Key achievements by region for 2018

1. Africa region

In 2018, BDT implemented project activities under 13 technical cooperation projects for a total amount of 1.3 million USD in the Africa region, in collaboration with Member States. In addition, activities on 41 actions of the BDT Operational Plan were implemented for an amount of 821 000 CHF.

ITU provided support to African Telecommunications Union (ATU) in organizing the preparatory meetings to build Africa region common positions to the WRC-19 and other global events. ITU also facilitated the harmonization of policies and regulatory frameworks in the region, which includes universalization of broadband, e-health using mobile devices, and regional and sub-regional IXP to provide cost reduction of traffic. Assistance was provided to countries in the region in various areas, including the model national broadband plans, development of digital economy policies, development of strategies and corporate strategic plans for institutions, etc.

A number of projects are currently ongoing in areas such as institutional reform, telemedicine, wireless broadband, judiciary training, computer incident response team (CIRT) implementation and enhancement, m-diabetes, and m-cervical cancer. Several regional workshops and forums were organized in 2018 in the region in areas such as conformance and interoperability, IPv6, cybersecurity and cyber drills, Internet of Things (IoT), ICT economics and finance, quality of service and quality of experience, international roaming, and ICT accessibility and digital inclusion. Several national workshops were organized on different subjects, such as spectrum management, ICT measurements and indicators, CIRT management, ICT skills train of trainers, child online protection (COP), cybersecurity maturity review and strategy, crisis management plans, judiciary training, and quality of service (QoS) and quality of experience (QoE).

2. Americas region

In 2018, BDT implemented project activities under 13 technical cooperation projects for an amount of 1.4 million USD in the Americas region, in collaboration with Member States. In addition, activities under 35 actions of the BDT Operational Plan were implemented for a total amount of 572 000 CHF.

In the Americas region, 22 additional capacity-building activities were also implemented to cope with the demands of membership, such as ICT policy and regulation, business and management of telecommunication technical issues, IoT communication protocols, LTE radio access technologies, radio spectrum, cybersecurity, emergency communications, satellite communications, digital TV, ICTs and climate change, IXPs, optical access in network communications, among others. Over 15 of these capacity building activities were delivered through the ITU Academy, including a pilot project on digital policies that targeted civil servants of the Brazilian Administration – a similar training will be delivered in the Caribbean in 2019.

Direct assistance and support were provided to different countries in the region in areas of policy and regulatory framework for an e-waste management, development of national ICT plans, and preparation of guidelines for transition from analogue to digital broadcasting, infrastructure deployment, web accessibility training, and others. A new online training focusing on the development, management and operation an indigenous radio network was delivered to over 200 indigenous people from 16 countries. ITU also developed in 2018 a new training programme

to benefit indigenous communities by training indigenous technical promoters with a critical view of ICTs to be able to choose the most convenient technology for the development of community networks and ensure its sustainability without the need of external assistance in the operation and maintenance of these networks. The programme consisted of five online training courses followed by a hands-on face-to-face training focusing on three main areas: broadcasting, community networks and community mobile telephony.

Several regional workshops and forums on conformance and interoperability, Internet governance, cyber bullying, ICT accessibility and digital inclusion, cybersecurity and cyber drills, emergency telecommunications, and IoT were organized and delivered in 2018 in the Americas region. A pilot project on the establishment of the Alternate Regional Emergency Telecommunications Network in the Americas region was prepared as a result of the joint effort of ITU, CITEL, and COMTELCA. A conformance and interoperability (C&I) assessment study was conducted with the main objective of creating proposals on ways forward to improve the C&I status in the region

3. Arab States region

In 2018, BDT implemented project activities under six technical cooperation projects in the Arab States region for 673 000 USD, in collaboration with Member States. In addition, activities on 29 actions were implemented for an amount of 341 000 CHF.

Through the ITU Arab States region centres of excellence network, 13 capacity-building courses were implemented in different aspects of ICT applications and services, new technologies and broadband, with more than 183 participants trained. A cooperation agreement was signed with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) represented by the Employment Promotion Project (EPP) for the organization of Girls in ICT Day events until 2019. Assistance was provided to the Arab Incubators and Technoparks Network (ARTECNET), and a study was conducted on Internet networks and IXPs development in the Arab States region.

