The penetration of cloud computing in Governmental bodies (public administrations, municipalities etc) is low

The complexity of the ‘required’ applications is continuously increasing Shift from dynamic portals to collaborative

applications Diverse development stacks

Many new services tend to be even cross-border e.g. exchange of civil registry certificates exchange of personal data

Problems’ Statement

Page 4: Strategic Technical Presenation

www.strategic-project.euCIP-ICT-PSP-2013-7 Page 4

Problems’ Statement Cross-border applications generate additional technical

requirements Identity management

• Proposed Solution: usage of STORK Secure attribute exchange

• Proposed Solution: usage of SEMIRAMIS

As a result there is an increased need for a Cloud Orchestrator which will be able to: Store and instantiate complex governmental

applications (reusability) Provide proper governance (multi-IaaS environments)

STRATEGIC will deliver the necessary cloud-enabled infrastructure and associated services/tools to governmental bodies, enabling:

Existing public services deployment, migration to the cloud and replication.

Reuse of existing cloud-based services across different regions.

Composition of novel services based on already deployed services.

Secure and privacy friendly adaptation, governance and development of public cloud services.

Main goal

Expected results Documentation of common use cases of public cloud services in the public

sector.

Solutions for migrating on-line distributed services to the cloud.

A marketplace for public cloud services.

Solutions for porting and adapting public cloud services across different organizations in the EU.

Creation of STRATEGIC framework, a unified framework for the migration, adaptation and composition of public cloud services evaluated by real users.

Piloted STRATEGIC solution in three governmental bodies: CAMDEN (UK), Genoa (Italy) and Municipality of Stari Grad (Serbia).
