Introduction

PacificRimEarlyChildhoodInstituteInc.isdesignatedbythePrivateTrainingInstitutionsBranch(PTIB)andhasbeenofferingindividualcourses,certificateprogramsandadiplomaprograminearlychildhooddevelopmentsince1989.In2011PacificRimwasgrantedBC'sEducationQualityAssurance(EQA)internationaldesignation.TherearethreeCertificateProgramsandaDiplomaPrograminEarlyChildhoodEducationthatareofferedviadistanceeducation.TrainingisrecognizedbycertificationauthoritiesinBritishColumbia,Alberta,Saskatchewan,Manitoba,Ontario,Quebec,NewBrunswick,NovaScotia,NewfoundlandandLabrador,PrinceEdwardIsland,Yukon,NorthwestTerritories,andNunavut.TheAgreementonInternalTrademakesitpossibleforstudentswhoobtaincertificationinoneprovincetotransferthatcertificationtoanyotherprovinceforanequivalentcertificate.VisitourcertificationwebsiteformoreinformationaboutcertificationrequirementsacrossCanada.

MissionStatement

PacificRimEarlyChildhoodInstituteInc.iscommittedtothebeliefthatchildrenshouldhaveanopportunitytoparticipateinqualityearlychildcareprogramswithtrainedstaff.Tomeetthisobjective,trainingprogramshavebeendevelopedtopreparestudentstoworkwithinfants,toddlers,preschoolersandchildrenwithspecialneeds.Theseprogramsareofferedthroughdistanceeducationandprovidestudentswiththeflexibilitytotakecourseswhilestillworkingorraisingchildrenathome.

Overview

Thetrainingassistsstudents:• Todevelopskillstoworkwithyoungchildrenandgainanunderstandingofbest

practicesandcare;• TodevelopskillstoeffectivelyworkinpartnershipwithotherECEprofessionalsand

parents;• Tomeetthesocial,emotionalandphysicalneedsandskilldevelopmentofchildrenin

orderthattheymaximizetheirpotentialastheyprogressintheireducation;and• Toberecognizedfortheirtheoreticalandpracticaltrainingbypotentialand/orcurrent

employers.PacificRimEarlyChildhoodInstituteprovidesthreecertificateprograms:

• BasicEarlyChildhoodEducatorCertificateo specializinginworkingwithchildrenages3-5

• Infant/ToddlerEducatorCertificateo specializinginworkingwithchildrenages0-3

• SpecialNeedsEducatorCertificateo specializinginworkingwithchildrenages0-5thatrequireadditionalsupport

ADiplomaisgranteduponcompletionofallthreeCertificateprograms.

TheseCertificateprogramsareofferedviadistanceeducationwitharequiredon-sitepracticumcomponentwhichthestudentwillarrangeintheircommunityifalicensedgroupcarefacilityisavailable,otherwisetravelmaybenecessary.ThePrivateTrainingInstitutionsBranch(PTIB)requiresthatnoremunerationisreceivedduringpracticums.StudentsmustbeabletocompletecourseworkonlineusingMSWord.StudentsmustalsobeabletoeffectivelycommunicatewiththePacificRim’srepresentativesontheirownbehalf.Duetoconfidentiality,staffmembersarenotabletodiscussconcerns,policiesorcourseworkwiththirdparties(i.e.spouse,sponsor,relativeorguardian).AllstudentsarerequiredtofollowtheCodeofEthicsprovidedbytheEarlyChildhoodEducatorsofBritishColumbia(ECEBC),http://www.ecebc.ca/resources/pdf/ecebc_codeofethics_web.pdf.

AdmissionPolicy

Prospectivestudentsforallprogramsmustsubmitthefollowing:1) A$250non-refundableApplicationFee;and2) Acompletedonlineapplicationincludingthefollowing:

a. AnAdmissionInterviewindicatingsuitabilityfortheprogram.b. AnOfficialTranscriptindicatingsuccessfulcompletionof:

i. Grade12Englishorequivalentcourse;orii. AnyCanadianuniversity-levelEnglishcourse;oriii. AnEnglishAssessmentindicatingEnglishproficiencyequivalentto

successfulcompletionofGrade12Englishfromarecognizeduniversityorcollege.

c. TwoLettersofReferenceindicatingsuitabilitytobeanEarlyChildhoodEducator(currentwithinayear).

d. GovernmentIssuedPhotoIdentificationsuchasaDriver’sLicence.Studentsmustbe19yearsofagepriortostartingafull-timeprogram.

e. ACriminalRecordCheck(currentwithinayear)indicatingthatnocriminalrecordisfoundforthepurposeofworkingwithchildren.*

f. ADeclarationofHealthdeclaringsuitabilityandcapacitytobeanEarlyChildhoodEducator.

