SPECIFICATIONS AND CONDITIONS FOR THE SUPPLY OF SUBMERSIBLE PUMPS FOR USE IN SEA WATER REVERSE OSMOSIS PLANTS

1. Description of Tender

The pumps are required by Water Services Corporation (WSC) to be used to extract sea water

out of beach wells.

2. Scope of Supply

This tender calls for the supply of six (6) submersible pumps as described in the following

specifications and schedule, tested at the contractor’s works, packed and delivered to WSC

stores at Pembroke Reverse Osmosis Plant.

The supply of spare parts is not within the scope of this tender.

3. Submersible Pumps

3.1 General: All materials used in the construction of the pumps and motors are to be suitable

for envisaged duties as described in the specifications. All material used is to conform to

the latest requirements of the appropriate EN or BS specification or any other reputable

international standard. During adjudication special consideration shall be given to material

quality.

a) Two models of pumps are required, designed to pump the following flows:

(i) 285m3/hr at 15m head

(ii) 285m3/hr at 40m head

These operating points are to be considered as the duty point of the pump and will be

used for adjudication purposes as explained elsewhere in the tender document.

b) The pump must include an in-line check valve, integral to the pump casing, to prevent

back flow when the pump is switched off, and proper allowance must be made in the

pump design to compensate for the pressure drop induced by the mentioned valve. It is

therefore understood that the 15m head required at duty point are to be measured

AFTER the check valve.

c) It is expected that the pumps and motors will operate satisfactorily for a period of not

less than (10) years with minimum maintenance works being required.

d) The delivery flanges of the pumps shall be sized to 6” and drilled to BS 4504 150lb. If

this is not the manufacturer’s standard design, a short adapter flanged pipe must be

supplied in stainless steel grade 904L or equivalent to a maximum length of 0.5m to suit

these requirements.

e) The pump/motor diameter (including allowance for cable thickness) shall not exceed

325mm.

3.2 Pumps

a) The pumps are required to be of single stage, centrifugal submersible type. They must also

be fitted with a non return valve manufactured in the same material as the pump casing.

b) Suppliers should note that the tender will be adjudicated on the lowest cost of ownership.

This will be calculated as THE SUM of an amortized capital cost based on 10 years as well as

the yearly running cost at the pump’s duty point. It is therefore in the contractor’s interest

to provide the most efficient pumps available within their range. It should again be noted

that the calculation will take into account the operating efficiency at the duty point, at an

on-line factor of 90%.

N.B. For clarity, the amortized cost shall be calculated as follows:

A = P x r (1+r )n

(1+r) n-1

P = capital cost

r = interest rate

n = number of years

c) The pump casing, impellers, diffusers and covers shall be manufactured out of high quality

corrosion resisting duplex stainless steel material. The minimum acceptable grade shall be

DIN 1.4517 or equivalent, with a Pitting Resistance Equivalent Number (PREN) greater than

32.0. These components must be machined and finished to a high standard.

NB: For clarity, the PRE No. will be determined as follows:

PRE = ( 1.0 )( Cr. ) + ( 3.3 )( Mo. ) + ( 16.0 )( N )

d) The pump impellers are to be machined to fine limits and dynamically balanced.

e) The pump shaft and coupling shall also be manufactured from duplex stainless steel to grade

DIN 1.4517 (or equivalent) as minimum, based on the PREN and mechanical properties.

f) Adequate precautions are to be taken from the manufacturer to prevent any galvanic

corrosion taking place between dissimilar materials.

g) Lubrication of any pump shaft bushings must be from the pumped liquid itself.

h) Tenderers should supply detailed technical literature of the pumps in English language at the

tendering stage, including:

Characteristic curves showing the main operating data. As a minimum the graphs must

indicate the pump curve, pump efficiency, absorbed power and NPSH.

A sectional view of the pump and the main recommended spare parts

Overall dimensions and weights of the pump and motor

3.3 Motors

a) The motors are to operate on a 3-phase 400V 50Hz supply. The motors shall be

asynchronous with a splined shaft and coupling flange conforming to NEMA standards. No

other motor coupling type shall be considered. If this is not the pump standard flange, an

adapter piece must be included to convert from the NEMA standard motor to the non

standard pump.

b) The motors shall be liberally rated for starting under the most extreme conditions of

service and should have a sturdy construction capable of extended running without

maintenance.

c) The motors shall also be suitable for operation under VFD control.

d) The motors are required to be of the rewindable type, with a construction that shall ease

the process of rewinding. The stator shall be 8” (in diameter); 6” stators will not be

considered during adjudication. Details of the rewinding circuitry techniques (including

span, turns per coil, winding wire dimensions, etc.) must be included in the technical

literature once the tender is awarded.

e) The winding wire for rewindable stator motors shall be lined with a water repellant sheath

with high insulation properties.

