My neighborhood is a sea of blue and yellow signs. I have never seen everyone come out so strongly.

I am writing in opposition to Kilroy Realty's proposed One Paseo project.

I usually favor development, and I voted in favor of the ballpark downtown development a decade ago.But this project is absurd. The community doesn't need it. It is designed for one thing only, and that isto maximize profits for Kilroy.

Kilroy will fight tooth and nail for their profits. I know the city council is tough enough not to besnowed by them once you see this project for what it is.

I strongly urge you to reject THIS One Paseo and tell Kilroy to work with the community to propose anappropriately sized project. I would enjoy walking to shops and restaurants, and I look forward to asuitable development in that location.

Development requires several different interconnected elements to truly be considered "smart growth."One Paseo is not smart growth development. One Paseo will add 24,000 new car trips daily on our roads, further deterring residents from biking andwalking in the community. One Paseo is not planned to have nearby mass transit until 2035, if ever. It is not located nearaccessible and convenient mass transit options, and is not currently served by mass transit. The truth isthat, as proposed, people from Carmel Valley and the surrounding neighborhoods will have to drive toOne Paseo. The developer has proposed quadrupling the average daily car trips allowed for the sitebecause this project is a car-centric development.

I'm asking you to please reject One Paseo because it isn't true "smart growth development." I am especially concerned about the impacts to traffic congestion in the area, given that One Paseo willincrease traffic by 370 percent and add nearly 24,000 daily car trips to our roads. All of this will lead togridlock, especially given that the effectiveness of the proposed traffic light synchronization system hasnot been proven, nor has Caltrans or the City committed to its implementation. In fact, the project'sEnvironmental Impact Report shows significant, unmitigated impacts to eight intersections and roadsegments. Furthermore, traffic relief near the project site depends on new freeway connectors that willnot be built until 2030, if ever.

The majority of our community believes that THIS One Paseo is too large for the neighborhood. TheCarmel Valley, Torrey Pines, Torrey Hills and Del Mar Mesa Community Planning Boards, as well as theSan Diego Planning Commission, have already rejected One Paseo. I'm standing with more than 6,000members of my community to oppose the project and urge you to reject it.

Please don't consign Carmel Valley to a future of extreme congestion and hair-pulling traffic jams.Reject One Paseo and ask Kilroy to work with the community to propose an appropriately sized project.

We do not have a direct a democracy here in San Diego. Instead, we, the people, electrepresentatives. Essentially, they have two duties: 1) to reflect accurately the exact preferences of theirconstituents and 2) to make decision that may *not* reflect the exact nature of their constituents, butinstead make choices for the greater good.

Historians have clearly shown the significant political influence held by those involved in buying, selling,and developing real estate. In some cases, they have brought reasonable growth to our city, but all toooften they have not: profits generally drive their investments, not the character of our city.

I ask you to resist them this time. From what literature and testimony I have been able to gather, thedevelopment at One Paseo is not about making our community better. It generates a great many social"bads" and, at the end of the day, few social "goods."

Please take the sacred trust your voters have placed in your hands to make a decision that is best forour community, not interest groups, reelection bids, or possible tax revenues, etc.

I am writing in opposition to Kilroy Realty's proposed One Paseo project.

The significant negative impacts that One Paseo will have on our traffic congestion and communitycharacter are very concerning. One Paseo is not appropriate to suburban Carmel Valley, with its 1.45million square feet of development on just 23.6 acres of land, buildings as tall as 150 feet, and adensity similar to Horton Plaza downtown.

This is NOT smart or transit-oriented development. It adds 24,000 new cars daily to our roads, withoutaccess to mass transit until at least 2035. One Paseo requires nearby streets to be widened, creatingdangerous and unappealing conditions for cyclists and pedestrians. Even Caltrans has said it is unclear ifthe project fits the region's smart growth principles.

The San Diego Planning Commission couldn't approve this project. The Carmel Valley, Torrey Pines,Torrey Hills and Del Mar Mesa Community Planning Boards rejected this project outright. I'm standingwith these groups in asking you to say "NO" to One Paseo.

The entire community could benefit from an appropriately sized mixed-use project, but THIS One Paseois just too large, too dense and creates too much traffic. Kilroy has repeatedly ignored our concerns andour request for a project that fits our community.

I strongly urge you to reject THIS One Paseo and tell Kilroy to work with the community to propose anappropriately sized project.

* Sets a new standard for energy efficient and drought resistant green communities.

