I. Introduction

The study of market behavior related to chemical substances based on hydrofluoro

carbons (HFC) was included as part of the National Survey on Consumption of

Substances that Deplete the Ozone Layer. This initiative seeks to obtain the

necessary data for the construction of the baseline on aspects of importation, use and

management of HFCs, especially in the field of refrigeration and air conditioning.

This document contains the results of the information obtained from the General

Customs Directorate (DGA) and from the National Ozone Programme (PRONAOZ),

regarding the importation of HFC´s during 2009-2014. It also presents the results of

the survey between March and June 2015 to importers and distributors of refrigerants

containing HFC´s and several key informants from other user sectors such as

firefighting.

In line with the established by the National Development Strategy, the Dominican

Republic is a member of the Climate and Clean Air Coalition to Reduce Short Lived

Climate Pollutants (CCAC), considering that this initiative aims at the reduction and

elimination of air pollutants from a regional and global perspective. The development

policy executed by the Central Government clearly expresses the commitment of the

Dominican State to preserve the environment on the route to achieve an increase in

quality of life for all its inhabitants.

In this context, the Dominican Republic signed the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on the Elimination of Substances that Deplete the Ozone Layer (ODS) and all amendments that have since taken place. The ODS consumption detailed in Annexes A, Groups I, II; B, Groups I, II and III and Annex E were eliminated in the past decade. A Terminal Plan is currently being undertaken, for substances contained in Annex C, Groups I and II. The Dominican Republic is a signatory to the Framework Convention on Climate Change and ratified the Kyoto Protocol as a contribution to reducing the emission of substances that cause global warming. There have been two National Communications and a third version is in development.

Law 64-00 on the Environment and Natural Resources declares the protection and the gradual decline until the complete elimination of the use of substances and products causing deterioration, pollution or other harmful effects to the atmosphere and stratosphere, of national interest. In addition, it outlines the responsibility of the

state, society and every inhabitant of the country to protect, conserve, enhance, restore and make sustainable use of natural resources and the environment, and eliminate unsustainable production and consumption patterns.

In compliance with the provisions of Law 64-00, the Ministry of Environment and

Natural Resources has a structure that includes a National Programme for the

Protection of the Ozone Layer. It is responsible for the elimination of ODS in

coordination with government counterparts and private sector; through a Cleaner

production Program to cooperate with local industry in the search for patterns of

sustainable or environmentally friendly production. There is also a Directorate of

Climate Change, which together with the Council of Climate Change handle all matters

relating to the production and consumption of substances with potential to cause

global warming.

As in most countries, the success of the Ministry in eliminating substances that deplete

the ozone layer, such as chlorofluorocarbons (CFCs) and part of the

hydrochlorofluorocarbons (HCFCs) has caused a significant increase in consumption

of hydrofluorocarbons (HFCs). While the latter do not damage the ozone layer, they

have a global warming potential that can be very high in some cases

In view of the abovementioned, the Dominican Republic has joined a large group of countries through the Climate and Clean Air Coalition to Reduce Short Lived Climate Pollutants (CCAC); in order to pursue joint actions to reduce the presence in the atmosphere of any substance that has the potential to cause destruction and direct or indirect damage to the human race. This document provides an inventory of historical consumption of HFCs, expressed in

import data (the Dominican Republic does not produce HFCs), an analysis of the

current market situation of these substances and some recommendations on the

management of HFCs as the market shifts to this alternative.

1.1. General Objectives.

Compile and analyze information on import and consumption of

hydrofluorocarbons refrigerants (HFC) in the refrigeration sector.

Learn which are the current characteristics of the HFC trade market in the

Dominican Republic and determine consumer trends regarding potential

alternatives that do not cause damage to the ozone layer or affecting the

increase of global warming.

II. Methodology

2.1 Assessment of the population of importers and distributors.

The census of HFC importers and distributors was determined with basis on the

registry of HFC distributors developed by the Ministry of Environment and Natural

Resources, and the database of the General Customs Directorate. Import records for

refrigerant fluids of the Ministry of Environment and Natural Resources (MARENA)

National Ozone Program served as control tool to establish the representativeness of

the population.

