment and Labor(MOEL).

A considerable number offoreigners have been expelledfrom the country as a result ofcircumstances where they hadno choice but to walk out oftheir workplaces.

The number of E-9 visas, anon-professional work permitgranted mostly for jobs thatmost Koreans avoid, issued in2008 stood at 75,024, followedby 63,323 in 2009 and 40,457in 2010. The MOEL estimatesthat the number of migrantworkers whose E-9 visa ex-pires this year will reach67,117, up from 33,941 in

    2011.Kim Jin-seon, a researcher

at the National Assembly Re-search Service, said thatKangs legislation will helpreduce the number of illegalmigrant workers among E-9visa holders as it offers greaterflexibility in employment.Data shows that more than 25percent of E-9 visa holdersoverstay in Korea after their

work permit expires. The revi-sion bill states that migrant

workers can switch jobs withoutany penalty or disadvantage ifthe employer breached workconditions or if migrant workerscannot continue to work in theirworkplace due to reasons thatthey are not responsible for.

The move came amid pro-immigrant activists growingdemand to scrap the regulationthat infringes upon the freedomof job choice and the generalpursuit of freedom guaranteedin the Constitution.

Kangs bill also stipulates, migrant workers can return toKorea after three months if theprevious employer expresseshis or her willingness to rehire

departing E-9 visa holders for aminimum of one year.

Once the bill takes effect, those returning to Korea uponthe employers request would beexempt from a Korean languagetest and job training course thatmigrant workers had to undergoagain even if they had extensivework experience here.

    Under the current law, mi-

grant workers have to leave Ko-rea for at least half a year oncetheir five-year maximum allow-able work stay ends.

Kang proposed to shortenthe period to one month, but theMOEL demanded three monthsto adhere to the governmentspolicy of rotating workers andpreventing their permanent stay.

    Anyone still remember the

The Law of Attraction in phys-ics? We tackled this if Im notmistaken during High school.

Attraction is the attractive, mag-netic power of the Universe that

draws similar energies together.Practically speaking, the Law of

Attraction can be used to de-scribe the kind of magneticpower working between people,

as well as people and their envi-

ronment. To quote, like attractslike, most people who think thesame way and feels the same wayoften end up as best friends. To-

gether they make similar planswith strong convictions, standsstrong and are often subjected to

    similar situations and expecta-tions.

The Law of Attraction can also

be applied to our daily lives inorder to teach us something im-

portant in life, that is if weknow what we really wanted and

what we truly needed; if we put itin our minds and efforts into it,

all these will be realized and allthat we asked for will be achieved.Hard work and determinationnaturally attracts success andfortune, painting a bright future

for each and every one of us.For decades, Philippines have

remained to be known as a

country torn by armed conflictsand power disputes amongst na-

tions authorities. Filipinos be-lieve that the seemingly never-

    ending economic crisis have

pushed our countrymen to des-peration and violence. However, the root of the problem can be

traced down to conflicting hu-man interests and ideologies,

making it obvious that we our-selves should take up some re-

sponsibility. It is time to put anend to our apathy and be pro-active.

We need to realize that ourdecision-makings and actionshave inevitable repercussions,

increasing in magnitude de-pending on ones role in the

society. Nevertheless, everyoneshould feel imposed to observeliberal amounts of diplomacy

and respect each others opin-ion and principles. During acrucial decision-making proc-

ess, tolerance and certainamount of tact could avert dis-

astrous disagreements. We allwant the same thing, which is

to give a resolution to the prob-

lems we are facing. So why dont

we try to set aside our pride anddifferences and move towardsthe common goal?

A fulfilled destiny beginswith a single thought. And just

like what people say, When yousow thought you reap an action, when you sow an action you

reap a habit, when you sow ahabit you reap a character and

when you sow a character you

reap a destiny. If every one of

us start with a good thought then

there might be a good destinywaiting for us. We should not relyon others make our own destiny,

even to the leaders of our country. We should not depend on them

but cooperate with them. Wehold the future in our hands.

Effort people wake up! In-stead of blaming each other, dostart with ourselves and change

our ways. We all want happiness,we dreamed of a wonderful life.We can achieve it if we start with

a happy though and be a beaconof light emitting energy which

attracts people to us and hope-fully we can influence their lives. We should always keep in mind

the Law of Attraction, like at-tracts like, always keep a posi-tive disposition in life and oursociety will be in a good direction.By keeping off all the negativities

there will be no room for conflicts,no way for avarice, no reason for

dejection, and most importantlyno more discrimination.

As the New Year turned, nowis the perfect time for us to re-evaluate our lives. It is never toolate to start anew and followthrough all year sending positiv-

ity and receiving love and bless-ings in return. Always remember,

The seed of our thoughts willattract true happiness into thelives of people around us and ofall the people we will meet, turn-ing every situation we will face

    into something good.

ber, you can send email [email protected].

You just need to provideyour full name and birthdate.

They will reply to your query in

    few days.

For those who are not yet

member, it is important to know

    if there are affiliate Philhealth

agents in your area. iRemit is

one of them. I know they have

    various branches worldwide

    including Singapore. You just

need to fill up the MDR form

    and pay the yearly contribution.

    Make sure you bring your

passport and work pass as a

    requirement.

PhP 900 a year is all you

need to pay to Philhealth. Be

    smart and plan ahead. Youll

    never know what will happen

    tomorrow.With rising cost of every-

    thing, getting sick unprepared

is the worst thing you dontwant to end up with.

    As an Overseas Foreign

    Worker (OFW), we have several

    benefits provided by our Gov-

    ernment. However, most of us

are not aware and dont bother

to avail it. So when the unex-

pected came, we blame the gov-

    ernment and our country for

not providing us the benefit that

    we deserved.

One of the benefits that wetaken for granted is Philhealth.

    Managed by Department of

Health, it takes care of most

    Filipino workers health insur-

    ance program. And that in-

cludes us, OFWs.We always have the tendencyfor not planning ahead. We al-ways over look some good op-portunities at present thatwould greatly affect the unfore-seen happenings in the future.Plus most of our mindset is

    thinking that we are earning

dollars, thus expenses in thePhilippines are manageable. I

    am referring to hospital bills

    and other health related ex-

the way. You will be lucky if

the range is only by few thou-

sands. What if your bill runs in

    few hundred thousand? Then

    you will realize the importance

    of being a Philhealth member.

It protects you and your familymember, getting benefits

    ranging from hospitalization to

    outpatient services.

    Yearly contribution is only

Isang manigong bagong taonsa inyong lahat!

Adultand childhood cases of obesity

are continuously on the riseparticularly because of thewesternization of our diets.

We usually request for an X-ray, more specifically, a TMJtomogram or panoramic x-rayin order to help us determine if

there are any other problemsthat may be involved. Addi-tionally a CT scan to look forproblems in the bone or anMRI for soft tissue problemsmay be requested to evaluatefurther.

Gayundinang tsitsaron, kornik, butongpakwan at iba pa.

Although foreign workers have had proper Korean language proficiency education and evaluation aswell as basic introduction to Korean culture before coming here in Korea, they are still vulnerable to

various problems in their respective companies. Since most of these companies are small to medium-

sized businesses, more often than not response to pressing issues concerning migrant workers are

ignored or long drawn out to say the least.

Foreign Workforce Assistance Centers scattered all over Korea aims to help foreign workers adjust

themselves to their working environments promoting productivity and cultural understanding with

their co-workers. These help centers provide business counseling to foreign workers for better under-
