An expanding team
We permitted ourselves a brief retrospectivein 2007’s annual report to look back at theachievements of the Stockholm Networkover its first decade. In 2008, the emphasis ison rejuvenation and future growth. Ourreputation and our network are nowestablished – though never complacent – sothe question is where is the European publicpolicy debate heading and where do wewant to go next to stay at the cutting edgeof influencing that debate?
Many of the core issues that prompted thefounding of the Stockholm Network remainlive.Yet in many ways debates are becomingmore practical and a comparative approachis sought after by reformers seeking ballastfor their arguments.The growing interest in‘evidence-based’ public policy means thatdecision makers are seeking ever morerobust research from think tanks.
Our work on Health Technology Assessment(HTA) and the launch of our HTA taskforceis instructive of this new focus. Here wehave combined our in-depth, high-qualityresearch material, produced in-house, withour ability to organise a range of eventstogether with network partners acrossEurope.The work focuses on one of the key questions affecting health systemsglobally: how can the latest medicines andtreatments be provided in an environmentof growing demand and limited publicmoney? Similarly, our Carbon ScenariosProject has not only provided new contentbut also new opportunities for cross-sectoral discussion of environmental policieswhich take account of the market andeconomic realities. In the fields of intellectualproperty (IP), competition and innovationwe have lived up to our own rhetoric oninnovation with new projects like our LisbonAgenda Barometer that not only measuresbut presents the Lisbon agenda goals in new ways. Our IP academy has broken new ground in the IP debate in Israel andwill shortly begin a new programme ofwork in Europe.
We have launched fresh newsletters andpublications directly related to the economicenvironment and reform prospects in theEU. Our updated edition of The State of theUnion covers the progress towards market-oriented reform in all 27 states of the EU,with expert contributions from many of ournetwork member think tanks.
In order to disseminate our ideas in freshand creative new ways, we have recentlylaunched DVDs and multimedia kits aimed
at increasing understanding and awarenessof issues such as Intellectual Property Rights(IPRs), school choice and health savingsaccounts. Our new web site has resulted ina large increase in traffic.We haveexpanded staff capabilities which nowinclude a larger research team, a dedicatedChief Operating Officer and a host of hard-working young volunteers, helping to spreadour ideas far and wide and especially to thenext generation of thinkers and leaders.Wehave also organised a greater number and awider variety of events.The GoldenUmbrella think tank awards, a black-tiedinner held to mark and celebrate theachievements and influence of our network,has now become our annual flagship event.
At its inception, the Stockholm Network’smission was to rejuvenate the public policydebate in Europe towards ideas whichwould stimulate economic growth andinnovation.We are delighted that some ofthe ideas we have nurtured are nowblossoming through our direct policycontributions. And while there is still somuch more fruit to be cultivated, we feelconfident that our ideas will continue torejuvenate the European public policydebate.

How do weinfluence thepublic policydebate?
Policymaking today is a diverse andcomplex process with ideas coming fromall parts of society. In this environment,think tanks play an increasingly vital role asthe source of new and future policies.
Our research and content always seeks to shape and influence policymaking in asbroad and meaningful a way as possible.Over the past year our direct impact hasbeen extensive – the Stockholm Networkhas contributed to formal governmentconsultations and met, both on and off therecord, with senior policymakers of allpolitical stripes. In addition to our regularevents featuring national, European andinternational politicians and policymakers,
we have held numerous one-to-onemeetings with key decision-makers. Amongothers we have met with Lord Triesman,then Parliamentary Under-Secretary ofState for the Department for Innovation,Universities and Skills; Meglena Kuneva,the EU Commissioner for ConsumerProtection; Anze Logar, Spokesperson ofthe Slovenian EU Council Presidency;Boris Johnson MP and Conservativecandidate for London mayor; Ed Vaizey MP,Shadow Culture Minister ; Liam Fox MP,Shadow Defence Secretary; and BoydenGray, US Ambassador to the EU. In theinternational arena we have partneredwith organisations such as the WorldIntellectual Property Organization and
UNCTAD.Together with Queen MaryIntellectual Property Research Institute,University of London, and the Faculty ofLaw, Maastricht University, we have set upa grants programme for exceptionalpostgraduates researching in the field ofIntellectual Property Rights.
In order to achieve maximum exposurewe disseminate our content through threedifferent channels: the media, publications,and events. Some of the highlights arepresented below:

There is no doubt that the media is themost visible stage for public policy debates.The Stockholm Network has thereforedeveloped its communications team,bringing it in-house and focusing it onbuilding up our links with the media,conducting highly targeted media launchesand publishing our key messages. Themedia increasingly makes use of ouroriginal content as well as our network,in the form of experts and spokesmenfrom across Europe.

As policy debates have become globalised,the value of our comparative approachnow has an ever-wider appeal.The work ofthe Stockholm Network today reachesbeyond the shores of the Europeancontinent. Our research projects and ournetwork extend outwards, no longerexclusively within and between European
countries – although this remains centralto our mission - but also beyond theirborders.
The Stockholm Network is now creatingfresh dialogue and a new exchange ofpolicy ideas between Europe and otherparts of the globe, in both the developedand the developing world.

Over the past year our voluntary networkof affiliated think tanks and thinkers hasgrown in number, influence and stature.Our own growth, both in content and ininfrastructure, is allowing us to reach outto this network and support member thinktanks in new and innovative ways too.The
launch in 2007 of our Golden Umbrellathink tank awards is just one example ofhow we can now recognise and celebratethe achievements of the wider think tankmovement on an annual basis. Ourquarterly journal Eye on Europe has beenre-designed and expanded to include
more space for information on memberthink tanks and we now have a dedicatedmember of staff devoted to networkliaison, partnership projects and events.

viewing of Stockholm Networkdocumentaries, and a think tank librarythat enables visitors to browse our ownand our members’ policy publications fromacross Europe.This website has alreadyreceived over one million webhits since itwent live just under a year ago.

The Think TankThe SN produces original, high-qualitycontent in areas of public policy translating it into practical policy recommendations. The NetworkThe old phrase that ‘the whole is greaterthan the sum’ is certainly true of theStockholm Network, which now spansalmost 40 countries and over 130 thinktanks. Via our network we are able toamplify the market based concepts andideas of our members both within Europeand beyond. In addition we act as afacilitator and coordinator customising thesepolicy ideas into locally tailored messages.