Capacity building activities on e-waste, EMF, smart learning, IoT, Smart cities and Big Data development, spectrum pricing, cost and pricing of quad-play access, satellite communications, training needs analysis, and training plan development of ICT sectors were organized in the Arab States region. Direct assistance was provided to Palestine, Somalia, and Sudan on mobile number portability, ICT policy and strategy, and framework of spectrum pricing. Furthermore, capacity building assistance was provided to countries in the area of spectrum management. Efforts were continued in relation to cybersecurity through the organization of the regional Cybersecurity Week that contains annual regional summit and annual regional cyber drills as well as child online protection and cybersecurity activities. ICT accessibility was promoted regionally through the organization of regional ICT Accessibility Week.

Assistance to Sudan to develop a national ICT accessibility policy was conducted in 2018. In addition, one workshop was organized on spectrum management in collaboration with ITU-R.

4. Asia and the Pacific region

In 2018, BDT implemented project activities under ten technical cooperation projects for a total amount of 526 000 USD in the Asia and the Pacific region, in collaboration with Member States and partners. The projects were funded by Department of Communications and the Arts (Australia), National Broadcasting and Telecommunications Commission (Thailand), Ministry of Science, ICT and Future Planning (Republic of Korea), Estonia, and Bill & Melinda Gates

Foundation, International Telecommunications Satellite Organization (ITSO). In addition, activities on 35 actions were implemented for an amount of 379 000 CHF.

The key emphasis was on specialized assistance, awareness raising and capacity building in the areas of radio frequency spectrum management and monitoring, developing medium to long-term spectrum management master plans, policy and regulatory frameworks, cybersecurity, implementation of CIRT, national cybersecurity strategies, and child online protection, broadband, conformance and interoperability, and type approvals, ICT applications, telecommunication sector roadmaps and e-applications for Pacific Islands, quality of service, ICT indicators and statistics, Internet of Things, implementation of IPv6, ICTs for promoting innovation and entrepreneurship, ICTs for the empowerment of women, e-governance, smart and sustainable cities, e-agriculture, emergency telecommunications, and other technical and regulatory assistances.

In the area of training, the focus was on mobile broadband QoS, Internet and IPv6 infrastructure security, monitoring radio frequency spectrum in the modern wireless era, cybersecurity, IoT technologies and applications for smart cities, conformity and interoperability and 5G planning, blockchain ecosystem and decentralization, competition analysis in digital applications environment, traffic engineering and advanced wireless network planning, IoT overview and applications, use of drones, satellite imagery and GIS for agriculture, IoT platform and application development, digital financial services and digital payments, digital skills for job creation.

5. CIS region

In 2018, BDT implemented activities on 20 actions for an amount of 267 000 CHF.

To raise awareness of membership and facilitate dissemination of best practices, ITU organized regional events on e-health, cybersecurity and COP, digital transformation, mobile number portability and C&I, Big Data and cloud computing, IoT and future networks, spectrum management, IMT-2020/5G and VoLTE/ViLTE. All regional events were organized in response to formal requests from ITU Member-States, Sector Members, and Academia in the CIS region.

ITU also developed a specialized information resource that will be used as a platform to promote regional initiative outputs, seek partnerships and consolidate membership activities on subjects related to regional initiatives.

Other tangible outputs include:

Assistance in redistributing digital dividend frequencies for new technologies including IoT in the Kyrgyz Republic.

Assessment of readiness to implement a national Computer Incident Response Team (CIRT).

Finally, ITU mobilized partners and resources to implement the following projects in 2019: Creation of digital skills centres for women and youth in Uzbekistan. Development of multimedia online course for women and girls in Azerbaijan. Creation of information and training centre on IP-telephony in Belarus. Establishment of the Regional Laboratory on IoT and Future Networks.

6. Europe region

In 2018, BDT implemented activities under two technical cooperation project for a total amount of 47 000 USD in the Europe region, in collaboration with Member States. In addition, activities on 26 actions were implemented for an amount of 197 000 CHF.

Efforts to strengthen the implementation mechanism for the region were continued, including the coordination of actions with relevant organizations in the region, such as CEPT, EU, EC, ECO, ENISA, Regional Cooperation Council, ICPE and the UN, including UN ECE, R-UNDG, UNIDO, ILO, UNCTAD, WHO, FAO, and some UN country teams. Throughout the year, more than 32 workshops, seminars, expert group meetings on broadcasting, broadband, accessibility, cybersecurity, innovation, human capacity building were organized, attracting more than 6,000 participants in total from 35 countries. In addition, human capacity of more than 660 professionals was built through the ITU European network of centres of excellence (CoEs) that offered more than 17 training opportunities in 2018.