At hearings in October 2014, The San Diego City Planning Commission recognizedthat One Paseo clearly implements the goals of the General Plan’s City of Villagesstrategy. Commissioners further said that the mixed use design aids in reducingvehicle trips and concentrates density for future transit service. One Paseo will tower over our community, standing nearly 100 feet taller than nearby buildings. With adensity similar to Horton Plaza and two 150-foot buildings, the project will cram urban development andheights into our suburban neighborhood. At 1.45 million square feet, One Paseo will be more than fivetimes the size of Del Mar Highlands Town Center, and one of the densest mixed-use projects inCalifornia. It belongs downtown, not in Carmel Valley.

Put simply, this is not the "main street" the project has been advertised to be. The size and scale ofthis project are in direct conflict with our community. One Paseo will add 24,000 new car trips daily on our roads, further deterring residents from biking andwalking in the community. Expanding Del Mar Heights Road to nine lanes will mean faster-moving carsand dangerous conditions for both cyclists and pedestrians. The proposed "cycletrack" will offerinadequate protection to those cycling in the area, as it will run for just a few hundred yards on oneside of Del Mar Heights Road. Bike San Diego, the group working to transform San Diego into theworld's best city for bicycling, has called One Paseo "bad for bicycling."

One Paseo is not planned to have nearby mass transit until 2035, if ever. It is not located nearaccessible and convenient mass transit options, and is not currently served by mass transit. The truth isthat, as proposed, people from Carmel Valley and the surrounding neighborhoods will have to drive toOne Paseo. The developer has proposed quadrupling the average daily car trips allowed for the sitebecause this project is a car-centric development.

I'm asking you to please reject One Paseo because it isn't true "smart growth development." I am particularly concerned about the 24,000 daily car trips that One Paseo will add to our roads,increasing traffic by 370 percent and negatively affecting roadways up to 3.5 miles away from the site!An unmitigated increase of this kind will cause back-ups throughout Carmel Valley and surroundingcommunities, especially considering that traffic relief near the project site depends on new freewayconnectors that will not be built until 2030, if ever.

Additionally, the significant increase in traffic volume will increase emergency response times, creatingthe potential for dangerous or even life-threatening situations.

Furthermore, I am a proponent of smart growth in our region. However, One Paseo lacks the keycriteria for smart growth: mass transit. Density of this scale needs to be located within walking distanceof an established transit hub to create a genuine smart-growth project. If approved, the project will bebuilt two decades in advance of the planned transit line, which is the opposite of smart development.

The simple fact of the matter is that, as proposed, One Paseo is not only TOO large for Carmel Valley,it's also misplaced in our region. One Paseo has already been rejected by the Carmel Valley, TorreyPines, Torrey Hills and Del Mar Mesa Community Planning Boards, as well as the San Diego PlanningCommission. When the matter comes before the City Council, please reject THIS One Paseo.

One Paseo Zoning Exception Will Endanger Children Attending Solana Highlands Elementary

I am writing as a 27-year resident of Carmel Valley. Clearly 9 of 10 Carmel Valley residents are againstgranting the massive zoning-size exceptions requested in the current One Paseo proposal because ofthe dramatic change in character and intense traffic related problems that are certain to result. I willshare one specific unmitigated, and unstudied, traffic overflow issue that will result in the endangermentof children, ages 5 to 11, attending Solana Highlands elementary school on High Bluff Road.

The EIR prepared for the proposed massive zoning/Community Plan changes required to accommodatethe 3.5X current zoning-size limits of the proposed Kilroy Realty ($6 billion company) One Paseo projectindicates plans for the addition of a second left turn lane from eastbound Del Mar Heights Rd. tonorthbound High Bluff Dr. (one block from the Highway 5 entrance heading east). This second left turnlane will generate substantial increased traffic through our neighborhood as the result of the heavytraffic and congestion which is certain to result on Del Mar Heights Rd. (projected traffic will increase to25,000 cars/day vs. 6,000 at present, plus additional stoplights to further slow/control traffic). The EIRfor the One Paseo project did not even study or address this possibility, even though requested. Thisincreased traffic through our neighborhood will result because homeowners just east of ourneighborhood (east of El Camino Real), near Torrey Pines H.S., will use High Bluff as t heir primaryroute into and out of their neighborhood vs. Del Mar Heights Rd. in order to avoid delays and trafficcongestion. We have seen this for years on the busiest County Fair attendance days (Del Mar HeightsRd. becomes congested because of parking at Torrey Pines H. S.)

The reason this overflow traffic will endanger children: As additional traffic travels north on High Bluff, the very first intersection you come to is where Solana Highlands elementary school is located- childrenages 5 to 11. This road is already a delicate one to travel during school hours, but if you add anymeasure of new traffic, you will create a dangerous environment for these children. The increasedtraffic will result in cries for stop-lights and speed bumps, and God help us all if even one child getshurt. The increased traffic and likely need to install stop-lights all along High Bluff will forever destroythe character, safety and home values in this neighborhood. Importantly, the current Community Planprohibits making High Bluff Rd. a thoroughfare. But alas, if City Council grants Kilroy Realty such rightsto change our Community and Neighborhood Plan, all 1100 homeowners must suffer the consequences,as well as parents with children attending Solana Highlands, and mos t importantly, the safety of thechildren themselves will be impacted. Let’s hope our elected City Council members do the rightthing and not grant the massive exceptions to existing zoning-size laws and Community Plans for theproposed, oversized, One Paseo.