Some distributors of refrigerant fluids that are not in the lists of importers were also

included for a better understanding of the behavior of trade in these fluids and possible

trends that include alternatives, which are controlled by the Montreal Protocol, and

those that cause damage to the global environment.

2.2. Sample Design:

The registry of Importers from the Ministry formed the basis for the establishment of

the sample. For interviews, the main importers of HFCs and HCFCs refrigerants were

selected. With this procedure, 18 importers/distributors were chosen and import

information from other importers was updated through PRONAOZ´s database.

Table 1 presents the registry of importers established by PRONAOZ and Table 2

shows the final sample of 18 companies considered important by the volume of import

and its high level of influence on the refrigerant market in the Dominican Republic. All

import data was confirmed using the General Customs Directorate´s database.

The questionnaire for interviews with importers and distributors of refrigerants used in the study contains 38 questions, most closed and some open to the objectives of qualitative orientation. The questionnaire was field tested and discussed with PRONAOZ (see Annex).

2.3. Field work

A team that included the consultant and technical team of the HCFC Phase-out

Management Plan (HPMP), the PRONAOZ and the DGA conducted the application

of field - level survey. Direct contact was made with the importers to schedule

appointments and visits to the selected companies. The data analysis was conducted

by Mr. Yuseff Chaer who coordinated everything related to the application form and

the gathering of information.

2.4. Data processing

The survey forms completed in field were processed using the SPSS 15.0 statistical

program for Windows. The information was tested for reliability, internal consistency

of the data, input control and processing which was randomly was applied to 5% of

the interviews were conducted. Once the data gathered was tabulated, it was

subjected to comparative analysis, as well as internal consistency analysis of several

randomly selected questionnaires to control the quality of the work done during the

field phase.

III. Study Results

3.1 HFC consumption analysis

HFC consumption in the Dominican Republic is calculated according to the procedure

laid down in the Montreal Protocol to calculate ODS consumption, where HFC

consumption is equal to the amount imported, plus produced, minus the amount

exported. There is no production of HFC in the country, nor exports have been

registered, so imports equals consumption. Table 3 presents the HFC import levels

reported by the General Customs Directorate and supervised by PRONAOZ for the

period 2009 to 2014.

The information in Table 3 indicates that 87.7% of the historical import of HFC,

corresponds to HFC-134a, 6.1% to R-404A and 4.9% to R-410A, then followed by,

although not significantly, R-413A, R-407C and R-507A.

High consumption of HFC-134a is related to its role as a substitute for CFCs in its

many applications since the late 90s and more recently as a substitute for some

HCFCs.

The use of R-410A and R-404A has a behavior of ups and downs. The increasing use

of both refrigerants as alternatives to HCFCs in applications for commercial and

industrial refrigeration and air conditioning poses a rise in consumption to be

maintained for a while, until other alternatives fluids that do not cause damage to the

stratospheric ozone layer or cause global warming become commercially available.

It is important to mention that some refrigerants, such as R-413A, R-422A and R-507A

which had disappeared from the domestic market by 2013 have reappeared; probably

in response to the search for alternatives to HCFCs in the field of commercial and

industrial refrigeration. Others such as R-408A, R-415A and R-437A ceased to be

used. Finally, R-407C consumption has remained constant, although at a very low

level compared to HFC-134a or any of the other two HFC with higher demand.

3.2. Importers and distributors

The Ministry of Environment and Natural Resources established, by means of

Resolution 10-2012, the Import Registry of Refrigerant fluids. This instrument allows

control of all HFC import operations carried out in the country. It was originally created

for Hydrochlorofluorocarbons (HCFCs) and then was extended to other refrigerant

fluids.

In the chapter on the methodology, the registry was established as the population of

this study because entitled importers bring all types of refrigerants that are not officially

prohibited (HCFC, HFC, HC, ammonia and CO2). One of companies is dedicated to

the exclusive import of HFC-134a. In the annexes, a list of companies, importing

quantities and types of refrigerants that are registered in the DGA and PRONAOZ, is

presented.

3.3 Origin of HFC imnports.

According to the data base of the DGA, HFC imports are from several countries. Most

of the importers surveyed said that conduct their operations from the same countries

that have traditionally done so. Some have made sporadic imports from other

countries, but generally retain traditional suppliers. Highlights Mexico, United States

and China (Table 7). China is the country from which the largest amount of HFC,

followed by the United States and Mexico.