Direct assistance was provided to Albania, Bosnia and Herzegovina, Cyprus, Georgia, Greece, Montenegro, Poland, and Serbia in the fields of innovation, broadcasting, broadband, cybersecurity, and ICT applications, and elaboration of digital innovations profiles. More than 10 publications and reports have been elaborated during the year.

Europe Regional Office continued close coordination with the UN system, while contributing to the implementation to the WSIS Action Lines and 2030 Agenda for Sustainable Development. Collaboration with European Commission and the Regional Cooperation Council has been strengthened to advance the digital integration of Member States in the Western Balkans.

ANNEX 2

Contribution to other Sectors and the General Secretariat

Regional and area offices contributed to the implementation of ITU strategic plan and ITU-R, ITU-T and the General Secretariat operational plans as follows:

1. ITU-R

With the objective of informing and assisting the ITU membership on radiocommunication-related matters, in particular developing countries, BDT and BR continued to organize spectrum-related workshops, seminars, meetings, and capacity-building activities, with the support of the regional offices and in cooperation with the relevant international organizations and national authorities. During 2018, the following events were organized in that direction, among others:

Three Regional Radio Seminars (RRS) in St. Petersburg, Russia (6-8 June), Thimphu, Bhutan (23-28 July), and San Jose, Costa Rica (24-28 September). These seminars attracted more than 270 participants from 48 countries in the regions.

Two ITU Frequency Coordination Meeting on the use of the VHF band (174-216 MHz) and UHF band (470-806 MHz) in Panama City, Panama (7-11 May) and Belize City, Belize (11-14 September), respectively. These meetings covered around 70 participants from over 20 administrations, completing the cycle of four meetings that took place in the region over the last 18 months, which established the basis for formal frequency coordination inter-government agreements for broadcasting and mobile services in the VHF and UHF bands. The remarkable success of this frequency coordination is reflected by the achieved average percentages of around 96% for UHF band and 94% for VHF band of assignable digital TV channels, i.e. the percentages of the frequency requirements which are compatible with each other and with operating analogue and other primary services’ stations.

ITU WRC-19 Regional Workshop for Region 2 in Havana, Cuba, 21-23 March. This meeting attracted stakeholders of the industry and the regional groups, such as CEPT, CITEL, COMTELCA, CTU, CAATEL in preparation for WRC-19 as well as 96 registered participants from 20 countries (including Cuba, France, Netherlands and the United Kingdom).

6th Latin-American Telecommunication Congress in Varadero, Cuba (11-15 June). ITU Regional Workshop on “Furthering IMT Development: Policy, Spectrum Valuation and

Auctions” in the Arab Region in Riyadh, Kingdom of Saudi Arabia (18-19 December). This event was attended by more than 100 participants from 12 Arab countries.

In cooperation with the respective regional offices, ITU/ITSO Capacity Building Workshops on Satellite Communications were organized in Americas, Africa, and Arab regions. These workshops are part of a capacity building partnership between the ITU and ITSO for the delivery of satellite communications related training.

The above events fostered human capacity building on the use of the radio-frequency spectrum and the satellite orbits, as well as the application of the provisions of the ITU Radio Regulations.

In addition, direct assistance was provided (upon demand) to several countries, including Bhutan, Dominican Republic, and El Salvador, to support their national spectrum management activities, long-term frequency management for mobile broadband, as well as transition to digital broadcasting and the allocation of the digital dividend.

2. ITU-T

At the initiative of the TSB Director, conference calls and face-to-face meetings were organized on a regular basis between the regional and areas offices and the TSB senior management, covering

each time overviews, updates, and briefings of activities run and organized by each TSB Department in the various regions.

The activities, which were led since beginning of 2016, were conducted having in mind the goal of improving coordination and increasing the efficiency of the overall operations, events and activities in the Standardization Sector. The regular organization and scheduling of such meetings has led over the years to significant improvement in the overall coordination with regional and areas offices in terms of events and activities, as well as enhancing the knowledge of the ITU-T standardization activities in each region.

Regional groups within ITU-T Study Groups are mechanisms that have been set up to assist in bridging the standardization gap among countries. There are currently 23 regional groups, including nine for Africa, four for the Americas, five for the Arab States region, two for Asia and Pacific and three for the Eastern Europe, Central Asia and Transcaucasia (EECAT). These groups met on multiple occasions during 2018.

