INTRODUCTION

The idea to found the faculty arose in 1946. Based on a prepared elaboration and a proposal, the Government of Bosnia and Herzegovina proclaimed the Decree on Founding of the Veterinary Faculty in Sarajevo on August 4, 1949. Dr. Edham Čamo was elected to be the first dean of the faculty. During the first years the faculty was located at two places: in adapted premises of the former Military Veterinary Hospital in Dolac Malta and the building of the former Ministry of Traffic and Communications in Đure Đakovića Street (today Alipašina Street). Today the faculty is located at 90 Zmaja od Bosne Street. The building was opened on December 10, 1974. The opening of the present faculty building ensured good conditions and adequate facilities for conducting research and teaching process. This enabled the Veterinary Faculty to become a respected institution within the University of Sarajevo. Since its establishment as an educational and research institution, the Veterinary Faculty has always endeavored to adapt to the exacting demands of the veterinary profession and science by establishment of fruitful cooperation with European and regional veterinary faculties through expert exchange programs, the sharing of scientific journals and publications. Today the faculty is also a legatee of the former State Veterinary Institute of the NRBiH (People’s Republic of Bosnia and Herzegovina) which was established in 1949. The Institute merged with the Faculty in 1960, and on that occasion, the Research Institute of the Veterinary Faculty in Sarajevo was formed as one of organizational units of the faculty. Working in its newly-created favorable conditions, professors and associates achieved outstanding results, which may be seen in facts that since the establishment over 2,500 veterinary students have graduated from the faculty, 60 graduate students have obtained a professional specialist degree, while 200 master degree and 177 PhD degree candidates have completed their postgraduate programs and earned their academic degrees. Furthermore, the teachers and other experts of the faculty have successfully realized more than 200 projects financed by domestic and international sources, published more than 6,500 professional and scientific papers in domestic and international journals and proceedings and more than 80 student textbooks and handbooks. Aside from other facts, these numerical parameters undoubtedly say that the Veterinary Faculty of the University of Sarajevo has significantly contributed to development of overall agriculture production, particularly in the livestock production and veterinary practice in Bosnia and Herzegovina. The faculty had not suspended its activities during the 1992-1995 defensive war. In the post-war period significant enhancements have been made to renew and improve work of the faculty. The faculty’s building was renovated with our own financial resources and equipment necessary for teaching and research was obtained. The teaching process itself was modernized and pre-war scientific links that had been interrupted during the hostilities were resumed. We also established successful co-operation with veterinary faculties in the USA, Turkey, Hungary, Italy, Libya, Norway, Germany, Spain, Slovenia, Croatia, Serbia, Montenegro, Portugal and Austria.

It is worth to emphasize that the faculty has embraced contemporary innovations in education incorporating the latest achievements of veterinary science and practice in the teaching process itself. Several times the curricula and syllabi were updated to modernize courses in order to educate veterinarians to be able to meet modern challenges in veterinary science and practice. The new requirements along with the obligations deriving from the Law on Higher Education were the basis for initiating and drafting the new Regulation on Studying at the Veterinary Faculty of the University of Sarajevo .

STUDENT ASSOCIATION OF THE VETERINARY FACULTY – ASVF . A member of the ASVF may become every citizen of B&H who accepts provisions of the ASVF Statute, primarily students of the Veterinary Faculty in Sarajevo. The ASVF works publically without intention to gain private prosperity for any of its members. WHO IS ADVISED TO STUDY VETERINARY MEDICINE

According to the Law on Veterinary Service and positive EU regulations, a doctor of veterinary medicine (DVM) after the graduation shall be competent to perform all of veterinary services. This means that during the undergraduate study a veterinary student must accomplish theoretical knowledge and practical skills to be able to perform different duties, from small and large clinical practice to sanitary meat examination and food safety control. To study veterinary medicine is primarily recommended to those who has sympathies for animals and who promotes a human relationship with animals and are aware of role of veterinary profession in animal and human health protection. Prior to the decision to study veterinary medicine, future DVMs should be aware of her/his own personality and to be as sure about the decision as possible. They should not be afraid of blood or be repulsive toward body discharges, surgical interventions, wound examinations, necropsies and carcass examination in slaughterhouses. Additionally, those interested in studying veterinary medicine should overcome probable fear of animals, be aware that sick or injured animals they examine may be dangerous and aggressive. Above all, they shall be aware that being a veterinarian includes great professional, material, ethical and moral responsibilities. A future DVM shall be precise, responsible, hard working, disciplined and able to work individually in urgent situations. He or she should be communicative, independent and intuitive, and flexible in working with patients, their owners and other users of veterinary services.

