DOCTORAL PROGRAMMES
The department offers Doctoral Programmes in Political Science, Public
Administration and International Relations or any of the subfields of Political Science.
MASTER PROGRAMME (M.A) (with specialization in Political Science, International
Relations, Public Administration)
• The Department of Political Science offers postgraduate programme, of two year
duration.
• Students write Masters Dissertation during the programme
• Students are trained in research methodology, soft skills, language, and skill
enhancement courses.
• Summer internship at the end of the first semester.

Pacific affairs, Indian Political Thought and Foreign Policy and Strategic studies.
2. Dr.Mahua Ghosal (Head of the Department)- Specialized in Political Science, Public
Policy, Development Studies, Women studies, Micro-credit and Governance.
3. Professor Maitreyee Bardhan Roy- Specialized in Public administration, Political

FEW IMPORTANT TERMS AND CONCEPTS
Anarchy: In its simplest sense anarchy denotes an absence of political rule or sovereign
authority.
Authoritarian: Refers to rule which is unaccountable and restrictive of personal liberty.
Balance of Power: A system of relations between states where the goal is to maintain
equilibrium of power, thus preventing the dominance of any one state.
Bicameralism: The principle of having two separate chambers of a national parliament.
Big Government: A negative term, used mainly by conservatives to describe government
programs in areas where they believe government shouldn't be involved, especially those that
spend money on social problems
Bipartisan: A cooperative effort by two political parties.
Bipolarity: In International politics generally describes a distribution of power in which two
states possess a preponderance of economic, military and political power and influence either
internationally or in a particular region. Bipolarity during the cold war referred to the power
and influence of the USA vis-à-vis that of the USSR.
Bleeding Heart: A term describing people whose hearts "bleed" with sympathy for the
downtrodden; used to criticize liberals who favor government spending for social programs
Bully Pulpit: The Presidency, when used by the President to inspire or moralize. Whenever
the President seeks to rouse the American people, he is said to be speaking from the bully
pulpit. When the term first came into use, "bully" was slang for "first rate" or "admirable."
Campaign: (noun) An organized effort to win an election (verb) To strive for elected office
Caucus: An informal meeting of local party members to discuss candidates and choose
delegates to the party's convention
Checks and Balances: The system of dividing power among the three branches of
government (executive, legislative, and judicial) to prevent any one from having too much
power. Each branch has some authority to check the power of the others, thereby maintaining
a balance among the three.
Citizenship: The granting of social and political rights to enable individuals to participate in
state decision-making.
Coattails: The power of a popular candidate to gather support for other candidates in his or
her party. Winning candidates are said to have coattails when they drag candidates for lower
office along with them to victory.
Convention: A national meeting of a political party, where delegates formally elect a party's
nominee
Cold war: A description of the states system existing between the end of the second world
war in 1945 and the collapse of Soviet communism by the early 1990s. On the one side was
the United States, the dominant power in the West; on the other was the Soviet Union, the
dominant power in the East.
Constitution: The complex of relations between a states’s governing institutions and the
people, including the understandings that are involved. Most of these relations are usually
codified in a single document.
Constitutionalism: The principle that assigns special significance to constitutions and rule of
law in national life.
Dark Horse: A long-shot candidate
Delegate: A representative to a party's national convention chosen by local voters to vote for
a particular candidate. Each state is assigned a certain number of delegates based on its
population.
Democracy: Refers to political system in which there is self-government.
Ideology: An integrated system of ideas about politics, values, and culture. Those who
espouse an ideology are sometimes criticized as rigid and narrow-minded.
Left-wing: Liberal. The labeling system originated from the seating pattern of the French
National Assembly, which put liberals on the left, moderates in the middle, and conservatives
on the right.
Lobby: A group seeking to influence an elected official, or the act of doing so. The term
originated in the seventeenth century, when people waiting to speak with legislators at the
English House of Commons waited in a large atrium outside the legislators' hall, called the
lobby.
Nomination: When a political party chooses its official candidate for a particular office
Nominee: The candidate chosen by a political party to run for a particular office
Platform: The positions that a party adopts, and stands on, at the beginning of an election
campaign
Political Party: An organization that seeks to achieve political power by electing its
members to public office
Political Suicide: A vote or action that is likely to be so unpopular with voters as to cause a
politician's probable loss in the next election
Poll: A survey used to gauge public opinion concerning issues or to forecast an election
Primary: A state election in which party members vote for a candidate from within their
party. The vote determines how many of that state's delegates each candidate gets.
Pundit: A political analyst, commentator, or columnist who usually works for a newspaper
or magazine, or in broadcasting. Derived from a Hindi phrase meaning "learned one."
Reactionary: A militant conservative; opposite of "radical," which means ultraliberal
Red Tape: Government paperwork and procedures that are slow and difficult. Stems from an
eighteenth-century British practice of binding official papers with a reddish twine.