*AnupdatedCriminalRecordCheckmayberequiredforpracticumplacementsifithasexpiredbeforethepracticumportionoftheprogram.TheBasicECECertificateprogrammustbecompletedpriortobeginningtheInfantToddlerEducatororSpecialNeedsEducatorCertificateprograms.StudentswishingtostartdirectlyintothePost-BasicInfantToddlerEducatorand/orSpecialNeedsEducatorCertificateprogramsmustadditionallysubmitthefollowing:

1) OfficialTranscriptsfromarecognizedBCtraininginstitutionindicatingsuccessfulcompletionoftheBasicECECertificateProgram,orequivalentfromanotherprovince;and

2) AcopyofProvincialCertificationorLicensetoPracticeindicatingsuccessfulcompletionoftheBasicECECertificateprogram.

RegistrationProcedure

• EachnewstudenttoPacificRimmustcompletetheregistrationprocessathttp://earlychildhoodeducator.com/student/register.

• Registrationiscontinuousandisopenthroughoutthemonthuntilmonthlyintakenumbershavebeenreached.

• Newregistrationspacesbecomeavailableonthefirstdayoftheeachmonth,startingat6:00am(PacificTime).Prospectivestudentsareencouragedtoregisterasearlyaspossibleasthereisnowaitlist.

• Registrationisapprovedwhentheregistrationpaymenthasbeenreceivedandalltheadmissionprerequisiteshavebeenreviewedandaccepted.

• Studentsmaybeginenrollingincoursesoncetheirregistrationhasbeenapproved.• Studentsshouldpurchaserequiredtextbookspriortoenrollinginacourse.• InformationiscollectedincompliancewithPTIBbylawsandourprivacypolicy.

CourseandProgramEnrollment

Eachacademiccourserequiresbetween4and10hoursofstudyaweek.Thepracticumsarefull-time,on-sitetrainingblocksthataredesignedtogivestudentspracticalknowledgeofchildcareenvironments.Thesepracticumplacementsarearrangedbythestudentatagrouplicensedchildcarefacility.PacificRimstrivestomakecoursesavailableonaschedulethatservesitsstudents.Duringpeakdemandperiodstheremaybeoccasionswhencourseenrollmentisfull.Newenrollmentwillbeavailableonthefirstdayofthefollowingmonth,startingat6:00am(PacificTime).

Weofferpart-timeandfull-timecareertraining

Part-Time–45%courseloadAllnewstudentsareenteredintotheprogramwithpart-timestatus.Part-timestudentshavetheflexibilitytoworkthroughtheprogramattheirownpaceandtakeasmanyasthreecoursesatatime.Courseenrollmentiscontinuousandcanbecompletedonlineathttp://earlychildhoodeducator.com/student/web_reg/.Coursesmustbetakeninorder,withtheexceptionofPracticum1thatmaybecompletedanytimeaftercompletionofthefirstthreeBasicECECertificatecourses.Part-timestudentsmaytakebreaksbetweencoursesasdesired.Studentsareencouragedtotakeonecourseatatimeandcompleteitbeforetakingtheirnextcourse.Onceacourseisstarted,itmustbecompletedbyitsenddatetoavoidextensionfeesoran“incomplete”grade.Part-timestudentspayforeachcourseuponenrollmentinthatcourseandarenotrequiredtopayforanentireprograminadvance.

Full-Time–100%courseload Therearealimitednumberoffull-timespacesavailableineachprogram.Priortoenteringasponsorshipagreementorbecomingafull-timestudent,pleaseinquirewiththeadministratorifthereisanyavailability.Studentswhoareworkingwithasponsorshiporemploymentagencyareoftenrequiredtocompletetheirtraininginafull-timeprogramtosatisfyaccountabilityrequirements.Thefull-timeBasicECECertificaterequires41weekstocomplete.ThePost-Basic

ECECertificateprogramseachrequire25weekstocomplete.Iffull-timestudentsarebeingaccepted,studentsmustcompletealong-termcontractandtimetableoutliningspecificstartdatesforeachcourseintheprogram.Ifastudentisacceptedintoafull-timeprogram,coursesarereserveduponacceptanceintotheprogramanddeliveredaccordingtothescheduleprovidedonthetimetable.Full-timestudentsarerequiredtopayforanentireprograminadvance.Full-timestudentstaketwotothreecoursesevery10weeksandstudyaminimumof25hoursperweek.