I am concerned about Kilroy Realty's proposed One Paseo project, and I'm writing today to share withyou my concerns about the negative impacts that this project will bring to Carmel Valley.

I am especially concerned about the impacts to traffic congestion in the area, given that One Paseo willincrease traffic by 370 percent and add nearly 24,000 daily car trips to our roads. All of this will lead togridlock, especially given that the effectiveness of the proposed traffic light synchronization system hasnot been proven, nor has Caltrans or the City committed to its implementation. In fact, the project'sEnvironmental Impact Report shows significant, unmitigated impacts to eight intersections and roadsegments. Furthermore, traffic relief near the project site depends on new freeway connectors that willnot be built until 2030, if ever.

The majority of our community believes that THIS One Paseo is too large for the neighborhood. TheCarmel Valley, Torrey Pines, Torrey Hills and Del Mar Mesa Community Planning Boards, as well as theSan Diego Planning Commission, have already rejected One Paseo. I'm standing with more than 6,000members of my community to oppose the project and urge you to reject it.

Please don't consign Carmel Valley to a future of extreme congestion and hair-pulling traffic jams.Reject One Paseo and ask Kilroy to work with the community to propose an appropriately sized project.

Development requires several different interconnected elements to truly be considered "smart growth."One Paseo is not smart growth development. Although it has been marketed as smart growth, anhonest examination of the project shows that One Paseo is not the type of bikeable, walkable, transit-oriented development San Diego deserves.

One Paseo will add 24,000 new car trips daily on our roads, further deterring residents from biking andwalking in the community. Expanding Del Mar Heights Road to nine lanes will mean faster-moving carsand dangerous conditions for both cyclists and pedestrians. The proposed "cycletrack" will offerinadequate protection to those cycling in the area, as it will run for just a few hundred yards on oneside of Del Mar Heights Road. Bike San Diego, the group working to transform San Diego into theworld's best city for bicycling, has called One Paseo "bad for bicycling."

One Paseo is not planned to have nearby mass transit until 2035, if ever. It is not located nearaccessible and convenient mass transit options, and is not currently served by mass transit. The truth isthat, as proposed, people from Carmel Valley and the surrounding neighborhoods will have to drive toOne Paseo. The developer has proposed quadrupling the average daily car trips allowed for the sitebecause this project is a car-centric development.

I'm asking you to please reject One Paseo because it isn't true "smart growth development." Development requires several different interconnected elements to truly be considered "smart growth."One Paseo is not smart growth development. Although it has been marketed as smart growth, anhonest examination of the project shows that One Paseo is not the type of bikeable, walkable, transit-oriented development San Diego deserves.

One Paseo will add 24,000 new car trips daily on our roads, further deterring residents from biking andwalking in the community. Expanding Del Mar Heights Road to nine lanes will mean faster-moving carsand dangerous conditions for both cyclists and pedestrians. The proposed "cycletrack" will offerinadequate protection to those cycling in the area, as it will run for just a few hundred yards on oneside of Del Mar Heights Road. Bike San Diego, the group working to transform San Diego into theworld's best city for bicycling, has called One Paseo "bad for bicycling."

One Paseo is not planned to have nearby mass transit until 2035, if ever. It is not located nearaccessible and convenient mass transit options, and is not currently served by mass transit. The truth isthat, as proposed, people from Carmel Valley and the surrounding neighborhoods will have to drive toOne Paseo. The developer has proposed quadrupling the average daily car trips allowed for the sitebecause this project is a car-centric development.

I'm asking you to please reject One Paseo because it isn't true "smart growth development." We needto promote smart growth in San Diego, but One Paseo perpetuates urban sprawl and congestion in asuburban neighborhood. A smaller project that does not clog our streets, aligns with transit-orientedprinciples, and truly promotes walking and biking options in our community should be proposed for thissite.

Furthermore, I am a proponent of smart growth in our region. However, One Paseo lacks the keycriteria for smart growth: mass transit. Density of this scale needs to be located within walking distanceof an established transit hub to create a genuine smart-growth project. If approved, the project will bebuilt two decades in advance of the planned transit line, which is the opposite of smart development.

