INTRODUCTION
Noida came into administrative existence on 17
april 1976 and celebrates 17 april as "noida day”,
developed as an urban centre.
It was set up as part of an urbanization thrust during
the controversial emergency period (1975–1977).
The city was created under the up industrial area
development act by the initiatives of sanjay
gandhi.
Initially the area was flood plains of yamuna river.
After the sealing drive in delhi, maximum
industrialists moved their base from Delhi to Noida,
and lead to further development of the city.

INTERVIEW QUESTIONNAIRE
1. Noida Authority is the richest civic body in the country, popularly known as “GOLD MINE OF UP”. It is said that the city can run
for next 5 years in a row even if it do not take any taxes from its allotters. There is always a huge amount of revenue surplus, as
the authority is unable to spend the entire amount on development or on maintaining civic amenities each year. What are the
various sources of revenue, what is the reason for getting so much revenue? Other development work taken up by the
authority for the development of the city?
2. Noida-Greater Noida Expressway, one of the prime development corridors of the country and unique. It has developed as a
major growth corridor. What was the role of the authority in this mega project, what all changes came up during its
course? Challenges of PPP model, and how the growth is maintained and what all special schemes are their around the
expressway.
3. NOIDA as we all know developed as an industrial city, it has become an Ideal Industrial Zone over the period of time, and various
good provisions are there like ‘Single Window Clearance’. What are the various provisions in place for further growth of
Industrial sector in the city?
4. Noida was ranked the best city in UP and best city in Housing for All in all of India by ABP news awards 2015.What all
factors lead to this success story? Various challenges faced by the authority in providing Housing for Poor people?
5. Noida is considered country’s Greenest city, what special provisions are there for maintaining and developing the green spaces
in Noida, and what are the challenges?
6. Success of Noida Metro (challenges and how it helped the people of the city). Revenue generation from Metro. Some information
on Film city.

7. Okhla Bird Sanctuary is in very bad condition, birds prefer Sultanpur and Surajpur. After being declared as the eco-sensitive
zone by the NGT, there are claims by various environmentalists that no measures have been taken up the concerned authorities
to check on the illegal constructions in the demarcated area.
8. What are the steps taken by the authority in relation with the order? Poor condition of all 3 government hospitals, and
they provide only secondary health care. What are your views on this?
9. Poor condition of villages- they lacks permanent postal and individual address, no proper mapping is done. Is there any
initiative by the authority in this regard?
10.Our PM is focussing on good governance and e-governance (I like the authority website), what all measures are adopted by
the authority for good governance?
11.Corruption – hot topic in the country, what are the steps taken by the authority to eradicate corruption and what challenges it
possesses? The infamous Supertech case (Emerald Court in Noida's upscale Sector 93A-Apex and Ceyane towers).
SUCCESS STORIES OF NOIDA
1. RICHEST CIVIC BODY IN THE COUNTRY
• Known as “GOLD MINE OF UP”, annual budget of ₹ 10000
crore.
• The city can run for next 5 years in a row even if it do not
take any taxes from its allotters.
• Huge amount of revenue surplus.
• Lease rent and interest from builders are the biggest
contributors to Noida’s revenue.
• Huge revenue out of water and property transfer charges.
• Revenue from the industries.
• Noida authority had deposited ₹ 3,500 crore as fixed
deposits in various banks – interest revenue.
• Revenue from – metro, hoardings.
• Single agency for all purposes – NOIDA authority, so no
discrepancy is there, good coordination is there, proper
maintenance.
• WI-FI - introduce Wi-fi capability in the entire area of the twin
cities.