CourseDelivery

TheCertificateprogramsuseacombinationofdistancelearningandon-sitepracticums.Oncestudentshaveenrolledandpaidforacourseonline,thecoursematerialwillbesentelectronicallyintheformof.pdfand.docfiles.ThesefilescanbeopenedinMicrosoftWordandAcrobatReader.Thecoursepackagecontainsunitcommentariesandthoughtquestionsforeachunit.Studentsdoassignedreadingsoutofthecoursetextbookandcompleteassignmentstobesubmittedtotheirinstructorviaemail.Attheendofthecourse,studentsrequestanexaminationtobesenttoanapprovedexamsupervisor(proctor).Emailsarenotarchivedbyinstructorsandaredeletedregularlyforconfidentiality.Pleaseretaincopiesofassignmentworkandcorrespondenceiftheyarerequiredforyourrecords.

ProgramClosureDates

PacificRimEarlyChildhoodInstituteisclosedannuallyforthetwoweeksinthesummerandtwoweeksinthewinter.Studentsthatarescheduledtotakecoursesduringthesetimeswillbegivenfreeextensionstocompensatefortheclosures.

InstructorQualifications

PacificRimInstructorshave:• Adegree/diploma/certificaterelatedtothefieldofearlychildhoodeducation;• 24monthsoffull-timeoccupationalexperienceinthefieldofearlychildhood

educationor10yearsofdemonstratedexperienceinearlychildhoodeducation;and

• Experienceandqualificationsindistanceeducation.Instructorsoftenworkinteamswithassistantswhoarealsoappropriatelyqualified.

DeadlinesandExtensions

Studentshavetenweekstocompleteeachacademiccourse.Itisthestudent’sresponsibilitytofinishthecoursebythecompletiondate.Studentsrequiringadditionaltimetocompletethecoursemayapplyonlineforacourseextensionfortheremainingunitsandexam.Extensionsmustbeappliedforwithin10daysofthecourse’scompletiondate.Eachextensionwillextendacourse’sdurationby4weeks;thenewcompletiondatewillbeaddedtothestudent’senrollmentrecordandcanbeviewedonlinefromthestudent’saccount.Studentsmayapplyforuptothreeextensionspercourse(12additionalweeksfromtheoriginalcontractedstartdate)beforebeingrequiredtorestartthecourse.Transcriptswillnotbeissueduntilextensionfeesarepaid.Thecostofanextensionis$50pereachunitandexamnotsubmittedpriortothecourseenddate.

Grades

Studentsarerequiredtoattainaminimum“C”gradeperassignmentandexamtoreceivecoursecredit.Lettergradesareasfollows:A,B+B,C+,CandF.PracticumsaremarkedPass/Fail.Detailedgradingcriteriainformationisincludedinthe“Instructionpackage”thatissentwitheachcourse.Coursesnotfinishedbythecoursecompletiondatewillbemarkedas“incomplete”.Studentswith“incomplete”or“failed”coursesarepermittedtoenrollinandpayfortuitiononthesamecourseagainiftheywish.

StudentSuccessPolicy

PacificRimEarlyChildhoodInstituteprogramsareofferedonadistanceeducationbasisinordertomeettheneedsofstudentswhoareunabletoparticipateinregularon-siteearlychildhoodeducationprograms.Thereis,however,anon-sitepracticumcomponenttotheprogram.TheInstituteiscommittedtothebeliefthatwell-trainedstudentswillprovidequalitycaretoyoungchildren.Coursematerialsareclearandeasytofollow.Textbooksareselectedtoreflectindustrystandards,andcomerecommendedforeachcourse.Textbooksthatareusedarereviewedconstantlyforrelevancyandareeasytoaccess.RelevantInternetlinksareprovidedinthe“StudentResources”sectionofthePacificRim’swebsite.TheInstitutehasahighlyskilledadministrativestaffthatisavailabletoassiststudentswithanyadministrativeconcerns,byphoneore-mailthroughouttheprogram.Administrativee-mailsandtelephonecallsaretypicallyrespondedtowithin5businessdays,ifnotsooner.Instructorsareveryqualifiedwithseveralyearsofeducationandexperienceinthefieldofchilddevelopmentandearlychildhoodeducation.Instructorsmusthaveadegree,diploma,orcertificaterelatedtothefieldofearlychildhoodeducationsupplementedby24monthsoffull-timeoccupationalexperienceinthefieldofstudyor10yearsofdemonstratedexperienceinthefieldofstudy.Instructorsmustalsohaveexperienceandqualificationsindistanceeducation.

