Sub: Specifications for laminar air flow chamber (Biological Safety Cabinet) with accessories

f Sealed tender is invited from bonafide, resourceful and eligible manufacturers/exclusive distributors(Indian or Foreign) for supply & installation of laminar air flow chamber (Biological Safety Cabinet)with accessories needed for the smooth functioning ofthe equipment. The recommendedaccessories may be mentioned as optional. Complete two component technical and financial bidsshould reach the office of Prof B KThelma, Dpt of Genetics, University of Delhi South campus, NewDelhi 110021 on or before June 3, 2016.

General Terms & Conditions:

Warranty / Guarantee: Bid must include five year comprehensive on-site warranty / guarantee andannual maintenance including all components and accessories purchased. These will be effectivefrom the date of the satisfactory installation / commissioning of equipment. The guarntee/warrantywould also be valid for any manufacturing defects, workmanship and poor quality of thecomponents. Vendor should submit list of consumables routinely needed for running the machinealong with cost.

Delivery & Installation: All the goods ordered shall be delivered & installed within six weeks fromthe date of issuing purchase order. All the aspects of safe delivery, installation, calibration andcommissioning shall be the exclusive responsibility of the supplier. If the supplier fails in delivering,installation and commissioning of the goods on or before the stipulated date, a penalty at the rate of5% per week of the total order value will be levied.

Bidder shall submit a copy of the tender document and addenda there to, if any, with each page ofthis document signed and stamped to confirm the acceptance of the entire terms & conditions asmentioned in the tender enquiry document.

After due evaluation of the technical bid(s), university will award the contract to the lowest

evaluated responsive tenderer.

The university/lab reserves the right to accept in part or in full or reject any or more quotation(s)without assigning any reasons or cancel the tendering process and reject all quotations at any timeprior to award of contract, without incurring any liability, whatsoever to the affected bidder orbidder(s).

,Vendor should have minimum of 10 installations in India and should provide performance certificatefrom the users. The details of such institutions and the cost with name of equipment installationsmade in the last 24 months may also be supplied with the bids.

Payment will be made after 100% delivery of the material and submission of satisfactory installation,testing, commissioning etc and five year guarantee/warranty and annual maintenance certificate forthe five year period duly signed and stamped by the authorized representative of the userdepartment and on submission of original invoice and original delivery challans duly signed.

Comprehensive training for lab staff and support services till familiarity with the system is developedshould be provided. Subsequently, assistance as and when required should be provided. Theinstitute will not bear any training expenditure.

Technical Specifications

• Size 4 feet width and the front window should have 8/ 10" sash opening with workingsurface and drain Pan of stainless steel 304

• Nominal inflow velocity of 90 feet per minute (fpm) (O.Sm/sec) and Nominal down flowvelocity of 55 fpm (0.3 m/sec)

• The cabinet should be of Class 11, A2 designed in compliance with NSF (National SanitationFoundation) certification and certificate of the quoted model should be attached.(NODEVIATIONWILL BEACCEPTED)

• Efficiency of HEPA/ULPA filter should be >99.995% @0.3~m. Life span of the filters shouldbe mentioned

• The microprocessor based Cabinet should use differential pressure sensor to display theinflow and down flow air velocities in real-time on an LED/LCDdisplay

• Motor should be DC ECM & must automatically adjust the airflow speed (balancing inflowand down flow) without the use of a damper to ensure continuous safe working conditions.

• The cabinet noise level must be less than 65 decibel

• Approximately 30% of the air volume should be exhausted as sterile air back into theenvironment and approximately 70% of the air is recirculating inside the work area shouldbe present

• .Safety alarm / safety display for low air velocity, faulty exhaust fans etc should be present

• The cabinet must use a pressure sensor to detect pressure drop across the supply filter. Thepressure sensor must be encased in order to protect the sensor from temperature, humidityand other environmental phenomena that can impact the sensor's performance

• The cabinet should have Inbuilt fumigation port for decontamination and not to be done byPAN

• The cabinet should have fluorescent lamps >1100 lux for lighting of the interior. Front of thecabinet should preferably be angled to help minimize glare

• The front window sash must be angled 10 degree to reduce glare for users who wear glassesand allow for more comfortable posture for users

• A provision for UV light to disinfect the interior of the cabinet should be available. UV light

must be programmable to allow for specific exposure time from 0 to 24 hrs. The frontwindow should be made of laminated safety glass to protect against leakage of UV rays andto ensure containment of potential hazardous material. One additional spare UV lampshould be provided along with the equipment supply

• Power Consumption in Normal mode should be :200W ±10%

• System should come with movable and height adjustable floor stand

• Arm rest should be provided for the user's arms without disturbing the air flow

• Calibration certificate should be provided at the time of installation in respect of all theparameters that require calibration

• Original manufacturer's product catalogue and specification sheet in english should beattached

• List of important spare parts and accessories with their part number and costing to beprovided.

• Five years comprehensive warranty and five year annual maintenance contract to beprovided

• Accessories purchased and installed should be covered by CMC/AMC for five year period

• A compatible voltage stabilizer should be provided with the unit

• The quotation must include a compliance statement