f) The motor lubricating system shall under no condition contaminate the pumped water. The

stator cooling liquid shall be non-toxic, free from any oil, and factory packed. The motor

shall be fitted with a uni-directional valve such that no water can enter from outside.

g) The stator tube material shall be highly polished and made of DIN EN 1.4462 high grade

stainless steel or a better corrosion resistant material having a PRE No. greater than 32.

h) The bearing housing covers and end supports shall be also be manufactured from DIN

EN1.4517 Stainless Steel or equivalent material with PRE No. greater than 32. If the

tenderer wishes to quote for a better corrosion resistant material, based on the chemical

analysis of the water (Clause 4), he must specify and explain his choice. It should be noted

that if higher grade stainless steels are used, the casting properties of the material will be

very carefully assessed. Also, the motors will be rejected should any visible surface

porosity be present on the castings since this will have a very detrimental effect in the

motor operating environment.

i) The material of the rotor projecting-end is being left to the discretion of the tenderer. It

must be both corrosion resistant in seawater (Clause 4) and also mechanically strong to

withstand frequent start-ups (up to 6 starts per hour). Its material composition must be

especially resistant to crevice corrosion.

j) All rotating parts shall be carefully machined and dynamically balanced. The rotor is to be

equipped with protection sleeves for guide bushings. The rotor material must be non-

corrosive and it is to be specified together with its mechanical properties.

k) Each motor is to be supplied with 40 metres of flexible cable of suitable dimension to

withstand the current taken by the motor at starting and when running at full load. The

cable sheathing is to be mechanically strong enough and also heat resistant up to 100°C and

not to be subject to deterioration in seawater.

l) Motors should be supplied with both a no-load and a full load test certificate as well as a

balancing test certificate for its rotors.

m) Tenderers should note that great importance shall be given during adjudication phase to

the motor efficiency at 100% duty point. It is therefore in their interest to quote for the

most efficient motor possible for the required power.

4. Typical Chemical Analysis of Seawater

The motors shall operate in seawater conditions having the following approximate analysis:-

HCO-3 120 mg/l as CaCO3

Ca++ 450 mg/l as CaCO3

Mg++ 1350 mg/l as CaCO3

Silica (SiO2) 5.0 Mg/l

Nitrates (NO3-) 2.0 Mg/l

Phosphates (PO4---) 0.5 Mg/l

Ammonium (NH4+) 1.4 Mg/l

Total Coliforms Nil

H2S <0.01 mg/l

5. Literature and Spares

a. The tender is to include detailed technical literature in English and drawings of the motors

offered. The attached Schedules 1A through to 2B must be completely filled and additional

literature shall include:

(i) All necessary information for operation and maintenance

(ii) A list of recommended tools and materials required to carry out the necessary

maintenance.

(iii) Coupling flange and output shaft dimensional drawings

b. Tenderers are to submit a separate price list of spare parts for the motors. These are to be

accompanied with exploded views of all motors. Tenderers are to state if price list for

spares will be held firm for the next two (2) years. If in the negative, they shall state price

escalation for mentioned spares for the next two (2) years.

6. Commercial Warranty

A minimum of twelve (12) months guarantee period on performance, material and

workmanship for all equipment is to be quoted.

7. Performance Guarantee

The successful contractor shall be required to submit a bank guarantee for 10% of the value

of the contract within seven days (fifteen days for overseas contractors) from the date of

award of contract. The guarantee shall be issued by a local Maltese Bank or a Financial

Institution licensed by a recognized Financial Regulator in the country where the company is

located and who assumes responsibility for claims and payments to the amount as stated

above.

The bank guarantee will be released one month after satisfactory completion of the contract,

i.e. after expiry of the warranty period, to make good for any defects or deficiencies in

performance, material or workmanship during the guarantee period and which are not

rectified or made good by the contractor within the period stipulated by the Corporation.

8. Delivery Period

The Corporation reserves the right not to accept offers having delivery periods in excess of

twenty-four (24) weeks from the date of Letter of Acceptance.

9. Validity of Offer

The offer is to be held firm for at least 150 days from closing date of tender.

10. Presentation of Tenders

(a) All tenders must be submitted in one original.

(b) All tenders must be received by date and time indicated and deposited in the

tender box at the entrance of the Water Services Corporation, Qormi Road, Luqa LQA 9043,

Malta.

(c) All tenders must bear only:

(i) the above address;

(ii) the reference of the invitation to tender concerned;

(iii) if applicable, the number of the lot(s) to which the tender refers;

(iv) the name of the tenderer.

(d) A separate Tender Form is to be submitted for each option tendered, each form clearly

marked ‘Option 1’, ‘Option 2’ etc.

11. Payment

Payment will be effected within a reasonable time after delivery of goods in Malta to the

satisfaction of the Engineer-in-Charge and after a positive trial run of the pump sets.