StudentscommunicateandsendassignmentstotheirInstructorthroughe-mail.E-mailaccountsaremonitoredregularly,andassignmentsareoftenmarkedwithin48hoursonregularbusinessdays.TheInstructionPackagethatgoesoutwitheachcourseoutlinestheInstitute’sGradingCriteria.Ifthequalityofthestudentworkisnotuptostandard,theInstructorwillprovidefeedbackonwhatismissing,orwhatcouldbeimprovedand,onsomeoccasions,studentsaregiventheoptiontoredoaquestionorUnit.Ontheotherhand,ifthestudent’sworkisexemplary,theyarecommendedonthis.Studentsareencouragedtocompletetheprogramspart-time,onecourseatatime.However,studentsmaytakeuptothreecoursesatatime,attheInstitution’sdiscretiontoensuresuccessfulandtimelycompletionofeachcourse.Studentsareencouragedtoseekoutresourcesintheircommunitythatsupporttheirlearningsuchascollege,universityandpubliclibraries,andChildCareResourceandReferrallocations.TheExecutiveDirectorhasan“opendoor”policy,andstudentsareencouragedtocontactherdirectlyiftheyfeelthereisanyareathatcannotberesolvedwiththeirInstructor.TheInstitutewantstobeassuredthatallstudentstakingcoursesthroughPacificRimaresatisfiedwiththeservicesreceived,andenjoytheexperienceoflearning.

AttendancePolicy

Studentshaveupto10weekstocompleteeachacademiccourse(includingtheexam)fromthecoursestartdateandtheycandothisattheirownpace.Coursematerialsandinstructionsareemailedtostudentsatthestartofthecourseandstudentsthatsubmitassignmentstotheirinstructorareconsideredinattendance.Anemailreminderissent2weeksfromthestartdateofeachcoursetoremindstudentstosubmitassignmentsandcontacttheirinstructoriftheyarehavinganydifficulty.Anemailreminderisalsosent2weeksbeforetheendofeachcoursestatingthattheenddateisapproachingsostudentsmaysubmittheirfinalassignmentsandpreparefortheirexam.Studentsmayworkaheadandcompletebeforetheirenddateifdesired.Asthisisdistanceeducation,attendanceisconsidered100%iftheassignmentsareallsubmittedduringthecontractedtimeperiod.Duringpracticums,studentsareexpectedtoattendtheirpracticumcentrefull-timeandarriveinatimelymanner.Whenstudentsarecompletingtheirpracticums,theymustmakeupanyhoursmissedduetoillnessorstatutoryholidays.

Pleasenote,incompliancewiththeFreedomofInformation/ProtectionofPrivacyAct(RSB1996)c.165,asponsorcannotmakechangestothestudent’sregistration,includingtransferringregistrationtoanotherstudent.

TuitionRefundPolicy

PacificRimEarlyChildhoodInstituteInc.isdesignatedbyPrivateTrainingInstitutionsBranchandcomplieswiththerefundpolicyofthisdesignatingbody.

1. Iftheinstitutionreceivestuitionfromthestudent,orapersononbehalfofthestudent,theinstitutionwillrefundthestudent,orthepersonwhopaidonbehalfofthestudent,thetuitionthatwaspaidinrelationtotheprograminwhichthestudentisenrolledif:

(a) theinstitutionreceivesanoticeofwithdrawalfromthestudentnolaterthansevendaysaftertheeffectivecontractdateandbeforethecontractstartdate;

(b) thestudent,orthestudent’sparentorlegalguardian,signsthestudentenrolmentcontractsevendaysorlessbeforethecontractstartdateandtheinstitutionreceivesanoticeofwithdrawalfromthestudentbetweenthedatethestudent,orthestudent’sparentorlegalguardian,signedthestudentenrolmentcontractandthecontractstartdate;or

(c) thestudentdoesnotattendaworkexperiencecomponentandtheinstitutiondoesnotprovideallofthehoursofinstructionoftheworkexperiencecomponentwithin30daysofthecontractenddate.

2. Theinstitutionwillrefundthetuitionfortheprogramandallrelatedfeespaidbythestudentorapersononbehalfofthestudentenrolledintheprogramifthestudentisenrolledintheprogramwithouthavingmettheadmissionrequirementsanddidnotmisrepresenthisorherknowledgeorskillswhenapplyingforadmission.

3. Ifastudentdoesnotattendanyofthefirst30%ofthehoursofinstructiontobeprovidedduringthecontractterm,theinstitutionmayretainupto50%ofthetuitionpaidunderthestudentenrolmentcontractunlesstheprogramisprovidedsolelythroughdistanceeducation.

4. Unlesstheprogramisprovidedsolelythroughdistanceeducation,iftheinstitutionreceivesanoticeofwithdrawalfromastudent:

(a) morethansevendaysaftertheeffectivecontractdateandi. atleast30daysbeforethecontractstartdate,theinstitutionmayretain

upto10%ofthetuitiondueunderthestudentenrolmentcontract,toamaximumof$1,000.

ii. lessthan30daysbeforethecontractstartdate,theinstitutionmayretainupto20%ofthetuitiondueunderthestudentenrolmentcontract,toamaximumof$1,300.

