• -5.85% HEFCE teaching grant, balancing high cost, student opportunity and specialist institutions
• +30k student numbers, recognising previous growth
• +£25m HEFCE Postgraduate Support Scheme
• REF outcomes
2015-16
• additional STEM recurrent and capital funding, but indicative reductions overall
• removal of the cap on student numbers
• +£50m for taught postgraduate education and government review
• first QR allocations following REF
Short-term issues
• £200 million available for 15-16:
o £180 million to be allocated competitively
o £20 million to be allocated formulaically
• 1:1 match funding a requirement
• Other criteria will relate to:
o Equality and diversity
o STEM growth
o Impact of STEM provision
o Value for money
o Feasibility of capital investment in 15-16