BSG Hands-On Study Group effectiveness training was extended to other ITU-T Study Groups and their regional groups. The aim of the hands-on sessions is to assist developing countries in acquiring the right skills and capabilities for international standards-making and drafting contributions for meetings. The sessions focused on the development of drafting contributions, presenting proposals, collaborative working methods, and means of gaining support and building consensus.

Two Regional Standardization Forums under the theme of “Economic, Regulatory and Policy Trends in a Fast-Changing Digital World” were held in 2018 in Kigali, Rwanda (5 February 2018) and in X’ian, China (27 August 2018).

Another activity conducted by the Standardization Bureau is the cooperation with national and regional standardization organizations. ITU-T standardization activities have become more and more visible to national and regional standards organizations, thanks to the implementation of ITU-T Objective T.5 of the Strategic Plan of the Union, “Extend and facilitate cooperation with international, regional and national standardization bodies”. ITU-T/TSB has carried out the implementation of the Objective T.5 and its Outcomes by reaching out and sharing information with the national and regional standards organizations, inviting them to participate to Workshops, events and activities, as well as engaging with them, on a bilateral (for national bodies) as well as multilateral (for regional bodies), whenever possible.

Invitations to ITU workshops and follow-up activities were carried out by TSB with the aim of sharing the current ongoing work of ITU-T Study Groups, facilitating the exchange of information on the current work of the Sector, with experts and stakeholders of other national and regional standards organizations.

Regional Standards Organizations have welcomed the contribution from ITU-T/TSB on a regular basis. Organizations like ARSO (for Africa), COPANT (for the Americas), PASC (for Asia and the Pacific), CEN and CENELEC (for Europe) welcomed contributions from ITU-T/TSB to their respective annual events.

3. General Secretariat

With the 2030 Agenda for Sustainable Development, which acknowledges the important role of ICTs as a critical enabler for advancing the globally agreed sustainable development goals (SDGs), cooperation between ITU regional and area offices with relevant regional and other international organizations dealing with development and financial matters has continued to grow. Levering ITU

membership in the UN development system, and as a financial contributor to the UN Resident Coordinator system, to ensure that the enabling ICT dimension is adequately reflected in United Nations Development Assistance Frameworks (UNDAFS) and equivalent documents as well as in poverty reduction strategies will be strengthened.

Council-16 resolved to use the WSIS framework as the foundation through which ITU helps to achieve the 2030 Agenda, within ITU’s mandate and within the allocated resources in the financial plan and biennial budget, noting the WSIS-SDG Matrix developed by UN Agencies. With the aim of strengthening the implementation of the WSIS Outcomes at the regional level, ITU regional and area offices have continued to coordinate and collaborate at the regional level with the UN regional economic commissions and UN Regional Development Group, as well as all UN agencies (in particular those acting as facilitator for WSIS Action Lines) and other relevant regional organizations, especially in the field of telecommunication/ICT, with the aim of aligning WSIS and SDG processes and their implementation as requested by UNGA Resolution 70/125, developing partnerships for implementation of inter-agency and multistakeholder projects, advancing implementation of WSIS Action Lines and advancing achievement of SDGs and strengthening regional input to the WSIS Forum, WSIS Prizes and WSIS Stocktaking.

Support activities towards empowering regional and area offices

Electronic tools for planning and monitoring of activities, the operational plan system (OPS), have been improved, facilitating better implementation rate of allocated resources, including those in regional and area offices.

The pilot project for expanding the use of existing internal video conferencing equipment with external users was completed and was rolled out to all ITU, including all regional and area offices at the start of 2019. This new video conferencing service produces excellent results even with sub-optimal network pathways as, although it is hosted at ITU Headquarters, it finds optimum path utilizing peer-to-peer technology. Furthermore, the service is highly configurable and can adapt to various types of meetings, such as small one-to-one video meetings; a medium-sized interactive regional staff meeting; or a large-sized physical meeting with some remote participants. The service is fully integrated with ITU environment, it is easy to setup, and is available on all platforms.

ITU recognizes its Duty of Care for all personnel including external experts. The capacity to communicate effectively when travelling or working in higher risk duty locations is essential. ITU will conduct a pilot evaluation of an innovative technological tool, the ‘Security Communications And Analysis Network’ (SCAAN), in cooperation with the International Organization for Migration which developed the Application, to fulfil this obligation. SCAAN is a digital platform and mobile application network designed to provide more efficient communications and assistance to field staff especially during a crisis. ITU will evaluate the system for eventual permanent use.

A pilot project is currently underway for preparing the IT environment for the use of enterprise cloud services to improve document preparation, access and storage, particularly for the regional and area offices.