(b) afterthecontractstartdatei. butbefore11%ofthehoursofinstructiontobeprovidedduringthe

contracttermhavebeenprovided,theinstitutionmayretainupto30%ofthetuitiondueunderthestudentenrolmentcontract.

ii. andafter10%butbefore30%ofthehoursofinstructiontobeprovidedduringthecontracttermhavebeenprovided,theinstitutionmayretainupto50%ofthetuitiondueunderthestudentenrolmentcontract.

5. Unlesstheprogramisprovidedsolelythroughdistanceeducation,iftheinstitutionprovidesanoticeofdismissaltoastudentandthedatetheinstitutiondeliversthenoticetothestudentis:

(a) before10%ofthehoursofinstructiontobeprovidedduringthecontracttermhavebeenprovided,theinstitutionmayretainupto30%ofthetuitiondueunderthestudentenrolmentcontract.

(b) after10%butbefore30%ofthehoursofinstructiontobeprovidedduringthecontracttermhavebeenprovided,theinstitutionmayretainupto50%ofthetuitiondueunderthestudentenrolmentcontract.

6. Iftheinstitutionprovidestheprogramsolelythroughdistanceeducationandtheinstitutionreceivesastudent’snoticeofwithdrawalortheinstitutiondeliversanoticeofdismissaltothestudentand:

(a) thestudenthascompletedandreceivedanevaluationofhisorherperformanceforatleast30%ofthehoursofinstructiontobeprovidedduring

thecontractterm,theinstitutionmayretainupto30%ofthetuitiondueunderthestudentenrolmentcontract,or

(b) thestudenthascompletedandreceivedanevaluationofhisorherperformanceformorethan30%butlessthan50%oftheprogram,theinstitutionmayretainupto50%ofthetuitiondueunderthestudentenrolmentcontract.

7. Theinstitutionwillrefundfeeschargedforcoursematerialspaidforbutnotreceivedifthestudentprovidesanoticeofwithdrawaltotheinstitutionortheinstitutionprovidesanoticeofdismissaltothestudent.

8. Refundsrequiredunderthispolicywillbepaidtothestudent,orapersonwhopaidthetuitionorfeesonbehalfofthestudent,within30days:

(a) ofthedatetheinstitutionreceivesastudent’snoticeofwithdrawal,(b) ofthedatetheinstitutionprovidesanoticeofdismissaltothestudent,(c) ofthedatethattheregistrarprovidesnoticetotheinstitutionthatthe

institutionisnotcomplyingwithsection1(c)or2ofthispolicy,or(d) afterthefirst30%ofthehoursofinstructionifsection3ofthispolicyapplies.

9. Ifaninternationalstudentdeliversacopyofarefusalofastudypermittotheinstitution,sections1(a),1(b),4,7and8ofthispolicyapplyasifthecopyoftherefusalwereanoticeofwithdrawal,unless:

(a) theinternationalstudentrequestsanadditionalletterofacceptanceforthesameprogramthatwasthesubjectoftherefusalofastudypermit,or

(b) theprogramisprovidedsolelythroughdistanceeducation.

PracticumPolicy

PracticumsareacriticalcomponentofPacificRim’sEarlyChildhoodEducationprogram.TheyprovidestudentswithpracticalexperienceingrouplicensedchildcarefacilitiesworkingundersupervisionofcertifiedEarlyChildhoodEducators(forBasicECECertificatestudents),InfantToddlerEducators(forITECertificatestudents)andSpecialNeedsEducators(forSNECertificatestudents).TherearethreepracticumsintheBasicECECertificateprogram:

• PracticumOne(ObservingandRecording)whichtakes5weekstocomplete;• PracticumTwowhichtakes3weekstocomplete;and• PracticumThreewhichtakes3weekstocomplete.

EachofthePost-BasicCertificateprogramshasonepracticum.

• Infant/ToddlerPracticumwhichtakes5weekstocomplete;or• SpecialNeedsPracticumwhichtakes5weekstocomplete.

