COD AY and LP in PS: Origination
COD Academic Year Schema Tags
A Direct Loan’s academic year tags in the COD schema are <AcademicYearBeginDate> and <AcademicYearEndDate>.
Schools must populate these tags with the exact beginning and ending dates of the loan’s academic year (the period to which the annual loan limit applies). A summer term that is treated as a header or trailer to a Scheduled
Academic Year must be included in the academic year dates only if the student will actually be receiving that Direct Loan type for the summer.
9
Specific AY & LP Guidance GEN 13-13 given for 2013-2014
COD Loan Period Schema Tags
A Direct Loan’s loan period tags in the COD schema are <FinancialAwardBeginDate> and <FinancialAwardEndDate>. These tags must be populated with the exact dates of the
loan period of the loan, and may need to be updated based on the student's actual enrollment or other eligibility issues.
10
Specific AY & LP Guidance GEN 13-13 given for 2013-2014
Ex: Attends Fall/Spring and Subsequently Attends Summer Term as Trailer
•Option 1: Originate a new loan for the summer term and extend the academic year ending date for the existing fall-spring loan to include the summer term. Marquette uses this option. All Summer awarding done on separate Item type
•Option 2: Increase the loan amount of the existing fall-spring loan and extend both the loan period and the academic year ending dates to include the summer term.

• AYLP-Q4: Will all loan types necessarily have the same loan period and academic year dates?
AYLP-A4: No. There are circumstances in which different loan types would have different loan periods or academic years. For example, if a school uses a scheduled academic year consisting of fall and spring semesters, with the summer term treated as a trailer to the scheduled academic year, and the student receives all Direct Subsidized Loan eligibility for fall and spring, does not receive all Direct Unsubsidized Loan eligibility for the fall and spring semesters, and then attends the summer term and requests a loan, the Direct Subsidized Loan would have a loan period and academic year consisting of the fall and spring semesters, and the Direct Unsubsidized Loan(s) would have loan period(s) and academic year(s) spanning the fall, spring, and summer terms. COD Reporting Transition
28
• AY & LP COD can determine SUP starting with 2013-2014
• But COD still needed more from schools to determine Max Eligibility Period (MEP)
• Need to get the length of the program too.
2014-2015: Need more elements to determine if at Limit

Can you award a Sub Loan?
•Can you properly originate a Direct Subsidized Loan with characteristics that create a SUP that is <= REP?
•If REP is >= 1, the answer is always “YES”

Tips and Tricks: SULA Basics
Can you award a Sub Loan?
You can determine if REP >= 1 by:
1. Getting Program Length (PL) from Acad Plan Table
2.Determine MEP = PL * 1.53.Determine SUP = SFA_NSLDS_LN_ELIG from PS_NSLDS_FATAGGRVW
4.Determine REP = MEP – SUP

Tips and Tricks : SULA Basics
Q: What about schools that have UGRD programs reported in Months or Weeks:
A: You need to use the Dept. of Ed math to determine a corresponding Year value for MEP when determining REP.
See Gen 13-13 guidance and training on how to do so.
After year 3 of 2-year program
Upon transfer to 4-year program
Maximum Eligibility Period 3 Years 6 Years

Q: What about schools that have Grad/Prof programs reported in Months or Weeks:
A: You shouldn’t need to determine Subsidized Eligibility for Grad/Prof programs. No action needed.

Maximum Eligibility Period 3 Years 6 Years
All Subsidized Usage Periods 3 Years 3 Years

Tips and Tricks : SULA Basics
Q: Are schools required to report more than:
•Academic Year
•Loan Period
•Program Length
A: Yes, Because in addition to determining REP, there are some more advanced rules.

Upon transfer to 4-year program
Maximum Eligibility Period 3 Years 6 Years

Tips and Tricks:SULA Advanced
64
• There are advanced rules for SULA that require additional fields– Enrollment used to prorate. Is reported at the time of:
• Origination • Finalized in each disbursement ‘bucket’
– NCTC Teacher Cert - excluded• Has a different ‘buckets’ for Sub
– Some 2 year Programs need schools to report 4 year as Program Length
– Prep Coursework treated differently based on• Grad• Undergraduate
65
Tips and Tricks: SULA AdvancedSULA Advanced Rules impact setup needed
– Assumption for determining award in basic example:• SUP on NSLDS record will be correct.
– Noticed in 2014-2015 examples of FAH having SUP then subsequent ISIR has no value would lead to problems
• Relying on COD reject or CRSU information too late in process• If packaging after some AY loan has paid:
– When one dri = true for one bucket SUP increased for whole loan
• Packaging Basic Example was for an AY loan– If doing a loan for one semester remember the extra rules:
» Usage is Prorated days in LP/ Days in AY and rounded
» If Max Loan in one semester Usage will equal 1
» After Max loan rule then Prorate for enrollment
– Option 1 from basic AY/LP if change in Grade Level Usage > 1
• DON’T depend on COD to reject as Best Practice 66
Tips and Tricks: SULA AdvancedSULA Curiosities
Student receives 5.5 year of Direct Subsidized Loans while enrolled in a 4-year program. Student has always been a Part time student. Can a school award Sub?
After year 5 of 4-year program
Maximum Eligibility Period 6 Years
All Subsidized Usage Periods 5.5 Year
Remaining Eligibility Period .5 Years
Ex: Less than one year Remaining Eligibility Period
Can you award a Sub Loan for the AY?If REP is <1, the answer is Maybe.
Is enrollment Half time, then Yes. Must Originate with ½ Enrollment Is enrollment ¾ time or Full time, then No for AY. Only elig for Unsub**. **But you must make sure Sub elig met before awarding Unsub
SULA Advanced Test Your Knowledge
After year 5 of 4-year program
Maximum Eligibility Period 6 Years
All Subsidized Usage Periods 5.5 Year
Remaining Eligibility Period .5 Years
Schools should NOT package SUB when they expect the student to enroll in a manner that would cause the student to have a subsidized usage period that exceeds the student’s remaining eligibility period. If a student turns out to enroll less than full time, then you could go back and repackage the student with subsidized loan funds and reduce the unsubsidized award by the amount of the subsidized loan for which they are eligible. Alternatively, if you package after a student actually enrolls (and has registered for classes), you could rely on a student’s registration as being full-time, half-time, etc., before making a decision about whether and to package.
68
Ex: Less than one year Remaining Eligibility Period - Continued
Can you award a Sub Loan for the one Sem?If REP is < usage in the semester the answer is Maybe.
Cannot award full Sub Amount or SUP= 1 In this example:
Sub loan Fall only: Usage = .4 LP=Fall AY Fall/Spring Amount:5499 You must award this way
Unsub loan for the Spring LP=Spring AY Fall/Spring Amount:2001

Enrollment School Code
The <EnrollmentSchoolCode> tag seems to still be a “mystery” to some schools…
• The <EnrollmentSchoolCode> tag indicates the physical location where the student is attending class
• Must be reported with each actual disbursement submitted to COD
• Some vendor software does NOT identify this tag clearly • A back-end process combines the first six digits of the OPE
ID and a branch campus ID• An OPE ID is NOT 6-digits…some vendor software does
NOT identify the OPE ID correctly