3.4 Presentation and package.

The types of containers used for the import of HFCs follow the models commonly used

throughout the world. Considering that, locally it has not changed from the original

presentation of the country from which it was shipped. The type of container most

commonly used for the marketing of HFCs is a 30-pound cylinder. The other

presentations are used for very few applications; for example in the automotive and

commercial air conditioning applications use cans with a capacity of 1 pound

(0.454kg). The types of containers that are in the market are shown in Table 8.

3.5. Import prices of major HFCs.

Data from the General Customs Directorate show that historical import of HFCs are

highly variable for the same substance and the same country. This hinders the

objective analysis thereof; however, in Table 9 Average values "Free On Board” (FOB)

obtained directly from the DGA are presented. It can be seen that the prices obtained

for any of the HFC in the Republic of China are lower than those obtained in Mexico,

despite the difference in distances of both countries with respect to the Dominican

Republic.

The large price difference between 2013 and 2015 is to be noted, if taken into account

that inflation levels affecting international trade in most imported products (goods and

services or “commodities ") have increased considerably.

3.6. Market analysis of HFCs as refrigerant fluids.

The results of the surveys on importers, distributors, service workshops and individual

technicians indicate that consumption of HFCs in the Dominican Republic is focused

to refrigeration and air conditioning. According to the type of service that generally

requires the use of refrigerant fluid, domestic refrigeration and commercial sectors are

most active in the market for refrigeration and air conditioning, as shown in Table 10.

Followed by, in order of importance; industrial refrigeration and automotive sector.

Regarding sectors, quantity and type of equipment that use HFCs, most respondents

said that Split type areas of commercial air conditioning, automotive air conditioning,

domestic and commercial refrigerators, are predominant as shown in Table 11 and

Figure 3.

The refrigerant mostly used in the repair and maintenance of equipment is HFC-134a (58.3%), followed by R-404A, R-410A and R-407C (Table 12); this is explainsed by the large number of refrigerators that require repair services and are charged with HFC-134a, the dynamics of the automotive sector and increased air conditioning equipment loaded with R-410A (Figure 4).

In relation to domestic refrigeration, 100% of respondents said they only used HFC-

134a for repair and maintenance of equipment. Most of the workshops interviewed

(35) were small and said to repair one unit of equipment per month, while other larger

repair workshops reach up to 100 units for the same period (Table 1 3).

For commercial refrigerators, the use of HFC-134a is predominant (71%), followed by

the R-404A. 7.14% of the sample said it also continues to use refrigerant HCFC-22

(Table 14).

Half of the interviewees said workshops are using R-407C and R-410A in the repair and installation of freezers, meanwhile only 37% use HFC-134a (see Table 1 5).

As for cold rooms, in most workshops the use of refrigerant R-404A is predominant ; however, the number of equipment units reported with the refrigerant HFC-134a has increased (Tables 16). In chillers, the use of R-404 and HFC -134 A to an equal proportion is presented, but the number of equipment units managed with HFC-134a is significantly higher.

In automotive air conditioning, 100% of the sample said to use HFC-134a for all repair

and maintenance operations (Table 17) and the amount of refrigerant used in each

repair ranges from half a pound to a pound.

Regarding refrigerated transport, most users use said HFC-134a, followed by R-404A (Table 18). Importantly, many commercial trucks still use HCFC-22, while in service vans or marine shipping are mostly using HFC-134a.

Most respondents reported that workshops in the repair and installation of conditioning units for commercial and industrial air used, in addition to HCFC-22, R-404A followed by R-410A.

3.7 Consumer Trend

The HFC consumption behavior has historically been highly variable so it becomes

difficult to establish a trend for each of the refrigerant fluids. According to the

information in Table 19, HFC consumption increased in the years 2011 and 2012,

following a decrease in 2013 and increase again in 2014 where growth was verified

for HFC-134a, R-404A and R-410A.

Figure 1 presented in previous paragraphs shows the trend of consumption behavior

of the four most important HFCs in the Dominican market.