Thepurposeofthispracticalexperienceistounderstandhowtheorylearnedinthecoursesrelatestopractice;tounderstandhowtoworkasateammemberinanearlychildhoodsetting;todevelopskillsinplanningandcarryingoutdevelopmentallyappropriateactivitiesforchildren;

tolearnfromconstructivefeedbackgivenbyprofessionalsintheFieldandtodevelopskillsinself-evaluation.Studentsareresponsibleforchoosinganappropriatechildcarecentreinwhichtocompletetheirpracticum.Moststudentscanfindplacementsintheircommunitywheretheycancompleteallofthepracticumrequirements.Thisincludes,butisnotlimitedto:qualifiedsupervision,thereliableattendanceofcorrectlyagedchildrenandtheallowanceofvideorecordingforpracticumsrequiringvideosubmissions.Insomecases,studentsinsmallercommunitiesmayfinditnecessarytotravel(attheirownexpense)toattendanappropriatepracticum.Studentsarerequiredtoattendmostpracticumsfull-time,35hours/weekwiththeexceptionofPracticumIintheBasicECECertificateprogramthatmaybecompletedparttime(nolessthan18hours/week).Regularpracticumattendancehelpsnurturerelationshipsandprovidesanenvironmentofconsistencytostudents,childrenandcentresupervisors.Duringpracticums,studentsareexpectedtospendaminimumof80%oftheirtimeinteractingdirectlywithchildren.Onlyupto20%ofthepracticummaybespentonothertaskssuchasprogramplanning,settingup,cleaning,andhandlingadministrativeorotherprogrammingdetails.Itisrecommendedthatstudentscompletetheirpracticuminadifferentcentrethanwheretheyarecurrentlyworkingiftheyarealreadyworkinginthefield.Thisexpandsthestudent’sexperienceandprovidesgreaterobjectivity.Traininginavarietyofcentresisencouraged.Insomecases,uptotwo(butnotallthree)oftheBasicECECertificatepracticumsmaybecompletedinthesameclassroom.Two(butnotallthree)oftheBasicECECertificatepracticumsmaybetakenataspecializedfacility(suchasPreschool,MontessoriorWaldorfclassroom).Atleastonepracticummustbeinadaycareenvironmentsothatstudentsareexposedtocaregivingresponsibilitiesand“playbased”curriculum.StudentswillobservechildcaresettingsatfivedifferentfacilitiesduringPracticumIoftheBasicECECertificateprogram.Alltheobservationsshouldbeatgrouplicensedcentresforchildren3-5.Studentsareencouragedtovisitavarietyofprogramtypesandmaychoosetoobserve,daycares,co-opprograms,preschools,Montessoriprograms,Waldorfprograms,StrongStartprograms,HeadStartprogramsandafter-schoolprogramsforchildrenages3-5.Familylicensedchildcarefacilitiesarenotappropriateforpracticumplacementsorfacilityobservations.Practicumsmaynotbecompletedinacentrewherethereisaconflictofinterest.Incaseswhereacentreownerorsupervisoriscompletingapracticum,theymaynotbesupervisedbyanemployeeorbysomeonethatreportstothem.Noremunerationmaybereceivedduringpracticums.ThisisarequirementofthePrivateTrainingInstitutionsBranch(PTIB).

AcademicHonestyPolicy

PacificRimtakesaseriousviewofoffencessuchasplagiarism,cheating,andimpersonation.Penaltiesfordealingwithsuchoffenceswillbestrictlyenforced.

PlagiarismEssentially,plagiarisminvolvessubmittingorpresentingworkinacourseasifitwerethestudent'sownworkdoneexpresslyforthatparticularcoursewhen,infact,itisnot.Mostcommonlyplagiarismexistswhen:

• Theworksubmittedorpresentedwasdone,inwholeorinpart,byanindividualotherthantheonesubmittingorpresentingthework;

• Partsofthework(e.g.phrases,ideasthroughparaphraseorsentences)aretakenfromanothersourcewithoutreferencetotheoriginalauthor;

• Thewholework(e.g.anessay)iscopiedfromanothersource;and/or• Astudentsubmitsorpresentsworkinonecoursethathasalsobeensubmittedor

presentedinanothercourse(althoughitmaybecompletelyoriginalwiththatstudent)withouttheknowledgeorprioragreementoftheinstructorsinvolved.

PlagiarismwillbereportedtotheExecutiveDirector.

CheatingCheatingonexaminationsincludes,butisnotlimitedto,dishonestorattempteddishonestconductsuchasbringingintotheexaminationroomanytextbook,notebook,ormemorandanotauthorizedbytheexaminer,oraccessingdigitalinformationwhiletheexamisbeingwritten.

PenaltiesAstudentguiltyofacademicdishonestymaybesubjecttotheimpositionofoneormorepenalties,suchas:

1) Assignmentofagradeof“F”fortheassignment,orexam;2) Assignmentofagradeof“F”forthecourseinwhichtheoffenceiscommitted;3) Suspensionfromattendanceinallcoursesinwhichthestudentisregisteredatthetimethe

offencewascommitted,andlossofcreditforanycourseorcourseswhichhavenotbeencompletedorinwhichnogradeorfinalevaluationhasbeenregisteredatthetimetheoffencewascommitted;

4) SuspensionfromtheInstitute;or5) ExpulsionfromtheInstitute.