STUDENT HEALTH CARE

According to the provisions of the Article 13, section 1, clause b, and of the Article 18, section 1, clause b, of the Constitution of the Sarajevo Canton (“Official Gazette of the Sarajevo Canton”, no. 1/96, 2/96, 3/96, 16/97, 14/00 and 4/01), and pertain to the Article 35, section 4, and the Article 36, section 2 of the Law on Health Care ("Official Gazette of the Federation of B&H”, no. 29/97), as well as to the Articles 3 and 6 of the Law on Institutions ("Official Gazette of Republic B&H”, no. 6/92, 8/93 and 13/94), the Parliament of the Sarajevo Canton, in the session held on May 30, 2003, imposed the Decision on Acceptance of the Rights and Duties of the Founder of the Department of Student Health Care of the University of Sarajevo, by which student health care service is assigned to the Department of Student Health Care of the University of Sarajevo, located in Patriotske lige Street 36. The department’s responsibility is to provide service of general and specialist health care to students, which includes the following: To carry out student health checks prior to university enrollment and student

dormitory accommodations; To carry out systematic and control health checks of students, teaching and

other university staff; To perform continuous health education and promotion of health culture of

students; To provide specialist and consultative student health care; To perform preventive health care measures by monitoring student heath status

and hygiene of student accommodation and working facilities; To undertake measures for improvement of student health care; To undertake measures for health protection of female students; To provide prevention and treatment of dental disorders; To organize and realize in-house treatment of students when necessary; To provide student health statistics. STUDENT HOUSING

Students of the Veterinary Faculty have the right to be accommodated at one of two student dormitories of the “Student Center Sarajevo” public enterprise: the Student Dormitory in Bjelave and the Student Dormitory in Nedžarići. Dormitory users in Sarajevo are students from all cantons-regions of Bosnia and Herzegovina, and from other parts of former Yugoslavia. Housing and meals price has been decided by financial elaborate of the Institute of Organization & Economics in Sarajevo and confirmed by the founder and it has not been changed recently. The housing and meals expenses are partially covered by canton from which students come and partially by the founder, while students monthly participate only by the amount of 72.00 KM in average for room and board (1 meal – lunch). In addition to fairly furnished housing facilities and quality food, the Student Center has provided to on-board students use of classrooms, libraries, space for religious rituals, social events and parties, TV rooms, internet clubs, sport and recreational areas, student cantinas and cafeterias and other amenities. Additionally, to cultivate student spirit and improve overall quality of student life, other social and cultural events are organized, such as movie and poetry nights, theater plays, as well as various sport activities. At least two international sport tournaments are organized each year in almost all sport disciplines. STUDENT ADMISSION REQUIREMENTS

ACQUIRING A STUDENT STATUS The status of student of the Veterinary Faculty of the University of Sarajevo is acquired by admission to the first academic year. Minimum requirement for admission is completed four-year secondary education and application to the Admission Call published annually by the University of Sarajevo in June, in which all detailed requirements are displayed. To apply for the admission to the first academic year, a candidate is obliged to submit the following documents: Original documents on completed four-year high school education in Bosnia and

Herzegovina, or equivalent nostrified (recognized) documents for candidates who completed high school education abroad,

Original high school diploma, Birth certificate, Certificate on citizenship, Other documents relevant for ranking the candidates within the admission

procedure SELECTION OF CANDIDATES Selection of candidates for enrollment in the first academic year is done based on ranking of candidates by scoring their high school grades (general cumulative GPA and final grades in physics, biology, chemistry and mother tongue). STUDENT ENROLLMENT Deadline for enrollment of students admitted to the study of veterinary medicine is decided in line with academic calendar by the Student Affairs Service of the faculty. Detailed information on all the documents and forms necessary for the enrollment are provided by the Student Affairs Service. Requirements for enrollment of foreign students are the same as those for B&H citizens. Total number of native and foreign freshmen is planned by each faculty of the University of Sarajevo. Foreign students apply for enrollment with the same documents as native B&H students. Since the teaching process at the faculty is in Bosnian/Serbian/Croatian language, an advanced knowledge of one of these languages is strongly recommended.

