Strategy of organizing staff mobility.
Case of the Intra-African Partnership Project for
Francophone Mobility on the Environment (PIMASO)
An intra-ACP mobility program
Strategy at the institutional level
During the project launch meeting, the coordination of PIMASO and the consortium
members agreed on how to welcome the staff and following decisions were taken:
The home university was invited to ease the availability of administrative staff for the
mobility;
Each host Institute was committed to ensure a good reception and working environment
for staff in mobility: reception units are functional with available people;
Given the short duration of the stay (2 months), the host University must ensure the
availability of accommodation, welcome the staff at the airport and facilitate the
formalities of entry in the host country;
The project must ensure a rapid implementation of the insurance and pay the scholarship
at one time if possible in the first week following the arrival of the staff.

Steps for candidates selection (1/2)
To ensure equity and transparency for all candidates, the selection procedure
was as follows:
Scoring criteria by the home university: relevance of the professional Project (10
marks); Motivations (10 marks);
Scoring criteria by the host university: relevance of the personal project (20
marks); Adequacy of reception (10 marks);
At the end of registrations, universities consensually graded outgoing and
incoming candidates according to the agreed criteria above;
The scoring results was transmitted by different universities to the project
coordination;

Steps for candidates selection (2/2)
The results were then analyzed during the Selection Committee meetings which
generates the main and waiting lists;
The lists were published on the PIMASO website and PIMASO partners have
been informed of the final scholarship awards after the written confirmation of
selected candidates;
NB: The disclaimers were directly replaced by the waiting list
The arrival of the candidates to the host institution/university is confirmed by the
local coordinator who ensures the administrative follow-up of his stay;
At the end of the mobility a report is requested.

Observations
To get more applicants, the following strategy have been adopted :
Local coordinators have been used to directly request their colleagues to apply
by website;
Target laboratories with similar thematic to guide teacher applications;
Target teachers with records for their professional career that would allow them
to publish scientific articles;
It should also be noted that most of the administrative staff came from a single
pay: imbalance

Scholarship level was moderately appreciated: In addition, the candidates were still receiving their salary

Hence, the low flux of applications, especially from teachers
Satisfaction after mobility
For administrative staff: Skills acquisition to better serve their unit
of origin: improving service quality;
For teachers: co-supervision of thesis, production of scientific
articles.