DisputeResolutionPolicy

PacificRimiscommittedtopromptandfairresolutionofdisputeswhichmayarisebetweenastudentandthestaff,orbetweenastudentandtheirpracticumcentresupervisor.Thesedisputescouldberelatedtogrades,paymentofcoursefees,oranyothermatterthatastudent

hasaconcernwith.Ifaconcernarisesitshouldbereportedassoonaspossibleforpromptresolution.Ifapracticumplacementbreaksdownduetoapersonalityconflictordifferenceofphilosophy,thestudentshouldfirstdiscussthiswiththeircentresupervisorand,ifresolutionisnotpossible,thendiscussitwiththeirpracticuminstructorwhowilladviseonotheroptionsavailable.Studentsthathaveaconcernaboutagrade,policy,orastaffmemberofPacificRim,shouldfirstdiscusstheirconcernwiththeirinstructorortheadministrator.Ifresolutionisnotpossiblebetweenthestudentandtheinstructororadministrator,thestudentshouldsubmittheirconcerninwritingforconsiderationbyaPacificRimreviewcommittee.Suchlettersmustbesentwithin30daysoftheincidentoccurring.Thereviewcommitteewillrespondwithin14businessdaysofreceivingtheletter.TherepresentativeforthePacificRimreviewcommitteewillcontactthestudentandattempttoresolvetheconcern.ItistheintentofPacificRimthatstudentdisputeswillberesolvedatthestudent/administrationlevelbutifitisnecessarytomovetothenextsteps,thiswillbedoneinanon-prejudicialfashion,andinatimelymanner.

DismissalPolicy

PacificRimEarlyChildhoodEducationInstituteexpectsthatstudentswilladheretotherequirementsoftheInstituteassetoutintheInstructionandInformationPackages.Thefollowingexceptionalcircumstanceswouldbeseenasjustificationfordismissal:

• FailuretoabidebytheCodeofEthicsasprovidedbytheEarlyChildhoodEducatorsofBritishColumbia,http://www.ecebc.ca/resources/pdf/ecebc_codeofethics_web.pdf;

• Cheatingorplagiarism;• DisrespecttoInstructorsorAdministrator;• Refusaltosubmitassignmentswithinagreed-upontimelineswithoutrequestingan

extension;• Submissionofassignmentsthatareconsistentlyincompleteordonotmeetspecified

criteriaoutlinedbytheinstructorandassignmentguidelines;• Unprofessionalbehaviourduringpracticums;• Failuretomaintainaclearcriminalrecordcheckforthepurposesofworkingwith

children;• FailuretocomplywithanyoftherequirementsintheStudentEnrolmentAgreement

andContract.

Ifstudentswishtoappealadismissal,theyshouldfirstdiscussitwiththeirInstructorand,ifresolutionisnotpossible,submittheirconcerninwritingtotheExecutiveDirectoroftheInstituteforresolution.TheExecutiveDirectorwillrespondtothestudentwithin14businessdaysofreceivingtheletter.

TheExecutiveDirectorandstudentwillcommunicatetoattempttoresolvethematter.Iffurtherinvestigationofthecomplaintisrequired,theExecutiveDirectorwillcarrythisoutinatimelyfashion.ItistheintentoftheExecutiveDirectorthatstudentdismissalswillbea“lastresort”.However,ifPacificRimfeelsthereisjustificationfordismissal,thisdecisionisstillopentoappeal,andthisprocesswillbecompletedinanon-prejudicialfashion,andinatimelymanner.

WithdrawalPolicy

Ifastudentdecidestowithdrawfromaprogram,he/shemustprovideadated,written,noticeofwithdrawaltotheadministrator.RefundsarecalculatedaccordingtoPacificRimEarlyChildhoodInstitute’sRefundPolicyandthedateonwhichthewrittennoticeofwithdrawalisreceivedwillbeusedtodetermineanyrefundowing.Aninternationalstudentwhoseapplicationforastudypermithasbeendeniedisentitledtoarefundaccordingtoourrefundpolicy,ifacopyofthedenialletterisprovidedtoPacificRimEarlyChildhoodInstitutepriortotheprogramstartdate.