KNOWLEDGE AND SKILLS ACQUIRED DURING THE STUDY Knowledge on structure and function of organism of domestic animals, their

genetic and physiological characteristics, and of causes of their pathological alterations.

Knowledge on breeding and reproduction of animals, nutrition, metabolic and endocrine interactions of animal organism, importance of animal feed and hygiene in livestock production, and significance of food safety and quality control.

Knowledge on causative agents of animal diseases, requirements for their occurrence, particularly on infectious and parasitic diseases, their diagnostics and therapy.

Knowledge on economics of veterinary service and adequate evaluation of expected and observed results.

Knowledge on veterinary legislation, principles of veterinary ethics and administration procedures.

DURATION OF THE UNDERGRADUATED STUDY PROGRAM

Integrated study program of veterinary medicine (first and second cycle) has been organized and realized upon the Faculty’s curriculum, which has been established according to provisions of the Law on Higher Education of the Canton Sarajevo and study regulation based on the European Credit Transfer System (ECTS). Undergraduate study of veterinary medicine is regulated by the EU Directive 2005/36/EC and, according to the Article 54, section 3 of the Law on Higher Education (“Official Gazette of the Sarajevo Canton” no. 43/08) lasts for 5 academic years (10 semesters), and is equivalent to 300 ECTS credits.

PROFESSIONAL DEGREE

A diploma on completion of integrated study program of veterinary medicine and professional degree of the Doctor of Veterinary Medicine is awarded to a student who accomplishes all of curricular obligations and passes all specified examinations.

INTERNATIONAL EXCHANGE OF STUDENTS AND TEACHING STAFF

The faculty participates in international exchange of students and teaching staff through TEMPUS, CEEPUS, VetNEST and BASILEUS programs.

LIBRARY & IT CENTER (BIC)

BIC (bibliotečko-informatički centar) is the Library & IT Center of the Veterinary Faculty in Sarajevo, located on the ground floor of the building. It was established in 2002 to support students and teaching personnel in studying and their teaching, research and professional work.

A pleasant and modern setting of the Library & IT Center includes: LIBRARY

Library of the faculty is established in 1950. Today the library collection is more than 7,500 volumes, including domestic and international literature, a referent collection (encyclopedias, lexicons, dictionaries, and handbooks), and master and PhD theses. There is also a large collection of older volumes of foreign scientific journals. Since 1996 the library has been receiving an irregular donation of 8 foreign and 20 domestic professional and scientific journals. Currently, the library is in the process of computerization and specific library software is under installation, which will allow creation and search of an online library catalogue. This will ensure creation of both, conventional and unconventional information sources, which should be also stored in paper form. The library is connected to the internet by four PCs, which improves the quality of the service. Today the library has more than 600 users, mostly students and teaching personnel of the faculty and all of the library resources are opened to land or to in-library use.

IT CENTER The IT Center of the Veterinary Faculty in Sarajevo ("VEFIC") is established in 2002 by financial support of the faculty itself and other donators. The Center has up to date IT equipment, such as: Multimedia laboratory (22 PCs) Computer maintenance service PCs in the faculty entrance hall for student and visitor use.. All the computers are networked and connected to the internet. JOURNAL EDITIONS OF THE VETERINARY FACULTY Since 1951 the faculty, together with the Association of Veterinarians and Veterinary Technicians of B&H has been publishing journal «Veterinaria», in which more than 3,000 scientific and professional papers have been published. In addition, "Veterinaria" was the publisher of many books and textbooks of domestic and foreign authors. Student Association of the Veterinary faculty in Sarajevo is publishing student journal "Veterinar", which is greatly contributed by the faculty teaching personnel. In addition to student and professional papers covering many areas of veterinary medicine, the journal addresses interesting topics from student life and work. “Veterinar” is one of few student journals at the University of Sarajevo.