The simple fact of the matter is that, as proposed, One Paseo is not only TOO large for Carmel Valley,it's also misplaced in our region. Dear Council President Lightner,

I oppose Kilroy Realty's One Paseo project. As a resident who lives near the proposed project, I feel thatTHIS One Paseo poses a significant threat to our community character, and urge you to reject itoutright.

One Paseo will tower over our community, standing nearly 100 feet taller than nearby buildings. With adensity similar to Horton Plaza and two 150-foot buildings, the project will cram urban development andheights into our suburban neighborhood. At 1.45 million square feet, One Paseo will be more than fivetimes the size of Del Mar Highlands Town Center, and one of the densest mixed-use projects inCalifornia. It belongs downtown, not in Carmel Valley.

Put simply, this is not the "main street" the project has been advertised to be. The size and scale ofthis project are in direct conflict with our community. The Carmel Valley, Torrey Pines, Torrey Hills andDel Mar Mesa Community Planning Boards, as well as San Diego Planning Commission, have alreadyrejected One Paseo. Together with more than 6,000 members of my community, I ask you to reject thisproject when it comes before City Council.

I am gravely concerned about Kilroy Realty's proposed One Paseo project, and I'm writing today toshare with you my concerns about the negative impacts this project will bring to Carmel Valley.

I am especially concerned about the impacts to traffic congestion in the area, given that One Paseo willincrease traffic by 370 percent and add nearly 24,000 daily car trips to our roads. All of this will lead togridlock, especially given that the effectiveness of the proposed traffic light synchronization system hasnot been proven, nor has Caltrans or the City committed to its implementation. In fact, the project'sEnvironmental Impact Report shows significant, unmitigated impacts to eight intersections and roadsegments. Furthermore, traffic relief near the project site depends on new freeway connectors that willnot be built until 2030, if ever.

The majority of our community believes that THIS One Paseo is too large for the neighborhood. TheCarmel Valley, Torrey Pines, Torrey Hills and Del Mar Mesa Community Planning Boards, as well as theSan Diego Planning Commission, have already rejected One Paseo. I'm standing with more than 6,000members of my community to oppose the project and urge you to reject it.

Please don't consign Carmel Valley to a future of extreme congestion and hair-pulling traffic jams.Reject One Paseo and ask Kilroy to work with the community to propose an appropriately sized project.

My name is Kim Woodruff; I am a native San Diegan and have lived in various partsof San Diego throughout my life. I would like to tell you why I am in favor of TheOne Paseo development and why it deserves 100% of your support!

Having lived in San Diego for 50 years, I can tell you that I have seen growthbeyond my wildest imagination and that growth has given way to greatdevelopments! The developments have proven to be very valuable to each andevery community where they have been built!

Growth is inevitable and can't be stopped! We live in one of the most desirablestates in America and each day another person moves here, we can't stop peoplefrom moving here, so we must build to accommodate them!

Some people refuse to imagine a development like One Paseo in Carmel Valley,those individuals should venture out to various communities wherenew developments have been built and they will see first hand how newdevelopments have proven to benefit and bring value to that community, not hurt it!

Like I Said, growth is inevitable, if One Paseo isn't approved, something will be builtthere and Carmel Valley will have missed the boat on all of the benefits that couldhave been!!

One Paseo will prove to be a wonderful development that Carmel Valley will beproud of and the benefits will be immeasurable!

Dear Council President Lightner,

Development requires several different interconnected elements to truly be considered "smart growth."One Paseo is not smart growth development. Although it has been marketed as smart growth, anhonest examination of the project shows that One Paseo is not the type of bikeable, walkable, transit-oriented development San Diego deserves.

One Paseo will add 24,000 new car trips daily on our roads, further deterring residents from biking andwalking in the community. Expanding Del Mar Heights Road to nine lanes will mean faster-moving carsand dangerous conditions for both cyclists and pedestrians. The proposed "cycletrack" will offerinadequate protection to those cycling in the area, as it will run for just a few hundred yards on oneside of Del Mar Heights Road. Bike San Diego, the group working to transform San Diego into theworld's best city for bicycling, has called One Paseo "bad for bicycling."

One Paseo is not planned to have nearby mass transit until 2035, if ever. It is not located nearaccessible and convenient mass transit options, and is not currently served by mass transit. The truth isthat, as proposed, people from Carmel Valley and the surrounding neighborhoods will have to drive toOne Paseo. The developer has proposed quadrupling the average daily car trips allowed for the sitebecause this project is a car-centric development.

I'm asking you to please reject One Paseo because it isn't true "smart growth development." We needto promote smart growth in San Diego, but One Paseo perpetuates urban sprawl and congestion in asuburban neighborhood. A smaller project that does not clog our streets, aligns with transit-orientedprinciples, and truly promotes walking and biking options in our community should be proposed for thissite.
