Sub:- Reg. filling up of CCE Cards.

At huge Government expenditure, we have printed 86 distributed lakhsof CCE Cards for each and every student from Class 1 to 8 in GovernmentSchools. However, I have noticed during my visit to Government Sr. SecondarySchool Jharsently, Distt. Faridabad that these Cards for students are not being

maintained as directed. Therefore, DEE is directed to get the same checkedthrough DEEOs, BEEOs, Circle Heads etc. and confirm to me within a weekwhether the CCE Cards for April, May and July during the current Academic

Session have been filed up by the concerned teachers or not. In case there areteachers who have not filled up these Cards, they should be charge sheetedunder Rule-7 for which draft charge sheet and names of the teachers should besubmitted alongwith the reports. This order should also be hosted on the Websiteof the Department.

The grant for recognition is Class not extendable and does not in any way imply any obligation torecognize/affiliate beyond Class VIII.

The school shall by the provisions of Right of Children to Free and Compulsory Education Act, 2009and the Haryana State Right of Children to Free and Compulsory Education Rules 2011.3. The school shall admit in class I, to the extent of the Strength of that class. Children belonging toweaker section and disadvantaged group in the neighborhood and provide free and compulsory elementaryeducation till its completionProvided, that in case of pre primary classes also, this norm shall be followed.4.For the children referred to in paragraph 3, the school shall be reimbursed as per sub section (2) ofsection 12. To receive such reimbursements school shall provide a separate bank account.5. The school shall not collect any capitation fee and subject the child or his or her parents or guardiansto any screening procedure.6.The school shall not deny admission to any child for lack of age proof. If such admission is soughtsubsequent to the extended period specified for admission, the same shall not be denied and the childshall not be discriminated on the ground of religion, caste or race, place of birth or any of them.

The school shall ensure that :-no child admitted shall be held back in any class or expelled from school tillthe completion of elementary education in a school;no child shall be subjected to physical punishment or mental harassment;no child is required to pass any board examination till the completion ofelementary education.every child completing elementary education shall be awarded a certificate as laiddown under rule 22;inclusion of students with disabilities /special needs as per provision of the Act;the teachers are recruited with minimum qualifications as laid under section 23(1) ofthe Act. Provided further that the current teachers who, at the commencement of thisAct do not posses minimum qualifications shall acquire such minimum qualificationwithin a period of 5 years;the teacher performs its duties specified under section 24(1) of the Act; andthe teachers shall not engage himself or herself for private teaching activities.

The school shall follow the syllabus on the basis of curriculum laid down by academic authority.The school shall enroll students proportionate to the facilities available in the school as prescribed 19.

That as per court . direction, I examined the case of the petitioner for promotion

and I am of the view that since one Sh. Ranbir Singh, S.S Master, GMSSSS M.Garh

who was junior to the petitioner in merit has already been promoted by the department

w.e.f. 17.12.1997 thus the case of the petitioner should also be considered for

promotion. I do feel that there is substance in the contention of the petitioner and

accordingly he should allow to be promoted w.e.f. 17.12.1997 the date when his junior

was promoted. He will not be entitled for any arrears, however, he will be entitled to the

benefit of sonority and pay fixation on account of retrospective promotion.

Additional Distt. Session Judge Retd as inquiry officer vide order no. 14/44-13 HRM-I (2) dated

12.03.2014 to inquire into the charges leveled against her. The inquiry officer submitted inquiry

report on 28.05.2014.

The inquiry officer in its report found that the charges leveled against Smt. Sarita

Shukla, ESHM, GSSS Jalbera (Ambala), stand proved against her. The enquiry report was sent

to her and was granted an opportunity to submit her defence, if any, which she may like to,

submit in this connection. i Such defence, if any, should be made in writing and be submit

directly to the undersigned within a period of one month. She submitted her reply and

requested for personal hearing. She was heard on 30.10.2014. She reiterated the same as she

had written in her reply. I have go through the record of the case, enquiry report and other