ANNUAL AND SEMESTRAL OVERVIEW OF THE UNDERGRADUATE CURRICULUM

Undergraduate study program is divided into academic years and semesters. In line with the ECTS provisions and provisions of the Article 54, section 2, of the Law on Higher Education of the Sarajevo Canton (“Official Gazette of the Sarajevo Canton” no. 22/10,15/13), course work in an academic year is equivalent to 60 ECTS study credits, i.e. to 30 ECTS study credits per semester. Number of study credits for each subject is decided according to the total student work-load, which includes student academic hours (theoretical lectures, practical work, laboratory work, seminars, etc), number of hours needed for independent student work (homework, projects, seminars, etc), and number of hours needed for student preparation for examinations (quizzes, midterm exams, final exams, etc). Students are allowed to transfer to a subsequent academic year a maximum of six (6) ECTS study credits, or to transfer examination in one subject lectured in present academic year to the subsequent academic only, given that credit load of the subject in question is not greater than 6 ECTS study credits and that the subject is not a prerequisite subject for any other subject in the curriculum of the subsequent academic year. All didactic methods incorporated in curricula and syllabi of subjects are compulsory. Realization of all didactic and examination methods planned by a subject curriculum and syllabus, as well as supervision of student course work, is responsibility of the subject leading teacher. Teaching process is organized and realized in accordance with a teaching schedule. The faculty is obliged to announce the teaching schedule at least 10 days prior to commencement of teaching process of the semester in question. Teaching schedule includes information on academic year and semester in question, title of pertaining subjects, teaching time schedule (date and time) and places (classrooms, laboratories, clinics, etc), name of responsible teaching staff, and other related instructions.

Ambulatory clinics I: Clinical rotation of students at the five Clinics of the faculty managed and organized by the subject teaching staff.

Ambulatory clinics II: Realized at cattle farms, sheep farms, swine farms, poultry farms, horse farms, fish farms, slaughterhouses, dairies, apiaries, diagnostic laboratories, veterinary stations – includes all the preclinical and clinical subjects of the 9th and the 10th semester.

Ambulatory clinics III: includes all the clinical subjects and subjects of the VIII, IX, and X semester.

Extramural teaching is organized for students of the VIII semester.

Ambulatory clinics III: realized as extramural student practice at the premises stated under the Ambulatory clinics II during the summer season (July-August) after completion of the 10th semester and lasts for 3 weeks (150 hours). It is compulsory to a student to select a place and an organization to carry out her/his extramural practice not later than completion of teaching process in the 10th semester. Additionally, the student shall obtain official agreements upon the selected location for extramural practice from the leading teacher of the subject, the vice-dean for student affairs, as well as from management of the selected organization where the practice shall be carried out. The student shall maintain a daily written protocol (record) of her/his own work on a daily basis, which must be signed and sealed by authorized veterinary officer of the host organization. Supervision of the student’s field activities is responsibility of the subject leading teacher, the vice-dean for student affairs, or any other teacher or associate appointed by the dean of the faculty.

ORGANIZATION OF TEACHING PROCESS

An academic year is organized in two semesters; winter and summer. Winter semester starts on the first Monday in October and lasts 16 weeks (15 weeks of continued activities and one week for final examinations). Exam preparation and retaking after the winter semester lasts two weeks at most. Verification of the winter semester and admission in the summer semester (and winter break) last two weeks. Summer semester starts on the third Monday in February and lasts 15 weeks of continued activities and two weeks for final examinations. Exam preparation and retaking after the summer semester lasts two weeks at most. Summer break and other curricular and extracurricular activities (organizing remedial-additional teaching, summer school, summer university, etc.), including examinations, last eight weeks in total. Verification of the summer semester and admission in the winter semester last two weeks. A precise calendar of teaching program for realization of an academic year is decided and announced by the Educational-Scientific Council of the Veterinary Faculty in Sarajevo at least 60 days prior to commencement of teaching process of the academic year in question .

EXAMINATION POLICY

Examinations are organized in terms predefined in syllabi of subjects which require examination.

EXAMINATION FORMATS

There are oral, written and practical exams. Choice of the format of an exam is made by the faculty department and/or teacher responsible for the subject in question. Written examination is done by a test or a paper, and the results are kept until the end of academic year. Course work of a student is continuously supervised during the semester. Grading is done by scoring of: all activities of a student during semester (class attendance, commitment and engagement in the teaching process); all results of examinations that a student takes during semester (quizzes, laboratory colloquial and entrance tests, midterm exams, seminars, etc); and results of the final exam, upon which the final grade is assigned. All the examinations are public. Final examinations are taken during the last teaching week within the semester or in the first week upon completion of the classes. Students, who do not pass final exams in certain subjects, are allowed to retake the exams at the end of the semester in question. In the period between the regular final exam and the retake exam teaching staff shall provide consultancy and, if needed, remedial teaching to help the students to prepare themselves for the retake exams.