ATTENDANCE RULES
Attendance record: University may introduce biometric attendance recording system in its
class rooms. Until such biometric system is introduced there shall be attendance registrar in
each paper and physical attendance shall be recorded in each class and each paper. However,
it is expected that such attendance keeping could be dispensed with if the discipline could be
self-grained and students have natural hunger for attending the classes.
Minimum attendance: In order to take the end-term examination in each subject/ paper
minimum attendance shall be needed as may be prescribed under the regulations from time to
time but not less than 75% of the total number of classes in the paper concerned regard being
had to the attendance requirement of any higher education regulatory authority including that
of UGC, BCI, MCI etc
University rule on attendance: In case there is no prescription or there is no oversight
regulatory authority in any course or courses there shall be minimum attendance of 75% of
all theoretical workshop or laboratory classes and tutorials. Students sent for field study or
sociological data collection and study shall also be counted as 6 periods for whole days’ work
or 3 periods for half-a-days’ work.
Internship: Internship in trade, commerce, industries, media, profession, non-governmental
and governmental organization shall be allowed for the faculty members and students during
only the semester-break for a period by the Faculty Council concerned. Attendance to such an
internship program shall not be considered for regular evaluation tests though under the
regulatory system such an internship program may be essential for degree conferment
Absence on medical ground:If a student fails to attend the minimum number of classes due
to medical ground, he/she may be allowed to attend number of extra classes in paper/s
concerned if the short fall is not more than 10%. Such special classes can be arranged on
production of medical certificate.

Sub: “Examination and Grading System Guidelines for crediting attendance and penalizing short of
attendance cases for Evaluation”
The undersigned is directed to convey that the Vice Chancellor as the Chairman of the Academic Council has
been pleased to approve the following guidelines on the subject mentioned above:
1. The following shall be scale of score for attendance in a paper in any Semester program:
(i) Attendance of 95% or more in regular attendance record: 10 mark points
(ii) 90% up to 95 % : 8 marks
(iii) 85% up to 90% : 6 marks
(iv) 80% up to 85 %: 4 marks
(v) 75 % up to 80 %: 2 marks
(vi) Less than 75% : Zero marks
The aforesaid Guidelines shall be suitably incorporated in the Academic Regulations-II and reported to
the Academic Council at its next meeting.

The undersigned is directed to convey that the Chancellor has been pleased to approve the following:
Academic Calendar
Henceforth the Academic Calendar will follow the guidelines as under:
• Odd/Autumn semester-1st August-31st December
• Even/ Spring Semester-2nd January-15th May
• Summer Quarter-22nd May-21st June
All Supplementary Examinations will be held in June every year:
• Those students who fail in regular examination and those who wish to improve are allowed to sit for
Supplementary Examination on payment of Charge of Rs.100/-per paper.
• The fees may be waived on case to case basis on genuine cases-those who could not appear in the
examination due to illness/calamity in family. Only the Vice Chancellor will approve the waiver.
De-Registration:
The classes students who fail to attend classes for 3 consecutive may be de-registered.
• 1st chance after De-registration-warning and Registration
• 2nd chance after Deregistration- Fine Rs.500/-and Reregistration
• 3rd chance after Deregistration- Fine Rs. 1000/- and Reregistration
• 4th chance after Deregistration- Deregistration from the semester
Mandatory Registration in Summer Quarter
The students who are deregistered and debarred due to shortage of attendance have to mandatorily register in
Summer Quarter.
• Registration Fee-Rs.3000/-Examination Fee-Rs.1000/-per paper
• Summer Quarter special classes from 22nd May-to 15th June- Token honorarium to faculty members
for taking special classes Rs.500-per paper.
This will be effective from the Academic Session 2018-19. All Deans are requested to bring the above to the
notice of all faculty members and students for information and necessary action