Water Services Corporation may insist that payment will be made to the Contractor within 90

days from Bill of Lading/Airway Bill date where offers are made on CFR basis, provided that

goods are found to correspond to our order or within 90 days after delivery of goods to WSC

Stores where offers are made on delivered to Stores basis, again provided that the goods are

found to correspond to our order. Payment will be subject to any deduction to which the

Contractor may become liable under the Contract.

In breach of this time limit a contractor would become entitled to the payment of interest at

2% over the rate of interest established by the European Central Bank for the particular

period.

12. Quality Assurance

Only suppliers who have in operation at their manufacturing facilities a quality assurance

system in accordance with ISO 9001:2008, with certification for, at least, manufacture

function, will be considered. For this reason manufacturers are to submit certifications to

this regard including scope of certification, from accredited inspectors with the tender

documents.

13. Pricing

13.1 All tenderers are required to quote prices covering the total cost delivered to store

inclusive of Customs import duty, insurance, ECO tax, if any, and any other charges, as

applicable.

13.2 Value Added Tax (VAT) is to be quoted separately.

13.3 Moreover, the successful bidder shall be bound to conform in all respects with VAT

legislation and regulations.

13.4 Overseas tenderers who have no local agent may quote prices on CFR Malta terms.

14. Currency

Offers are to be submitted in Euro.

15. Arbitration

Any dispute, controversy or claim arising out of or relating to this contract, or the breach,

termination or invalidity thereof shall be settled by arbitration in accordance with the rules

of the Malta Arbitration Centre as at present in force.

Any reference in the attached General Conditions to other arbitration procedures shall not

apply.

16. Shipping (applicable to tenderers quoting on CFR Malta terms)

16.1 Tenderers are not allowed to submit separate prices for carriage, freight and/or

handling/customs clearing, and any or all of these shall be incorporated into the prices

of the items required.

16.2 Tenderers must specify if carriage will be effected by chartered ships or by regular

well-known shipping lines.

16.3 The vessel utilised must be classed with a recognised classification society, and be less

that 15 years old and with a GRT in excess of 1000 tons.

167.4 For loose cargo the port of destination shall be the Valletta Gateway Terminal; for

containerized cargo the port of destination shall be the Malta Freeport Marsaxlokk.

17. Award Notification

Prior to the expiration of the period of validity of tenders, Water Services Corporation will

notify the successful tenderer, in writing, that his tender has been recommended for award

by the Departmental Contracts Committee, pending any objection being lodged in terms of

Regulation 21 of the Public Procurement Regulations.

Unsuccessful bidders shall be notified with the outcome of the evaluation process, and will

be provided the following information:

(i) the name of the successful tenderer;

(ii) the recommended price of the successful bidder;

(iii) the reasons why the tenderer did not meet the technical specifications/

notification that the offer was not the cheapest (if applicable);

(iv) the deadline for filing a notice of objection;

(v) the deposit required if lodging a complaint.

The recommendations of the Departmental Contracts Committee shall be published on the

Notice Board of the Water Services Corporation, and published online on the Corporation’s

website, www.wsc.com.mt.

18. Interpretation or Correction of Tender Documents

Tenderers shall promptly notify the Chief Executive of the WSC of any ambiguity in or

discrepancy between any of the Tender documents which they may discover upon

examination of the Tender documents.

Tenderers requiring clarification or interpretation of the Tender Documents shall make a

written request that shall reach the Chief Executive by fax on 22443499 or by email on

[email protected] at least eight (8) days prior to the date of receipt of Tenders.

Any request after this date will not be accepted.

Any interpretation, corrections or changes to the Tender Documents by the Chief Executive

of the WSC will be made by an official addendum. Interpretation, corrections or changes

made in any other manner will not be valid, and Tenderers shall not rely upon such

interpretation, corrections and changes.

The Contracting Authority may, at its own discretion, as necessary, extend the deadline for

submission of tenders to give tenderers sufficient time to take clarification notes into

account when preparing their tenders.

19. Right of Recourse

Tenderers are to note that the award of this contract is subject to the right of recourse as

set forth in Legal Notice 296/2010 (Public Procurement Regulations, 2010). A copy of

Regulation 21 of these regulations is annexed with this document for easy reference.

20. Conditions Of Employment

Tenderers are required to annexe with their offer the attached Statement on Conditions of

Employment. Any tenderer who fails to provide this statement with his offer, will not be

eligible for the award of the contract.

21. Tender preparation costs

Applicants shall bear all costs associated with the preparation and submission of the tender

documents. The Corporation shall not reimburse any fee associated with the preparation of

tender documents in the event that any or all offer/s is/are rejected.

22. Labour Law

Particular attention is drawn to the conditions concerning the employment of labour in

Malta and the obligation to comply with all regulations, rules or instructions concerning the

conditions of employment of any class of employee.

23. General Conditions

The attached “General Conditions of Contract for the Supply of Materials and Other

Articles” insofar as they are not inconsistent with the above shall also apply.