EXAMINATION AND GRADING SCALE

Number of points assigned to a student for each form of teaching activity is decided by the subject responsible teacher. The total number of points for all the student activities during the course of the subject is 100, out of which minimum 50 points are assigned to the student for activities and scores of examination taken during the semester. Maximum number of points that shall be assigned to the final exam score is 50. Examination and grading system are in accordance and comparable to the ECTS grading scale, as follows:

It is allowed to submit a written request to retake the final exam before an examination board if a student is unsatisfied with final grade in a subject. One student is allowed to submit such request for maximally two subjects within one semester. The request must be submitted to the dean of the faculty no longer than 24 hours upon information on the grade, and the reasons behind such request shall be clearly explained. Within a 24-hour period upon receipt, the dean shall reject or accept the request, and, if the request is accepted, the dean shall appoint a chairman and two members of the examination board within the same period, given that one board member must be appointed among teachers of subjects other than the subject in question. Also, the teacher who assigned the questioned grade shall not be appointed as the chairman of the examination board. Three days upon submission of the student request, the dean decides on date and time of taking the board examination. The examination board is entitled to evaluate the student only on the basis of results of a written exam and student’s coursework, or an additional oral examination of the student may be carried out. The student is allowed to appeal to the rector of the University of Sarajevo on final decision of the examination board .

REPETITION OF AN ACADEMIC YEAR

A student, who is obliged to repeat an academic year, must attend the classes in subject(s) that she/he failed from again. Due to insufficient ECTS credit score, the repeating student is required to pay certain fees to enroll again in the failed subject. The fee amount is decided by the Senate of the University of Sarajevo.

AREAS OF EMPLOYMENT OF DOCTORS OF VETERINARY MEDICINE

Upon graduation from the Veterinary Faculty in Sarajevo, a student acquires professional degree of Doctor of Veterinary Medicine (DVM) and the right to take a professional veterinary examination organized by entity Ministries of Agriculture, Water Management & Forestry. The examination’s method and requirements are defined by relevant legislation. Veterinary service, which is defined by the Article 51 of the Law on Veterinary Service (“Official Gazette of B&H”, no. 34/02), is performed by licensed veterinarians, i.e. DVMs. Requirements to acquire the license are a proper document on completion of study of veterinary medicine and a document on successful completion of the professional veterinary examination. According to the Article 51 of the Law on Veterinary Service (“Official Gazette of B&H”, no. 34/02), veterinary service includes: Monitoring of animal health status; Issuing the veterinary certificates and instructions; Issuing of veterinary certificates for animals, instructions and certificates for internal

trade in Bosnia and Herzegovina; Issuing other veterinary certificates; Ear tagging of domestic animals and maintenance of the related animal registers in

accordance with relevant legislation; Implementation of measures for prevention, detection, treatment and eradication of

animal diseases, as well as of injuries and surgical interventions in animals; Animal health care, including reproduction health and implementation of measures for

prevention and treatment of infertility and artificial insemination; Veterinary animal health checks; Veterinary control of products, raw materials, and foodstuffs and their labeling, as well

as veterinary control of animal feed, drinking water for animals, offals in production, storage and trade in order to assure food safety;

Basic field and laboratory diagnostics of infectious diseases of animals; Monitoring and control of trade and usage of drugs in veterinary medicine; Veterinary drug supply; Supply of veterinary organizations with drugs, disinfectants, insecticides, and

accordance with provisions of this Law;

Consulting in planning and implementation of internal controls that must be carried out

by legal subjects in line with provisions of this Law;

Consulting in planning and implementation of other programs for assurance of safety of

raw materials, semi-products, final food products and animal feed that must be carried

out by legal subjects in line with provisions of this Law.

There are various possibilities and options for employment of DVMs. Most of veterinarians are usually employed by veterinary stations and ambulances, which major duties are animal health protection, development and implementation of preventive programs, and work in overall promotion of the livestock population. . Also, veterinarians may be employed by various administrative bodies (national and entity ministries), inspection bodies, veterinary diagnostic, research and education institutions (veterinary schools, faculties, institutes, reproduction centers, etc). Furthermore, veterinarians find their place in livestock production, as well as in system of control of quality and safety of food of animal origin in slaughterhouses, meat and fish processing companies, dairies, and other branches of production of food of animal origin. Veterinarians also work in pharmaceutical industry in the process of development and control of drugs, but also as sales representatives of pharmaceutical companies responsible for distribution of drugs for use in veterinary and human medicine. Finally, veterinarians may find their job in animal feed industry, public health institutes and insurance companies.