IV. HFC consumption projection to 2020

For the projection of expected consumption of HFCs until 2020, only the information of HFC-134a, R-404A and R-410A will be used as this refrigerant fluids are the most used in the Dominican Republic. The future projection HFC consumption in the country is very difficult to establish due to the large fluctuations that are verified in the data supplied by the General Customs Directorate and PRONAOZ for each of the HFCs, and especially for HFC-134a. Table

3 shows that the import data of all HFC included therein present highs and lows that make it almost impossible to decipher its future projection with certainty. In the case of HFC-134a, it is consistently being the most consumed over time, however, the data shows strong growth in the years 2011 and 2012, and then it decreases sharply in 2014. Given the situation described in the preceding paragraphs and in table 19, one can carry out an exercise to estimate consumption projection of HFC-134a, R-410A and R-404A considering the values of consumption for 2014 and using the behavior of GNP per capita, considering the variation of 2013-2014 (3%), as the growth rate until 2020, as presented in table 20. It is important to mention that consumption of HFCs is very volatile, as evidenced by the accumulated information since 2009, so the potential consumption trend towards 2020 and beyond is very difficult to establish.

V. Conclusions

The historical consumption of hydrofluorocarbons (HFC) in the Dominican Republic indicates that 98.7% of historic import is divided between the HFC-134a (87.7%), R-404A (6.1%) and R-410A (4.9%), followed by, although not significantly, R-437A, R -407C and R-507A. High consumption of HFC-134a is related to its role as a substitute for CFCs in its many applications since the late 90s and more recently as a substitute for some HCFCs. No HFCs are manufactured locally, so import equals consumption. Consumption behavior of all HFCs mentioned is very variable. Starting 2009 high and lows are presented, with maximum peaks in 2011, after the phase out of CFCs. The increasing use of these refrigerant fluids as alternatives to HCFCs in applications for commercial and industrial refrigeration and air conditioning poses a rise in consumption to be maintained for a while, until alternative refrigerants that do not cause damage the stratospheric ozone layer and affect global warming becomes commercially available. Some refrigerants such as R-413A, R-422A and R-507A that had disappeared from the local market since 2013 have reappeared; probably in response to the search for alternatives to HCFCs in the field of commercial and industrial refrigeration, although its market share is marginal. Others such as R-415A and R-437A are no longer used. In the refrigeration market about 28 HFC importers-distributors operate, most of are part of the Registry of Importers of the Ministry of Environment and Natural Resources for their participation in trading HCFCs. The import of HFC is made from several countries, notably mainland China, Mexico and the United States of America. The type of container most commonly used for the marketing of HFCs is a 30-pound tank (13.6 kg). In the automotive sector and commercial air conditioning, applications used cans with a capacity of 1 pound (0.454kg). FOB prices historical HFCs have remained virtually unchanged, remaining between US$ 4.00 and 7.00 for HFC-134a and between US $ 6.00 and 13.00 for R-404A and R-410A. HFC consumption in the Dominican Republic is focused in the refrigeration and air conditioning sectors. Domestic refrigeration and commercial sectors are most active in the market for refrigeration and air conditioning, followed in order of importance the by the industrial refrigeration and automotive sectors. The mostly used refrigerant in the repair and maintenance of equipment is HFC-134a (58.3%), followed by R-404A, R-407C and R-410A. In domestic refrigeration, only HFC-134a is used for repair and maintenance of equipment; while in the case of commercial, industrial and refrigerated cooling transport use the other mentioned HFCs, with yet important presence of HCFC-22. The HFC consumption trend in the local market is difficult to establish because of its

great variability. HFC consumption increased significantly in 2011, then decreased

and later regrew with the use of HFC-134a, R-404A and R-410A; while R-407C,

continues to decrease. The data found indicates that the consumption of HFC-134a,

R-404A and R-410A will continue to grow in the near future, while the R-407 C will

have limited growth.

The most reliable projection of consumption of HFCs results from the usage behavior

related to the change in GDP per capita that is verified between 2013 and 2014. The

consumption of HFC-134a (with a 3% growth annual) would in 2020 add up to a total

of 880,028 kg, while that of R-410A would be 88,356 kg and consumption of R-404 a

would be 109,178 kg .