GradeAppealPolicy

GradingcriteriaforallPacificRimcoursesisoutlinedintheInstructionPackage.Ifthereisadisputewithregardtoagrade,studentsshouldfirstdiscussthiswiththeirInstructorwhowilloutlinetherationaleforthegradegiven.Uptooneunitpercoursemayberesubmitted.Ifthestudentreceivesagradeof“B”orhigherontheoverallunitworkandwishestorewritethefinalexam,theymayrequesttodosoandextendthecourseifneeded.Ifthestudentisunhappywiththeoverallcoursegradetheymayenrollinthecourseagainandrepeatthecourse.Ifthestudentisstillnotsatisfied,theyshouldsubmittheirconcerninwritingtotheExecutiveDirectorforresolution.TheExecutiveDirectorwillrespondtothestudentwithin14daysofreceivingtheletter.TheExecutiveDirectorandstudentwillcommunicateandattempttoresolvethestudent’sconcern.Ifthestudentisstillnotsatisfied,she/hemayrequestathirdpartybebroughtintoreachadecisionsatisfactorytobothsides.ThecostsofthismediatorwillbeborneequallybythestudentandPacificRim.ItistheintentoftheExecutiveDirectorthatanydisputewithregardtogradeswillberesolvedatthestudent/instructorlevelbut,ifitisnecessarytomovetothenextsteps,thiswillbedoneinanon-prejudicialfashion,andinatimelymanner.

Throughouttheprogram,studentsareabletoviewtheirunofficialtranscriptonline.Officialtranscriptsmaybeorderedonlineatanytimeduringaprogramfora$20feepertranscript.RequestsreceivedbytheInstituteareprocessedweekly.Transcriptscannotbesentifthereareanyoutstandingpaymentsonthestudent’saccount.UponthecompletionofaCertificateProgram,studentswillbeawarded2transcripts,onewillbesenttothestudent’shomeaddress,andonewillbesenttotheBCECERegistry.Inaddition,ifthemajorityofthecertificatetrainingwascompletedthroughPacificRim,acertificateofcompletionwillbeawardedandmailedtothestudent’shomeaddress.T2202ATaxReceiptsfortuitionareavailableonline.StudentscanloginusingtheirstudentIDandpasswordtoaccessandprintoutanofficialtaxreceiptandrequesttranscripts.

ApplyforCertificationStudentswhohavecompletedPacificRim’sBasicEarlyChildhoodEducatorCertificatewillreceiveacompletioncertificateandbeeligibletoapplyforEarlyChildhoodEducator(ECE)CertificationthroughtheBCEarlyChildhoodEducatorRegistry.StudentswiththislevelofcertificationcanworkasanECEinBritishColumbia.StudentsthathavecompletedonecoursemayreturnandcompletecoursesuntilalltheCertificateprogramcoursesarecomplete.AftercompletionoftheBasicECECertificate,studentsmaycontinuetheireducationbycompletingthePost-BasicCertificatesandDiplomaalsoofferedbyPacificRimEarlyChildhoodInstitute.StudentsthatcompletetheInfant/ToddlerEducatorCertificateprogrammayapplyforBC’sInfantToddlerEducator(ITE)Certification,andstudentsthatcompletetheSpecialNeedsprogrammayapplyforBC’sSpecialNeedsEducator(SNE)Certification.PacificRimisarecognizedtraininginstitution,whichmeansthatstudentswhocompleteourcoursesandprogramsareeligibletoapplyforcertificationinBCandequivalentcertificationacrossCanada.ThisispossiblethroughtheAgreementonInternalTrade(AIT).VisitourcertificationwebsiteformoreinformationaboutcertificationrequirementsacrossCanada.InBritishColumbiatherearefivecertificationlevels:

• StudentsmayapplyforthiscertificationaftercompletingthePost-BasicITECertificateProgram.

5. SpecialNeedsEducator–SNE• StudentsmayapplyforthiscertificationaftercompletingthePost-BasicSNE

CertificateProgram.CertificationapplicationscanbefoundontheMinistryofChildrenandFamilyDevelopmentwebsite.

EngageinyourcommunityandbecomeanadvocateWewouldliketoencouragestudentswhohavecompletedtheirtrainingwithPacificRimtogivebacktothecommunitywhenpossible.Forexample,whenyouareworkinginthefield,youmayacceptrequeststobeapracticumsupervisor.Youcouldalsovolunteertositonboardsorcommitteestoadvocateforpositivechangeinyourcommunity.AgreatwaytoparticipateintheECEcommunityinBritishColumbiaistobecomeamemberofECEBC.AsamemberofECEBCyoucansupporttheireffortsinadvancingearlychildhoodeducationandcare,receiveregularpublicationspertinenttoeducatorsinBritishColumbia,benefitfromdiverseeducationalopportunitiesorganizedbyECEBC,havetheopportunitytobelongtoyourlocalECEBCbranch,automaticallybecomeamemberoftheCanadianChildCareFederationandreceivetheirassociatedmembershipbenefitsincludingmembershippricingfortheannualECEBCConference.