2. NOIDA-GREATER NOIDA
EXPRESSWAY• A civil engineering masterpiece stretching across eight
lanes, no stoplights.
• A joint-venture between NOIDA and Greater Noida, the
expressway was built by Ircon International Ltd. at an
estimated cost of Rs. 202.42 crore. Work on the 23.742-km
expressway was started on 1 June 1999.
• PPP model.
• Changes during the course–it has become a major
development corridor, one of the prime development
corridor of the country and unique,major growth corridor
• Major challenges – PPP model, timely completion of the
project, Encouraging large Indian Corporations to set up
their industries alongside the expressway.
• Major real estate growth alongside the expressway.
• Arogya Dham (Medical City) – 50 acres
• IT and Education City – spread over 350 acres.
3. IDEAL INDUSTRIAL ZONE
• Excellent power situation, salubrious climate eminently
suited for IT industries, low cost of setting up IT unit as well
as low recurring cost (including cost of living).
• There are around 88000 industries in NOIDA and the
number will increase in the future.
• 'laissez faire' as the guiding spirit, very attractive, industry-
friendly packages.
• 'one-stop shop' and 'single-window clearance‘ -
eliminates red tape and bureaucratic hassles while
maximising transparency in dealings.
• Problems are resolved promptly and sanctions and
approvals given well in time.
• Assistance is also provided for all purposes.
• Superior infrastructure – roads, power, water,
communication(digital and optical fibre cable based), law &
order, professionals and skilled manpower.
• Noida Export Processing Zone (NEPZ), Software
Technology Park (STP) - Reserved for 100% export-
oriented units, also incentives for entrepreneurs.
• 100% foreign equity. Duty-free imports including telematic
infrastructure. Re-export of capital goods permitted.
• SPECIAL ECONOMIC ZONE – 2500 acres land will be
developed .
• It will boost the economy of the state.
4. BEST CITY IN UP
• Awarded ‘best city in UP’ and ‘best city in Housing for All’
in all of India by ABP News awards 2015.
• Various factors are there for this success.
• Housing for Poor – 5000 houses of one room category under
the ‘Shramik kunj’ project.
• All category of housing are available in Noida – LIG, MIG,
HIG at affordable rate when compared to Delhi and
Gurgaon.
• Based on concept of Comprehensive planning, all inclusive
planning. • Various challenges –

5. COUNTRY’s GREENEST CITY
• Wide open spaces, parks and playgrounds.
• Huge revenue is spent on maintaining the green spaces and
further developing them.
• NOIDA-BOTANICAL GARDEN - was formed with the aim to
turn it into a hub of special and endangered plants,
representing the entire country, which is located in Sector 38A
of the city, started in 2002. Today, it sprawls across 160 acres,
There are around 7,500 plants in the garden.
• CNG plants are spread all over the city, developed by Adani
group, operational since 2006.
6. NOIDA METRO & FILM CITY
• Metro line was commissioned in November – 2009, the
construction was done by DMRC on deposit terms.
• DPR was prepared by the authority.
• NOIDA METRO RAIL CORPORATION was set up to deal
with the further development.
• EIA is done for the project.
• Helped commuters, easy accessibility.
• Increase in land values of NOIDA.
• Boom to the economy, revenue generation, less traffic on
roads, less air pollution.
• Work on extension of Metro from Noida to Greater Noida
is under way – total 22 stations, cost – ₹ 5533 crore.

• FILM CITY
Located in sector-16A.
Established in 1988, 21 plots covering
approx 98600 sqmt. Area.
13 film studios, annual turnover of ₹ 28
crore per annum.

OKHLA BIRD SANCTUARY
• The Okhla Bird Sanctuary(OBS) is at the entrance of the city
at the point where the Yamuna River enters the state of Uttar
Pradesh from the state of Delhi.
• About 323 various bird species are seen in the sanctuary,
about 50% of which are migratory birds.
• Recently declared eco-sensitive zone by the NGT.
• According to which an area up to 100 metres from the
eastern, western, and southern boundary and up to 1.27
km from the northern boundary, which extends up to DND
flyover is no construction zone.
• But there are claims by various environmentalists that no
measures have been taken up by the authorities to
implement the order.
• Because of this, this year birds are preferring Sultanpur
and Surajpur area.
• According to him, there is proper vigilance by the
authority with the help of local police.
• All illegal construction have been stopped.
POOR CONDITION OF GOVT.
HOSPITALS• There are various super-speciality hospitals in Noida – like
FORTIS, Apollo, Kailash, Jaypee, Max, Indogulf.
• But all 3 govt. hospitals are in very bad condition and they
only provide secondary health care.
• Arogya Dham (Medical City) - comprising super-speciality
hospitals spread over more than 50 acres.
• Increased budget for the improvement in the condition of
existing hospitals.
POOR CONDITION OF VILLAGES
• They lack permanent postal and individual address.
• No proper mapping is done.
• Villages will be soon mapped using aerial imagery captured
by drones designed by North East Centre for Technology
Application and Reach (NECTAR), an autonomous society
set up under the Union government's department of
science and technology.
GOOD GOVERNANCE & e-GOVERNANCE
• As far as e-governance is concerned, the authority is moving
in the right direction.
• Authority website is very interactive, all information is
available online.
• One can Pay water bills online, get all property related
details online, E-tenders are available.
• Noida citizens charter portal is there, one can register
problems online, RTI, transparency is there.
CORRUPTION
• To eradicate corruption, the authority is trying to create an
online platform, so that more transparency will be there.
