Welcome to Barnsley Premier Leisure’sStrategic Plan for 2007 to 2012. Rather thansimply refreshing what has gone before, wehave taken a ‘blank piece of paper’ approachto its formulation. We have sought to ensurethat it meets both the needs of our localcommunities and those of our own organisation.In its preparation, we have taken care to makeit fit for purpose for the period of time itrepresents, and have made sure we are clearabout our purpose.

In producing this strategic plan we haveundertaken a number of important tasks,some of which are noted below.

We have:

invested time in reviewing our previous planand evaluating our performance against ittaken note of central government plansconcerning health, well-being, sport andphysical activitytaken note of other national organisations’plans for raising participation in sport andphysical activity such as Sport Englandevaluated recent research on participation inphysical activity, namely the Sport EnglandActive People surveytaken note of regional and local plans from awide range of organisations such as SouthYorkshire Sport, Barnsley Primary Care Trust,One Barnsley (the Local StrategicPartnership) and its delivery partnerships,

Barnsley Metropolitan Borough Council andBarnsley Children and Young People’sStrategic Partnershiprecognised the valuable work already beingundertaken by a significant number of othergroups and bodies whom we would regard asour partners and stakeholders

For those readers unfamiliar with thestructure of our organisation, it is importantto note that Barnsley Premier Leisure is anot-for-profit social enterprise and aregistered charity. We generate the majorityof our income through fees and charges(which account for 86% of our turnover*) andreceive support from Barnsley MetropolitanBorough Council (which accounts for 14% ofour turnover*). We are a charitable companyestablished in July 1999 and limited byguarantee. We seek at all times to provideaffordable, value for money facilities andactivities for sport, recreation and leisure forthe benefit of the population of Barnsley andits surrounding areas and this continues to bereflected in our new Mission Statement (page 9).

The charitable company, also referred to as aLeisure Trust, wholly owns a trading companywhich operates those more commercialelements of our business such as corporatehospitality, food and beverages. It is imperativethat the trading company operates effectivelyas any surplus it generates is covenanted to

We operate a diverse mix of sports and leisurefacilities across Barnsley which range fromsmall community recreation centres tomulti-use leisure centres, to the regionalfacility at the central Metrodome LeisureComplex. We are an inclusive organisation inall ways and strive to ensure equality ofopportunity for all sectors of our localcommunities so that everyone may enjoy thebenefits of participating in sport and leisureactivities.

We recognise, as we move forward, thatgreater focus has to be given to improving ourperformance, both commercially and inservice delivery. We will be innovative andconsultative when exploring new opportunitiesand ensure that our organisation is seen asan excellent investment for all sources offunding. With proper access to externalfunding and targeted re-investment ofsurpluses generated from our tradingactivities, we are confident we will successfullydeliver our new strategy.

Our organisation operates through a Board ofvoluntary Trustees who have played a full partin the development of the new strategic plan,

particularly to ensure that ourcharitable purpose continues to bedischarged effectively. The Trusteesbring a vast range of experience andexpertise to bear, and at the time ofwriting, these include competencies inHealth, Voluntary and CommunitySector, South Yorkshire Police, BarnsleyCollege, legal and accountancy, privateenterprise and local government. As weadvance the new strategic plan, wewill continue to encourage diversity in themembership of the Board.

We have recognised the significantcontribution that we, as an organisation, canprovide our local communities throughinvolvement in sport and leisure.

These include:

Helping protect our environment frompollution and waste

In recognition of this, we have made sure thatthese contributions continue to be includedwithin our strategy. Our strategic aims, whichare explained from page 12, define our focusfor the next five years. For each aim we haveprovided an objective so the purpose of eachis clear and easy to understand. We have thenlisted the key actions that we need to achievein order to meet each of the aims.

In publishing this strategic plan we arerecognising and responding to the need fortransparency and accountability to ourcustomers, partners and staff. We welcomeany feedback on the document and undertaketo consider any contributions received as partof the arrangements in place for periodicmonitoring and review of organisationalperformance against the strategic plan.

work with the Local Authority to identify acomprehensive capital investment strategyfor the maintenance and continuedenhancement of our leisure centres, takinginto consideration the Building Schools forthe Future programme

position ourselves to maximise businessdevelopment initiatives by ensuring we havesufficient capacity within our structures

review and continually improve and enhanceour Information Technology infrastructure toimprove our effectiveness and meet theneeds of our customers

set and meet financial targets in order thatwe can continue to invest in our facilities and services

maximise the return from commercialopportunities so that we are in a position tofulfil our charitable objects

develop a business that balances successfulfinancial performance with adding value and improving opportunities for the moredisadvantaged sectors within our localcommunities

regularly review our business environmentso that we can continue to operate in aflexible and proactive way, ensuring weremain competitive and meet the needs ofthe company and our customers

regularly review this strategy to ensure wekeep abreast of, and are able to evaluate,emerging leisure trends and opportunitiesfor diversification
